    It’s official. The NRI has just announced officially the claiming of Nova Jupitereum as the fourth system of the NRI. And the first Proconsul of the system is none other than the putative High Priest of ‘your’ cult, who is looking rather amused at the entire thing. Just to make your suffering complete, he announces that the first major project of the new colony will be to build a ‘proper’ temple to ‘you’, with him gleefully unveiling a scale model of the central statue. Which is a heroic nude of, well, you. With your manhood covered by a convenient palm frond that makes it look like you might have a third leg.

    You do not see why everybody else is finding this so funny. OK, if it were somebody else you’d find it funny too. But it’s not funny at all. And you’d really appreciate it if your kids would stop waving palm fronds at you. Alita finds it all very funny and is NOT HELPING by her pointed refusal to comment on the ‘accuracy of scale’ as it is a ‘private matter’.

    Then some bright spark down in the Palace gift shop sends an inquiry as to whether or not it would be appropriate to sell scaled down models. You are about to go appropriately medieval on said marketing genius when your wife utterly betrays you by laughing, snagging the datapad you were about to hurl in frustration, and silencing you by the most effective method known in the sidereal universe. When you come back up for air you are in a much better mood, but still deny the proposal on the grounds of ‘not wishing to promote any religion in the gift shop’.

    This backfires spectacularly, because somehow the Department of Periphery Studies has found out about this and the distinguished tenured professors of the department have decided to host a revival meeting promoting your religion. And again, everybody else finds this utterly and truly hilarious, without any consideration for just how embarrassing this all is.

    OK, so people like how it humanizes you, making a remote Imperial figure something more relatable as you are showing that it’s perfectly acceptable to make so much fun of you without anything happening. But still!

    You also receive some actual bad news, not of the ‘personally embarrassing’ variety. Jake is in the hospital after suffering a severe stroke. He’s expected to recover thanks to the superb quality of medical care that you have access to, but he has officially resigned his post as your political advisor. In the interim his deputy, Vinh Thuy Lien, will be taking over his duties until a permanent replacement is selected.

    There is a list of candidates for your consideration. Lien herself is on the list as Jake’s long time deputy. She’s highly qualified, having a solid academic and practical background. She’s one of the few people you know outside the IGMP and the Imperial Family who’s been adopted by a grifftiger from childhood. You’ve met Hoa, her grifftiger, who’s almost as big as Bastet and is the mother to a brood of griffkittens of her own. She’s also worked extensively on the various civil service reform efforts that have been undertaken over the years and has a solid working relationship across all of the various ministries.

    Michael Washington is a long time political consultant who worked with the department as an outside advisor for elections and polling. Professionally he runs his own consulting business which is among the most highly sought after firms in the field, but has historically refused to work for candidates opposing the Crown.

    Gwalbert Wojtalewicz is the current head of the Nowa Warszawa system government but previously was a consultant on Nowy Gdansk affairs for the political department. His father was one of the original Home Army members imprisoned on Nowy Gdansk by the Dracs. His term ends at the end of this year and he’s already announced that he is stepping down for new blood after 12 years in office. He has a reputation for being able to bring people together from across the political spectrum and convincing them to work together for the common good.

    Gabriel Livingston is a bit of a dark horse candidate for the position, but comes highly recommended regardless. He’s an academic and consultant who has a history of actually opposing the Crown, but doing so in thoughtful and insightful ways rather than the sorts of dirty tricks you are used to from opponents. He has a reputation for complete personal integrity and would never be confused for a yes-man, especially in regards to Imperial political power.

    Nadine von Meyer is the final candidate on the list. She’s currently a professor of political science at Griffin’s Roost University, has formerly served in the Chamber of Delegates herself, rising to Majority Leader the last time the Chamber strongly supported the Crown, has an impeccable personal reputation for probity, although she is also known for her rather sarcastic wit and cutting sense of humor as she doesn’t suffer fools lightly.

    And now it’s budget time, yay!

    General Stewart leads off as usual. “Your Majesty, I will keep this brief. We would like to continue the production build up in order to swiftly replace any potential losses from the upcoming campaign as well as continue to build up our forces. In addition, we would like to prepare for any possible occupation of Okusawa by building up available garrison forces to enable us to flood the zone ahead of any possible resistance movement once the Dragon is slain.” With that she steps back.

    “OK, boss,” General Jenkins is up first, representing the Army and is his usual self, which is extremely relaxing considering. “You heard the underboss and yes, we want to buy more garrison regiments pretty please with strawberries on top since I know you hate cherries.” Laughter ripples around the room, then he goes in for the kill shot, leading to you shaking your fist ineffectually at him while finally succumbing to the humor of the whole mess with your ‘cult’ “or palm fronds, for some reason you’ve got a hate on for palm fronds. Anyways, fifteen garrison regiments please, thank you, and your welcome. Then for front line forces, the Calliope Military Academy has repeated their request for a training unit for LAM forces, so we’re requesting one of those and a Raider Regiment as well, to continue building up our Rapid Reaction Forces. Then for regular mechs, six regiments of Light Horse to prance around being light horse and two Armored Cavalry regiments to keep the light horsies from prancing too hard. Oh, and some training mechs for the small fry to practice being excessively enthusiastic in. Then for big stompy robots with squishy humans inside we’d like five Assault Regiments for the biggest, stompiest robots around, although they’ll still have squishies inside.” He tosses up the summary on the display.

We’ll have the ability to build two additional wings with our current factories, therefore we are requesting a pair of Patrol Wings for general deployment.”

    Bridget is up next, bouncing in her seat. “Your Majesty, we have a big enough budget that we can finally justify big system wide infrastructure projects as a normal thing and not a special thing! Right now we can only really afford to do it in the peripheral worlds, due to the sheer scale of things. We also stand ready to build anything that needs building, expand anything that needs expanding, and while all DoME teams are busy we can plan for future stuff if you want and Calliope IV is maybe a year or two from reaching core status so keep that in mind kay?”

    That has to be the shortest speech you can recall her ever giving, and she talked so fast that it seemed shorter still.

    Isoroku is up next. “Your Majesty, apart from ordinary diplomatic matters we do have one special appropriation we would like you to consider. Specifically, the number of available jumpships in the commercial sector has reached the point where we are starting to see a bonafide international tourist market forming. We would like to get ahead of that and start a dedicated tourism bureau to market tourist destinations within the Empire. This would have the greatest effect, currently, on the TTP although Calliope IV would also benefit to a degree.”

    Lien is sitting in for her boss as your Political advisor pro-tempore. She is a startlingly petite asian woman who, if you didn’t know any better, you’d assume was a teenager sitting in her mother’s chair. “Your Majesty, in addition to continuing our work in getting the Chamber to adopt a more helpful attitude towards the crown, the political office is proposing a public health awareness campaign, especially in poorer and more industrialized areas, with an eye to promoting healthier lifestyles. Several system medical associations have been requesting this from us for some time and, all things considered, it seems appropriate to undertake it now.”

    Dr Bryant is off world attending a conference on Calliope IV. She has left a memo for you. She is recommending the immediate undertaking of R&D work on improving standard core jumpships to permit construction of standard core vessels up to 400,000 tons in mass.

    General Messerschmidt is present. “Your Majesty, I don’t have anything new for you. I have teams ready to accompany the invasion force next year, of course, but just before this meeting I did get some reports. There’s been an attempted assassination of the designated proconsul to Nova Jupitereum by a Pugnus Deorum sleeper agent in his staff. The proconsul was able to hold off the attacker but I fear that there might be some… personal embarrassment from this, Your Majesty.”

    You groan.

    “It seems that, ultimately, the attacker was stopped when the scale model statue that we’ve all been joking about fell on him in the midst of the struggle. Needless to say, the cult is rather… enthusiastic about this development.”

    Thanh immediately starts howling with laughter, along with General Jenkins, the traitor. You can tell from General Messerschmidt’s expression that there’s more. “Out with it…” you grate, trying to give your sister and who you thought was a friend a quelling glare that bounces off of them like a superball off of, well, anything.

    “Apparently he was impaled by the palm frond, Your Majesty.” his lips twitch into a ghost of a smile on his Teutonic features.

    Your face and your palm engage in a forbidden romance as the hilarity levels skyrocket.

    “And it will be on the news tonight, Your Majesty, complete with HD footage from the security cameras which caught the entire thing.” Niels is remorseless with the bad news.

    Your forehead, the desk, making repeated acquaintances while the laughter swells at your reaction.

    When things calm down a little Martina finally is able to speak, although even her lips are twitching still. “Your Majesty, the only real project from your Justice Ministry is to fully ascertain the legal status of New Eden, considering that all refugees have been evacuated from there and have indicated that they have no wish to return. For obvious reasons we have no actual precedent for this, so we would strongly advise that we carefully review our options before making any long-term decisions on the system.”

    A rather impudent gift shop administrator ‘delicately’ brings up actually putting the mini figurines of your… statue… on sale, with the proceeds to go to charity. You are fairly certain that your glare should have reduced the man to a puddle on the spot, or at least made him pee his pants, but unfortunately the administrator did this in the hearing of your eldest granddaughter who thinks it’s a wonderful idea and turned Big Cry Eyes on you. The administrator is going to pay for this indignity, but you fold. Damnit.

    Word has come from the NRR. The elections are complete and surprisingly neither the current ruling party's candidate nor the opposition's candidate wins. Overste Sofia Nordlund had put her name in the running. A colonel in their military, Sofia actually hailed from Gotland and had been the first woman native to Gotland to become an officer in the NRR military. You are pretty sure your mother would approve of her, especially considering that she was an infantry officer.

    Of course, considering that her campaign commercials pretty much featured her using a massive battle axe to chop a gordian knot in half, representing the extreme factionalism pervasive in the Thing at the moment, while wearing a suit of traditional Gotland armor… you are almost certain that things are going to be interesting.

    The current Prime Minister’s coalition is back in power, and he conceded the Presidential election with a great deal of good humor and grace. The opposition is almost completely out of the Thing, with less than a half dozen seats now, and is spitting mad about the situation and claiming that the only reason they lost is that the elections were rigged by your forces.

    Considering that your people had prevented, at an initial count at least, at least three hundred separate attempts to stuff ballot boxes and rig the election, all by the opposition parties, you consider that just a bit rich.

    Sofia appears to have little to no interest in appeasing the opposition either, considering the sheer number of members of their leadership who have already been arrested within 48 hours of her taking the oath of office on charges of treason. She has pledged fair trials for all of them, both publicly and in private with your ambassador.

    You do get a bit of revenge on Thanh, as the new NRI colony has unveiled the statuary that makes up the decorations of the main spaceport and includes a heroic nude of your little sister brandishing a sword. She, of course, responds with a smirk… evidently she had sent them a photo from when she was younger and was dared to take one by her wife and the little exhibitionist thinks it’s hilarious that they’re referring to her as an incarnation of Artemis.

    Little sisters. Just when you think you have them dead to rights…

    R&D work has concluded on the new mobile HPG units, the first sets are being installed in the Fletcher class destroyers on the slipways. There isn’t enough time to install them on any of the units participating in the upcoming operation, although HMS Morristown will be getting a pair of them during her yard period next year.

    Likewise work has been finished on the new pilot exosuits. Again, they won’t be deployed just yet as it turns out there will be a period of familiarization and training required to adjust to the suits, plus adjustments to the controls in the AFVs and mechs which will most benefit from the suits.

    You attend the opening ceremonies for the new radiation-shielded platforms in the Griffon system, allowing for full exploitation of the massive mineral wealth of the gas giants in the system. The structures are truly impressive marvels of modern engineering and the industrial activity enabled by them has resulted in an impressive boost to the Griffon system economy.

    One of the consequences of the economic boom that the automotive industry is experiencing on Calliope IV is a consequent drop in the poverty rate, as the economy there moves to full employment. New business start-ups in the system are surging, both to support manufacturing and also to support tourism on Calliope III.

    The economy in general has been going well throughout the Periphery, and the investments in infrastructure have borne positive fruit. There has been some irritable grumbling in the Core systems, but the people doing that are the sort who complain that it’s too sunny, then when it rains bitch about getting wet. Besides, just a few years back you’d invested massively into both Griffon and Nowa Warszawa in modernizing their infrastructure.

    When Gwalbert is approached about the Political Advisor position he actually declines, on the grounds that he wants to enjoy a few years of retirement while his kids are still young, but will be happy to provide advice to Lien as she is confirmed as the permanent advisor.

    Expansion of the warship yards runs into a serious snag as several critical components are unavailable in the quantities required. The causes are pretty varied and come down to simply bad timing on the orders, as the commercial jumpship yards are expanding at a feverish pace and just happened to have bought out the inventory. The expansion work will take place next year.

    The regular yards are expanded, however, and a new orbital shipyard core is constructed near the refit yard in the New Phoenix system.

    The new jumpship yards in New Capricorn and Calliope are completed, using some of the components that would otherwise have gone to the warship yards, but it does mean you have more jumpship production capacity.

    The output of existing and new DHS, Endosteel and Ferro-Aluminium forges and foundries have been increased, and new DHS orbital factories have been brought online, significantly boosting the availability of these strategic resources.

    The new Tourist Bureau is up and running, with advertisements for the glorious natural beauty of the TTP and… DINOSAURS… running throughout the Empire as well as in the NRI and NRR. Tourist traffic is increasing significantly as a consequence.

    The colonial office has expanded again, increasing the resources available for managing the colonies. In addition, the health awareness campaign has spawned a surge of interest in fitness and healthy living throughout the empire, reducing hours lost to illness significantly. A healthy populace is a productive populace, after all.

    The legal beagles in the Justice Ministry have been working hard at the problem of New Eden and have developed a comprehensive framework to permit the re-colonization of the system and full and proper compensation for the surviving refugees. There will be expenses associated with this process, but justice isn’t generally ‘cheap and easy’. Doing the right thing sometimes will cost far more than doing the expedient and easy thing, but has long-term benefits.

    With Jake departing and the upheaval caused by a twin murders relations with the Chamber of Delegates don’t improve all that much, but at the moment the Imperial Senate pretty much thinks that the only reason you don’t walk on water is that you dislike getting your shoes wet.

    The new ASF factories have been built, boosting your available ASF production nicely to allow for continued expansion of your aerospace arm.

    The Orbital Industrial Platforms have been finished in the Griff’s Leap system, with a new warship yard available as well as space for ASF, Mech or conventional AFV production. The economic benefits to the system have been substantial.

    Three new Oasis II platforms are now online, strengthening your recharge network as well as providing significant boosts to jump point defenses. The IGAF has managed to fully man all of the new stations with Eagle ASFs, which required a bit of scrambling to manage. Luckily the reorganization of your training academies has streamlined and strengthened the pipelines for the entire military.

    A large number of new dropships have been built this year, and many more were laid down. You don't have nearly enough time to attend the various ceremonies for the laying of keels or commissioning, but you do record personalized messages for each new ship that is commissioned this year welcoming them to the IGN and exhorting the crews to serve the Empire faithfully.

    You do manage to attend the commissioning ceremonies for the new Dart and Dagger class warships that commission this year. They’ll be spending the next year training and patrolling rather than joining the big offensive scheduled for early next year.

    You do manage to make it to the mass ceremony celebrating the new regiments, brigades, and divisions that have been brought into service this year. None of these units are earmarked for the invasion, rather they will be forming the strategic reserve and engaging in training exercises to sharpen the sword for the future.

    Operation Kaput - Initial Timeline


    At 1300 hours on January 15th 3005 the official ‘Go’ order was issued for Operation Kaput, the final destruction of the local Dracs on Okusawa.

    Thirty seconds later the initial strike force jumped out, HMS Pilum and HMS Pfiel leading the formation of warships loaded up with strike units ahead of the initial invasion wave. The jump point that they were using was clear, with no resistance detected. All dropships were deployed into a security cordon. An hour later the rest of the initial invasion force, led by HMS Morristown, arrived in system.

    HMS Morristown remained with the standard jumpships along with several dozen parasite warships providing security while recharging occurred. The rest of the formation moved in system.

    No response was detected, no dropships were observed, no ASFs were launched. Long range scans showed no activity in orbit at all. Previously observed facilities appear to have been destroyed, at the very least no power readings are detected, thermal levels are inconsistent with any life support systems being operational, and the structures are in pieces regardless.

    A massive tide of surface launched missiles greets the task force as it enters orbit, however the extended tracking time allowed by the need for them to overcome the gravity well and atmosphere of the planet allows for effective interception to occur. One Long Beach suffers scratch damage that barely qualifies as scuffed paint during this engagement along with a great deal of mockery from other crews.

    Intensive orbital bombardment is used to clear multiple potential LZs, with the landing dropships kept back for several days as the bombardment continues. Finally on February 1st the landing force lands. Fighting begins almost immediately and is soon at a very high intensity.

    The operational timeline posits a one month interval before Wave Two arrives.

    Initial reports from the returning jumpships are highly positive, full orbital supremacy has been achieved with no losses. Fighting on the ground is a slog, the Dracs are putting up exceptionally stiff resistance, especially in urban areas and the extremely deeply dug fortifications. However everything is, so far, going more or less according to schedule. Current losses are well below expectations for the orbital phase of the operation, but somewhat above earlier estimates for the ground fighting. One positive bit of news from the ground operations is that the Dracs have so far not deployed any WMDs.

    Here at home the mood is hopeful and determined, the initial news reports are now airing from embedded journalists and every news station is covering the events in detail. ‘Live’ coverage is limited to those wounded who’ve already been transported to Nowa Warszawa for treatment. The closest pirate point is too small to support the reinforcements, but a single Caravel is transiting back and forth to carry those too badly injured to return to the front line for treatment. Currently that courier run is the best source for up to date information about the fighting.

    You have received messages of support from the NRR and NRI, even Kilburrough has sent you a note, although their’s is phrased as thanking you for enforcing their EULA terms and conditions on the Dracs. Whatever.

    Phase II is scheduled to start on March 1st. Second wave forces are in their dropships and preparing for deployment.

    Operation Kaput - Phase II


    The Phase II jumpships depart from Nowa Warszawa on schedule. The fighting on Okusawa is progressing as expected from the last reports. Landing sites have been selected for the second wave attack.

    You return to your office, paperwork waits for no man, and even with a major military operation underway there is still plenty for you to do that has nothing to do with war. There are reports to read and sign off on, summaries to digest. The Empire runs on paper, after all. It will be at least a week before you get any reports about the fighting after all.

    Three days later you get a message from your wife, she and your kids are down at one of the more spectacular beaches on Sukaishi, one owned by the Imperial family in fact, while your brothers are on the other side of the planet at one of the motorsports parks.

    You will look back at the timing with a grimace for a long time now. Just as you finish the note that alert klaxons start wailing as an emergency HPG message comes in.

    Sukaishi is under attack. Three warships appear at a pirate point near the planet and immediately open fire on local traffic. Orbital defenses scramble to intercept and the alert has been raised. Tentative ID is that they are from the Black Steel, with the warships identified as a highly modified McKenna, Essex and Quixote.

    By the time you make it to the command center three minutes later the latest report from the HPG is that the Silver Tower in orbit has been destroyed, but has in turn destroyed the Essex and severely damaged the McKenna, planetary ASF forces have launched but are struggling to deal with what appear to be drone operated ASFs of exceptionally high performance that are screening the surviving warships. Local dropship defense units are likewise struggling to deal with drone dropships identified as M3 Caspar systems. Losses are reported to be very heavy.

    The last report from the HPG station comes in minutes later, incoming missiles launched from the Quixote. The transmission is cut off mid word.

    All defenses in the Griffon System are now on full alert.

    18 hours later you receive an HPG transmission from Nowa Warszawa, the jumpships that had carried the second wave have returned after fast charging their drives.

    It’s a disaster. A Black Steel McKenna and Farragut appeared in the system at a pirate point and intercepted the dropships carrying the second wave in from the zenith jump point. The small escort force had tried to cover them but the warships were able to sustain acceleration rates that ordinary humans could not, the escorts were brushed aside almost contemptuously and the entire transport formation was annihilated, with reports that the attackers were even firing on escape pods as they passed. According to the reports there are believed to be no survivors at all.

    Your eldest son and heir was on one of the Puller class ships in that formation, commanding the 2nd BCT.

    Thanh is taking the warship component of the attack force from orbit to intercept, she ordered the jumpships to hot charge and get clear and report back to raise the alert. The only jumpship remaining in the system apart from her warships is the medical evacuation Caravel which had only just arrived and would take another day to finish hot charging.

    Several hours later a report arrived from New Phoenix, a single Black Steel Vincent mk 39 had attacked the zenith defenses and been destroyed, no significant damage reported. This is followed minutes later by an HPG message from Edelsteine reporting the same, a single Vincent appeared, opened fire, and was swatted out of space by a patrolling Dagger class corvette.

    You have two options at this point, the IGN is scrambling to put together a relief force. However, you can send them either to Sukaishi or to Okusawa. You have no further reports on the situation in either system and won’t know for at least another day, for Okusawa, or week for Sukaishi. It would take 28 hours to send a relief force to Sukaishi, as the warship squadron is currently in the Edelsteine system, it would take 2 weeks to send a relief force to Okusawa due to the need to recharge twice en route. It is possible, if you send the force to Sukaishi, for it to proceed to Okusawa once they’ve dealt with whatever is going on there.

    Additionally it would be possible to scramble a response force from the Griffon system, although it would be all conventional jumpships and parasites. You currently have 2 Monoliths fully charged and ready to go, it would take 18 hours to load them up with a mix of Majestic, Independence and Lancer parasite warships. It would take a week to arrive at either Okusawa or Sukaishi due to the need to recharge at least once. However this would weaken the defenses of the Griffon system.

    A few hours after the relief force departs for Sukaishi the time chop for the expected arrival of the medevac Caravel passes with no reports of its arrival. An HPG message is sent to Nowa Warszawa to confirm, and they do so, the ship has not arrived as expected but they are monitoring the situation.

    You grit your teeth at that, certain that something else has gone wrong. Throughout the Griffon system, and empire-wide for that matter, full civil defense procedures are underway due to the possibility of additional attacks. But so far all is quiet. Additional reports from Edelsteine indicate that a number of commercial jumpships were damaged or destroyed when the Vincent jumped in and began firing indiscriminately, along with an audio recording of the disturbing chanted ‘Death to all’ that was broadcast on all channels in a horrifying cacophony of sound.

    An encrypted message is received from Kilburrough for their embassy. A few hours later you receive an urgent request for a meeting from the eccentric, to put it kindly, ambassador.

    Evidently Kilburrough was attacked, but from their message it appears that the Kilburroughans are far more upset over the fact that they attacked on Opening Day of their baseball season than about any damage, with the ambassador stressing that the Black Steel actually caused the executive council of the planet to miss two innings of play and they are extremely unhappy. Unhappy enough that they are now offering you a ten year 75% discount on any purchases with your first order free.

    In essence they are offering up to ten million genetically optimized fetuses a year, as according to the Ambassador your Iron Womb technology is ‘adequate for the purpose’. Initial tranche would be free, follow-on tranches would be $25,000,000 a year for the first ten years, and $100,000,000 a year thereafter. And, of course, the ‘usual terms and conditions would apply’ and a binding service agreement would, naturally, be negotiated.

    A week later you get word from Sukaishi. Your warship squadron engaged a crippled and immobilized McKenna and a badly damaged Quixote in planetary orbit and were able to destroy both with minimal damage, as both Black Steel vessels seemed far more interested in continuing to bombard the surface of the planet than in actually defending themselves.

    And according to the preliminary report it is bad, the Black Steel were using extremely dirty high-yield nuclear devices in their bombardment, concentrating on inhabited areas. The racetrack where your brothers were and the beach where your wife and kids were vacationing are all highly irradiated and blasted. The interference from the radiation means that they are unable to contact the deep shelters at the beach, the one small bit of good news is that none of the deep craters are in the actual area of the deep shelters. Unfortunately there were no such shelters in the area with the racetrack. Planetary authorities have been attempting to get reorganized to start recovering from the disaster, but the highest surviving level of planetary government right now is a single deputy mayor of a small resort village who was out of town when the attack hit, conducting a submarine tour of a local reef and who wisely kept the submarine submerged. There are most likely more survivors in the various deep shelters across the planet, but communicating with them is currently not possible.

    You do get confirmation from the jump point defenses in the system that the ‘Death For All’ chant had continued the entire time.

    The warship squadron and the Monoliths are currently recharging from the Oasis II and will proceed to Okusawa as soon as that is complete.

    And you still haven’t heard anything from Okusawa, the medevac jumpship has still not returned and due to how small the pirate point it is at is the navy is extremely reluctant to risk sending another. The best possible scenario in this case is that the local command has held it back for SAR operations, the worst case is that the Black Steel managed to destroy it before it could jump.

    The mood on Griffon is incredibly somber, but quiet. People are keeping close to the shelters, which have all been checked and are in full readiness for any alert. It’s rather nice to see that there are no issues in that regard, the people whose job it is to maintain them obviously are doing a quite good job of it. The economy across the empire is suffering because of it, for obvious reasons, leading to local recessions in several of the Peripheral systems and relative stagnation in the Core, with only Calliope IV showing any real growth, and even that is depressed compared to how it has been.

    Charitable relief efforts have started, with people banding together to collect what might be needed for the survivors on Sukiashi, and bracing for official word from Okusawa. There are numerous reports of food drives, medicine drives, and the like, with some organizations mobilizing for possible refugees arriving in hopes of getting ahead of things.

    Speaking of which, the issues with New Eden have been… clarified in a horrific manner. You do have confirmation that the large refugee settlement on Sukiashi where the survivors from the Drac genocide were living was thoroughly worked over with nuclear ordnance, and it is confirmed that there are no survivors. A horrible footnote on what is already a horrible tragedy, compounding horrors upon horrors. You can only pray that they will find peace in the afterlife.

    It is early March when the medevac Caravel finally arrives in Nowa Warszawa, loaded with survivors from Thanh’s task force, including your sister. The task force had managed to kill both the Farragut and the McKenna, but all but a few shuttles and ASFs had been destroyed. HMS Pfiel had killed the Farragut with a ram, and HMS Pilum had done the same with the McKenna after both light cruisers had been completely crippled in the close. Thanh had been physically kicked off of her own flagship by the captain just prior to the final death ride of HMS Pilum.

    The medevac vessel had been held in system by the operational commander until comprehensive SAR was completed. There were less than a hundred survivors of the engagement, fewer than two dozen from the warships themselves. Your sister is in very rough shape, in a medical coma at the moment but expected to recover, albeit with cloned legs.

    From the report, Thanh had realized that the Black Steel would expend just as much firepower trying to kill a fighter or shuttle as a combat dropship, showing absolutely no distinction or reason in their rage. So she had ordered that every single small craft be launched from the formation, simply to boost the number of targets. The sheer mass of fire from a pair of battleships was still utterly devastating and overwhelming, with most of the squadron dying long before they could strike back at their tormentors, but it allowed them to finally get close enough to fight back. In the end the last two somewhat mobile combat units, HMS Pfiel and HMS Pilum, had elected to use the last weapon they had available to finish off the enemy, themselves. That’s when Thanh was kicked off of her own flagship by her flag captain ordering a marine to physically carry her to the nearest escape pod and keep her inside while it launched.

    You now have a fuller view of your losses as reports come in and additional attacks fail to materialize.

    The report notes that the only reason you only lost 4 divisions worth of ground forces was the shift to the Trenton class, which had reduced lift capacity enough that they had to downsize the Second Wave from the initially planned 10 divisions.

    Reports from the ground forces on Okusawa are good, the fighting continues to be intense but the ground forces are able to rotate units from the forward fighting to the rear for repairs. Drac resistance is crumbling. They are requesting that the warship squadron which you dispatched remain for orbital bombardment support and, if possible, a colonial infantry division be sent forward to assist with rear area security and handling the captured civilian population.

    There is another bit of ‘good’ news, Ensign Takeda wasn’t on board HMS Pilum for the battle, but was attached to the Corps HQ as the naval liaison communications specialist.

    Reports from Sukiashi continue to be grim, your brothers are confirmed dead, there were no survivors in that entire area. Your youngest son Quan and his family had been with them and are also confirmed dead. You still have no news whatsoever on the rest of the family as they’ve not been able to cut through the interference to contact the deep shelter, which is, in a rare spot of good news, confirmed to be intact. The question is if anybody made it there.

    You know that you are terrifying your staff, as the Grim God Of War persona is on full display and you are not a pleasant person in that mode. Strangely it seems to have the opposite effect on your oldest granddaughter, who is acting almost like a mini-me to you. You force yourself to try and be less than a grim warrior around her, but it’s difficult, very difficult.

    There are now daily rallies and vigils about the palace by the inhabitants of Griffsport, which is rather touching. It appears that the people at least are fully with you, despite the disaster. But the dreams are back, the feel of blood on your face, the remembered terror. And your wife is missing, hopefully alive, possibly dead. You don’t know how many kids you have left.

    There have been no more attacks. So far. In some ways that is almost worse, because you have that clawing dread waiting for the next blow to hit. The fear that they are only waiting for you to lower your guard to hit you again, and the gnawing uncertainty over when and where the blow might land.

    Aid convoys are already assembling to bring critically needed supplies to Sukiashi, which is disrupting trade routes but, at the moment, nobody seems to care all that much. You get a note from the new President of the NRR offering assistance in the form of transportation assets. You gratefully accept, as your own are stretched very thin indeed. Likewise, the NRI is making similar offers, which you also accept. It’s nice to see your allies acting like, well, allies.

    You have some initial estimates from the Interior Ministry about clean-up costs for Sukiashi, even as the radioactive dust continues to settle. They still have not been able to contact any of the deep shelters due to the radioactivity. Simply put, they are buried too deep for radio communication, and the landline connections for comms are currently in such an irradiated state that they are non-functional. All indications are that none of the deep shelters were compromised in the attack, a testament to their design. Thermal scans show that all of them appear to be fully operational, even if the entrances are collapsed as designed. If you didn’t know precisely where to look you’d have no idea that they were even there, which again is precisely as designed.

    Good design, not good for your nerves right now, but good design regardless. You make a point of publicly praising the companies involved in designing and building the deep shelters. You are slightly disturbed at just how pleased that makes everybody involved, but you dismiss it as happiness that royalty is happy with them.

    And hope like hell that the NRI treating you as a god doesn’t spread… nahhh, Griffonese are far too sensible for that nonsense.

    Thanh is awake and is already bitching about how long it is taking to replace her legs. Even confined to a wheelchair she’s insisted on going back on duty and is leading the naval review. You’ve already managed to yell her down from resigning, as she feels that she failed to anticipate just how dangerous extreme range massed capital fire would be and thus prioritized the wrong design concepts for the new warships you’ve been building, namely balanced designs identical in concept to upscaled parasite battleships. You rather bluntly inform her that you were the one who approved everything, you are the Emperor, therefore the burden is on your shoulders, and she’s not allowed to feel guilty for those things, since that’s your job. Which leads to her yelling at you for a few hours. Which is cathartic for both of you, to be honest.

    Parliament is in session, but have already informed you that they will support anything you require to deal with this emergency. You rather appreciate it.

    DoME has a team on site on Sukiashi, they estimate that they can handle the initial clean-up work, clearing out the worst of the radioactive materials and disposing of them safely, in about two years and at a total cost of $3 billion. Private charitable gifts have funded about a third of that already thanks to Empire-wide subscription campaigns, ranging from rather cute lemonade stands being run on Calliope IV to car washes on Nowa Warszawa and bake sales here in the Griffon system. They can begin work immediately, and to be honest, you are very tempted here, because the sooner they get the worst of the radiation cleaned up the sooner you’ll know the status of your wife and daughters.

    A Colonial Infantry Division has been dispatched to Okusawa for garrison duties. The regular rotation of medevac Caravels has resumed. A major push by your forces has resulted in the capture of a major industrial area, although interestingly enough the ASF factories that have been captured were already smashed before you even landed, apparently from inside judging from the explosion patterns. Interrogation of locals reveals that the Dragon declared the entire aerospace industry to be treasonous and that the ISF had rounded up aerospace workers and their families, herded them into the factories, then detonated massive bombs within to ‘punish traitors’. This followed the mass executions of anybody even loosely associated with the DCA, which had similarly been declared traitors to the Dragon.

    There aren’t very many surviving locals to interrogate, as they appear to have been very thoroughly brainwashed with the belief that failure to die in the service of the Dragon would result in them being slain by the ever victorious Dragon. Considering that one of the ‘tactics’ being used involves the use of school children armed with crude spears charging at your troops… with shaped charges with contact fuses on the ends of the spears and remote detonated suicide bombs on their backs. The parents and older children are usually right behind them, wielding vibro-katanas and also equipped with satchel charges and suicide vests, while behind them come the actual Drac infantry, using the civilian human waves as bullet sponges.

    It’s brutally effective, in a psychological sense, even as it is completely ineffectual in any real tactical or strategic sense. You have a feeling that anybody who serves in this battle is going to require years of PTSD therapy. Indeed, you’ve already authorized increasing funding to the mental health sections of the Medical Corps and Veterans Medical Administration.

    The first shipments have arrived from Kilburrough, an almost suspiciously quick turnaround but checks from your own geneticists show that the fetuses in question are precisely as described by the contracts, with no hidden sequences that your experts can find. Prospective parents are already being matched and the banks of Iron Wombs are in operation, in 9 months the first infants will be born from the program. Currently it appears that you will have no problem finding families for all of them, which is good, since you have every intention of ensuring that the babies born of this program are treated no differently than anybody else in the Empire.

    To the Kilburroughans this is ‘good business sense’ since it ‘aligns with the terms of service and user agreement’, to you it is a simple matter of morality, no Griffon will ever be considered a slave.

    You get a few details of what happened in Kilburrough, evidently several Black Steel ships of undetermined class attacked, were swatted out of space by the defense stations, but horror of horrors, said with as much sarcasm as possible you note, the paint got scratched on one of the stations and the Executive Council had to interrupt their enjoyment of Opening Day of the baseball season because of the alert. Your heart bleeds for them.

    For some reason the Kilburroughan ambassador doesn’t seem to pick up on the sarcasm and is very gratified that you understand the intolerable severity of the offense caused. Why, if they had waited for two hours for the games to be over then it would have been fine. How rude!

    You manage not to facepalm until after the Kilburroughan flounces out of your office. This required enormous willpower and self-control.

    It’s been a few months now and no further attacks have materialized as of yet. Forces have gone to a long term rotating alert status but everybody is still on edge.

    In the latest dispatches from Okusawa there is a recommendation for a commendation for Ensign Takeda. Evidently the young man has taken it upon himself to transmit counter-propaganda at the Drac defenders, calmly and incisively tearing apart the Dragon’s pretensions of Bushido and outright calling the Dragon a ‘miserable coward who hides behind actual warriors while he chews on his sheets in fear’. The ranting coming from the Dragon is getting all the more unhinged, and there have been multiple small mutinies in the defending forces, although so far the ISF has been able to massacre the mutineers before they spread it is weakening the defenses measurably and allowing for more progress.

    There have been several assassination attempts on Ensign Takeda from what are described as ‘bargain basement ninjas’ who, despite having excellent stealth equipment are utterly outclassed by the security forces at HQ. The General in command of 1st Corps has ordered Takeda to remain aboard an orbiting Newport-C and continue his broadcasts from there, routed through the ground HQ.

    There are also some preliminary evaluations included in the latest dispatches. The Brigade Combat Team concept of 3 RCTs is proving effective, but it is noted that the current composition is possibly too light. A Standard Mech Regiment, Armored Cavalry Regiment, and Armored Regiment is the current composition, but it has been pointed out that the majority of the mechs in this unit are medium to light and there are no assault class mechs at all. The proposal being floated is to designate the current RCT as a ‘Light Regimental Combat Team’, with a companion ‘Heavy Regimental Combat Team’ replacing the Armored Cavalry Regiment with either an Assault Regiment or a second Standard Mech Regiment. The Brigade Combat Team would then consist of either 2 Light and 1 Heavy RCT in the ‘Light’ configuration or 1 Light and 2 Heavy RCT in the ‘Heavy’ configuration.

    The loss of all of your Trenton class transports is making it very difficult to send reinforcements and replacements to Okusawa, the remaining Puller and Vandergrift class vessels are barely managing to handle the burden.

    Parliament is willing to pass a bill authorizing the IGN to displace civilian construction at civilian yards to lay down Trentons on an emergency basis. This will be expensive, due to the Navy having to fund the penalty clauses for missed deliveries and such, as well as highly disruptive to the economy, but will allow for the replacement of the lost space lift capacity in the shortest possible time. Only the fact that the Trentons are relatively simple dropships to build allows this.

    Industry is willing to accept this, with the caveat that this be something only done in case of severe emergencies. The Aerie is certain that they’ll be able to train sufficient crews to minimal competency in time, although that will come at the cost of the overall crew quality of the new vessels. You’ll also likely need to run the emergency built ships through the Refit Yards in a few years to bring them fully up to standard. But, the argument goes, better inferior ships now than good ships too late for it to matter anyways.

    Not related to the ongoing fighting on Okusawa or to the threat from the Black Steel, on both planets in the Nya Kopenhamn system there have been small outbreaks of anti-government violence, so far successfully suppressed by both the religious lunatics and the lunatic hippies, with both factions massacring those who dared to rise up against them. However on both planets a number of senior government officials were killed before the riots were suppressed, slightly weakening both.

    Isn’t stopping either from attempting to launch WMDs at each other, or raging impotently at your pickets shooting them down.

    About a week later you receive a priority request from the forces on Okusawa, requesting the deployment of the 1st Special Forces Division. They have put together Operation Don Juan, a deep strike at a hardened production site that has been supplying the Drac defenders yet has so far resisted orbital bombardment. It is hoped that a surgical strike from special forces units stealthily infiltrated into the area could shut down the facility and seriously impact Drac logistics.

    These forces are able to deploy using the same light transports used by the Colonial Infantry, apart from the Raider Brigade, which can be loaded up in Independence class carriers with their LAMs staying in fighter mode. This is precisely the sort of operation the Raider Brigade is intended for and could well serve as a proof of concept for the entire idea of LAMs.

    In much more grim news, the bodies of your twin brothers and your youngest son, his wife, and their children have been positively identified and recovered from the surface shelters near the race track. The bodies will be transported back to Griffin’s Roost for burial which will, unfortunately, be a closed casket affair for all of them. The reports are quite tactful in that regard, leaving out any descriptions or photographs, and you are rather grateful for that even as your imagination is more than sufficient to fill in the blanks.

    It’s not much of a consolation, but the report does indicate that it was very likely that death was ‘most likely’ instantaneous. So there is that at least.

    It takes several weeks but the 1st Special Forces Division is dispatched to Okusawa. Two weeks later you receive the combat reports from Operation: Don Juan.

    1st Raider Brigade made a mock ASF attack on a nearby bridge, mimicking a flight profile used by the ASF forces that have been supporting the invasion for months now. At the last moment they broke away, shifting to Air-Mech mode, and, flying nap of the earth, attacked the massively fortified production site from the west. All Drac response forces were drawn to this assault, while the 1st Raider Brigade made use of their speed to keep from getting pinned down and destroyed.

    While this was taking place, 1st and 2nd Special Forces Brigades approached from the east, making use of the stealth characteristics of their VTOLs to evade detection. In combination with the loud distraction, the special forces units were able to infiltrate the fortifications and plant Enhanced Demolition Munitions… small 5 kiloton backpack nukes, before exfiltrating out. At the mission complete signal the 1st Raider Brigade disengaged at high speed. Moments later the charges detonated, destroying the entire facility.

    The Raider Brigade took relatively heavy losses in the fighting, but were able to effectively and efficiently carry out their mission. They provided sufficient distraction and threat to open the door for the stealthy insertion and retrieval of special forces assets into a target that would otherwise have been impenetrable. As a consequence a major production site for Drac mechs, and the only site for the heavy Dragon mechs that have been the core of Drac resistance so far, has been completely destroyed.

    1st Special Forces Division has been pulled to the rear for repairs, especially 1st Raider Brigade which will require replacement equipment before being fielded again at full strength. The DURF has sufficient equipment to send forward as the supply situation eases with the new civilian-built Trenton dropships starting to come off the lines. The crews aren’t the best, but for transports like this they don’t really need to be.

    The fighting on Okusawa is also revealing a very uncomfortable truth. With the level of indoctrination and fanaticism shown, there really are no truly ‘civilian’ targets on the planet as much as people might wish otherwise. Ordinarily under the Standard Operating Policy that has been in place for the Griffon military from the start every effort is taken to minimize collateral damage, on the grounds that Griffon wages war on the enemy military and leadership, not the civilian population.

    There has been a request from the Imperial Griffon Army to suspend that policy for this ongoing battle. They point to the casualties that have been taken due to ‘civilians’ attacking your forces, albeit with crude and makeshift weapons that are generally completely ineffective. The argument is that those poor deluded bastards are going to be killed anyway, that doing so in direct combat is causing psychological anguish to your troops who are having to gun down children, and thus instead artillery preparation should be expanded to disregard collateral damage.

    The counterargument is that this policy withstood the situation on Nowa Warszawa with similarly indoctrinated civilian populations and, in the long term, resulted in a loyal and productive core world for the Empire. That it may be hard now to continue to show a mercy that is rejected, but that in the long term the benefits to the entire Empire remaining with clean hands and the ability to say that we always try to minimize harm outweighs the short term harm caused by the policy.

    It is a somber group of advisors who meet with you to set the budget for next year. Many of them have sons and daughters, grandsons and granddaughters, who are either among the casualties of the war so far, or are currently involved in the fighting.

    General Stewart is up first. “Your Majesty, we say this every year. More production capacity is always preferable to keeping the same, we need to expand because the needs of the military continue to expand. In light of the events on Sukiashi, we also feel that expanding the orbital defenses of all systems in the Empire is highly desirable, the Silver Tower was able to at least blunt the attack, and a second would have most likely allowed us to stop it. In addition, the PPG-001 proved itself useful; we've been neglecting procurement of those for budgetary reasons. Any leftover DHS and Ferro-Aluminum capacity should, going forward, be devoted to procuring PPG-001’s.”

    As General Jenkins comes up, you and he share a look for a long heartbeat, before he fractionally nods. He’s served with you in the fire. He gets it. “Sir, we took hits, we’re still taking hits, but we’re hitting back far harder. Simply to get back to our pre-battle TO&E we will require the following units to be procured.” He brings up the chart, the fact that he’s in full battle face, rather than joking around, is a testament to just why he is in charge of the Army these days for you.

We had hoped to commence more civilian-oriented work this year, but the military situation makes that impractical at this time.”

    General Messerschmidt is attending remotely from Nowa Warszawa. “Your Majesty, regular POW interrogations are, as we like to say, ‘available’. We have sufficient prisoners to hopefully be able to cross-check any intelligence results, and the nice thing with dealing with fanatics like we are is that they cannot often resist the chance to ‘get one over’ on their ‘inferiors’, makes it real easy to trick them into revealing things they’d probably rather not. Otherwise, our operations on Nya Kopenhamn are continuing as planned and we have nothing special to report.”

    Martina is up next. “Your Majesty, as Lien and Bridget both noted, we are prepared to begin the proper colonization of both New Eden and New Castor, even in this year of tragedy. Your Justice Ministry is ready and able to support both projects by expanding our law enforcement system to those systems in a timely and efficient manner.”

    The fighting on Okusawa has reached a critical point. All of the Dragon’s reserves are now committed, apart from the Otomo in his palace. The palace itself is so massively armored and fortified that orbital strikes have been completely useless against it, seeing as how it is buried under a massive mountain range.

    The 1st Assault Division had seen absolutely no combat the entire battle to this point, being kept in reserve for just this moment. The transports that had carried them to Okusawa had sat at the center of the ring of dropships at the initial landing zone and hadn’t moved, hadn’t even opened their hatches, all to deny the enemy any idea what was inside.

    They relaunched now, and 6 Assault Regiments and 3 Standard Mech Regiments came screaming in on an orbital insertion making use of detachable jump packs. Those packs had been checked, rechecked, double checked, thoroughly overhauled, checked again, and made damn near perfect. And for once the Demon Murphy smiles indulgently, because none of them fail, allowing the entire division to land safely.

    The fighting is ferocious between the 1st and the Otomo, who are clearly still the best mechwarriors in the entire Drac force.

    You get a video of what happens next, and you resolve to not let Siriwan anywhere near a kitchen or seafood of any variety for, oh, the next million years or so.

    Because one of the Griffon Assault Mechs suddenly steps forward and broadcasts a direct challenge to the Dragon, declaring the Dragon to be nothing but a fat and cowardly lizard hiding behind true warriors and unwilling to face an enemy mech to mech, waxing rather poetic about fat politicians aping their warrior betters.

    This evidently so enraged the Dragon that he actually took the bait, charging out in his gold plated Atlas to ‘crush the fool who challenges the glorious Dragon!’. It sounds like he’s actually frothing at the mouth.

    The ensuing duel is brutal on its own, and remarkably the Otomo stand aside, not interfering at all. Your own forces have no idea what to do in this situation, as it doesn’t exist in any of the training manuals, nor any of the tactical guides, as anything but a ‘don’t do something this stupid you egotistical maniacs’ rule.

    In the end the Griffon is victorious, the Atlas goes down as the gyro finally fails due to concentrated damage. The gold plated enemy mech falls face first.

    Then the event that will have Siriwan raging for, oh, all eternity, occurs. There’s a brief pause, then the access hatch to the Griffon pops open and Siriwan’s ward, Taikoku Takeda himself, wearing a standard issue Mechwarrior combat suit slides down the deployed rope to the ground, wearing a full daisho set. He then proceeds to march over to the downed mech, use a small breaching charge to force open the cockpit hatch, and physically drags the still alive, but clearly nearly unconscious and injured old Dragon out of the mech.

    The young man than snatches the tanto from the Dragon’s belt, holding it up and slowly displaying it to all watching, before contemptuously tossing it aside… the Dragon had failed to commit seppuku when defeated, like an honorable warrior would even in the state he was in. He then removes the rest of the Dragon’s daisho set, snapping each priceless ancient sword over his knee in a further expression of utter and total disgust, his actions showing that the blades were irrecoverably shamed by being wielded by such a complete coward.

    And then came the part that brings the pucker factor up to 11, the young man forces the dazed Dragon to his knees, then smoothly draws his own wakizashi in a lightning fast iaijutsu draw, before vertically cleaving the Dragon in half… the sort of execution limited to bandits and honorless criminals in ancient Japan. He then drew out a silk cloth, cleaned his blade with meticulous precision, sheathed it, then clasped his hands behind his back, looking at the closest Otomo mech with a raised eyebrow.

    It is silent for a long minute, then first one, then another, of the Otomo mechs powers down.

    Contrary to wishful thinking the fighting doesn’t cease, the ISF is still as fanatical as ever, but Drac coordination is completely gone, with the fanatics now launching suicidal charge after charge against your forces. There’s no longer any need for tactics, just holding your ground and turning the front line into a killing field.

    You are genuinely shocked just how many casualties you are forced to inflict before the Dracs finally break. At the end the enemy was actually having to clamber their mechs over piles of dead machines just to get the chance to die to your massed fire.

    And they kept on coming. Until there are almost none left, and even then your men are having to deal with faked surrenders or injured Dracs with one final grenade to take one more enemy with them. But by the end of the month the fighting is finally over. Okusawa is yours, and in the end you didn’t have to quite kill everybody on the planet.

    But you are absolutely certain that a certain Emperor is going to be having his ear twisted hard and getting a combination of a severe dressing down and all the hugs, because you are absolutely certain that Siriwan is going to lose her shit over what the damn fool boy just did.

    But in the end it might have been the only way to actually end this. Once the lunatics and utter mindless fanatics were all dead, the remaining civilian and military forces surrendered. Not to you. But to him, as he publicly claims his titles as the rightful Emperor of Japan by virtue of his lineage and his conquest of the ‘false Shogun’ calling himself a Dragon.

    You do receive one very unwelcome piece of news. All of the Silver Towers that were supposed to be completed this year will be ready on time after all. Seems that when you expedited the mass production of those 100 Trentons some bright spark had saved a bit of effort and money for the treasury by sending components that should have gone into the stations to the civilian yards to speed up production of the transports.

    The stations will be ready next year, and you can’t even be mad at the logistics people, because they adhered to their instructions and fulfilled their jobs perfectly, only they were perfectly accomplishing the wrong thing, sort of, kind of, a little.

    A mass of new dropships have been laid down, partially making up for the enormous losses you’ve suffered this year. In addition more jumpships and warships are laid down as well as all of the yards and refit facilities getting a significant upgrade this year. You even get an extra warship slip in the Griffon system.

    The upgrades to the Double Heat Sink factories is quite successful, as is the construction of the new sets of said factories throughout the empire. This is a good thing, although now Ferro Aluminium might become more of a bottleneck as you also boosted the manufacturing capacity for ASFs.

    In a piece of very nice news the new Megafactory on Nowy Slask has been completed, giving you another production line of Heavy or Assault mechs.

    All of the new ASF and ground forces units are operational, the various military academies breathing collective sighs of relief at managing to graduate enough qualified personnel for all of them on time and on budget.

    You really need to do something nice for them sometime soon.

    New Eden has been properly colonized. The planet will be a nice breadbasket, but not much of a contributor economically due to how poor it is in terms of mineral content. You will not be able to build any meaningful industry here, but over time the exports of foodstuffs should help support the Core worlds quite nicely.

    Even though the infrastructure on Calliope IV is, in general, rather shiny and new you do invest quite a bit to beautify things and tie it all together into a coherent theme. The local system government decides to go with a decidedly Germanic style, with faux half-timbered looks, lots of stonework, and public buildings that look like they stepped out of a Gothic revival.

    All of the new HPG stations are online, and next year the Fletchers which commission will have the first mobile HPGs, along with HMS Morristown which will be completing her refit in Q1 of next year.

    POW interrogations bear some interesting fruit. It would have been nice to have this a few months ago when it would have been useful, but better to have it and no longer need it than to not have it at all you guess.

    According to POWs the Otomo have been completely insulated from the ISF fanaticism, as the Dragon evidently believes that simply by virtue of being elite mechwarriors and samurai their loyalty is absolutely assured without any need for any secret police standing over them. Apparently they actually believe themselves to be proper samurai, insist on samurai etiquette, and to the obvious disgust of the POWs who spill the beans actually more or less follow Bushido rather than raw devotion to the Dragon as some sort of living god.

    Well, now you know.

    The R&D teams working on the Catachan problem report back. It’s… going to be difficult to ever properly colonize the place, even to the minimal amount needed to harvest the harjel precursor chemicals.

    The plant life is so incredibly aggressive that it would take months of constant nuclear bombardment with cobalt jacketed warheads to even have a hope of clearing it, and even then there are indications from experimental work that the stuff would evolve to handle it. The only solution they can find is that it appears the plant life is totally non-reactive to, of all things, ferro-carbide armor. Something in the chemical composition of ferro-carbide prevents the plants from latching on, although they certainly try. At least an inch of the substance is required for any meaningful protection, and even then any gaps would be instantly exploited.

    What they propose is to build ferro-carbide towers high enough in the atmosphere that the plants simply cannot survive the conditions, then build habitats up there. Scoops made of ferro-carbide would then be used to harvest the harjel precursors. It would be incredibly difficult work, but in the end it may be worth it due to the incredible rarity of the chemicals in question.

    Needless to say, if the decision is made to go forward, DoME is going to be very busy here.

    Early in January you have a sort of grimly amusing situation on your hands. Resistance on Okusawa has collapsed and your occupation forces are shifting to a post-war reconstruction stance, complicated by the various ISF holdouts and fanatic attacks.

    The situation, however, is complicated by the Otomo, who have declared young Takeda to be tenno and Siriwan to thus lawfully be shogun, and who insist that they are merely serving the rightful ruler, not having ever surrendered to a gaijin like your field commander. He, in his turn, is not all that interested in restarting a battle with an ultra-elite Assault weight unit over a point of pride. So long as they obey the kid and Siriwan, that’s fine with him, but he wants them off the damn planet before there are any incidents.

    Takeda had never intended this, he had thought he’d be able to overawe them into surrendering... to YOU, not himself, and while he’d expected to get a proper bollocking from Siriwan, the fact that she’s now insisting that since he brought the Otomo home with him, figuratively at least, he’s now responsible for them and she is not, to extend the metaphor beyond the limits of plausibility, going to take them out for walks.

    Reading between the lines, it looks like the Otomo are taking a sort of grim amusement at the entire situation. But it is clear from the reports that these men, as there are no women in their ranks, are warriors first, warriors last, warriors always. And when not being warriors they are being warriors. They’re probably being warriors while sleeping. And you thought you were bad in that regard.

    The easiest thing to do in this situation is to just let it go, let Takeda and Siriwan handle the mess and wash your hands of the entire affair. Okusawa is too heavily militarized to be easily transferred to the non-militarized TTP, and both Takeda and Siriwan agree that they don’t want the damn place anyways.

    Besides, it makes the pre-cleanup Nowa Warszawa look like a pristine natural paradise. According to the reports the pollution is so bad that respirator masks are critical survival gear on some days, and the single leading cause of illness among civilians is tainted water. Simply passing out water purifying canteens to civilians is reducing illness by over 60%.

    But the Otomo. Like all elite units of the Dracs it is highly likely that they’ve committed atrocities, although there’s no documentary evidence of this according to Siriwan it would have been standard practice. None of them are talking, and you can’t really prove anything. And you have a sinking suspicion that the easiest way to see them revolt, rampage, and wreak utter havoc is to try and call them on that fact. On the other hand, you have a little list, they’re on the little list, and you don’t think they’ll be missed. You’re sure they won’t be missed.

    Great, you are now even thinking in Gilbert and Sullivan, damn the Black Pumpernickels.
    You have a few options here.
    []Let Siriwan and Takeda handle itSiriwan and Takeda are fully aware of your opinions on this and have both rather fully acculturated to Griffon attitudes on things like war crimes and atrocities. Leave it in their hands to handle things and trust them to do it right. The kid’s heart is in the right place, and Siriwan is very trustworthy (and Grifftiger approved)
    []Bite the bullet and force them into POW campsThere will be one hell of a fight, because they will not go quietly, and the sheer lethality of these men will lead to a large number of casualties, plus if they succeed at all it will give the ISF holdouts some renewed morale. On the other hand, it would satisfy your own desire for vengeance on these monsters alongside that of many of your own people.
    []Be sneaky, get them separated from their mechs, then have Spec Ops take them all down hard and fastAs far as you are concerned honorable treatment is for actually honorable combatants. These men claim to be honorable, and by their own twisted lights they may well be, and they did at least honor the results of the duel. But they are monsters, not men, who have doubtless committed atrocities that should see them strung up by the neck until dead in the execution fields. Spec Ops should be able to take them down by surprise and murder all of the monsters.

    There’s some extremely good economic news from Edelsteine as an incredibly rare and valuable rare earth element asteroid is discovered and is now in the process of being mined. Investment in mining ventures in the system has skyrocketed, which should put things in an exceptionally good position for the system government in a few years when proper colonization begins with the completion of the current DoME project.

    You manage to wiggle a few more details out of the Kilburroughan ambassador at a ceremony for the arrival of the second batch of fetuses and the payment for the same about the attack. ‘Several’ warships, whatever that means, one of which was ‘big enough to survive long enough to scratch our paint! Which is a totally unacceptable act of unconscionable aggression! We will have to spend over a billion credits on completely making the exterior decor right again because it turns out some fragments of paint spalled off of the affected location and is marring the paint jobs of adjacent components of the defense station!’

    You are very proud of yourself that you didn’t deck the self-indulgent fool right in the kisser.

    Thanh is still in rehab, albeit now rehab with cloned legs that she’s relearning how to use. Your little sister has already forced the doctors to allow her to go back to work. She has insisted on a full Naval Review Board for the performance of the Navy in the fighting. It’s too early to do something similar for the ground forces, as they are mostly still deployed assisting the garrison units as you try and settle things down from a boil to a simmer.

    There’s two ways you can handle this, wait until the Army and Aerospace Force are ready to commence their reviews, and combine it all together, or hold separate Review Boards for all three services.

    The Olympics are being held in the NRI on Nova Roma. Unfortunately for the first time ever there are no members of the Imperial Family available to send, so you send a delegation headed up by Bastet and your Foreign Minister. Bastet is practically family anyways, is your reasoning for this, and she is rather excited about going. She did earn a light tail swat from the Eldest for gloating about it a little too hard, but you can’t have everything.

    Finally, it appears that the Department of Periphery Studies thinks that everybody is being far too serious and have organized a protest about there not being enough protests going on. This is far too meta. Funny though, slogans like ‘Protest something!’ and ‘We don’t know why we’re here, but it seemed like a good idea at the time!’ seem to inspire nothing but giggles. The fact that they are disrupting traffic, spraying silly string everywhere, and generally being their annoying selves… ugggggggg.

    You read the reports about how Siriwan and the Takeda kid handle the Otomo and have to laugh, turning their own Mechwarrior Mafia arrogance against them… The kid insisted on personally inspecting the Otomo’s current mechs, then declared them to be unsuitable mounts for ‘noble Samurai’. Therefore he ordered them to leave them behind while accompanying him back to Kuroisora where, supposedly, ‘more suitable’ mechs would be provided for them.

    On the trip he took the time to personally meet with each of the Otomo, on the grounds of wishing to get to know his new loyal retainers as a proper Tenno should. In doing so he sorted out the actual psychopaths who had eagerly engaged in actual atrocities and those men who had managed to avoid doing so. The kid is brilliant, intimating to the former that they will receive ‘great honor’ upon their arrival on Kuroisora, and the suckers believe it.

    Upon landing he formed them up and marched them to the palace compound where Siriwan ran the TTP for you. The psychopaths who were to be ‘honored’ were in the front, and upon arrival he made a great show of personally presenting each of them with a brand new shiny, and ultra sharp, tanto from his own hands. He then had all of them swear themselves to his service in the presence of Siriwan, followed by engaging in a dialogue with the leaders of the psychopaths, in which he got them to repeat the Bushido mantra about death being the ultimate means of cleansing one's honor.

    At which point he graciously permitted them all to use his gardens for their traditional purpose.

    The expressions on their faces when they realized what had just happened? Priceless. To their credit, once they realized just how thoroughly they were trapped none of them backed away from it. Say what you will about their evil, say nothing about their courage.

    Of course, you are very certain that they would have been mortally offended that, once they’d departed to the garden, the whelp had then passed out proper daisho sets to the rest of the Otomo and thanked them for upholding the actual tenets of Bushido in trying times and charging them to serve not simply as his physical bodyguards, but as living examples of how to serve with actual honor and embody the virtues of true Bushido.

    Well played, well played.

    Even with the Otomo now completely out of the picture the situation on Okusawa is extremely unsettled. Rashes of suicides are becoming common, along with random attacks on patrolling troops by the dwindling cadres of ISF fanatics. Unlike on Nowa Warszawa there don’t seem to be any ‘friendly’ authority figures willing to step forward to cooperate with your forces. Your troops have had to step in multiple times simply to prevent parents from conducting murder-suicides on their own children. Those times when they weren’t in time are heart wrenching. The population has been so thoroughly indoctrinated, and the purges of those who’d resisted the indoctrination so complete, that it is an all around ugly situation.

    Not that there aren’t glimmers of some hope, the occupying forces are systematically disarming the populace, getting military grade weapons and equipment out of circulation. Shipments of food and medicine are getting through, and it is hoped that simply treating the civilians decently might eventually help break the indoctrination. The ISF fanatics are dwindling in numbers, and there have been one or two instances of civilians revealing their presence to your forces before they can strike. Your troops managing to protect those who cooperated from retribution will, again, hopefully inspire this to spread.

    The civilian dropship yard owners are petitioning you to either be contracted to build a second tranche of Trentons under the same terms, three hundred million for a hundred hulls, or release them to return to civilian production. You know from experience managing logistics that you can literally never have too many transports, and even a hundred of them are insufficient spacelift to move your entire force at once. On the other hand, the production pause for civilian use is preventing the economy from growing as much as it could and is starting to irritate parts of the business community who are waiting for their orders to be completed.

    You get the first reports from the Olympics. The early events have been almost uniformly disastrous for Team Griffon and triumphant for the Romans. You expected not to do well in gymnastics, but the performance of the athletics teams, decathlon teams, swimming and shooting teams are generally disappointing as well. In the first eleven events, Team Griffon brings home only a pair of golds. Sure, they also bring home a good number of silvers, but things are not looking that good for you.

    To be fair, beating the NRI at Team Gymnastics is a bit of a big deal, and the women’s swim team manages to outlast the Rasalhaguians, but at this point in the games the Romans are clearly winning the medal race.

    Somewhat to your surprise, considering you really don’t care much for this whole thing, the ratings for the games are far higher than expected. Looks like people really do appreciate the distraction from the tension and fear of possible additional attacks. You try and watch more of the games, mostly due to not wanting your granddaughter to become even more like you and therefore trying to keep things as ‘normal’ and ‘happy’ as you can, even while inside you are screaming at the waste of time and resources on such ‘frivolous’ things.

    You still have no word on the fate of your wife and those of your kids and nieces/nephews who were with her on Sukiashi. The area around the deep shelter had been hit with multiple extremely ‘dirty’ high yield devices during the attack and the radiation counts are still too high at this time. Estimates are that by next year you might have word, either good or bad.

    Parliament is fairly quiet, with no ground breaking legislation coming to your desk. The sheer banality of it all is almost depressing. Perhaps the most involved is legislation to clarify the delineation of incoming and outgoing traffic lane regulations for commercial jumpship and dropship traffic at the jump points. Contentious in some ways, yes, important, of course, but hardly something that would have a major visible effect on things.

    Of course, you still have to handle it, boring as it is. And wonder of wonders, there are massive disagreements about the best response. You are so surprised. Not.

    One faction, centered in the Imperial Senate, wants to strictly define the traffic regulations, deploy monitoring satellites to ensure compliance, and set each of the proposed lanes based on a formula derived from the amount of traffic at the subject jump point. The Chamber, in contrast, is fine with the definitions and monitoring methods, but wants each lane individually determined by working groups of stakeholders in order to better reflect actual local conditions.

    As far as you are concerned one side is shouting PO-TAY-TOE and the other is shouting PO-TAH-TOE and trying to convince you that it is TOTALLY DIFFERENT.

    The Rasalhaguian and Roman forces who’d joined you on Okusawa did participate in the final pacification campaigns, and gave excellent service. Your commanders in the field were quite complimentary of them both, in fact. The troops were well-disciplined, the commanders were very willing to work within your command structure and caused no real issues, and they accomplished their assignments well.

    All that being said, there’s a few problems. According to the quartermasters, a number of spare parts for Artemis guidance systems, active probes, ECM systems, AMS systems, advanced LRM launchers and munitions, and a few spare Enhanced PPCs have, well, decided to take a walk with Jesus. Nothing all that serious, and if they hadn’t been going over the books with a fine toothed comb in preparation for any possible after action reviews the missing equipment might well have fallen under the radar.

    There’s no sign of any bribery or anything so gauche as that, rather it seems that the missing gear tended to vanish from the trucks transporting it from the dropships to supply depots, truck convoys that were escorted by your allies. In the course of which it seems the Rasalhaguians and Romans both engaged in a wee bit of creative pilferage.

    It’s completely deniable on their part, of course, and nothing truly vital was taken. General Messerschmidt is understandably annoyed with himself. The supply depots themselves are airtight in this regard, but in the scramble to deploy the allied reinforcements and the chaos of combat operations it appears that security on the kit at the drop port and at the depot had failed to coordinate, the drop port security thought that the depot was handling in-transit security, the supply depot people thought the drop port folks were handling it… which thusly meant that nobody was handling it. That the Rasalhaguians and Romans were so restrained in their pilfering is the real wonder of it all.

    The ambassadors for both the NRR and NRI have solemnly pledged full investigations into the matter, but you can’t help but notice that neither of them has actually promised to give anything back. The tacit ‘finders keepers’ combined with ‘we stole it fair and square’. Lovely.

    You like that better when you are the one doing it.

    You get the reports from the Olympics and it looks like Team Griffon is getting back in form. While you split the wrestling event with the Romans following a truly abysmal performance by the men’s team, the ladies’ win in the event seems to set the tone for the next several days of competitions. The men’s fencing competition is a blowout for Team Griffon, with only the Rasalhaguians offering any sort of challenge. In the women’s fencing the Rasalhaguians manage to barely outpoint the Griffon women in a thrilling match. You actually take the time to watch it and are very impressed by both sides, and even more so by the genuine comradery both teams show at the end of the match.

    The archery matches are extremely close as well, although Team Griffon does come away with the victories they are hard fought by all involved.

    Then come the two events that seem to be the most popular, although both somewhat annoy you. In the Men’s Naked Volleyball competition, Team Griffon completely dominates, with both the Roman and Rasalhaguian men looking, you have to say it, pale and weak in comparison. You are quite sure that anybody interested in the male anatomy is truly enjoying themselves. The Women’s competition is a bit of a surprise though. The Team Rasalhague women are incredible, utterly dominating the competition both in appearance and skill. Team Griffon isn’t bad, in either category, but even you can’t help but feel a twinge. Damn it. Thou shalt not covet….

    The Men’s soccer matches are… interesting. Early on the entire NRI team gets disqualified after they got into a massive fight with the refs and each other, evidently the players were from clubs that hated each other and somebody said something that exploded into a two hour donnybrook that so thoroughly disrupted the tournament that officials simply DQed the entire team. The Griffon men won the ensuing single match that was played 3 to 2. The Women’s match had far less in the way of fighting, and quite honestly put you to sleep. The Rasalhaguians finally won on penalty kicks after the most boring two hours of your life that you’ll never get back.

    The two best pitchers for the NRI in the Baseball tournament are expelled after beaning multiple batters, the NRI manager is also ejected, and when the local fans go somewhat berserk the entire NRI team is made to forfeit the tournament. As a result Team Griffon wins by virtue of having defeated the Rasalhaguians in their game earlier in the day. In Softball the Romans redeem themselves with a very high scoring game that went fifteen overtimes before they walked off in a 24 to 23 win over Team Griffon.

    And then it was BUDGET TIME! Say it together! BUDGET TIME!

    You hate budget time. It’s long, boring meetings. But it gets your mind off of your wife, so that’s good.

    General Stewart is up first. “Your Majesty, we are in decent shape in terms of strategic materials production, but more is always better than less. We especially need to continue to expand our mech and ASF production capacity along with dropship and warship production. On that note, we have transferred most of the Cadre units to front line status, apart from those using training mechs. This has allowed us to nearly fully recover our losses, but we’ll be wanting to rebuild the Cadre units over time.”

    General Jenkins is up next, glances at you, and out comes the sly grin. He’s BACK. “OK, boss, here’s the deal. The training academies are howling and moaning and peeing their panties, but we took away their conventional assets and turned ‘em into front line units for the moment. Then they started crying some more, and shockingly they actually had a point, so we’ve put together some proposals for dedicated training units for them. They’re still crying about losing so many armored cavalry units, but they were mostly being used as a different set of garrison forces for those worlds with Academies on them. Going forward, the Academies will have purely training assets. Now, boss, I know how much you love powerpoints…” he grins wickedly and you try, and fail, to glare him into submission. “So, as I am an evil and terrible person, I’m not using any. Please try and contain your disappointment.” An unwitting ripple of laughter fills the conference room at that. “Using tools that even us Mechwarriors can understand…” he pulls out a set of honest-to-god crayons and a large flip board of paper. You can’t help it. You start laughing.

Each White Tower that we build will require one more.” Unlike General Jenkins she does have a slide showing the procurement request.

Early indications are that, at least until we can build more optimized light cruisers, large numbers of destroyers will be the most effective answer to the Black Steel. Unless we are willing to sustain atrocious casualties among the [i[Dagger[/i]s, the old mix of Dart and Dagger is untenable. If we did want to go the jeune ecole route, then we’d need at least 20 Daggers per Dart leader. And we couldn’t spread them out, they’d need to stay concentrated, which would increase the required numbers exponentially.”

    She pauses, frowning. “For now, we would like to avoid that, so we are recommending laying down 18 Fletcher class alongside 2 more Wolverine class training vessels. For the rest…” she gestures to the display, which switches to showing a chart for naval procurement. “We need more transport capacity, the quartermaster’s corp is tearing their collective hair out and we, quite honestly, ran the entire operation far too close to the edge in regards to our logistics. So we are focusing on that for standard dropships, while building a large tranche of Majestics to anchor system defense flotillas.”

    General Stewart comes back up “Your Majesty, in addition we are in a position to impose an occupational authority on Okusawa. As the previous rulers are all dead and there is no functional civilian government left in the system, we’d need to make it, at least for now, a military government until a new civilian one can be formed.”

    Bridget is looking somewhat closer to normal, but is still a pale reminder of what everybody has lost. She’s started talking about retiring in a few years to spend time with her remaining family, but hasn’t made a decision yet in that regard.

    “Your Majesty, we are ready to build anything required of us, however we do recommend getting started on fixing the horrific mess that the Dracs left of Okusawa’s environment. The place is a poisonous hell hole at the moment and the infrastructure is shattered. For now, with all of our DoME teams committed, we can’t do anything truly useful about the root problems, but we can at least get started on the problems. We do have one piece of bad news, however.” She grimaces, then meets your eyes. “We won’t be able to expand our capital shipyards this year, Your Majesty. The suppliers for many of the structural elements needed for them are currently overwhelmed with civilian sector orders now that the civilian dropship yards are back in business. On the plus side this is resulting in some nice revenues, on the minus side the materials for the new yards are simply not available. This will also affect expanding the orbital yards and refit facilities. We can set up some commercial stations in New Eden and Okusawa, if you want.”

    Isoroku is off at the Olympics with Bastet, leaving his deputy to handle things in his absence. “Your Majesty, the Foreign Ministry has nothing specific for you this year, what with the Olympics.”

    Lien is up next, looking far more comfortable by now in the big seat for your political advisor. “Your Majesty, we stand ready to support the establishment of a system government in New Castor if desired. We also are ready to start work on developing a framework for the future civil government on Okusawa, although that will be challenging given the situation on the planet.”

    Dr Bryant is up next. “Your Majesty, I have a single R&D team available. We also are starting to see issues with food production being outpaced by population growth, especially in the Griffon system. As such, we strongly recommend investigating improving our agricultural techniques for now, and in the future as New Eden develops it should be possible to begin shipping basic staple foods from there throughout the Empire, reducing the local burden.”

    General Messerschmidt is still looking distinctly grumpy. “Your Majesty, I accept full responsibility for the failures that allowed anything, even some spare parts, to fall into the hands of our allies. Beyond that we really have nothing to report, ongoing operations in the Nya Kopenhamn system are proceeding as expected, we’ve had no real issues with COINTEL, and none of our agents are reporting anything troubling beyond one minor thing out of the NRI.”

    Minor… you feel a shiver of fear.

    “It seems, Your Majesty, that the cult devoted to you as the living avatar of Jupiter Invictus and, of course, of Thanh as Minerva Volatalis, has reached sufficient size that they have successfully petitioned to have a parade and consecration in your honor made part of the closing ceremonies of the Olympics this year. I understand that it is expected to be quite spectacular.”

    He’s smirking at you. Everybody but Thanh is smirking at you. And she’s just grinning like a lunatic at you.

    You barely hear Martina speaking through the pounding in your ears as she explains about the Justice Ministry starting work on implementing the Griffon legal code and system on Okusawa being something her people are ready to do. Now about implementing a legal system on New Castor. You are too busy staring into space in horror at terrible visions of just how over the top this ‘parade and consecration’ is going to be, and just how people here will react to it.

    You are awakened in the middle of the night. Normally this is not a good thing.

    This time it is. Crews have managed to clear their way to the communications interface port for the deep shelter that your wife and much of your family were most likely in.

    They were, apart from your brothers, your youngest son Quan, and his wife and kids, the family you had on Sukiashi are alive and as well as could be expected, considering that they have been confined to a deep shelter for the past 20 months. It will be at least another two months before they are able to clear enough irradiated debris away from the shelter entrance to allow it to be safely opened and those inside to be safely extracted.

    You find yourself on your knees praying for several hours after this news. You wife and daughters are alive, most of your grandkids are alive. You feel the beast that was coiled within relax slightly, your eyes burning a little less angrily.

    When she wakes up you share the good news with your granddaughter, then with the rest of the grandkids who’d stayed on Griffon. There were a large number of very happy tears shed that day. You aren’t ashamed to admit that many of them were your own.

    You receive further good news several weeks later. DoME reports that the initial terraforming work has been completed on Edelsteine three years ahead of schedule due to some clever orbital mechanics with the ice asteroid deorbiting project. There is now barely sufficient surface water on the planet to support life, with glistening seas now lapping against gemstone sand beaches. The initial settlements are fairly ramshackle, resembling more closely old west boomtowns than anything you’d consider suitable, but the sheer amount of mineral wealth available on the planet makes it more than worthwhile for people to live like that. Current plans are to build a massive arcology complex on the planet to serve as the primary habitation hub, while DoME continues to build up a self-supporting ecology to make the planet truly livable.

    Garrison and militia forces have been transferred to the planet to help keep order as the boom times begin there.

    The reports you get back from GX-J28 are depressing. There were a number of destroyed space stations in orbit of the second planet, which appears to be quite habitable indeed. The stations were of the same sort used by the pirate factions that had been plaguing the NRI and yourself for a while now, usually used for long term slaving operations. There are signs that there used to be large, albeit primitive, agricultural and fishing communities on the planet who were likely heavily victimized by said pirates, but all that remains are irradiated craters and all the classic signs of a saturation orbital bombardment typical of the Black Steel. Sensor data found in the wreckage of the stations indicate that it is likely that the same Black Steel vessels that later hit Sukiashi had first hit here.

    Surveys have found that the soil is fertile, the seas are rich in marine life, including imported marine mammals from Earth, there are extensive mineral deposits broadly comparable to what can be found on Nowa Warszawa and Griffon itself, a generally pleasant climate, and no anticipated need for any real terraforming. The radiation levels are already dropping naturally, a consequence of the extremely short half-lives of the isotopes that the Black Steel’s dirty munitions make use of. Surveys of the various asteroid belts and gas giants, and the non-habitable terrestrial planet in the system, show that this could be a useful site for expansion.

    The survey crews report that there might, emphasis might, be a few scattered survivors hiding in the wilderness, but if there are any they weren’t able to spot them or make contact with them. More than that, it is very likely that this is just wishful thinking on the part of the survey crews, the settlements appear to have been rather more akin to slave camps than anything else after all, and the pirates who ran them probably didn’t want their slaves running around on their own.

    On the initial reports the system has been dubbed ‘New Pollux’, which caused just a twinge of alarm… an entire planet of Pollux Man, although to be fair Pollux Man seems to be more of a meme than anything real.

    You hope.

    That being said, you are able to attend the keel laying ceremonies for the next batch of Fletchers with a much lighter heart, as well as the commissioning ceremonies for the first batch that are coming into service this year. They are rather impressive ships, and you truly wish that you’d had them when the Black Steel had come calling.

    That being said, the initial reports from the review commission for the IGN have been presented to you for your review.

    The main takeaway from the battle is that the enemy capital ships possessed an overwhelming firepower advantage at the very highest ranges of engagement. The Griffon task force led by your sister was subjected to crippling fire from beyond the range of most of the task force's ability to effectively respond. By the time they were able to close sufficiently to fire back with anything resembling effective fire they had already taken significant damage.

    The commission has several options up for consideration going forward.

We developed our current paradigm based on combat experience, and there is no good reason to throw it away when it has not, in fact, been fully implemented or tested yet. Failing to learn from the latest engagements is setting us up for long term failure. Yes, this is the most flexible paradigm, but it has been shown that we are woefully deficient at extreme range combat with heavy enemy vessels. It would be nice to wait for us to have vessels in that size class now, but we don’t, and we need to adapt now or potentially die.
    []Emphasize extreme range firepower and armor over speed and flexibilityOur warships should be optimized to face enemy Warships above anything else. Leave ASFs and dropships to our own parasite combat vessels, Warships need to focus on what is needed to kill Warships. While speed, flexibility, and agility are all nice qualities to have, ultimately a warship needs to be able to hit the enemy as hard as possible and take the hardest possible hits in return. Anything less is a disservice to our spacers.Slow and ponderous vessels, especially small ones that simply cannot support enough armor to shrug off nuclear strikes, are inherently vulnerable to anything. They may be carrying a sledgehammer, but at the masses we are currently able to build they would still be eggshells against nuclear tipped missiles and the massed capital batteries of a true capital ship. We would be trading away the ability to handle lesser threats (dropships and ASFs) cleanly and efficiently for a slight improvement in dealing with any heavies, not a worthwhile trade.
    []Emphasize high speed to close in quickly combined with the lowest cost units possible with the heaviest punch possibleWith all due consideration to our spacers, the role of a warship is to fight and possibly die in order to defeat the enemy. Right now, our light units are mostly expensive coffins. It seems like a cold thing to say, but the resources poured into the mix of Dart and Dagger class ships ultimately failed the ultimate test; they were simultaneously too slow, too short ranged, and too few to accomplish their mission. It is not possible for a corvette or destroyer to go toe to toe with a battleship and expect anything but getting swatted out of space, so instead the focus should be on putting the heaviest possible weapons on the fastest possible platforms for the lowest possible cost. At least that way our spacer’s have a chance at harming the enemy.It is not possible to reduce the costs associated with warship production to a low enough price point to make it worthwhile to trade effectiveness for numbers. Regardless of how cheaply we build things, they still take up to three years to build each, limiting our ability to simply build swarms of light, cheap ships. Therefore, putting our spacers into anything less than the best possible combat platforms is negligent at best. Speed has its place, indeed, but not at the exclusion of other considerations. The jeune école is always a tempting option, but historically it has always ultimately been the option taken from a position of weakness, not strength.

    The full colonization mission to New Castor has been quite successful, with the new colony already in place and the system government getting to work. Having to build everything on stilts to get above the water is a bit of a challenge, but so far it seems to be contributing to the beginnings of a local architectural style that should in the future be rather interesting to observe.

    The new LAM factory has come online successfully, with no sign of any rats, mice, rabbits, or any other rodents causing trouble this time around. Well, apart from all the ‘lucky rabbits feet’ that are hanging in every construction office in hopes of warding off bad luck. It looks like the construction crews have gotten a bit superstitious after all the previous rodent trouble.

    Oh, and they brought in lots of cats. Not grifftigers, regular cats. No wonder the rodent population has declined in the area.

    A military occupation authority has been installed on Okusawa, even as it becomes rather obvious that you will be dealing with a low-grade insurgency here for quite some time. The locals are not all that cooperative, with the best days right now being ones where there aren’t multiple bombings, grenade attacks, or attempted stabbings. Note the word ‘multiple’, because so far a day hasn’t passed without at least one of each.

    All of the new defensive and recharge stations have been emplaced successfully this year, with a large number of new ones under construction as well. The visible surge in defensive installation production is certainly settling peoples nerves as a visible sign that the Empire is taking their defense seriously against the Black Steel threat. There haven’t been any additional attacks all year, but that’s not a good reason to lower your guard. Quite a bit of the Black Steel’s forces are unaccounted for, after all.

    It takes a bit of work but Lien is able to work with representatives of the Chamber of Delegates in further smoothing over relations with the Crown. They are still prickly and proud, unwilling to simply rubberstamp you, but at the very least they are more willing than before to work with you rather than automatically against you.

    The industrial and economic investment on Nowy Slask and New Capricorn has paid off, with plenty of shiny new infrastructure to aid expansion and economic growth. The local system governments are very appreciative of the Imperial assistance packages.

    The two initial terraforming projects in the Calliope system are completed. Neither are fully ready for habitation, but now it is no longer nearly as daunting a prospect as before. DoME estimates that it will take between 5 and 10 years to make them fully livable and usable, mostly due to the need to arrange ice comet impacts on the two bodies to give them sufficient water to support life and the orbital mechanics of doing so.

    R&D work on the new Naval Autocannons has stalled slightly, the initial prototype had failed testing and it appears that there were some mistakes made in fabrication. A second prototype is under construction with adjustments from the first failed tests and it is hoped that the design will pass validation by Q4 of next year. Frustrating, but it is what it is, and these sorts of things do happen on occasion.

    Conversely the work on improving agricultural yields has been successful, although it did take until the very end of the year for results to be finalized and verified. New lost-cost high yield hydroponics systems allow for urban gardens with yields approaching those of traditional rural farms.

    Your surviving family is back together, and you couldn’t be more relieved. Not much of anything gets done in the palace for a few days, you are in no shape for it and would much rather spend time with your wife and daughters.

    Unfortunately you can’t take more than a few days for your family, much as you wish you could take more. Heavy lies the crown and all that, and there is work that needs to be done. Your wife does put her foot down on your schedule, though, insisting that you spend a few hours each day with family.

    Insurgent activity on Okusawa is a continuing bleeding sore. Those locals who might have been inclined to assist you are living in terror of their neighbors who most certainly are not, with a few cases of locals who were insufficiently obvious about their opposition to you being murdered with nobody seeing anything at all. Videos of little kids being coached in throwing rocks at your troops and security forces, scattered roadside bombs targeting your patrols, mortar and rocket attacks on your bases. It makes the pacification of Nowa Warszawa seem like a pleasant stroll in the park.

    You are very proud of your men there, who are sticking to the ROE faithfully despite the harsh conditions. Looking at the high level picture, there is a definite downward trend line in the attacks, but it is gradual and interrupted by occasional spikes. But at the ground level all they are seeing is unrelenting hostility, their buddies and themselves constantly being attacked, having no real safe space except in orbit… and they are still following the ROE and not striking back indiscriminately.

    Your analysts are convinced that with time and continued restraint the insurgency will collapse, as your continued refusal to engage in the sort of repression that the Dragon would have undermines the very premise of the opposition. They point out that the violent actions are in a slow decline, as non-violent protests and rallies are on the uptick. Your forces restraint with the latter is encouraging their growth, and people who are busy shouting slogans and making signs aren’t spending their time making bombs. As they realize that they can shout, scream, march around, and make nuisances of themselves without getting hauled off to be tortured to death, then that will start to cast into doubt the very reasons they are so riled up. If the Dragon lied to them about this, what else did he lie to them about.

    You receive a number of reports from the shipyards where the Fletcher class vessels are under construction. The managers are all reporting just how difficult the construction of these ships is, thanks to the complexity of the compact cores combined with the ten drop collars and HPG system. They hope to still finish the 30 ships that are on order on time, but they are warning that they do not think the smaller yards are suitable for sustained production of the type. As it is they are going to strongly recommend that the ship’s get run through the Refit yards immediately to double check for any issues, because they are unwilling to guarantee that there won’t be any.

    As a consequence, future Fletcher orders will be handled by the small warship yards, not the more compact escort/jumpship yards. However, the Dagger, while analysts still believe it to be an effective small warship in its own right, is rather expensive for the capability it provides, mostly due to the 5 drop collars and extensive avionics.

    A new design, ironically not from Majeure Electrique but rather straight from the Imperial Griffon Naval Yard, has been developed. Called the Stiletto, this vessel is larger than the Dagger while being smaller than the Fletcher at 390,000 tons. It only has a single drop collar, and is optimized for long range combat with a brace of 8 Heavy Naval PPCs in the nose. It is actually cheaper to build than the Dagger.

    The smaller corvette is still more suitable as a true ‘escort’ for larger vessels, given that it can carry five times as many parasites into the field and is a tougher vessel in and of itself, but the Stiletto has a substantial advantage in terms of long range capital firepower.

    There is a brewing scandal involving the colonization of New Castor. Somebody managed to gain access to the servers used by the Department of Colonial Affairs and subtly altered the address link for applications for the initial property purchase allotment by which prospective colonists would purchase plots of land or equivalent colonization rights on the new world. People who made their purchases through third party applications, or directly to the URL, were fine, as they went through the normal process and all was well. Those who made their purchase through the official site? Well, their money was going to organized crime, the deeds for their allotments were forgeries that were all but identical to the official deeds, and those people showed up on New Castor only to discover that they’d been cheated out of tens of thousands of credits, in some cases over a million credits were lost.

    The lack of an HPG on New Castor allowed this scam to go undetected for an unfortunately extended period, and now over a million people have been victimized by it directly, and more indirectly. The system government is handling the situation on that end, although they are having to open up new allotments well ahead of schedule. The problem is that in most cases the victims of this scam have spent their life savings and are unable to simply purchase another allotment or pay for transport off of New Castor.

    Law enforcement is hunting the criminals behind the scam, so far with limited results. The servers have been properly secured and internal screening is under way to hunt down anybody who might have helped the criminals pull this off. But there is still the problem of what to do with the victims.

Every step of the process of the scam looked completely legitimate to anybody looking at it from the outside. We owe it to these people not to ruin their lives over something outside their control.

    The second-tier allotments were scheduled to be opened this year anyways, by giving them to the victims we ensure that we don’t create an instant underclass problem on New Castor while treating the victims generously.
    Yes, these people were scammed. Yes, this was an inside job. Yes it is bad. It’s still not our responsibility. Liability rests solely on the scammers and as soon as law enforcement finds them the victims are welcome to recover their funds via civil actions.

    The proposal on the table effectively offloads the restitution to the victims from the criminals to the state, and thus in a way penalizes the innocent rather than the guilty. And while it is quite likely that the criminals in question will be able to evade paying restitution on grounds of being indigent, that is not the state’s problem.

    []Caveat Emptor, it sucks, and they may have done what due diligence they could, but still the liability is on the criminals, not the government.Being victimized by a scam sucks, we get it. But the responsible party is the scammer, not the state. Any recovery of assets should be from the scammers, not from the state.

    Sure, people may not like it, they may think we are being hard-hearted towards the victims, but while they may say they did due diligence, if they’d actually visited the Department of Colonial Affairs offices in person they would have found out that they were being scammed before it was too late.
    Requiring physical visits to a government office as a minimum for ‘due diligence’ is madness. The reason that they trusted the scam was because the scam had inside assistance making what they trusted to be their government be something else.

    You receive some memos from your sister concerning a new procurement request from the navy, specifically for a dedicated infantry transport. You thought you had one with the Bataan class, but it turns out that this is for a battle armor infantry transport. The memo points out that you are having to tie up an excessive number of Trentons for cycling infantry forces through Okusawa in order to facilitate the planned 6 month troop rotations. Since these are non-combat rotations that is overkill.

    The proposed Queen class transport is an aerodyne specifically optimized for transporting infantry. While it is rather large and bulky, it is minimally armed and armored and uses no strategic materials at all, rather the bulk is due to the extensive training and recreation facilities on board for the nearly 700 infantrymen carried. There’s a note in the design specifications that several commercial companies are interested in licensing a non-military variant of the design, deleting most of the weapons and replacing the military training facilities with additional recreation spaces for civilian passengers.

    The insurgency is continuing on Okusawa, and still your troops are making you proud. No excessive responses, the rules of engagement are being religiously followed with the only exceptions being to show even greater restraint in the face of various provocations. It’s costing you some people, hardly a day goes by without reports of KIA or WIA troops, but the deployed forces are maintaining discipline and restraint.

    Law enforcement is trying to hunt down the criminals behind the land scam on New Castor, so far with little luck. The money trail vanishes into a maze of money-laundering operations which have effectively obfuscated the trail. The inside employees have vanished. Supposedly all of them are dead, at least according to filed death certificates, and had been cremated, but there are no bodies and the medical examiners who filed the death certificates are themselves now deceased via a rash of apparent ‘suicides’. Considering that said ‘suicides’ were attested to by death certificates issued by fellow ‘suicides’ after the supposed time of their own ‘suicide’... the records in those offices are now extremely suspect and are being gone over with fine-toothed combs by the Special Branch and the Imperial Grifftiger Mounted Police.

    Martina has assured you that law enforcement is on the case. You wish her luck, because you can already tell that she is up against a well-organized criminal group. The enormous amount of money that they’d managed to bilk out of people means that if they aren’t greedy they might never surface again, having more than enough to live comfortably for years or even decades to come.

    Here in the Griffon system a substantial mineral strike in the inner asteroid belt has significantly boosted the overall economy, while in Nowa Warszawa ongoing settlement of Nowa Warszawa II has had a similar boosting effect on the economy.

    But the biggest news comes from Edelsteine.

    Thanh shows up in your office, looking torn between laughing and raging and throws a folder down on your desk. “I know you are well aware of our difficulties in figuring out the AR10 system, well… I think we never should have trusted those specs for the Barracuda, White Shark and Killer Whale missile systems we got from the Dart and Potemkin plans and samples, because the Star League were lying liars who lie and could care less about efficient logistics.”

    She doesn’t even pause. “You know why we can’t do AR10s? Because a Barracuda missile is 1 meter in diameter, needs to be breech loaded into the tube, is a rounded triangle in cross section, and has pop-out maneuvering thruster arms at the mid point of the missile body. The White Shark is 1.5 meters in diameter, a rounded rectangle in cross section at the mid point, round at the nose and has multiple independent boosters at the rear and needs to be side loaded into the tube due to the shape. The Killer Whale is 2.5 meters in diameter, circular cross section with a pronounced wasp waist three quarters along the length and, like the Barracuda, needs to be muzzle loaded, but with a completely different style of loading mechanism. The AR10 somehow fires all three of these very different missiles from a common tube and loading system.”

    You ask her why she is bringing this up.

    “Because,” she laughs, gesturing to the folder, “the Star League are lying liars who lie. We’ve been struggling to develop an AR10 now for years, we know it is possible, we have the broad outline specifications for it, but we’ve utterly failed at every turn to even come up with something that could theoretically work. Then a podunk little engineering company run in their spare time by a group of mining equipment engineers in the Edelsteine system solves it. The three different missiles are utterly incompatible with each other, so why not develop new missiles with the same performance profiles that are compatible with each other and a common launcher, and just to cap things off, switch from a hot launch to a cold launch profile by using a variation of a mining mass driver in the tube, giving the missiles higher initial launch velocity and thus improving performance. And based on the preliminary calculations? Doing precisely that will yield an AR10 launcher identical in every single goddamn way to the specs we have from the Star League archives.”

    You are so tempted to face palm, this is so like the Star League’s penchant for extreme levels of disinformation.

    Parliament is back in session. So far things have been rather mundane with minimal items of interest being debated. You do have a few decisions to make, but nothing too world shattering.

    First is the Healthcare Cost Containment Act of 3007. The act is intended to address the steady rise in healthcare costs, especially within the government healthcare systems intended for active duty and retired military and the very poor. That makes you immediately rather suspicious, because the name plus the topic probably means somebody is trying to cut benefits.

    You are pleasantly surprised, however, when you read the actual legislation. The act pinpoints a number of ‘penny wise, pound foolish’ practices extant within the healthcare system which are contributing to unnecessary cost increases over time. For example, building a small number of extremely large hospital and medical care complexes in central locations. Very efficient in up front and running costs, but transportation costs, especially for critical care cases, soon obliterate the upfront savings. In addition the massive complexes require equally massive support staff to keep running in comparison to the actual medical staff, and any issues lead to massive expenses as resolving them is more critical due to the lack of alternative care centers. The bill proposes spending more money on upfront costs like a larger number of smaller, more dispersed, hospitals and medical centers. The analysis shows that while physical plant costs and payroll costs will both increase by about 25%, the reduction in transportation costs combined with the economic effects of spreading out the spending to a wider area would make things, in the long term, nearly net zero in actual budgetary terms.

    Next up is the RECREATion Act of 3007. The purpose of this act is to set aside funds from the Imperial Treasury in order to finance the creation of parks and recreation areas throughout the Empire in conjunction with system, planetary, and local governments. It’s a very straightforward bit of legislation, it would increase the yearly upkeep costs of the Empire in order to maintain these funds, and in return you’d hopefully have a happier, healthier, and more productive populace thanks to having recreation areas and parks.

    It happened. It finally happened. You’re going slightly mad.

    Well, OK, it’s more that the Department of Periphery Studies has finally found out about your ‘cult’ in the NRI and is currently parading a 50 ft tall paper-mache effigy of you seated in an impossibly gaudy throne wearing a palm leaf around the Palace square while chanting incomprehensible ‘evocations to the Great God Emperor’ in horrid Latin.

    Who the heck are the Chaos Gods, Eldar, Dark Eldar, Tau, and Orks that you are supposed to be protecting these nutcases from anyways? And what is this nonsense about an Astronomicon to ‘guide us through the Warp’? And since when was there such a thing as a Psyker and Foul Xeno anyways?

    Of course, there are competing groups from within the department who are apparently declaring themselves to be those other things, whatever they are, and are counter protesting the ‘Corpse Emperor Worshippers’... you aren’t dead yet, damnit. Since both sides are armed with improbably huge nerf guns and nerf swords and such, it’s more comedic than anything else, but they certainly seem to think they need to conduct a massive war for the Palace.

    Palace Security is on top of things, the grifftigers find it amusing and have commented that the nerf darts ‘tickle nicely’.

    You just would rather they go away and leave you alone, the endless droning chants, especially from the ones dressed all in blue, are getting on your nerves. Your grandkids find it funny, though, so you’re being tolerant.

    The garrison at Nowy Wroclaw has a bit of a fright when the Black Pumpernickels show up in their Texas class, but luckily nothing untoward happens. They apparently are more versatile actors than just Gilbert and Sullivan and put on a month-long run of an ancient Terran comic musical called Spamalot. They announce that they’ll be coming to the Griffon system for the next showing, so you charge the Foreign Ministry with making the appropriate arrangements.

    When informed of the Black Steel attack the Pumpernickels are rather horrified, they’ve clashed with the Black Steel in the past, and consider them to be ‘dreadfully uncivilized, wot?’ They offer to donate the proceeds from their shows this season within the Empire to the ongoing relief and recovery efforts and apologize that there isn’t more that they can do, the Texas is their only ship and they confess to not exactly being skilled combatants. They do share with you as much tactical and technical data as they can on the Black Steel dropships and drone ASFs however, which is useful.

    They also pledge to carry any messages you may have for the Crimson Storm and your mother with them. You record a number of messages, both official and personal, as does the rest of the family.

    The technical data that they give you will be useful when it comes to programming sims and such, but as the Pumpernickels unfortunately do not use the same systems they cannot give you any insights into how they work or how to reverse engineer them.

    They still haven’t found the con artists behind the New Castor scam. They know how it was done, they are pretty certain they know who did it, but they have been unable to track those people down. In a population of multiple billions, even with modern technology, it is surprisingly easy to simply disappear. Law enforcement is keeping a lookout for them, but who knows how long it will take to find them, if ever.

    And just when you thought the insanity around your ‘cult’ couldn’t get worse you discover that an official ‘temple’ to you, based on this cult and affiliated with that ‘high priest’ of yours on Nova Jupitereum, has opened on Nowy Wroclaw. You are hoping that it’s just some enthusiastic pranksters doing this to you.

    But now it is budget time, a time away from worrying about the Department of Periphery Studies and your burgeoning faithful…

    Your only warning was your sister’s smirk. The moment you sit down you realize that every single one of your advisors has a bobble-head of you, wearing a toga and holding a palm frond, seated on a gaudy gilt throne, sitting on the conference table in front of them.

    You can’t help it, it’s too much. You break down laughing again as Thanh cheerfully starts ‘proclaiming your divinity’ with many references to some of your childhood antics. You realize very quickly that your wife put them all up to this, and for the first time since the attack you manage to actually relax.

    General Stewart manages to contain herself better than most as she gets started, while aides clear away the bobbleheads. “Your Majesty, the recent issues with the Fletcher class are showing that we will need to rethink the balance of escort to small warship yards, we recommend a major investment in expanding the latter. The issue primarily seems to be with the complexity of the compact core, but I admit to not being an expert in naval engineering. We do recommend continuing to boost our mech and ASF production as much as possible.”

    She steps back, letting General Jenkins take over. “OK, bossman god-emperor sir,” he smirks at you, causing you to shake your head and finger at him. “Here’s what we’ve got. We’ve pretty much recovered our losses from Okusawa, but our defensive needs are going up. Therefore we’re going to focus on that and make sure we’ve got plenty of training assets as well. I don’t want our academies mad at me again.” his voice drops to a sotto voice whisper, “they’re scary.”

On the big boys front, we’d like to lay down four more Brigs for general transport needs and 3 of the new Stiletto class light destroyers. Last, but certainly not least, we have 5 slips available for larger vessels, we’d like to get 5 more Darts laid down this year.” she tosses up a graphic showing the procurement requests.

    As soon as Thanh sits down, and before General Stewart can even think of giving a military closing statement, Bridget is on her feet and moving fast, claiming the podium with most of her usual energy back. “Your Majesty, we’ve got lots of things we can do, a bunch of DoME teams looking for work, and plenty of ideas of where to use them most effectively. To start with the DoME boys, those mad lads are chomping at the bit for a bunch of projects, we got 4 full teams available, I’ll get to what I mean by ‘full’ in a moment, and wonder of wonders we got four projects we think they should be doing if you approve. We know the locals won’t appreciate it much right now, considering that I daresay they’d curse you if you gave them all cute puppies and free booze for life, but Okusawa is a polluted hellhole that makes other polluted hellholes point at it and go ‘look, that’s a polluted hellhole, I’m a clean and pure paradise!’. We’d like to get crews on the same pollution cleanup and abatement projects that worked so well on Nowa Warszawa, the locals might not enjoy not coughing their lungs out and dying from horrendous cancers, but I’m sure we can suffer their scorn with great patience. The final crew we’d like to send to Edelsteine to turn the planet of gems into a real money maker for us. A massive set of arcologies and focused terraforming to preserve the local environment’s beauty while enabling great economic and population growth. We’re also all set to colonize New Pollux, and we’re crossing our fingers that Pollux Man doesn’t make a reappearance when we do. The place is beautiful and requires minimal work, none of which requires DoME teams, so any colony set up there should hit the ground running hard. We can build Light Warship Yards in the Griffon, Nowa Warszawa, and Calliope systems, so we strongly recommend doing just that. We also should be able to expand our regular orbital shipyards again this year, as well as adding Escort/Jumpship yards if needed. We recommend focusing development on Edelsteine this year, and investing in New Capricorn. The economic boom on Calliope has finally run its course, so perhaps some minor development work to soften the impact of the slowdown might be in order. We need HPG stations on New Castor and, if we decide to colonize there, New Pollux, and we can build more commercial stations if desired, especially if we expand to New Pollux. Last, but most certainly not least, the recovery work on Sukiashi has yielded one unexpected bonus, the workers there who weren’t DoME personnel have proven themselves capable of performing that sort of work and have indicated their willingness to sign on, they’ve been accepted, giving us a fifth team that is currently only available for recovery work on the planet, hence my reference to ‘full’ teams before.”

    She bounces back to her seat, and Isoroku glances at General Stewart, gets a wry nod, and stands up to give his presentation. “Your Majesty, we are proposing to host a diplomatic meeting here in the Griffon System for the leaders of the NRI and NRR to discuss the Black Steel threat and the coordination of our response to this threat. In addition, the Ministry of Culture would like permission to host a series of charity concerts in coordination with the Black Pumpernickels to raise funds for the relief efforts on Sukiashi.”

    Lien is up next. “Your Majesty, your political teams are ready to assist in setting up system governance in New Pollux, and they’ve stocked up on lucky rabbit’s feet and other good luck charms to prevent Pollux Man from infesting the process.” This draws a laugh from around the room. In addition, we recommend continued expansion of the Colonial Office in order to insure we stay ahead of the growth curve.”

    Dr Bryant takes the diminutive Lien’s place at the podium. “We have a single R&D team available, Your Majesty, although hopefully we’ll have a good number of projects coming to fruition this year. We’ve been reviewing the public-facing forums and such, as we are hoping to engage in some civilian-side R&D work in order to benefit the entire Empire. The single most requested area of research according to the polls is…” she smirks a little, “Cat girls. Apparently people in the Empire want cat girls.” Laughter fills the room for a moment. “More specifically they want ‘Griffcatgirls’, so they want glow in the dark cat girls.” Behind you Bastet rumbles a purring laugh. “So, if you’d like to indulge the public, we can start R&D work on exotic genetic enhancement.”

    General Messerschmidt is still chuckling as he takes the podium, and this worries you, because an amused General Messerschmidt is a General Messerschmidt who is planning on dropping another bomb on you about the shenanigans of your cult. “Your Majesty, your Intelligence Agency has nothing of import this year. Apart, of course, from some interesting reports from within the NRI.” Everybody in the room starts chuckling, you shade your face waiting for the blow. “The NRI is working on a new type of gauss weapon, the reports are still sparse on the details beyond it being ‘somewhat bulkier’ than their current generation of gauss rifles. In addition, we are pleased to inform Your Majesty that your cult on Nova Jupitereum is now officially the third largest religion in the NRI and thus the chief priest of the cult is now in the Pontifex Maximus rotation. Congratulations!”

    Bastard.

    Martina is up next. “Your Majesty, the only thing beyond our routine reports that we have for you this year is that we are in position to extend the justice system to New Pollux, and like Lien, our teams have pledged themselves to doing whatever it takes to keep the Pollux Man meme from spreading.”

    The reports from Okusawa continue to be grim reading. Daily insurgent attacks, bombings, mortar strikes, ambushes… it is discouraging in some ways, but if it were easy anybody could do it. You continue to be proud of your troops conduct, but do authorize a reduction in rotation times to four months for the infantry troopers.

    The new NRR President has cracked down far harder on the opposition figures responsible for the recent unrest than you’d expected. While broadly speaking she is getting a great deal of support for her harsh stance, the former opposition alliance is growing far more embittered and is lashing out at the government. The latest has seen the few remaining opposition members in the Thing resign en masse, refusing to ‘dignify this tyranny’ with their presence. Your agents have reported that this appears to be a strange alliance between ultra-wealthy elites and the poorest elements of urban New Rasalhague. President Nordlund appears to be planning a massive crackdown with near universal support from the military.

    In other news from the NRR it appears that one of Nordlund’s initiatives is to officially claim and settle the system at GX-O26, to the Galactic West of New Rasalhague. Your spies have gotten access to the survey reports, it has a barely habitable dustball of a planet that would require constant water imports to support and extensive mineral resources. The Dracs evidently were aware of the system and had used it as a prison camp, during the NRR revolt it had been abandoned by both sides, the Dracs due to not wishing to overextend themselves, the NRR out of not having the resources to guarantee holding it.

    The NRR, according to your spies, is in the process of rebuilding the old camps, albeit after tearing down all of the interrogation, torture, and execution facilities in them. One theory is that the Rasalhaguians intend to use the planet for the same purpose you use the ultra-secure prison in Griff’s Leap, the other is that they intend to actually properly colonize it.

    You have a suspicion that Nordlund is planning on using this as a place to relocate the most hard core of the former opposition. No population would be able to support itself there, it would be totally reliant on shipments of food and water, and if they became a problem? Well, the next shipments of food and water might well be… delayed. She’s certainly ruthless enough to do something like that, and considering the behavior of the opposition you suppose you really can’t blame her too much. They’d sown the wind, it looked like it was possible that the whirlwind was coming.

    Meanwhile your agents in the NRI have dug up another extremely secretive R&D program there called Concilium Tonitruum Ferrum. They’ve only gotten that out of a budget document, and while the NRI is spending a good deal of money on it, your people have absolutely no idea what it is for.

    Meanwhile, the first Legionem Armatae has formed, and you are rather puzzled by it. It’s a fully homegrown mech unit, yes, but the organization is totally different than what you’d expected. All of the Mechs are identical, 55 ton bipedal machines, but of a very odd configuration. There’s a single gauss rifle and an AP gauss in the right torso, an anti-missile system in the head, and an actual sword in the right hand., with a massive shield held in the left hand. They are organized into five mech maniples, 100 mech centuries, and 1000 mech Legionem Armatae.

    One of the things that has General Messerschmidt’s people rather worried is that the engine is a 220 XL fundamentally identical to your own. They spend a great deal of time trying to figure out how the Romans had managed to penetrate security to gain such a major military secret, then collectively facepalm when they look at the specifications and technical data more closely… that engine is not based on your military engines, it is the exact same racing powerplant that had been provided to the NRI’s motorsports teams, militarized into a mech powerplant just as compact as anything you make use of.

    You check, and yes your mother had authorized export of the racing engines to the NRI and NRR. You had too, in fact. So you decide to facepalm yourself. It’s only fair.

    After all, none of your people had thought of just taking the racing engines and militarizing them, it would have saved you a massive amount of R&D work getting the more compact XL engines you are using. You are almost certain that, wherever they are, your brothers are laughing at you.

    You also receive reports that the NRI is establishing a new colony once more, this time just to the galactic southeast of Ravenna. Called Nova Atheneum, the NRi appears to be colonizing the place primarily for the Germanium deposits in the extensive asteroid belts.

    General Messerschmidt takes an inordinate amount of pleasure in providing you with all of the details of ‘your’ High Priest taking his first rotation as Pontifex Maximus and leading a solemn ceremony installing a 10 meter tall statue of yours truly in the great temple on Nova Roma. Evidently your cult also now includes an order of virgin priestesses. Great. You can hear the jokes and comedy skits already.

    You receive the survey reports from GX-M33. There are numerous signs of the pirates who’d plagued the NRI and yourself for years there. The sole habitable moon actually has the ruins of an enormous base present, along with extensive orbital assets, all of which have been destroyed. Analysis of the wreckage, along with several surviving sensor logs from destroyed dropships and stations, indicate that the system received a visit from a squadron of Black Steel light units, most likely the Vincents that you destroyed.

    The system consists of a supermassive blue supergiant with a single Super-Jupiter gas giant in a very distant orbit of it, a marginally habitable planet-sized moon orbits the gas giant. Considering the unstable nature of the star; there are multiple flare events while the survey was underway requiring evasive maneuvers and the crews going to radiation shelters, it is highly unlikely that colonizing that world would be feasible or wise. The pirates would have suffered heavily from radiation exposure, as far as you can tell, but possibly those crazies considered it to be a benefit of some kind, who knows.

    You get reports that the new Light Warship Yard on Griffon is having a hard time of things, minor accidents, supply shortfalls, worker turnover, and a completely botched emergency drill that nearly results in the entire thing depressurizing explosively. However in the end they are able to finish the work by the end of the year, with many red faces. The new yards in the Nowa Warszawa and Calliope systems face no such issues.

    The expansion of the dropship yards yields a new Escort/Jumpship yard in Nowa Warszawa. The refit facilities are likewise expanded.

    All of the new naval construction has been laid down, and you manage to make it to all five of the keel laying ceremonies for the new Darts that are under construction.

    The colonization of New Pollux goes exceptionally smoothly, not a hiccup, or a sign of Pollux Man, to be found. The new White Tower stations are in place and operational. Judicial systems are set up, the system government is smoothly and seamlessly established. This is exceptionally suspicious, of course, because you just know that Pollux Man is lurking, waiting to inflict weirdness.

    The new megafactory complexes on Nowa Warszawa and Griffon are operational, boosting your large mech production capacity significantly. Likewise the new ASF factory complexes are all online and ready to meet the needs of your aerospace force.

    The Okusawa HPG comes online, allowing you to hear about the latest violence and insurgent activity in real time. Lovely, although also very useful.

    New Eden’s system government has been directed to focus development on the agricultural sector. Production is already flowing into granaries and storage sites in the Core, hopefully providing some protection against crop issues on your largest and most heavily inhabited planets.

    The President of the NRR and the Consuls of the NRI have agreed in principle on a summit meeting to be held in the Griffon system. The actual meeting will take place next year, but preparation work is now well underway and all parties appear to be eager to sit down and work out a coordinated strategy against the Black Steel menace.

    The Colonial Office has been upgrades once more, this time acquiring additional office buildings rather than expanding their original one. According to the staff there, the old building has rather reached its limits in terms of expandability.

    On the R&D side of things the NAC/35 system has been fully tested and is now available for production. Likewise, engineers and scientists report that work on designing and building warships up to 750,000 tons has been successfully completed, opening up multiple avenues of development in regards to heavier warships.

    A consortium headed by Lee Aerospace and the Imperial Griffon Aerospace Werks has developed the Cleveland class Light Cruiser as your first indigenous light cruiser design. Armed with a devastating mix of heavy naval PPCs, naval lasers, class 30 naval autocannons, the newly developed AR10 missile systems, and subcap laser dual-purpose secondary weapons, the Cleveland is slower than the Dart while being far more heavily armed and armored.

    They are also quite expensive.

    You are quite grateful that the NRI delegation doesn’t include anybody from your ersatz ‘religion’. That’s one worry out of the way at least.

    The meetings are long, the bureaucratic fandances and ass-covering from everybody, including yourself you must admit, tedious. But you have a common goal, build a properly united front against the Black Steel.

    The NRR admittedly has relatively little that they can contribute. They are behind both the NRI and you technologically, they have limited production capacity, even more limited trained manpower, and are still recovering from the decades long war against the Dragon. Your agents had managed to get you the actual casualty reports from the fighting, and the NRR took over thirty times more fatal casualties than you had total injured and dead, including from the Black Steel attack on Okusawa. And ten times that in wounded in action. And that doesn’t even include the tens of millions of civilians on New Rasalhague who’d died the five separate times the Dragon managed to get close enough to the planet to volley WMDs at the cities.

    The NRI, despite the recent civil wars and the constant pirate raids, is in a far better condition to contribute. They are being rather coy about some of their R&D work, but have promised to share the data if and when they produce working hardware. They are currently mass producing small combat dropships for the NRR and their own use, as well as their home grown mechs and battle armor.

    The current planning is for the NRI and NRR to take a support position in the alliance, backing your forces up. The NRR would continue to recover, but would continue to give favorable trade access to you in order to mutually strengthen your economies to finance the military build ups. The NRI would be more active, their new mech Legions supporting your own forces in the field in the case of ground combat, and they do inform you that within five years at the earliest, a decade at most, they’ll be in a position to build corvette-grade Warships to support you in space.

    Apparently it is paradoxically much easier to go from a primitive jump-core to a compact-core than a standard-core. Their yards are not capable of building anything much larger than a quarter million tons, but they don’t seem to consider that much of an issue. As far as they are concerned, you are the main naval power, they’d just be playing support.

    What both the NRR and NRI want is a technology sharing agreement. Quite honestly, they would be hard-pressed to support you properly without one, the NRI less than the NRR. The Rasalhaguians quite bluntly would be completely useless in any fight against the Black Steel in the technological position they are in, no matter how much they try. They simply are so far behind you and the Romans in that regard that their attempts to catch up via R&D work are pretty much futile.

    So the question is, how much are you willing to trust your allies not to stab you in the back. Sure, they’ve been spying on you. You’ve been spying on them too. And you’ll continue spying on them no matter what, and they’ll continue spying on you. It’s the nature of things, if any spies are caught you know that all of you would be quite civilized about the whole thing, beyond the histrionic wailing and gnashing of teeth for the cameras.

    The Department of Periphery Studies is still on their God-Emperor Of Mankind kick, and paper-mache, foam rubber, and water gun manufacturers in the Griffon system are having a blast, as are the costume making professionals who now have a great market. The ‘tenured faculty’ are getting very enthusiastic with their ‘war’. Amusingly, whenever one of them is ‘killed’ they usually ‘respawn’ as a member of a different ‘faction’ within the time it takes to change their costume.

    Good thing they are being restricted to the rather extensive parklands around the Palace, it’s keeping disruptions to a minimum and the residents of Griffsport are rather used to, and amused by, their antics by now. Tourists love it as well, and you have to admit that the quality of the props are extremely high.

    It is rather annoying that Thanh keeps on encouraging them, though, and her kids are by now thoroughly embarrassed by her. Sure, the anti-aging treatments and such have worked very well on her, making her look remarkably good for her age, but still, it is totally undignified for somebody her age to be running around in a few strips of fabric, body paint, and a huge honking ‘Eviscerator sword’ as a ‘Sister Repentia’.

    You also get an HPG report from Edelsteine, a single Black Steel Essex had jumped in at the Zenith, only to get promptly gang piled by the jump point defenses and the Black Pumpernickel Texas that was recharging there. Judging by the reports, the Black Pumpernickels are not precisely very good shots, since their hit percentage was a full order of magnitude below that of your forces, but the Black Steel didn’t stand a chance. Unfortunately a number of merchant vessels were destroyed before the psychotic destroyer could be put down.

    The Black Pumpernickels have ‘changed their tour schedule’ and are remaining in Edelsteine for ‘additional engagements’. Which seems to consist of plenty of target practice, according to the reports.

    You really aren’t that interested in sports. You know that the Pan-Griffon Games are going on, your wife and granddaughter are attending them here on Griffon, but you are far too busy to waste time with them. You hear plenty about the day's events from your granddaughter at the dinner table anyways, so it’s not like you aren’t in the loop about things.

    It looks like another dominating performance from the ‘big three’ teams of Griffon, Nowa Warszawa, and Calliope, with a few surprises from other systems. New Capricorn actually managed to win a pair of golds, beating out Team Griffon each time in Men’s Athletics and Women’s Gymnastics. Nowy Wroclaw took gold in Men’s Archery, while Edelsteine and, surprisingly, Griff’s Leap took the two top spots in Women’s Athletics, with Nowa Warszawa edging out Griffon for the bronze.

    The Great Periphery Studies War Of 3008 is still underway in the parks around the Palace. You have so far resisted your granddaughter and wife attempting to get you to put on a golden monstrosity of fake power armor and parade around to ‘inspire the Imperium of Man!’. Your little sister is free to make a fool of herself, you just know that if you do it that it will only inspire those idiots in the NRI who are ‘worshiping’ you.

    The discussions with the NRR and NRI continue as well. For now you are getting down to the brass tacks on the tech sharing agreement.

    The NRR has requested a few specific things, first assistance rebuilding their jumpship yard over New Rasalhague, secondly production licenses for the Eagle III, Raptor II, Merlin and both the new Shrike, which hasn’t even entered service with your forces yet, and the Peregrine interceptors, and finally production licenses for a Majeure Electrique escort carrier design that never actually entered service but which is in their product catalog, a 19,900 ton spheroid vessel that carries a full wing of ASFs.

    In effect you’d be transferring rotary autocannon, enhanced PPC, extended range 5cm laser, gauss rifle, improved long range missile, and Artemis tech to the Rasalhaguians, on top of DHS and Ferro Aluminium tech. The core of the Rasalhaguian military are their ASF forces, however, and this would allow them to upgrade their ASF units to modern technology and allow them to deploy alongside your forces to enhance your screening capabilities.

    The NRI, in contrast to the NRR, isn’t particularly interested in military tech, although they again reiterate that once ‘several current projects’ are completed they will share the results with you, while remaining utterly vague about what these projects actually are. What they do want is your automation and education technology. In some ways this is less problematic, as it doesn’t require you to give them any of your advanced weapons and such, but in others this could have a negative impact on your relative economic advantage over the NRI. Giving them the automation and education tech would allow them to compete on a more level playing field with your companies, which the corporate world would really rather they didn’t.

    Parliament, meanwhile, is being rather quiet this year. Routine bills and business, yes, but nothing truly serious. The only legislation that makes it to your desk that isn’t perfectly ordinary is the Community Banking Act of 3008.

    The Community Banking Act of 3008 would encourage the growth of small community banks by extending below market rate credit lines to qualified institutions under the same terms and conditions imposed on the large consumer banks that currently receive these credit lines. The idea is that this will decentralize the financial system, allowing for a greater diversity of competition within the financial markets while maintaining the same standards for liquidity, transparency, and solvency. The current big players are mildly opposed to this, mostly on grounds of self-interest, and the proposed qualifications and requirements are eminently reasonable. Existing community banks are cautiously in favor, primarily due to concerns about the increased reporting requirements.

    Other concerns are that it would require a large initial investment to set up the new credit lines and that it would have an ongoing cost to the treasury to maintain, but it is expected that the increase in available high-quality credit and financial instruments would have long term positive returns on the investment.

Extending credit lines in this manner will provide them with the capital they need to expand operations and grow, providing more and better service to communities across the Empire.We shouldn’t be meddling and subsidizing these small banks, the risks are much higher than with the large, established, banks who have proven by becoming large and established to be safe and reliable financial partners. If the small banks survive on their own, more power to them, but we shouldn’t be helping or hindering them.

We shouldn’t penalize those banks who’ve made it by subsidizing those who haven’t. It’s expensive and unneeded.Increasing competition in financial markets prevents too much power from concentrating in too few hands. Best to increase the pool of players rather than pander to the small circle of current players. Community banks serve their communities, this Act will help them do this better.
