    The Men’s Shooting competition at the Olympics is another squeaker, with Team Griffon managing to win by a single point after a shoot off. In the Women’s Event the NRI is completely dominant, winning handily.

    The NRI is again dominant in Men’s Wrestling, crushing the Team Griffon men in an impressive show of dominance. The women’s competition is dominated by the Rasalhaguians as they go undefeated throughout the round-robin tournament and win in an impressive fashion.

    In both men’s and women’s Fencing the NRI is again completely dominant, crushing the competition and leaving Team Griffon and the Rasalhaguians to swap silver medals. So far in the competition the NRI is proving to have a bit of a chip on their shoulder and something to prove, as they’ve been winning rather handily at many different events.

    The trend takes a bit of a hiccup in Archery, but it takes world record levels of performance for Team Griffon to win the Men’s contest, with the NRI a point behind, and the Rasalhaguian Women’s Team manages to shoot a perfect score, beating the NRI by a single point as well.

    The Military Pentathlon competitions see the NRR and NRI swapping the gold, with the Team Griffon men managing a close second, while in the women’s competition both the Rasalhaguians and Team Griffon manage to look like utter amateurs compared to the NRI.

    In Soccer, Baseball, and Softball the Rasalhaguians put on a show of utter dominance, except in the Men’s Soccer event, where Team Griffon manages to win in a come from behind upset, scoring a pair of goals in the final three minutes of the game to eek out a victory. In softball the Rasalhaguian team gives up only a single base in three games, and that was to a controversial balk call that even Griffon commentators and fans believe was complete garbage.

    A second massive pirate assault hits New Capricorn, although this time they hit the less heavily defended Nadir point. Four more Colchesters are destroyed, and the pirate strike force is able to boost into the inner system, albeit significantly depleted. A vicious battle erupts in orbit as the Planetary Defense Wings intercept the landing force and those pirate elements which manage to land are met by the local garrison. In the end minimal damage is suffered by the planet’s civilian population, but losses amongst the garrison were noticeable, especially the Planetary Defense Wing.

    A number of prisoners have been taken, but as in the past they are common grunts, and most of them seem to be coerced slaves with shock collars on their necks and symptoms of extended torture and abuse. However this time you are able to recover some data from the computers, although sadly the astrogation data is useless. The band that attacked this time is evidently desperate to get a ‘big score’ to get enough resources and prestige to survive against an unholy alliance of the three largest pirate bands, who appear to have begun preying on their fellow pirates’ holdings and making an already precarious existence untenable. The bulk of the pirate holdings are, based on comments made by the prisoners, most likely to the galactic northeast of the NRI, but that is a very tentative conclusion that may be highly biased by the beliefs of the NRI as to the pirates origin.

    Several unfired nuclear-tipped missiles are recovered as salvage. None are of the same design as previously acquired Drac systems, being far cruder in design. Markings on the warheads seem to indicate that they are produced by the pirates themselves. The pirate’s battle armor is of Roman design, but is at least fifty years out of date, with a few surviving manufacturer’s data plates recovered showing they were produced in the 2940s. Inquiries with the NRI indicate that the manufacturer of these particular suits was one that has since been shut down that was affiliated with the Pugnus Deorum. None of the suits had ever been delivered to the NRI military. Ammunition is of local manufacture to the pirates and doesn’t match any known source, including the Dracs.

    This particular band possessed a core of Star League ‘Royal’ grade Stingray and Stuka aerospace fighters, and their flagship was a ‘Royal’ grade Achilles. However the builders plates recovered from the wrecks do not match any known Star League factories or companies. The vast majority of the pirates' aerospace gear were the slapdash ‘Hive’, ‘Swarmer’ and ‘Stinger’ types.

    From the various examples of heavier battle armor suits you gain a slightly higher understanding of heavy battle armor suits in general for your own development.

    And now it is BUDGET TIME! Isn’t that wonderful? Isn’t that grand?

    Please try and muster some enthusiasm here.

    General Stewart kicks things off. “Your Majesty, in the near future, although not this year, we will be recommending a general slowdown in ground forces procurement outside of dedicated Garrison units. As it stands our offensive forces outstrip strategic requirements until such time as we have multiple Potemkin type warships in service to support heavier assaults. Strategic materials are still a bottleneck, and once we start surging Mech production in the future we will need as many available factories as we can get.”

    “Thanks to the recent attack at the Nadir of New Capricorn, we are recommending that all settled systems receive a White Tower station at the Nadir point in addition to the Zenith. As such, this will require the purchase of at least 10 White Towers in order to provide full coverage to all of the systems that are our responsibility. This, combined with the need to provide air wings to all of them, would be a very expensive outlay, coming out to over half of our discretionary budget this year after ongoing projects are tallied. However it may well be vital to our defenses. Right now the TTP is hanging with its asses collectively exposed, with none of the jump points having any significant defenses beyond dropship patrols, and while there are lesser stations at the Griffon systems Nadir, the only White Towers are all at Zenith points where they serve to protect trade. As such, we will be recommending a minimal dropship purchase this year to make up for the expenses.”

    Jeremy then takes the podium. “Alright, Your Majesty. We have several formations that we need to fill out, as well as a new formation arrangement that we believe will allow for leaner, more agile, offensive forces. To that end, we are requesting the procurement of 3 Standard Mech Regiments, 3 Armored Cavalry Regiments, and 3 Armored Regiments to form our first Brigade Combat Team. We are also requesting 1 Assault Regiment to start the next brigade of the Imperial Guard. We are requesting 1 Armored Cavalry Regiment and 2 Light Horse Regiments to comprise the 6th Cavalry Brigade, thus filling out the 2nd Cavalry Division. We are requesting 3 Special Forces Regiments be raised and manned in order to form a second Special Forces Brigade, reinforcing our specops capabilities. We need 3 Rapid Reaction Regiments in order for our Rapid Reaction Division to be at full strength. Finally we are requesting 4 Mechanized Regiments to fill out two Infantry Brigades and bring their associated Division to nearly full strength.”

    He shuffles his notes. “On the garrison front, in consideration of the recent attack on New Capricorn we would like to transfer the 1st Garrison Mech Brigade there to shore up their defenses. In addition, if the decision is made to colonize Nowy Śląsk then we recommend stationing a Colonial Infantry Division there as a local garrison, that is, two Colonial Infantry Regiments, two Colonial Cavalry Regiments, two Colonial Mechanized Regiments, and three CAS regiments.”

    Joy, General Powerpoint is… not here? Instead her deputy is at the meeting, explaining that General Reyes is currently on Nowa Warszawa attending the graduation of the first full class from the Aerie’s extension on that world.

    “Your Majesty, we have 5 Independence class vessels which will be commissioning this year, on top of the possibility of purchasing 10 White Towers and the two Oasis IIs that are completing this year. As such we recommend the purchase of 5 Carrier Wings and 18 Fighter Wings to fill those bays. We have barely sufficient pilots in the training pipeline and reserves to fill the seats, however, and the Aerie is again grumbling about impossible manpower demands. They are requesting that we build a proper annex on Calliope IV in order to expand our ASF pilot training program enough to account for such growth in the future.”

    Thanh comes up next, and all she has is a single notebook and a massive cup of coffee. Which she hands to Bridget… “Your Majesty,” she begins, as Bridget practically inhales the Black Bean of Life, “as General Stewart alluded to earlier, due to the need to build sufficient fixed defenses at all of the uncovered jump points to deter pirate, Drac, and any other raids we might suffer, we will not be producing a significant number of dropships this year. Indeed, we are only requesting one of the new Puller class Brigade Command Transports and a pair of Vandegrift class Brigade Transports. On paper we may not appear to have sufficient Ferro Aluminium for this, on top of the ASF purchases, however the salvage from the six lost Colchesters as well as dipping into the storehouses of materials gathered for repairs to now decommissioned classes of dropships will allow us to just barely manage the three vessels. This does, however, stress that our ferro-aluminium production is not keeping up with demand, especially as our future procurement strategy is going to be shifting to a far more carrier-centric model as we expand Independence class procurement to at least 10 a year, possibly more.”

    She then looks over her notes. “I will also note that the Aerie is requesting more Ensign class training dropships, we would like to accommodate them with as many as can be afforded in the budget.” she says, frowning slightly. “Crew numbers on the latest generations of dropships are lower than would be expected for their mass, but that doesn’t mean there aren’t potential bottlenecks. Thankfully, unlike ASFs and mechs, all we need to redress the gap is to purchase additional training vessels.”

    General Stewart remains seated, just nodding to you when you glance her way once Thanh sits down.

    And then a freshly caffeinated Bridget practically vibrates from her seat to the podium without seeming to stand or walk.

    “Your Majesty we have a ton of new projects that we can do especially related to colonizing Nowy Śląsk and the marginally habitable moons in the New Capricorn system and next year we can start terraforming Nowa Warszawa III and building mining colonies in Griff’s Leap and maybe filtering the air on Nowy Śląsk to make it less noxious and unpleasant smelling because I’m told it smells like dirty underwear and socks all the time just really strong and overwhelming and you need a gas mask just to keep from puking it’s so bad but I’ve not smelt it so I don’t know for sure but I believe the people who told me anyways unfortunately all of our DoME teams are either tasked with projects or are taking a well deserved vacation after crash-building the Griffon IV Olympics venue which is really amazing and did you know that all of the buildings not only meet but exceed code and could survive big earthquakes if they needed to which is pretty awesome now that I think of it considering how quickly they were built since DoME does really good work anyways we can also upgrade production capacity especially of ferro aluminium and double heat sinks and ferro fibrous and all the rest and maybe even build some more factories if you really want us to because my people are ready for everything.”

    That was one incredibly long sentence… and she never once even paused to breathe, even as she vibrates her overly energetic self back to her seat.

    Jake is up next. “Your Majesty,” he begins, folding his massive gnarled hands together. “Our relationship with Parliament is still rocky, I strongly recommend that we continue working to shore that up. In addition, if we have the funds left over my office has been preparing an initiative to promote healthy living throughout the Empire. We’d really like to fund that program if possible.”

    Dr Bryant takes the podium after Jake sits back down. “Your Majesty, there is only one new project that I would strongly recommend, and that is fully decoding and internalizing the Dart class plans that we received. We have idle Warship yards, and the perfect design with which to fill them. Otherwise if the funding is available we would recommend funding the teams working on the final sub capital laser variant, the SCL/3.”

    Harry is looking about as excited as you’d ever seen him. “Your Majesty, while the prisoners we’ve taken have so far been unusually cooperative, most likely because all of them were slaves kept in line with shock collars with no actual loyalty to the pirates, we still feel that by applying full POW interrogation techniques to them we may tease out more data that they may not even know that they know. We have teams of interrogators standing by. And before anybody objects, they’ve all been trained both on interrogation techniques as well as fully briefed on the ethical use of the same, with strict instructions not to try and break any of the former slaves.”

    Janet subsides a bit in her seat, then chuckles. “He knows me so well, Your Majesty. On our end, if we do decide to go ahead with colonizing Nowy Śląsk, I’ve got a few legal teams all set and ready to go in to get the legal and governmental systems organized. Just give me the word.”

    You receive reports about the recent fighting around New Capricorn. In the latest round, the four Colchester class vessels which were lost took down almost three times their own tonnage in enemy dropships and ASFs before succumbing to mass nuclear missile attack, sufficient to overwhelm their impressive point defenses. The main problem that they appear to have faced was an inability to kill the enemy ASFs fast enough before they could launch their missiles, and that in turn came down to the focus on defensive capabilities in the class. For their mass they are extremely heavily armored, but are slow and were armed primarily for engagements against enemy major assets.

    In response to the combat data and the loss of 60% of the class the AFGE Navy has pulled the remaining 4 Colchesters back to the Griffon System. Majeure Electrique has already prepared a full refit package for them to address the deficiencies, primarily by replacing the older, bulkier long range missile racks with the more modern units, and taking advantage of the recent completion of work on the 30cm sub-capital laser to overhaul the capital weapons on the platform from a mix of 10 and 20 centimeter mounts to an all 30cm arrangement focused on the forward arc. Additional heavy autocannons, a replacement of the laser based AMS system with the most modern gauss based one, and general updates to the avionics complete the package.

    The navy has already begun the refit process with the Colchesters now intended to serve a purely defensive purpose as a convoy escort. Very few units have as heavy a missile loadout as the revamped vessels.

    Meanwhile a company on Calliope IV has partnered with Majeure Electrique to propose an unsolicited design. The firm, Neue Rheinmetall Borsig, claims descent from the ancient Terran armament firm Rheinmetall as well as the even older locomotive company Borsig. While they are building railroads on Calliope IV and have had some market success in exporting rail transport solutions to other parts of the Empire, NRB has long been an arms supplier to the locals, specializing in high-quality autocannons.

    The company has bet big, even though autocannons are somewhat of a niche product in the Griffon military, featuring only on some anti-aircraft platforms and as anti-fighter armament on some dropship classes. They’ve massively invested in expanding their production lines and bringing them up to the very latest standards, allowing them to build the full range of LB-X and Ultra autocannons available.

    They are now marketing to the AFGE, in conjunction with Majeure Electrique, the Lancer Anti-ASF Corvette. The Lancer is optimized for anti-ASF swarm defense, mounting massive batteries of Class 20 LB-X autocannons and Class 2 Ultra autocannons, all in fast-track mounts with specialized fire-control solutions sources from Nollak Industries. In simulations conducted by the Aerie the Lancer utterly decimated ASF swarms, even though it doesn’t mount a single missile system which in the past had been seen as the sovereign cure for aerospace fighters.
    Thanh theatrically shudders and declares that she wants nothing to do with this system, even as she passes over the paperwork to authorize potential purchases. While she and your loving husband are both waxing dramatic about how horrible this is, you do note that Thanh has officially endorsed the proposal anyways.

    In the Olympics, the motor racing events have finally begun, and the sheer dominance of Team Griffon is a welcome antidote to the constant stream of defeats and failures of the rest of the team in other events. Your twin sons are still running the Team Griffon motorsports program, and it shows, as all four events are completely dominated by Team Griffon. The NRI does manage to make the podium in the Formula race with a technically brilliant performance by their driver, but mistakes by the pit crew deny them a victory. Said driver has already signed a contract with the twin’s professional race team.

    The Rasalhaguians manage to win both the men’s and the women’s marathon events. Team Griffon, meanwhile, barely finishes the men’s event, with the first Griffon runner crossing the finish line almost a half hour after the last of the other two teams runners for the men’s event. Which is still better than in the women’s event, where none of the Team Griffon women managed to finish the race. Personally, the video of one of the Team Griffon ladies being attacked by a feral squirrel is one of the highlights of the blooper reel that was the women’s marathon for the team.

    In the end, the Olympics were slightly embarrassing overall to Team Griffon, coming in last in the Gold Medal count and overall medal count thanks to the DNF in the women’s marathon. They did win more silver medals than anybody else, but that is faint comfort. Both the NRI and the Rasalhaguians seemed quite highly motivated to beat you, after your dominance in past Games.

    The next Olympics are scheduled to be held in New Rasalhague.

    There is a silver lining, however. The entire Griffon system is experiencing an economic boom. Unemployment is at a record low, incomes are way up, exports are booming. All in all, the Griffon system is seeing economic growth that, in absolute terms, is among the highest you’ve ever seen. As an economist you find yourself looking for the traps, but it appears to be the healthy sort of natural growth with no obvious bubbles lurking beneath the surface waiting to explode in your face.

    This, of course, inspires the Department of Periphery Studies to hold a protest march, a mock ‘funeral’ for the jobs of unemployment office clerks and staff. They were prevented from raiding the nearest unemployment office to campus in order to ‘recruit’ people to ride inside the coffins they are carrying.

    Then some wiseass shows them an ancient video from Earth featuring some strange sort of coffin dance, which the… respected tenured faculty of the Department of Periphery Studies promptly start attempting to emulate with predictably hilarious results.

    There is one downside to all of this prosperity, however. The Ensign-class training dropship, of which the Navy had planned to procure 10, uses the same transit drives as one of the most popular commercial dropship classes. The surging economy, however, means that the factory building the drives is fully booked on orders, resulting in a long delay for procuring new training ships.

    The Puller and two Vandegrift class dropships that will comprise the transport echelon of the 1st Brigade Combat Team are progressing on schedule and will be commissioning next year on schedule.

    Two new Caravel jumpships have joined the fleet, increasing your spacelift capacity and allowing for more flexibility in moving units around.

    The massive investment in White Towers has already paid off, in late December another pirate raid attempt on New Capricorn’s Nadir point is handily fought off with no losses. The newly formed fighter wings assigned to the defenses have shown that the quality of training provided by the Aerie hasn’t dropped at all, despite being stressed. The opening of the new training annex on Calliope IV should help ease the strain.

    The 1st Brigade Combat Team is now operational and, once the transports are ready next year, will be available for operational deployment.

    All other procurement went quite well, with one of the highest performing Aerie classes on record resulting in a number of the new units, specifically the Armored Cavalry and Rapid Response, being rated as ‘Crack’ quality from the start. The new SpecOps Brigade has been rated as ‘Elite’ in their initial evaluations thanks to incredible performance in training.

    The first two Oasis II stations have been built, allowing for much more rapid transportation to and from Nowy Warszawa and the Griffon system. This has resulted in a small surge in trade and economic activity in Nowy Warszawa.

    Nowy Śląsk, once known by the catalogue number GX-C9, has been settled successfully. The unpleasant atmosphere and high gravity make it difficult to attract settlers, although this is mostly subverted by the incredible mineral wealth present making settling here extremely profitable.
    Mining outposts have been established on the inhabitable moons in the New Capricorn system, causing a small boost to the economy there. Over time this should result in faster development of the system into a fully contributing part of the Empire.

    The new Maximum Security prison station has been built in Griff’s Leap. The most dangerous prisoners in the Imperial justice system will be housed here in the highly specialized facility.

    Schmoozing with and buttering up Senators and Delegates has occupied much of your political staff's time the last several months, and it has paid off. Most members are showing rather more cooperation with the crown than before, although it is a far cry from enthusiastic support. Meanwhile investigations into the various Senators and Delegates has yielded some… interesting information, which your staff is already using to work at keeping Parliament in line.

    Sometimes you wonder how you can smile at some of these bastards when you know that they’re not only cheating on their spouses, but are doing so with people young enough to be their adult children.

    Your strategic materials production capacity has been boosted rather nicely in the latest round of new construction and upgrades to existing infrastructure.

    Your orbital shipyards have all been expanded, and while the Refit and Repair Yards require extra effort due to them being fully occupied with the Colchester refits while the work is done, it is still completed on time and on budget.

    Research into improvements to Genetic Engineering has been completed. Besides the immediate boost to overall medical treatments now available thanks to the improved techniques and methods, there are several fascinating areas of study now available.

    Work on the improved XL fusion engine has stalled, the new shielding material is proving more sensitive than initially thought delaying the testing process for at least another year.

    You receive a diplomatic communique from the Rasalhaguians. They are willing to sell you astrographic data on GX-F11 and cede any and all rights to the system in exchange for full production rights to the Megaraptor design, to be produced under license in their own dropship factories. They give you a brief summary, two habitable planets, dense asteroid belt, but you do get the sense that they are leaving some things out.

    You also sense that they would be willing to sweeten the deal somewhat, although how far is a question. On the one hand, the Megaraptor is an old design that is out of service apart from use as a converted space guard vessel. On the other hand it is significantly more capable than any other design that the Rasalhaguians would have access to and would reveal some of your strategic technology. On the gripping hand the Rasalhaguians are allies and the tech in question is older anyways.

    Closer to home, Pollux Man strikes again. A series of escalating events results in a full up siege of a ranch in the herding region of the continent. The problem is that it appears that law enforcement may have caused the entire issue in the first place by completely fumbling what should have been a completely routine traffic stop.

    A trainee officer riding along with a trainer was involved in a traffic stop, the trainer had the trainee handling the stop as it seemed completely routine. Body and vehicle cameras show that the person being pulled over was cooperative, however a passenger in the vehicle was highly intoxicated and became verbally hostile. To her credit, the trainee officer kept her cool and responded professionally, however the training officer failed to pull her back as he was distracted with writing up the paperwork on the stop.

    The drunken passenger grew more and more agitated as the trainee failed to respond to him in a way that he wanted, and suddenly lunged out of the window of the vehicle, tackling the trainee. The drunk was a 250 pound, highly athletic ranch hand who was exceptionally intoxicated. The trainee was knocked unconscious by the attack when she hit her head on the pavement and the drunk proceeded to attempt to sexually assault her. The driver of the car exited the vehicle and tried to drag his drunken brother off of the trainee.

    The training officer at this point reacted to the situation by drawing his weapon and attempting to control the situation; the drunk, however, had managed to grab the trainee’s weapon. When the training officer saw the weapon he reacted, shooting the drunk. Unfortunately the round over penetrated and killed the driver as well.

    Things should have ended there. A tragedy, but one that was primarily the fault of the now deceased drunk. Unfortunately the local police chief’s family had a long-running feud with the family involved, and the rookie officer who’d been attacked was his niece. He made several public comments that, taken on their own, were perfectly understandable and none of which were at all objectionable, however the family of the deceased took great exception to it and filed a civil suit for defamation against the chief.

    The chief retained a lawyer and counter-sued, on the grounds that the allegations in the initial suit were libelous as well as defamatory. This should have ended up in court with both the initial suit and the counter-suit dismissed on the grounds of neither having much of a case and both acting butt hurt.

    However when a process server attempted to serve the suit on the family things took a turn for the bizarre and tragic. The process server hired by the court for this had been sanctioned a few times for his conduct in the past, but nothing had ever risen to a level requiring any legal intervention. This time, however, he bumbled like an arrogant idiot, used to serving suits in urban areas, and decided to serve the lawsuit in the middle of the night. Wearing black tacticool gear and acting like he was the Immortal Warrior.

    The family sees a black-clad stranger wearing night vision gear, body armor, and generally looking like an armed intruder on their land, and two shots later he was reporting to a higher authority than yours. Getting reports of gunshots, the local police send their response team to the location… who unfortunately were wearing dark uniforms that looked black in the poor light and tactical gear, looking similar to the now dead process server. A gunfight then broke out as the driver of the response team, not realizing just how high tensions were, drove up without his lights or sirens thinking it was just a case of shots fired in response to an animal attack.

    The rancher’s are convinced that the local police tried to murder them over the lawsuit and have forted up in defense. The local police are surrounding the ranch house after the deaths of a half dozen of their own.

    Planetary authorities are already taking action. However this is creating a very Pollux shitstorm all around. It’s not anything you need to intervene in beyond a few mild statements hoping for a peaceful resolution.

    But it’s Pollux. You are almost certain that at some point, somehow, you will wind up having to handle Yet Another Pollux Man Situation.

    You picked the wrong week to stop sniffing glue.

    The AFGE Navy is proposing Operation Governor, a thunder run recon of the Okasawa system in order to determine just what the Dracs are up to and generate intelligence for a future invasion of the system to put the Drac threat down for good.

    They propose to jump three Monoliths in well away from the main jump points but not at a pirate point, accepting the extended time in the system. HMS Sentinel will be escorted by 17 Bainbridges on a high speed run through the system, deliberately avoiding engagement by dint of sheer speed. Nine Majestics will secure the jumpships. Once recharged, the jumpships will jump to a point on the opposite side of the system to pick up the scouting force.

    Operation Governor is underway. It will be at least a month before you get any useful reports from the task force.

    You politely, but firmly, decline the offer from the NRR. The ambassador is disappointed but doesn’t raise all that much of a fuss about it. The press is somewhat less understanding of the whole situation, but all in all nothing much seems to come of it.

    The ambassador does have a counter offer of survey data taken almost a century ago of GX-E5, a system that the Dracs never assigned a name to and which, in the ambassador's words, ‘completely humiliated the Dragon’. Evidently there had been an attempt to colonize the world defeated by incredibly lethal and aggressive fauna and flora on a jungle deathworld. The Dracs had given up after the second attempt had failed just as badly. The mineral wealth is extreme, however, and one entry catches your attention but probably completely escaped the Dracs… the world's oceans are rich in the precursor chemicals for Harjel, far more so than the moons on Griffon VII where you’d first discovered the material. Controlling the planet would give you sufficient access to the base chemicals to allow the use of the wondrous sealant material in far more use cases. Controlling that system is also critical if you want to ever expand to the Galactic Southwest.

    In return the ambassador has been instructed to secure the Megaraptor design, at least in its original incarnation. A downteched variant would be marginally acceptable, with the ambassador noting that they already have full production capability for NRI-grade gauss rifles identical to the ones you use.

    You check with Siriwan and get the same story from her, with a few more details that she remembers from listening to her father rant and rave at times. The planet consists of large, extremely heavily forested, continents in a ‘ring’ around the equator, separated by narrow rift straits. Rainfall is supposedly extremely high, and the sea life is as aggressive as the land life. She doesn’t have charts though, but thinks that her father once ranted about germanium deposits in the asteroid belts.

    More clarity comes in about the situation on Pollux, and it looks like some media sensationalism was at work. The ‘stand off’ and ‘siege’ lasted until an hour after dawn, which was just long enough for the morning news to breathlessly report on an ‘extended standoff’, there were six police officers of the rapid reaction team shot rather than killed as all six survived their injuries thanks to their excellent body armor, and the entire thing was resolved peacefully before any Planetary authorities could arrive.

    The training officer involved has been relieved of training duties due to failure to adhere to proper procedures and not covering his rookie correctly, the rookie herself has recovered from her concussion and received a commendation for her own conduct in the entire affair. The dueling lawsuits have both been dismissed for failure to state a claim for which relief could be legally granted, the ranchers have gotten lightly slapped on both wrists with minimal fines for misdemeanor ‘obstructing the duties of a peace officer’, and the reaction team has been disciplined for failing to adhere to proper procedures and not identifying themselves before entering the property. As for the process server the courts have ruled, in essence, that he well earned his Darwin award and the shoot was lawful.

    The press is completely unapologetic about their role in hyping this affair. It’s Pollux, and Pollux Man is good copy.

    Parliament is in session again, and they are being their usual selves in many ways. However there is one bill that has passed both the Chamber and the Senate and been presented to you for ratification that is actually interesting, and has the backing of the Eldest.

    The two gas giants in the Griffon system have been mostly left alone, as the radiation environments around both are challenging at best for occupation. Parliament would like to fund a project to address this. It would fully occupy one DoME team for the next ten years, but the plan is to construct a giant habitat around Griffon VI using a shell of hundreds of meters of rock to provide natural radiation shielding to the inhabitants. This would provide a ‘home base’ for mining operations among the moons and rings of Griffon VII. A similar project would be started for Griffon VII to provide the same benefit to the more distant gas giant.

    On the one hand Parliament would be fully footing the bill, and the prospective benefits at the end of the projects are enormous. Similar gas giants exist in every other system within the Empire, and being able to construct such shelters would allow for them to be exploited fully as well, giving boosts to other planets in the future.

    On the other hand this will tie up two DoME teams for a decade, when they could be used for multiple other, equally important, projects. Plus it would raise the standing of Parliament, giving them an important ‘win’. Finally it would further exacerbate the gap between the Griffon system and other systems in the Empire, at least in the short term.

    Another matter that has come up is a proposal sent to you by Janet for a 5 year transition to you stepping down as Empress and sticking Jeremy in the big seat. You’d be almost 90 by then and, to be honest, you’re starting to feel the aches and pains more than before. The advanced medical care is good, and you’d be looking at a nice long retirement, but it may be time to step aside regardless of how much it would annoy Jeremy to be yanked out of the cockpit and into the Big Chair.

    Operation Governor Combat Report
    Insertion was nominal with no opposition at the chosen jump location. SIGINT indicates that Drac defenses detected insertion and reaction forces were gathered. The execute order was given and Task Force INTRUDER boosted in system at 2.5 gravities acceleration. Additional low-emissions recon platforms were released at the same time and sent on a slow orbital path through the inner system for future data collection.

    Enemy forces detected included 26 Achilles assault dropships in the initial reaction force, trailed by 92 Leopard CV carrier dropships. Approximately 300 additional dropships were detected taking up blocking positions around the two inhabited worlds in the system. Long range high resolution imagery from HMS Sentinel indicates the presence of large ‘clouds’ of apparent mines of the same large laser platform types once used by Griffon prior to the development of more capable defenses. Said fields were present near, but not within, the pirate points of the inhabited planets. Additionally, multiple small defense stations were detected. Said stations appear to consist of massive numbers of small missile tubes of the LRM variety.

    Enemy reaction forces declined to engage Task Force INTRUDER directly, shadowing the formation from well outside rated capital missile range. The decision was made not to show the full extreme range capabilities of the Barracuda missile system. Several shuttles and ASFs were used to probe the edges of the engagement enveloped, provocations which the Task Force ignored in order to avoid giving anything away about capabilities.

    Orbital shipyards were detected in orbit of both inhabited worlds, both quite small at this time and not capable of jumpship production. Multiple Monolith jumpships were detected in parking orbits around a gas giant in the system. Small space stations that appear to be maintenance facilities were detected among the idle jumpships. At the Zenith point several Monoliths arrived and departed during the time the Task Force was in the system, sending what have been identified as personnel variant Mule dropships to the planets. Analysis is that these are shipments from Kilburrough.

    Long range scans detected a new type of dropship in the defense fleets, larger than any other current Drac design. The vessels did not move, nor did they light off any active sensors, so vessel capabilities are purely speculative at this time. Initial analysis of the imagery appears to show a quartet of fighter launch bays on the nose flanked by quad-mounted light subcapital cannons. Preliminary analysis is that this is a heavy carrier intended to bring large numbers of ASFs into battle. SARAH is unsure, as there are no corresponding landing bays for the nose doors, implying either the use of kamikaze ASFs or something else, as the doors on the nose are far too large for any capital missile.

    Ten of these new vessels are detected, all around the innermost of the two inhabited worlds. It is unknown if more are under construction.

    The Okasawa system has a highly irradiated dwarf terrestrial planet close to the sun, followed by a pair of large terrestrial bodies which are heavily industrialized. Much of the industrialization appears to be relatively recent. There is then an asteroid belt, followed by a completely barren and dead terrestrial planet. The asteroid belt has numerous mining stations present, and there are installations on the surface of the terrestrial planet that appear to be military in nature. Next is a very thin asteroid belt followed by a pair of singularly unimpressive gas giants that have barely anything notable about them at all apart from their existence and finally a trace asteroid field at the edge of the system.

    The entire task force was able to complete their mission on profile and have returned to Griffon space. There was one minor incident, a spacer suffered minor burns from a defective heating element while cooking a meal. Said poor soul has already picked up the nickname ‘Lobster’.

    The tenured faculty of the Department of Periphery Studies are causing a bit of a stir as they’ve apparently taken up the ancient art of ‘streaking’ with great enthusiasm. Teaching assistants and staff of the Department have so far managed to keep this relatively out of the public eye by persuading the faculty that their ‘streaking research’ should only occur at night and in remote places, to avoid contaminating their vital research studies with ‘observational biases’.

    You are rather surprised that the word salad worked.

    A somewhat more spectacular than usual meteor shower occurs on Nowa Warszawa, although sufficient warning occurred to allow all orbital facilities to shift orbits out of the path of the shower. All of the observed meteors burned up in the upper atmosphere, with the largest being estimated to be about the size of a volleyball.

    A new fad has started on Calliope IV and you are not sure how you feel about it. College students on the planet have taken up beach volleyball, only you strongly suspect that some master prankster edited the rules for it because as far as you can recall beach volleyball usually involved uniforms, generally variations of swimwear. Whoever wrote the rules changed ‘beachwear’ to specify ‘beachwear suitable for a nude beach’... You are just grateful that they also specified that the sport was to only be played by those of legal age with rather strict ID checks built into the entry procedures. You are rather hopeful that this doesn’t catch on generally.

    It catches on. Leagues are forming on Griffin’s Roost, Griffon IV, and within the TTP where it seems to have caught on with even more fervor than on Calliope IV. You at least manage to keep any suggestion of including it in the Olympics or Pan-Griffon Games firmly in the ‘no way, no how, not happening’ bin. For now at least.

    You announce that you will be stepping down from the throne in 5 years in favor of Jeremy. In private, he’s histrionically protesting, tearing at his hair, and generally acting like a younger version of Willis with his over the top protestations of the very idea. In public he’s the very model of a future monarch, accepting your decision with appropriate gravitas and grace. He has turned over his military duties to his Second-in-Command and resigned his commission in preparation for assuming the throne.

    And then it is budget time. Only 5 more of these, then you are FREE!

    General Stewart is up first. “Your Majesty, Ferro-Fibrous and Ferro-Aluminium production are still bottlenecks for production, however a greater concern is the need to continue to expand our basic production capacity. To that end, we would like to focus this year on expanding our Mech production as well as strategic materials. We are also revamping how we brief military procurement. Colonel Saigo?”

    A young-looking Colonel steps up to the podium, his uniform looking quite crisp and with multiple combat rewards showing in his fruit salad. “Your Majesty, from now on we will be consolidating all procurement requests into a single presentation. Staff from Ground Forces, Aerospace Forces, and the Navy have collaborated on developing this briefing.”

    “To start with, for Ground Forces.” he brings up a well designed Powerpoint slide, but doesn’t simply read from it but rather continues the briefing with it as a purely visual aid. “Our procurement plans primarily consist of filling out existing formations as well as providing a suitable garrison force for Nowy Śląsk and the new prison at Griff’s Leap. To that end we shall be requesting the following: 1 Imperial Guard Regiment, 4 Standard Mech Regiments, 6 Pathfinder Regiments, 3 Colonial Infantry Regiments, 3 Colonial Cavalry Regiments, and 3 Colonial Mechanized Regiments. Please note that 2 of the Standard Mech Regiments are being used to start a core for a 2nd Assault Division, to permit both current standing Corps to deploy with such an asset.”

    He brings up the next slide, which features aerospace production information. “The new prison facility at Griff’s Leap is capable of supporting a single wing of aerospace fighters. In addition, our new colony at Nowy Śląsk requires additional orbital ASF support. As such, we are recommending the purchase of a pair of Fighter Wings. We have no carriers commissioning this year, nor any defense stations. As such our aerospace procurement is light this year, which I am told comes as a bit of a relief to the Aerie as they have a less promising crop of ASF trainees this year.”

    “For the Navy we have determined that our primary goal is to construct escort forces for HMS Morristown as well as bulk out our general commerce escort force. As such we will be requesting a total of between 11 and 20 dropships to be laid down this year. Six shall be of the revamped Colchester design, replacing our losses in those vessels. 4 Independence-class carriers, and between 1 and 10 of the new Lancer class design for operational evaluation.” he pauses and changes slides. “The Lancer is seen as rather experimental. It is believed that it may prove to be an incredibly potent anti-fighter escort, however the design is nearly completely lacking in effective offensive armament.”

    The slide is showing a video of a simulation of the Lancer in action. Against aerospace fighters the dropship is wickedly lethal, the massed autocannons combined with ultra-rapid turrets and precise fire-control systems making space within the reach of its guns a ‘no fly zone’. However against heavier targets the Lancer suffers horribly, as it has nothing capable of truly threatening a peer mass design until it gets to suicidally close range, and even then is outgunned by nearly every other dropship in its weight class.

    “We can lay down a pair of Caravel jumpships this year as well. Unfortunately as we lack a suitable Warship design still we cannot make use of our open Warship slip.”

    Colonel Saigo sits down, and now it is the caffeine-addict energy ball of your Interior Minister.

    “Your Majesty we have so many things to report that we can do including giving the military boys and girls all the new production they can use if you want or we can invest in the economy or build more germanium processing sites or new HPG stations did you know that having two of the things on both ends like doubles their throughput which is really cool because you can do cool things like live videocalls and such but we also can build more commercial space stations to boost our commerce which would be nice because I saw the budget numbers and they looked painful but we can make them better in the future plus commercial jumpships are now a thing and I’m working with Janet on solidifying the rules for us conscripting them for military use in case of an emergency but our own production is going really well and we have a DoME team on standby which I think would be best used building mining stations on Griff’s Leap or terraforming Nowa Warszawa III to make it more suited for human occupation both are really good ideas but at Griff’s Leap we can like build a commercial hub of space stations there to serve the NRi market and really boost our economy that way but on Nowa Warszawa we’d get more money at first but it’s a choice to make.”

    Isoroku is his usual imperturbable zen self next to the bundle of raw energy that is Bridget. “Your Majesty, next year we’ll be holding the Pan Griffon Games, so this year I recommend that we attempt to promote trade with our international partners, while also hosting a charity concert for the victims of the Pugnis Deorum. Doing so will help burnish our image in the NRI.”

    Next to the slender Isoroku, Jake is a giant Polish bear, and is grinning behind his greying beard. “Your Majesty, apart from helping you go off on a well-earned vacation spoiling grandbabies rotten, we do have a problem that we need to solve. The civil service is getting bloated with redundant bureaucrats and excessive duplication of effort, this is costing us a significant fraction of our revenues each year. The bureaucrats themselves love this situation, and I can’t blame them to be honest, but despite the howls of protest I think this is a good time to trim as much of the fat as we can.”

    Dr Bryant has fired up the custom presentation software her predecessor invented. “Your Majesty, I’ve got two free teams. While we have some new possibilities due to our breakthroughs in genetic science, I would like to first focus on what projects we recommend we pursue. In making these recommendations we focused on controlling costs, so they may not be the most optimal for other purposes. As such we have an alternate proposal which disregards cost as a factor.”

      • With our knowledge of genetics it should now be possible to utilize Iron Wombs to grow ‘super soldiers’, individuals whose genetic traits are optimized for combat. The initial package is best suited for ground combat. The danger is that creating such super soldiers has obvious moral and ethical implications.
    • Mental Genetic Enhancement
      • We can use similar techniques as the above super-soldier project to custom build geniuses in the Iron Wombs suitable for becoming future scientists. However we cannot guarantee that our understanding of genetics and genius will not result in acts of mad science and unstable personalities. Again, there are substantial moral and ethical implications to this technology.

    Less than a week after it departed the expedition to GX-B10 returns… or at least part of it returns, the Caravel and a badly damaged USS Enterprise. The expedition had been ambushed at the Zenith point by the pirates, who appear to have a base of some sort in the system. The two Bainbridge-class and single Majestic class ships were seriously outnumbered and went down fighting, the Majestic alone taking out over half of the enemy force before being destroyed.

    The remnants of the enemy force attacked the jumpship, but Enterprise was able to defend the jumpship from the attack and dock moments before the jump.

    Before fleeing, they were able to gather minimal astrographic data. The system has a single terrestrial planet in the habitable zone, but albedo analysis indicates a distinct lack of surface water although there does appear to be a dense atmosphere. There are multiple dense asteroid belts and a pair of ice giants. Sensors detected a space station in one of the asteroid belts that appears to be a base for the pirates.

    The AFGE has proposed Operation Desert Dryad, an immediate counterattack making use of two Monolith jumpships, fifteen Majestics and three Independence class vessels to annihilate the pirate presence in the system before they can pack up and flee.

    The naked beach volleyball fad continues to grow and to your annoyance the ambassadors from both the NRI and NRR express a willingness to add it to the Olympics, although each would like to remove another pair of sports to allow it. The NRI has proposed eliminating Hovercraft and Motorcycle racing, the NRR wants to get rid of Stockcar and Formula racing. From a cold, hard business perspective the two events with the lowest amount of attendance and interest are the two modern military pentathlons. They don’t even have organizing bodies outside of the military itself, and the AFGE has informed you that they’d really rather not continue sending teams to the event anyways.

    You have sufficient prestige that you can swing the decision any way you want, although various options will cost you more or less diplomatic and political capital.

    The expedition to GX-B11 returns as well, although without any damage or encounter. It’s just that the system is a binary system with a transit time to the closest orbital body of almost six months. Extreme range scans seem to indicate only asteroids in the system, but geologists believe that at least the innermost three belts have massive germanium deposits.

    The work on the Enterprise-A class dropships is hit with a massive stumbling block when it is discovered that the manufacturer of the specialized survey instruments had gone out of business. Spare parts for the two existing ships had been manufactured by a dozen or so different small companies specializing in those niches, but nobody has built a complete system in over a decade. A contract has been let for the system, but it will take several months before any are produced.

    Meanwhile, work on HMS Morristown has been delayed for six months in order to fix a serious structural fault discovered in the sail handling assembly. The entire assembly, which had initially appeared to be in acceptable shape, has to be removed and reconditioned, with replacement lateral support struts manufactured.

    While Jake was able to further solidify your support in the Chamber of Delegates, he wasn’t able to make much progress in the Senate thanks to lingering animosity over the latest embarrassments revealed by your various dirt-digging efforts.

    Janet, finally, has requested more time to work out all of the kinks regarding inheritance law and abdication. It’ll take a few more months, but she’s certain she’ll be able to work everything out well before your actual transferring of power to Jeremy.

    You have one bit of very unexpected good news, the NRI has licensed the luxury airship designs from the company you and Willis are silent partners of, this has led to a serious injection of funds directly into the Imperial treasury.

    You spend several days visiting the various shipyards, attending ceremonies for the laying down of jumpships and various dropships. You find the Lancers oddly intimidating, given how small their guns are, due to the sheer number of barrels and turrets. It seems that nearly every inch of the hull is devoted to firepower. It’s rather visceral, to be honest.

    You also spend a great deal of time personally inspecting all of the new ground and ASF units that are coming into service this year, taking extra time with the various Pathfinder regiments alongside Jeremy to attempt to pound into their impetuous heads that they aren’t supposed to take stupid risks on the battlefield. You also spend time with the new Imperial Guard regiment. One of the regrets you have about abdicating is that you’ll have to pass on your command of the Imperial Guard to Jeremy, but at least he’ll have to deal with the spiky shoulder piece that comes with the job.

    There is a great deal of muttering, grumbling, and outright whining as the senior ranks of the Quartermaster Command are gone through with a blowtorch. Procedures are revamped, new inventory systems are put in place, and several hundred uniformed bureaucrats who’d become little more than dead weight in the system, pushing paper to support systems that had gone out of service years and even decades ago, are finally cleaned out. There was an entire office, staffed by a full colonel and multiple majors, dedicated to the ancient Sparrow conventional fighter, the last of which went into the Griffsport Aerospace Museum over fifty years ago. Sure, it was considered a retirement posting for people about to separate from the military, but still.

    The howls of outrage and entitlement are far louder with the Civil Service reforms. One of the largest victims of the reforms is what you suspect is the single most annoying of all the offices, period. An entire departmental agency dedicated to generating forms to request forms to request permission to create a new form. A department that had more full time bureaucrats involved, sending paperwork to each other without actually ever doing anything useful, than the entire DoME combined. This was on top of the fact that every other department in the government was perfectly capable of generating their own forms as needed and never once interfaced with this group. It had originally been set up early in your reign as a means of centralizing paperwork, thus reducing the burdens on everybody else, but had turned into a parody of itself.

    Janet is looking into possible criminal and civil charges against that particular set of bureaucrats, for defrauding the public.

    A new Germanium Processing plant is brought online to boost production of jump cores and core HPG components. Likewise a number of new commercial space stations are constructed in the TTP, boosting trade without risking the glorious ecosystems of those worlds.

    Across the empire new orbital factories are constructed and work takes place to expand the output of ferro-carbide forges.

    The shipyards have all been expanded, boosting your production capacities significantly.

    A trade delegation is sent out to both the NRR and NRI and succeeds in encouraging increased trade activity between the three nations. Income projections for next year in the commercial sector are very promising indeed.

    Full procedures and protocols have been set for the transition of power to Jeremy, even though your son is still in full Willis Histrionics Mode trying to ‘convince’ you to change your mind and rule forever. Still only in private, making it one hell of an in-joke for the family. Your eldest grandson has already rejected Jeremy’s latest plot to instantly abdicate in his favor, threatening to skip the coronation entirely.

    The groundwork has been laid for vetting new potential advisors. None of your current advisors have yet decided if they’ll stay on, beyond Janet insisting that she’s retiring with you, but it’s early days of the transition.

    The charity concern dedicated to relief for NRI refugees suffering from the devastation wrought in the Pugnis Deorum coup is a great success, with millions raised for the effort. The NRI is very grateful for the generosity of your citizens.

    Multiple economic development projects in the Calliope system bear fruit this year, with new industries and commercial concerns springing up on Calliope IV, thus boosting the local economy. In addition the new LAM factories have been completed on the planet, allowing for the production of the Raider LAM design. The AFGE is quite interested in seeing how this project turns out.

    A large push by Imperial health authorities has seen useful results across the empire, with new low-cost clinics opening in many poor neighborhoods increasing access to healthcare.

    Work on the quad battlearmor concept has completed, and while the prototype certainly looks fierce and impressive it cannot ride on mechs and it doesn’t seem to have much overall use considering its great expense. But it does point the way to making suits suitable for grifftigers in the future, so there is that.

    Likewise work on the supercharger project has yielded an interesting if fragile piece of equipment. There are no plans to install superchargers on any operational mechs, but spin offs of the technology are already being readied for sale in the private sector, especially to the various race teams.

    Plans have been finalized for a new production-ready Dart class light cruiser, switching out old Star League era equipment for the latest production equipment from your own factories. In the process you have built production lines for the Killer Whale, NAC/30, and NL/55 systems. The AFGE Navy is excited to lay down the first of the new class next year. They are potent and rather frightening vessels, although still beyond your ability to significantly modify. Each warship would take 4 years to build, from keel-laying to commissioning.

    Finally work has been completed on the newest generation of extra-light fusion engines, producing the most compact system yet. It is expected that units built with these systems would be far more survivable on the battlefield. The AFGE is preparing comprehensive upgrade plans for your approval next year.

    Operation Desert Dryad - Combat Report


    Task Force Desert Dryad arrived in the GX-B10 system without incident. Pirate forces were detected at three light minutes. Pirate forces attempted to swarm the task force but were comprehensively defeated in detail by the concentrated capital firepower of the massed Majestics. Two Majestics were seriously damaged in the fighting by leaking nuclear tipped missiles fired by pirate ASFs, and losses among friendly ASFs were substantial.

    The substantial pirate space station in the asteroid belt self-destructed before the task force could send Marines over to capture it, likewise dozens of small mining stations detonated, evidently on command. No pirate survivors were taken.

    Two days after the destruction of the station a Tramp still in DCA markings arrived in system and was promptly captured by the elements screening the two Monoliths, three Mammoth dropships were captured, loaded with exclusively female slaves from Kilburrough, all of whom were of exceptional physical beauty and showing signs of deliberate genetic modification to order, as all possessed pointed ears and ‘elfin’ traits.

    None of the pirate crewmen were taken alive, and marines thwarted attempts to self-destruct the dropships and jumpship. Logs indicate that the jumpship had been sold to the pirates several years ago by the Dracs, and the contents of the Mammoths were a ‘special order’ by a pirate identified as ‘Lord Grand Admiral General The Holy Blackstone the Bloody Handed’. Contrary to expectations, the slaves were not ‘sex slaves’, but rather were all fully trained and capable combat slaves, raised from birth to serve as elite soldiers across multiple disciplines. Among the slaves are pilots, technicians, snipers, medics, close combat specialists and spacers.

    They’ve been heavily indoctrinated to be completely subservient and obedient to whomever held ‘the collar’, which, luckily or unluckily depending on your view of things, the junior officer commanding the boarding party on the ‘flagship’ of the delivery just happened to have captured and was holding when he met the slaves, who now view him as their ‘liege lord and glorious Master’.

    Your grandson Paul is not happy to have six hundred girls all insisting on calling him ‘Master’, with a squad of six of them insisting on personally guarding him at all times as they have declared themselves to be his bound guards. The rest of the Marines find the entire situation absolutely hilarious, and the CO of the Task Force is cheerfully going along with the situation, having ordered Paul to ‘handle himself like a Griffith’. Paul is not amused, from his letters, and is practically begging ba for help resolving this situation.

    Thanh and Petra find the entire situation just as hilarious as you do. Since the young ladies in question aren’t doing anything inappropriate, and regardless the experts you’ve consulted are certain that it will be quite possible to remove the indoctrination through appropriate therapy, you are inclined to let things play out. You do chuckle at the addendum requesting replacement shipsuits for the 600 young ladies, as evidently the Lord Grand Admiral General had specified absolutely ridiculous ‘uniforms’ that look like something out of a lurid fantasy space opera and not a functioning military.

    It is noteworthy that the files include details on the training and conditioning, and apart from the purpose there is actually nothing objectionable used. According to experts you’ve consulted it was basic socialization, repetition, and imprinting with no signs of physical, sexual, or emotional abuse against the young ladies. They view ‘the Collar’, which is this hideously grotesquely overly fancy baroque gorget that looks like something a comic opera would reject for being too garish, as a ‘sacred and holy object’, because they’ve been taught from childhood that it was a sacred and holy object that entitled the bearer to obedience and absolute loyalty.

    Thus the intelligence appreciation of Kilburrough is undergoing yet another reevaluation. Lovely, you prefer it when the bad guys are pure evil, makes it easier.

    The Pan Griffon Games are hosted on Nowa Warszawa this time around and open with a rather spectacular opening ceremony featuring some of the hottest music acts in the empire. Competition begins the next morning, and the fairly small team from New Capricorn jumps to an early lead in the gold medal count, winning both the men’s and women’s overall athletics competitions. Nowy Śląsk only entered five teams, one each in all three gymnastics events and a single athlete each for the men’s marathon and women’s fencing. Evidently there is something in the unpleasant air and water on the new colony, because the gymnasts from there utterly dominate all three gymnastics events, sweeping the podium despite strong performances from the other systems’ squads.

    Team Griffon finally gets a gold medal in the men’s swimming event, while Team Calliope wins the women’s event. In the decathlon Team Griffon manages a gold medal sweep, although throughout the four events Nowa Warszawa’s team manages respectable silver medal standings in three events.

    In more sobering news, the Free Folk have now missed two scheduled arrivals and there is no sign of them in the areas that you patrol. Neither the NRI nor the NRR have heard anything either. There is growing concern that one of your oldest friends in this region might have suffered an accident or misfortune.

    USS Enterprise-A has been fully repaired and has been dispatched to actually complete the survey mission of GX-B10. The lone habitable planet in the system is marginal at best in terms of supporting life, but incredibly wealthy in terms of metals and rare minerals. The survey crew brings back a ruby that is the size of a large beach ball that appears to be nearly perfect, free of occlusions and flaws. It was just sitting in the sand, surrounded by smaller rubies, and appears to have eroded from a cliff face due to seismic activity. There are literal emerald and sapphire sands, quartz spires over ten stories tall… rich doesn’t even begin to describe the place. But water is almost completely non-existent, what little water that exists is bound up in photosynthesizing algae-like lifeforms that form great slime mats and appear to consume mineral salts. Refined metal doesn’t react with the slime, nor do composite materials, however organic materials are rapidly desiccated then dissolved by the slime. Exposure to water doesn’t appear to harm the slime at all, but rather triggers greater growth and multiplication.

    Somebody checked, there is no spice, and no sandworms. Any attempt to name the place Arrarat is to be summarily rejected.

    Tatooine maybe, the innermost gas giant is large enough and luminous enough that it appears like a small star in the sky. The planet is certainly hot enough for the label.

    Jeremy’s latest ‘plan’ to escape being stuck with the big chair has been ‘leaked’ by one of his grandkids. Supposedly he was going to take the grandkids with him on an extended cruise aboard SS United States throughout the period for the abdication and coronation, with full ice cream lockers and all the candy. Three year old Susan was tasked with getting the keys to the ice cream locker from Ba Ba. And given a note to give to you which ‘accidently’ lays out the ‘nefarious scheme’.

    And asks you to give the tykes all the candy and turn them over to their parents anyways. You are onto your son’s sneaky plot to deflect blame for getting all the kids to have a sugar rush right before they return to his kids. Sneaky sneaky… So you do it anyways, such sneakiness needs to be rewarded.

    A brand spanking new Scout-class jumpship arrives at Griffon, squawking ‘diplomatic courier’ codes and identifying itself as being from the planetary government of Kilburrough. They aren’t making any hostile moves, and are carrying what appears to be a Monarch class luxury liner dropship.

    It would be trivially easy to simply board the vessel and seize both. Kilburrough is the enemy, and a hated one at that considering their actions in the slave trade. But on the other hand this is a diplomatic vessel, and propriety pretty much makes such vessels sacrosanct unless they engage in hostile behavior first.

    While you wait for the Kilburrough dropship to transit to Griffin’s Roost, you take the time to go over some other matters.

    With the recent development of more compact extra-light fusion engines a full raft of upgrade proposals are now sitting on your desk. They’ve all been approved already, as they are straightforward upgrades of the existing platforms, but you’ll need to sign off on the actual refit orders. The DURF will be at full capacity, and the plan is to complete the upgrade cycle by the end of the year. It will mean no Mech procurement this year, however.

    Nearly all of your battlemech designs, apart from the assault, training, and garrison designs, are affected by the upgrade process, which is more than simply replacing the engines. The new integrated CASE technology is also added, which has seriously boosted survivability of all of them.

    In one case you are actually reducing the cost of the platform. The old Orb Weaver mech has found itself increasingly irrelevant on the battlefield as heavier platforms are able to carry the same sensors that the swift little spider mech can. The great speed is still an advantage, but the thin armor is a serious flaw and many of the speedy little mechs are lost in every engagement due to this.     Thanks to a number of immigrants from the NRI who had been heavily involved in their battle armor programs, your scientists are able to achieve a significant breakthrough on heavy battle armor. You are now able to design suits up to 1,500 kilograms in mass, although such suits would be unsuitable for swarming tactics. A prototype suit in the mass range has been produced and is in testing, and so far is looking exceptionally dangerous, if rather more ponderous than its lighter counterparts.

    The new suits are equipped with a pair of anti-personnel gauss rifles, a pair of anti-personnel mounts fitted with the standard pulse laser rifle of your conventional infantry, and a twin-tube launcher for short-ranged missiles fitted to the shoulders of the suit.

    New Capricorn and Nowa Warszawa split the gold medals in the shooting events. In general performances are solid across the board with the contests quite close and competitive. In men’s fencing the Nowa Warszawa team utterly dominates, sweeping the podium in foil, saber, and epee. In the women’s event the tiny Nowy Śląsk team likewise sweeps the event… with a single fencer in each of the three classes who at 16 was only barely old enough to compete and yet outpointed women twice her age with over a decade of top level competitive experience.

    In the two wrestling events the TTP and Calliope IV split the medals, showing a high standard of competitive ability and giving commentators hope that Team Griffon might finally reverse the long string of defeats on the mat. Likewise in the Archery events the same two teams once more split the gold medals.

    The delegation from Kilburrough arrives on Griffin’s Roost, cutting into your sports watching time.

    When the Monarch class liner lands the first group out are a sextet of rather… daunting guards. They are black, not the dark skin tones of somebody descended from African people, but pure, unalloyed, light-drinking black. They’re wearing mirrored sunglasses, so it is impossible to tell the color of their eyes, but the only thing that isn’t black about them is the white dress shirt they wear under their perfectly fitted and tailored black formal jackets. The suits are carbon-black… and you are absolutely certain that their skin is even darker than that.

    The emissary is… flamboyant beyond the limits of flamboyance. You honestly cannot tell if the figure is male or female, and the outfit they are wearing looks like somebody took 18th century court dress, decided it was far too plain and boring, added more jewels, crystals, LEDs, and metallic wires to the ensemble, painted it in the most extreme day-glo colors, a mix of neon strip lighting and blacklights make it even more outre. And somehow it manages to actually be a coherent whole, much to your enormous surprise.

    Even when the emissary speaks it is still utterly impossible to get a read on if it is a very effeminate man or a very masculine woman, the tones utterly and totally androgynous. The standard greetings are… stilted, however the emissary doesn’t seem to notice just how hostile everybody is towards… them?

    The entire discussion is disquieting, the Kilburroughans have this twisted black and grey morality, they are merely businessmen, after all. They simply provide products to sovereign governments to the requirements and standards specified by said government. When you take the bull by the horns and confront them with the inhumane treatment of those slaves rescued from the Dracs the emissary simply sighs and informs you that they had warned the Dracs that their proposed training and conditioning regimen would be ineffective and inefficient, and that by engaging in such they had voided the usual warranties on the purchased products. You realize that the point had sailed right over the emissaries head.

    When you press them on it they seem to continue to completely miss the point, agreeing with you; after all, the Dracs had violated the terms of service and end-user licensing agreement and thus Kilburrough had terminated product support, there being no other lawful remedy.

    When you try to press them on that point the emissary then drops a bombshell, blandly stating that, in contrast to the Dracs immoral violations of the terms of service and EULA, your grandfather had adhered to them with the genetic treatments for his son, that is your father, that enabled him to sire children.

    You freeze at that.

    What.

    There are no records whatsoever of any such thing, but a traitorous voice in your head whispers that most of the records from that period have been lost. Meanwhile he is continuing, not seeming to notice your reaction as he extols the virtues of the augmented fertility treatments that are among their most popular and profitable business services.

    You end talks at this point, at least for now. There is absolutely no way, at this late date, to confirm anything that the emissary is saying. You certainly don’t remember anything from your childhood that would even hint at that, there are no records of dropships coming to the planet prior to the big Drac attack, but again, records are unreliable, and if they’d used a shuttle they might have been able to slip in and out.

    You have polled your current advisors to see who would be willing to remain on the job after the transition. General Stewart and Dr Anna Bryant are certainly remaining, although General Stewart did indicate that she intends to have Thanh as her chief deputy, replacing Jeremy when he takes the throne. Of the remaining advisors, Janet is most assuredly retiring and is threatening legal action if you try and make her stay. The others are willing to remain on board, but are all looking forward to retiring in the next ten years at most.

    The discussions with the Kilburroughan emissary continue, when you challenge them on the veracity of their claims about your grandfather, they rather too calmly for your peace of mind promise to have them forwarded with the next delegation or, if you prefer, they would be available within a day of the return of the delegation if you wish to send a courier to pick them up.

    And then, to your annoyance, rather blandly point out that if your own records of the transaction are missing that, since you obviously completely distrust them for some unfathomable reason, they feel it important to point out that their terms of service and licence agreements do forbid the fabrication of bills of sale.

    When you again confront them about the labor slaves and the trainee assassins, not to mention the ‘special order’ from the Admiral General, they remain utterly unruffled. The customer in all three cases had placed specific orders, were from sovereign states in which such were legal and in accordance with their own laws, and in the case of the labor slaves and trainee assassins the Kilburroughans had provided the base product, but the customer had handled all training, indoctrination, and conditioning as the customer’s desired methods were against Kilburroughan terms of service. They bring up the Crimson Storm and point out that such an order is far more illustrative of their preferred business practices.

    They seem to believe that as their business is, well, ‘human resources’, rather than something as crude and crass as ‘slavery’ that your objections on the grounds of, well, opposing slavery are quite misguided. Indeed, they claim that they themselves are the product of the exact same techniques and methods as any of their products, and they certainly do not consider themselves a slave.

    You just cannot seem to crack the concept through to them. In their eyes, they are simply businessmen providing a specialty product, namely genetic engineering for hire, either for medical purposes or producing ‘people’ to order. Everything that they do is, apparently, simply business, with no moral element to the equation whatsoever. Fulfilling contractual terms and conditions is a matter of ethics and morality, not what products they offer.

    You very nearly erupt when they offer a 25% customer loyalty discount on the first order of one million or more ‘units’. It was all you could do to not order the Imperial Guard to vaporize the delegation on the spot. You are pretty certain that you are moments away from cracking your own teeth when they provide you with a ‘product catalogue’.

    Granted, there is not a single mention of ‘slavery’ or any similar concept anywhere in the material. But it still leaves an incredibly sour taste in your mouth. They also provide you with the boilerplate ‘standard’ EULA and TOS, as well as a copy of a generic purchase contract to review. That also leaves a sour taste in your mouth, but you do realize that your own research is opening up the possibility of doing similar feats of genetic enhancement and engineering, so perhaps this could be a ‘horrible example of what not to do’.

    The inaugural ‘Naked Volleyball’ tournaments are held. You attend, although you barely watch the event itself as you are very busy dealing with paperwork. You do notice that it is far more heavily attended than the military pentathlon events had been. Of course, the Department of Periphery Studies somehow managed to get tickets to the event, showing up wearing burqas, even the male tenured faculty, and carrying signs declaring that they’re naked underneath them. Many palms engage in forbidden love with many faces at that.

    The New Capricorn Men’s Soccer Team completely dominates their event, shutting out every one of their opponents behind a truly dominant performance from their goalie. The Griffon women likewise are victorious in the women’s event, although in their case it was consistent play rather than any one player's brilliance.

    In baseball and softball the standard of play is average at best, with Nowa Warszawa and Calliope IV both walking away with gold medals, and Griffon with bronze in each event.

    And then it is time for the budget. It’s better than dealing with the Kilburroughan representative at least!

    General Stewart is up first. “Your Majesty, due to the ongoing upgrades to our Mech forces we will not be able to expand our ground forces as much as we’d envisioned last year, but overall this will increase our net combat power significantly while reducing maintenance costs, so it is a welcome trade off. While we still need to increase our production capacity, apart from that our only procurement request for ground forces is for a new Colonial Infantry Division to be based on Nowy Śląsk, thus three each of Colonial Mechanized Regiments, Colonial Infantry Regiments, and Colonial Cavalry Regiments, plus three CAS Regiments. We are also requesting the construction of a Mech Factory complex on Nowy Śląsk to both boost the local economy and to further diversify our mech production capacity.”

    She checks her notes before turning the briefing over to a nattily uniformed Colonel. “Your Majesty, as General Stewart handled the ground forces section personally I shall be handling the ASF and Naval sections. In terms of ASF procurement, we have a pair of Oasis II recharge stations, a pair of Silver Towers, and 4 Independence class vessels commissioning, in addition we are requesting the construction of a pair of White Towers at GX-B10 in hopes of permanently denying the system to pirates. Overall, this will require 12 Fighter Wings and a quartet of Carrier Wings. This very nearly maxes out our ASF production capacity, as such we are requesting the construction of an ASF Factory Complex on Calliope IV.”

    The Colonel then checks his notes. “For the Navy, we recommend laying down the first of our own Dart class Light Cruisers, as well as a substantial investment in dropship construction. We also have a pair of Caravel slips open which we recommend filling. For smaller dropships we are requesting a total purchase order of 30 vessels. We are requesting a mix of Bainbridge, Colchester and Lancer designs, although our analysts are hesitant to recommend any firm numbers of the latter in light of the complete lack of combat data on the type as of yet. Tentatively we would recommend a minimum of 15 Bainbridges, and a mix of Colchester and Lancer class vessels totalling 15.”

    “While we would like to continue to boost our large dropship numbers, instead we are recommending the purchase of 136 PPG-01 class light attack craft to back up our customs units on our border systems. We have seen a small uptick of smuggling and trafficking in those systems, and the Space Guard is somewhat overwhelmed and is requesting support.” The Colonel shows a graph showing the uptick in incidents as well as hands you the memo requesting the increased support.

    “Finally, Your Majesty,” he continued. “With the growth of our fleet, and the prospect of boosting Warship production in the next several years, we are requesting a second Refit and Repair Yard be built in Nowa Warszawa as well as one in New Capricorn.” He then takes a deep breath. “For the rest, I will turn this over to the Interior Ministry.”

    Bridget bounces to her feet and seems to almost teleport to the podium. “Your Majesty! I have some really exciting news! Our engineers and production specialists have come up with something new for us to build! A Capital Yard! It’s like an Orbital Shipyard, but purely optimized for Warships! It can’t build anything else, but it can build Warships and new slips for Warships can be had in as little as five years! They’re expensive, but more Warships! Plus building them will give a seriously nice boost to the local economies, and expanding them will do the same! We recommend building as many of these as we can, across the Empire, to spread out our production capacity! That’s not to mention all the other wonderful things we can build, like more strategic material production and more factories and boosting economies and investing! With our economic situation this year I really recommend investing in Nowa Warszawa’s economy in hopes of getting the economy into a good solid shape to contribute financially every year.”

    Isoroku is absent, having been saddled with babysitting the Kilburroughan emissary while you take a vacation in a budget meeting. Lucky you. His deputy is filling in, however. “Your Majesty, there’s little from us at this time apart from a proposal that has been received from the Culture sub ministry to promote an ‘Empire Day’ yearly celebration as a means of hopefully keeping all of our diverse peoples on the same general page, or at least reading from the same book.”

    Jake is also absent, joining Isoroku on emissary babysitting duty. Your heart bleeds for him. Really, his heroic self-sacrifice will be remembered. His deputy is also present. “Your Majesty, we have two things. First, the Colonial Office is getting somewhat overwhelmed by the growth of the Empire and is having some efficiency issues. Expansion should help them be more effective as well as providing more responsive assistance to Colonial governments. In addition, as we grow we will need to further federalize power structures, simply to maintain efficient and responsive governance. We therefore would like to start long term planning for this.”

    Dr Bryant is up next. “Your Majesty, we have four labs ready and available for work, and several projects that we recommend commencing. We also have several new options to choose to focus on this year.” She fires up the custom presentation software.

    Janet has the documents you got from the emissary with her. “Your Majesty, I’d need a few months to go over this garbage with a fine toothed comb, just to extract anything useful from it both from an intelligence and a legal perspective.”

    You have several more meetings with the Kilburroughan emissary before they depart, none of which are any more productive as it seems that you and they are simply far too far apart to communicate. They continue to see absolutely no reason why you should object to their business practices, and seem quite nonplussed at the idea of ‘little’ things like morality and ethics factoring into decision making.

    They finally depart, and from their parting comments you are rather certain that they simply feel that you are being irrational and need to think about things before ‘inevitably’ doing business with them.

    With that out of the way you are able to focus on the Pan Griffon Games some more. The twins are sitting the competition out, simply observing and making notes of all the teams in order to build the best combined team for the Olympics in two years. The racing is ferocious and highly competitive and extremely entertaining to watch. Sometimes it seems to you like only yesterday when your kids were climbing into little hovercraft racers and you were screaming right alongside other parents without concern for things like titles and rank. You sort of miss those days.

    The Marathon concludes the events and then comes the closing ceremony. In the final tally, the Griffon team is tied with the team from Nowa Warszawa for the most medals overall and with the Calliope IV team for the most golds. The biggest surprise of the games, however, is the Nowy Śląsk team, who took gold in every single event that they actually entered as a competitor.

    You attend the keel laying ceremony for the first locally built warship, which is going to be named HMS Plumbata in honor of THS Plumbata. You also get the reports about the completion of a dedicated capital slip in the Calliope system.

    Thanh has some reports for you, your dropship production capacity is, quite frankly, excessive and is costing you significant upkeep costs. The Navy proposes switching to primarily building Capital Yards and Dedicated Jumpship yards once all of the current modular shipyards are able to build either jumpships or warships. To facilitate this, the Navy proposes using HMS Morristown to transport the modular shipyard segments that are excess in the two big yards in the Griffon system to the much smaller yard around Griffon IV as well as to Nowa Warszawa. Additionally, the modular segments purchased to expand the yards are distributed to those that are too small to build either jumpships or warships. You approve this and as a consequence you’ve gained an additional Jumpship slip around Griffon IV and next year will have another Warship yard in Nowa Warszawa. In the future they would like you to build as many Capital Yards as possible and focus on expanding them.

    The new Refit and Repair yards have been constructed, giving you expanded ability to service and support your fleet.

    The second Imperial Guard brigade is now at full strength, giving you ⅔ of an Imperial Guard Division. Additionally, the new colonial division is at full strength and has been deployed to Nowy Śląsk.

    The Silver Towers under construction in the TTP have been delayed following a paperwork snafu which sent the final components needed on Kuroisora to Sukiashi and vice-versa. However the new White Towers have been completed in the GX-B10 system.

    In regards to that system, the pre-colonization survey has been completed. There are plenty of icy bodies in the gas giant's moon systems, therefore it is proposed that several be impacted on the planet to release liquid water into the environment. Once sufficient liquid water is present then a colonization program similar to that used on Griffon IV would be implemented. Due to the large number of industrial grade gems, not to mention the ‘gem sands’, the name Edelsteine has come into use for the world and has been approved as the official name of the system.

    The new Oasis II recharge stations have been completed, improving transit throughput to the Calliope and New Capricorn system. In addition, HPG stations have been completed on Griff’s Leap, Nova Roma, and New Rasalhague, extending the network nicely.

    Investment in Nowa Warszawa’s economy and infrastructure bears fruit, boosting the local economy and expanding the agricultural and industrial sectors alike. New orbital factories for Ferra-Aluminium and Ferro-Fibrous have been completed, increasing production of those strategic materials as well as boosting economies throughout the Empire by small but noticeable amounts.

    Efforts to spy on the Kilburroughan delegation while they were in system were frustrated by the simple fact that the emissary was either on board their Monarch or in the palace, and nobody but the emissary ever said a single word. It appears that the efforts weren’t noticed, which is a bright spot.

    Janet is disturbed by the Kilburroughan Terms of Service/End User License Agreement. Not because they are foul, but because they are so utterly rational that, in an abstract sense, there are no legal objections even within your own legal framework. There are clauses specifying that any ‘product’ delivered were to be considered full legal citizens of the customer’s polity, with all of the rights thereof, clauses specifying that they were not to be treated as experimental subjects and used for biomedical experimentation, clauses specifying the ‘warranty support’ which basically comes down to guarantees on the long term health of the ‘product’ with Kilburrough obligated to ensure that if any unforeseen medical issues do crop up in the ‘product’ that the Kilburroughans are obligated to make full financial restitution to the individuals involved as well as make all reasonable efforts to solve the medical issues at no cost to the customer or ‘product’. In many ways they are disturbingly better than the framework that you’d already come up with, although the sheer amorality of referring to human beings as ‘products’ to be bought and sold is still chilling.

    The Colonial Office has been expanded, complete with a new annex on their current office setup. Imperial support for the various planetary governments has led to slight improvements in said government’s operational capabilities.

    A new ASF factory complex has been built on Calliope IV, while a new Mech factory has been built on Nowy Śląsk. The local economies both benefit significantly from the boost from the new factories, and your production numbers are now higher than before.

    A large metal rich asteroid has been steered into a stable orbit around Nowa Warszawa, providing a massive boost to the local economy for the next decade or so.

    Research into compact core theory and design has been completed and contracts have been issued for the first fully domestically designed and developed warship in the Corvette range.

    Likewise basic research has been completed into various specialized scientific and engineering problems, advancing overall general knowledge and potentially paving the way to better technology.

    The year begins with what could have been a tragedy. Massive wildfires are ignited by dry season thunderstorms across the plains of Pollux, tearing across the landscape. Loss of life is minimal thanks to the heroic efforts of disaster response personnel and the planetary militia, and property loss is likewise minimal thanks to the strict building codes in place which actually anticipated the possibility of something like this happening. The ultimate result of the massive fires, beyond media sensationalism, is that the soil is rendered more fertile than before thanks to the massive deposition of charred vegetation into the fields, boosting the next crop yields.

    You are especially impressed that the militia was able to rescue nearly all of the livestock in the path of the fires via very creative use of dropships. In the end, economic projections for the region are actually significantly improved. You breathe a sigh of relief at that, because it looked horrible on HD.

    The good economic news continues, as a consortium of industrial firms have entered into various partnerships with small companies in the various peripheral systems. The consortium was formed by Lee Industries with the express goal of providing ‘angel capital’ for struggling companies without attempting to take them over or absorb them. Already a number of small firms that had been struggling to establish themselves in the Imperial markets while based far away from the core have begun to show profitable growth.

    Unfortunately there are reports of a deepening economic crisis in New Rasalhague space as the government winds down military spending in an effort to shift to a more civilian-focused economy. Unemployment has soared as idle defense-related factories are forced to furlough workers while imported goods from the Empire are cheaper than domestically produced equivalents, further depressing the local economy.

    So far the New Rasalhague government hasn’t imposed any tariffs, but analysts predict that within a year or two they will be forced to assume a more protectionist stance to preserve their industrial base. Your own manufacturers are reaping the benefits at the moment, but analysts are projecting issues in that sector in a few years once New Rasalhague reacts.

    There have been scattered anti-Griffon demonstrations by unemployed factory workers at all of your consulates in New Rasalhague, although so far they have been peaceful. More worrying is the tone increasingly being taken by the New Rasalhague media accusing Griffon of attempting to economically enslave New Rasalhague as part of a long term plot to forcefully annex them.

    This is not helped much by a large influx of immigration from New Rasalhague, mostly to Calliope IV, further exacerbating the problem as the very sort of skilled middle management types who would be critical to turn around the economy on New Rasalhague are fleeing to greener pastures. It’s only a bit over a million so far in the last year, but it is a concerning development.

    Another large pirate raid has hit New Capricorn, however the White Tower station at the Zenith jump point, combined with the Oasis II and the augmented security force were more than sufficient to obliterate the raid with minimal damage. A single pirate Tramp jumpship that appears to have been ex-DCMS has been captured and is currently undergoing repairs from a clumsy attempt at self-destructing the vessel.

    A second pirate incursion at Nowy Śląsk was less a raid and more a single pirate jumpship jumping in well away from the jump point itself and broadcasting blood curdling threats from a certain Admiral General about the ‘foul kidnapping’ of his future mistresses and bodyguards. Your grandson still has not managed to extricate himself from the group, much to your amusement. Privately you have learned that the young ladies in question are enjoying themselves too much discomfiting Paul to give it up anytime soon, and seem to genuinely like your grandson. You’re keeping an eye on things and so far it has been pretty much just fun and games.

    You do, of course, rather blandly observe that Paul will have to eventually make honest women of the lot, much to his great panic and their great amusement. Thanh, of course, is torn between protecting her eldest, throttling you for trolling her eldest, and making popcorn and enjoying the trainwreck alongside you. Petra has no such divided loyalties and has been giving the young ladies tips and sharing embarrassing baby pictures.

    Ahhh, the pleasures of being ba, and in a few short years you’ll be able to do this full time while leaving all the burdens of command on Jeremy’s shoulders. Who, evidently, is currently plotting with his kids an escape to a remote tropical island in the TTP.

    Unfortunately a major riot has broken out in Nowa Warszawa’s capital city. Interestingly enough it wasn’t along ethnic lines, as so many had been, but rather strictly along economic lines. A large protest march of poor farmers who had been pushed off of their land by new factories and residential expansion turned violent. The farmers had been leasing water rights and such on their land from the government for generations, as the pre-Drac government had reserved all water rights to itself and distributed them based on patronage, and the Dracs had never changed that. You had, but unfortunately the process of adjudicating just who owned what water rights had been fraught with difficulty and in the end the fairest means of settling the issue, namely granting the water rights to those who physically controlled the water source, had numerous edge cases.

    In this case the individuals who owned the water rights in that region had found it far more profitable to invest in the industries that wanted the land, jack up the water leases to levels completely unsustainable by the family farms, then when the farms failed buying up the land at pennies on the dollar before turning around and selling the land to the industrial concerns.

    No laws had been broken, it was ruthless and cutthroat, and very unfair to the farmers in question, but they all relied on irrigation to grow crops and were thus vulnerable to just such a tactic.

    The planetary government had attempted to intervene, but the courts had shut their initial attempts to prevent the water rights holders from engaging in this down. According to the ruling, the planetary government was not permitted to bar the holder of the water rights from selling the water to the highest bidder. They would be able to subsidize the farmers, but that would require an appropriations bill and the planetary parliament had deadlocked on the issue of how to handle such subsidies until it was too late.

    Now there are thousands of angry farmers rioting in the capital. Nobody is certain what sparked the actual violence, with conflicting reports of farmers opening fire on security forces first and vice versa, but there are almost thirty dead total after the first full night of riots and there are multiple fires burning.

    The local detachment of the Imperial Grifftiger Mounted Police are assisting in controlling the situation, and to their credit the planetary government is certainly taking the entire situation seriously.

    You check and this seems to be caused by a rather unlikely chain of events, during the time that the water rights were held fast by the previous governments it didn’t matter who owned the land where the water came from, indeed oftentimes such ownership was highly undesirable as most of the land would be unavailable for your own use. A few investors had long ago cornered the land market on plots of land which had substantial water sources, and their descendents were the ones who benefited from the privatization after generations of struggling to make ends meet. Said descendents had then decided to cash in in the biggest way possible as an emphatic ‘fuck you’ to their previously more prosperous neighbors. Since everywhere else in the Empire the water rights are valuable from the get go, farmers secure them as part of their land purchases. Thus you don’t have the somewhat unique situation as you have on Nowa Warszawa.

    This does, however, have the potential to cascade into a bigger problem if more water rights holders decide to become as greedy as this particular bunch. The planetary government is moving legislation to establish the sorts of regulatory boards that are generally unneeded elsewhere, despite the opposition of the water rights holders. You are monitoring the situation.

    You get a panicked HPG message from Nova Roma, a massive pirate attack has come in via a pirate point, bypassing the jump point defenses. From the reports this is one of the largest pirate raids yet and the NRI is worried that they might not be able to handle it due to the lingering damage from the Pugnus Deorum uprising. They are requesting immediate reinforcements from you, both in space and on the ground. Your ambassador seconds the request, the pirates are there in force, with at least ten regiments equivalent incoming.

    Jeremy leads the initial meeting. “Your Majesty, we can quickly move the 1st Brigade Combat Team to Nova Roma making use of HMS Morristown, we’d use the majority of her hardpoints to carry a mix of Independence, Majestic and Lancer dropships. This will be an excellent test of the Morristown, and since we have recharge stations available we can get her there in time, and the 1st is already boarding their dropships as we speak. This will also allow us to prove the Brigade Combat Team concept in combat, it has worked very well in simulations but now is the time for the rubber to meet the road.”

    Time is of the essence and Operation Jezebel is greenlit. By the end of the day HMS Morristown is thrusting towards a nearby pirate point.

    Orbital Phase

    At 1728 hours local time HMS Morristown arrived in the Nova Roma system at the closest pirate point to the planet itself. All dropships were deployed by 1730. Five (5) pirate Jolly Rogers were detected in orbit of the planet, along with one hundred twenty seven (127) pirate dropships of the Hive, Stinger and Swarmer configurations. Four hundred and thirty two (432) pirate aerospace fighters were detected. Communication intercepts indicated great surprise and consternation at the appearance of HMS Morristown.     HMS Morristown opened fire at 1731. Extreme range fire from Barracuda and Heavy Naval PPC batteries proved highly effective. Jolly Roger Charlie was destroyed at 1732, followed five seconds later by Delta and Bravo. Jolly Roger Alpha attempted to make a run for it and was destroyed at 1735. By 1820 all pirate space assets had been accounted for. No losses were taken by friendly forces, at no time did any pirate unit enter the effective combat range of HMS Morristown or the Majestics. The Lancer proved highly effective at destroying pirate ASF assets. Three ASFs were lost, all pilots survived. Total friendly WIA - 3, KIA - 0.

    Communications were established with the embassy by 1822. Pirate forces had fully invested the capital city, embassy guards were holding the compound while NRI militia forces were engaged in desperate street fighting with pirate infantry. NRI regular forces had been defeated in detail outside the city 23 hours prior to HMS Morristown’s arrival.

    Landing operations commenced at 1900 hours.

    Ground Phase

    Initial landing was unopposed. Combat operations commenced at 2300 hours local. At 2330 undetected pirate infantry forces disrupted artillery deployment, the pirates had shut down their suits and played possum. 1st BCT artillery assets were ineffective throughout the subsequent battle while rear area security forces battled the infiltrators. The absence of artillery support would be keenly felt throughout the subsequent battle.

    The dense urban terrain heavily favored the defenders, and the pirates proved adept at urban fighting. The desire to avoid collateral damage and the rules of engagement intended to minimize civilian casualties combined to significantly reduce the combat efficiency of the 1st, despite the unit's great supremacy on paper.

    Fortunately the pirates lacked the sort of heavy anti-mech weapons needed to seriously threaten a Mech. However they were a threat to infantry and conventional assets. Casualties were heaviest in the three attached armored regiments. Heavy tanks were not suitable for the urban terrain and attached Mech support was often unable to provide timely responses to pirate encounters due to the nature of the terrain and rules of engagement.

    In the end, the pirates' tenacious defense merely prolonged the inevitable. By 1430 hours three days after planetfall the last pirate holdouts were destroyed. No prisoners were taken, the pirates faked surrender on multiple occasions, only to then inflict serious casualties on units attempting to take the ‘surrendering’ pirates into custody. By 0920 on the first day of combat operational orders had been issued for all units to ignore attempts by the pirates to surrender.

    Overall Assessment

    Despite operating in highly unfavorable terrain against an opponent eminently suited for the field of battle, the 1st BCT nevertheless performed according to expectations. Overconfidence in the initial deployment saw artillery support be rendered ineffective, more training in this regard is recommended. The main cause for the relatively heavy casualties suffered has been identified to be the rules of engagement. The ROE stressed the preservation of civilian lives, and that in turn gave the pirates the advantage as they showed no such concern, regularly making use of civilians as human shields against our forces.

    Insignia on all pirate units does not match that displayed by the Admiral General.

    The NRI is reportedly extremely grateful for the assistance, despite the severe damage to the capital. They are, however, rather sheepishly requesting financial assistance in rebuilding their defenses. They’d over-focused on the jump points, leading to the pirate’s being able to exploit the nearby pirate point.

    Parliament, meanwhile, is in session and is not being all that helpful, albeit they aren’t causing the usual amount of trouble. It appears that you’ve managed to get them to more or less work with you, although closer to ‘less’ than ‘more’.

    The main legislation that they are advancing this year concerns internal trade regulation. In light of the situation on Nowa Warszawa Parliament is concerned with the demonstrated greed and lack of ethics on the part of certain civil sector corporations. These companies appear to barely toe the line of regulations aimed at workplace safety and worker conditions, only doing the exact bare minimum to be in compliance with the law. Moreover they tend to produce very low quality, if rather cheap, goods for sale with business practices that, again, are meeting absolute bare minimums in terms of product safety, advertising honesty, and consumer rights.

    It would be attractive to simply raise the bar and force these companies to treat their workers and customers decently, but the Parliament has a different idea. Existing regulations would remain in force and no company would be forced to change their business practices. However an Imperial Seal of Approval will be awarded to any company that ‘exceeds base standards and shows a consistent record of good citizenship’ in the fields of workplace safety, worker conditions, and business practices. Said companies will be allowed to affix this seal on their products and use the fact that they attained such in their advertising, otherwise there would be no fiduciary benefit to it. Consumers, therefore, will have a means of differentiating between ‘good’ companies and those who are barely toeing the line without quite going over it.

    Lobbyists for these firms are absolutely livid and are campaigning hard against the legislation. They argue that officially rewarding companies for exceeding minimum standards in effect acts as the government choosing winners and losers in the economy, as well as opening companies up to be judged on a subjective basis by the government and rendered either ‘acceptable’ or not.

    One of the first fruits of the aid agreement to the NRI is that they place a massive order for replacement combat vehicles with a number of manufacturers on Calliope IV, massively boosting the economy there. They have also placed a significant order for new trainer ASFs, keeping the factories there quite busy this year.

    HMS Morristown was recharging at the pirate point when another, smaller, pirate raid jumped within range of her main battery. The idiots refused to surrender, and were promptly blotted out of the sky with contemptuous ease.

    Meanwhile at the Nowa Warszawa Zenith point there is some serious excitement and alarm as a single Texas class battleship jumps into the system. When communications were opened the ‘Black Pumpernickels’ responded with a Gilbert and Sullivan number declaring that it was a wonderful thing for their Captain to be the Pirate King and demanding that the jump point garrison deliver an appropriate rope for swinging on because theirs broke, and you can’t be a pirate without a rope to swing on.

    Oh, and they’ll be performing the Pirates of Penzance in three days and would you like to have broadcast rights for it in exchange for said rope? It needs to be a really strong rope, really, because they are just a bit dense and their previous rope wasn’t strong enough to support swinging.

    This appears to be another faction of the Amaris Remnant, and these folks evidently are just as crazy as the last group you encountered. But they also appear to be fairly harmless despite the very deadly warship they are riding around in. This one appears to be obsessed with Gilbert & Sullivan, as their offer for broadcast rights includes a showbill indicating that they are willing to put on any of those ancient comic operas. They even have their own version of Thespis, which evidently is one of the ‘lost’ works of the pair.

    The Oasis II allows the Black Pumpernickels to dock to recharge and even provide a suitable rope, and in exchange a truly skilled and rollicking performance of the Pirates of Penzance is put on to great acclaim.

    Once recharged they depart with a promise to return some time in the future on their next theatrical tour.

    While a very broad array of submissions are considered for a new militia mech, in the end a trio of designs from Lee Industries wind up being built. All three share a common 35 ton chassis, although one uses a rating 245 fusion engine rather than the smaller 175 of the others. None use any strategic materials whatsoever and are quite inexpensive, enough so that the Aerie is considering purchasing some as basic light mech trainers to reduce the wear and tear on the larger training platforms.

    There is more bad news coming from New Rasalhague, the current government has lost a vote of no confidence and elections to the Thing are taking place. The leading parties are all far more protectionist economically, pledging to close the borders and restrict trade with you in order to safeguard their own economy. The largest of the opposition parties, and the one that seems set on being in the driver’s seat for any new coalition government, is also pledging to solve the so-called ‘Nya Köpenhamn’ problem, since the previous government failed to do so.

    This statement has set off a firestorm locally, as evidently the previous government had been keeping whatever this ‘Nya Köpenhamn’ is well under wraps. The lame duck government refuses to comment, the party spokesman who brought it up just smirks and states that he can’t say anything more without legal repercussions. Your embassy is being stonewalled about the entire situation, with the current NRR Foreign Minister rather rudely informing the ambassador that you had been given your chance.

    You are pretty certain that this has to do with GX-F11, based on the context. Perhaps it might be a good idea to send HMS Morristown to take a peak...

    “Your Majesty,” the same colonel as last year, steps to the podium. “Starting with ground forces. We would like to field a second Brigade Combat Team, and therefore are recommending the purchase of 3 Standard Mech Regiments, 3 Armored Cavalry Regiments, and 3 Armored Regiments. In addition, we would like to procure our first LAM unit by procuring a single Raider Regiment. In addition, we recommend procurement of a fourth Armored Cavalry Regiment to fill out the 9th Armored Brigade as well as a single Assault Regiment for the 4th Assault Brigade. Finally, we recommend procuring a pair of the new Militia Mech Regiments, one for here at home in the Griffon system and one for Nowa Warszawa as well as an Imperial Guard Regiment for the start of the 3rd Brigade of the Imperial Guard.”

    The display shifts. “For Aerospace assets, we have no units that will be commissioning this year that require any ASF support, however we do recommend purchasing a pair of Planetary Defense Wings for the two planets of the TTP, as they remain fairly exposed.” the Colonel looks up. “We are beginning some studies into a new ASF design to supplement the Eagle, but this is very preliminary at this time. We are currently evaluating an upgraded Eagle vrs a new Lee Aerospace design study that looks promising.     He steps back with a bow, and the perkiest Interior Minister to ever run an Interior Ministry perkily bounces to her feet and takes over the podium.

    “Your Majesty!” Bridget exclaims, and based on the colorful drink she left behind you suspect she’d been drinking energy teas. “We have a new possible project! Not a DoME project, mind you, but we can build small habitats for Edelsteine so we can get started on actually using the system while flinging big chunks of ice at that dustball! And we can, well, get DoME on merrily flinging great big chunks of ice at the dustball in the planet so we can actually colonize it in a few years! And we can build a few more HPG stations! And do some economic investment! And focus some development somewhere, probably Calliope or New Capricorn for the most bang for the buck! Oh, and we can build another Germanium Processing Facility! OH! And we should build five more Commercial Space Stations! And I think we might want to think about building some more mech factories and ASF factories! Oh, and we should TOTALLY expand the DURF to handle more stuff!”

    Isoroku, on the other hand, is looking grave. “Your Majesty, the political crisis in the NRR is reaching a critical point, and no matter what we are going to have to decide how we handle this. For starters, we recommend opening public negotiations with the current government on a revised trade agreement, one that is perhaps less generous to our industry and would likely be somewhat unpopular here at home, but which might ameliorate the growing sense that we are economically dominating the NRR. It’s an unpleasant pill to swallow, but sometimes you don’t have any pleasant options.”

    Jake is humming something you can’t quite hear, which causes Isoroku to give him a little bit of a stink-eye. You’re not sure you want to know. “We’ll be finishing up with the Chamber of Delegates this year, your Majesty, and until Edelsteine is actually settled in some way, we have little to do in that regard. We do recommend continuing to expand the Colonial Office, although that is a fairly low priority.”

    Anna takes the podium next. “Your Majesty, we have six research teams ready and raring to go, and 6 critical, albeit long-term, projects that we should have them working on. Our recommendation is that we go all in on standard and compact core R&D, devoting all six teams to these projects. This will not only allow us to potentially build larger and more capable jumpships, but also larger and more dangerous warships as well.”

    Both Janet and Harry are absent, their deputies report no serious requirements, although Janet’s second does note that it may be wise to keep on top of our growing population by expanding the new Griff’s Leap prison facility if possible.

    You get the reports from HMS Morristown about GX-F11 and it is… complicated. The system has the two habitable worlds that you expected, however both are inhabited by independent groups… and are engaged in an extremely vicious war with each other. NRR vessels appear to be attempting to keep the combatants separated, but based on long range sensor readings there is ample evidence that both sides have used WMDs on each other.

    The NRR ships in the system are so busy intercepting what appear to be crude missiles that both sides are volleying at each others planets that they don’t seem to notice HMS Morristown for a short period, and then when they do practically beg the captain of the Potemkin for assistance in suppressing this latest flare-up.

    Evidently one planet is run by extreme theocrats who believe that they have a divine and holy mission to conquer the universe, starting with the next planet over, and are perfectly willing to conquer a radioactive slag heap so long as their precious religious purity is maintained. Reading the transcripts you are pretty certain that they are reading from a rather heavily edited bible that leaves out all the inconvenient bits about forgiving your enemies and turning the other cheek in favor of exhortations to kill kill and kill some more in Jesus’ Name. A good 90% of the ‘Bible Verses’ being shrieked over the radio from that planet don’t appear to actually exist in any known translation of the Bible. Indeed, you are absolutely certain that Jesus never said ‘Blessed are those who slaughter the impure at heart, for they shall rule the universe’.

    The other planet is run by a group that seems to be obsessed with hedonism in all of its forms, to the point where as far as you can tell there were fewer mind-altering drugs per square meter at the ancient Woodstock Music Festival than there are on the planet, and the locals appear to feel the need to spread the chemical love via chemical and biological warheads mounted in bizarrely painted missiles of their own. And evidently they missed the entire point of the Summer of Love, as they include ‘rape and murder those too weak or stoned to resist’ in their version of the hippy doctrine.

    According to the local NRR CO, if it weren’t for how relatively primitive each planet was they’d probably have genocided the other. She is rather annoyed when the Morristown CO informs her of what you’d been told about the situation. Indeed, she performs a classic ‘facepalm maneuver’ with double facepalm action.

    You promptly fire off an HPG message to New Rasalhague, direct to Gustavson himself. The old man is nominally the head of state, although in their system he has far less direct control than you do as he is not the head of government, leaving that to the Prime Minister.

    The response you get back is scorching language that is more appropriate to an enraged NCO than a head of state. Evidently the NRR Ambassador and Foreign Minister hadn’t presented the agreed upon request to you and had instead tried to be cute and tricky.

    What Gustavson had approved, along with the Prime Minister and the rest of the Cabinet, was to purchase the Megaraptor plans outright, as they planned on using the design to replace their entire stock of Leopard-CVs and Union-CVs, paying for the upgrades by scrapping the obsolete dropships and thus cushioning the economic blow of switching to a non-wartime economic stance. The issue of Nya Köpenhamn was supposed to be completely separate, with the NRR proposing a joint peacekeeping mission in the system to hopefully, in the long term, de-radicalize the two societies already present; they’d provide the majority of the boots on the ground, again easing the costs and pain of switching to a peacetime footing, while you’d control the orbitals and provide assistance as needed. If and when the situation was finally resolved, hopefully with both sides of the conflict becoming sane enough to be allowed to have sharp pointed sticks and butter knives, then you’d take over the system for your Empire.

    Within a few days there is a massive scandal in the NRR, the Foreign Minister is kicked out of the governing coalition and the ambassador recalled. Said ex-Foreign Minister is the leader of the party that currently stands to take over the government once elections are held, and it appears that he engineered the entire thing in an effort to discredit and undermine the current government in a bid for power. The former ambassador is his brother-in-law.

    You receive a formal apology from the current Prime Minister and from Gustavson, along with a copy of the full astrographic survey data from Nya Köpenhamn. There are reports from your embassy of massive protests in the capital aimed at the former Foreign Minister’s party, with local law enforcement having to provide around the clock protection to him and his associates lest he wind up decorating a lamp post.

    Gustavson asks if you’d be willing to enter into a joint peacekeeping arrangement with the NRR over Nya Köpenhamn on the terms he’d explained. He also asks if you’d be willing to license any of your older carrier dropship designs to the NRR in hopes of salvaging at least some of the original economic transition planning.

It is overall the toughest, mostly due to a combination of the acceleration profile and the heavy defensive armament. Offensively she has a potent combination of naval and conventional weapons, relying on a potent mix of naval lasers, naval autocannons, and capital missiles alongside a small subcapital secondary armament for close-in work.”

    “Next we have the most expensive of the three designs, a gilded pyramid from, you guessed it, Pyramid Aerospace. While being exceptionally expensive, she has less than half of the total offensive punch, is much more poorly protected, and her capital firepower is restricted to under a dozen heavy naval PPCs and a dozen capital missiles.” Thanh brings up an image that looks like a pyramid with thrusters.

    “And finally we have the cheapest and least overall capable design, the Bulldog. Please note that ‘cheap’ in this context is misleading, this design still costs almost $900,000 each. It is the least well-armed, least protected, and possesses the least flexibility of any of the designs.”

    You do get a rather pleasant surprise out of the meeting, however. The new Capital Shipyard in the Calliope system had evidently been pre-ordering Dart parts while the yard itself was under construction last year, on the worker’s own initiative and paid for out of their own pockets, cutting an entire year off of construction as the early stages go far faster than otherwise expected.

    In related news, several new Warship slips are now available, as the new Capital Shipyards are brought online, along with multiple segments being added to the Nowa Warszawa standard orbital yard to bring the warship construction facilities online. At this rate, in two years the orbital yard in the Calliope system will be available alongside the capital yard.

    In a further pleasant surprise, the local populace in Nowa Warszawa privately raised sufficient funds to build a second capital yard in their system, giving you a pair of warship slips for the cost of one. You now have five free yards.

    In less pleasant news quality control issues at the Germanium Refining Facilities result in two standard cores failing QA testing and having to be remanufactured, slowing down production on a pair of Caravel jumpships by about a year. The remaining Caravel and all of the new Dropships are proceeding on schedule, however.

    The 2nd Brigade Combat Team has been formed and is available for action. The new militia mechs have been handed over to reservist formations in the Griffon and Nowa Warszawa systems for initial operational testing. Likewise the new Imperial Guard regiment has been assigned to the 3rd Imperial Guard Brigade and the 1st Raider Regiment has begun operational trials and is available for combat testing of the LAM concept.

    The new ASF wings are patrolling TTP space, increasing the available security in those areas. In addition the new Silver Tower stations are finally online and operational.

    A number of new commercial stations have come online, providing a small but useful boost to commerce across the empire. In addition a number of new orbital factories are adding to your strategic materials stockpiles and making it easier to produce sufficient quantities of vital materials.

    The survey teams have returned from GX-E5, somewhat chewed on and worse for wear but apart from a large number of bite marks on damn near everything that went down to the habitable jungle world the expedition is fine. The plantlife, the animal life, the sea life, everything on the planet seemed to be designed to kill anything and everything, the sheer density of life and the exuberance that it showed was amazing. The dropships couldn’t remain landed on the planet for more than an hour without risking being overgrown with vegetation, unless they regularly ran their fusion torches to burn it back. Within seconds of the fire going out centimeter thick rhizomes were already spreading at rates in excess of a meter a second into the freshly cleared ground, within less than a minute said rhizomes had thickened to almost a meter across and were still growing at the same rate, all the while trying to strangle anything they encountered.

    Predatory lifeforms that resembled heavily armored crocodilians appear to be the dominant life form, their plated hides constantly oozing some sort of external digestive slime that consumes the plants on contact, even as the creatures themselves attempt to kill anything that crosses their fast-moving path.

    Insects the size of small civil airplanes buzz about everywhere, preying on each other and on the vines of the vegetation, while being snatched out of the sky if they wander too low by the crocodilians. In the seas armored fish the size of small whales rule the depths with incredibly sharp bony plates for teeth.

    Analysis shows incredibly rich mineral deposits on the planet, and the biosphere is insanely rich as well. And in the seas are enormous quantities of the biochemical that is the basis for Harjel. Indeed, the expedition was able to harvest sufficient amounts of the biochemical in a single pass to outfit every single new battle armor suit built this year. Using buckets.

    Small stations similar to those used in the Griffon systems asteroid belts are now operational in Edelsteine, supporting initial terraforming efforts and establishing a colonial presence in the system. To go any further, you will need to crash at least a couple iceballs on the planet from the gas giants in the system.

    Relations with Parliament improve significantly, a few years without any serious conflicts seems to have worked wonders with how readily they are to work with you as opposed to against you. You’ll see how long this lasts.

    The Griff’s Leap prison complex has been expanded, allowing for future needs without overcrowding the facility. Security is also improved, making prisoner riots and escapes less likely.

    A new Germanium Processing Facility has come online and is already supporting civilian jumpship production. You expect to get the first cores for your use next year.

    The new megafactory complex is completed. Buried in the mountains of Nowy Gdansk, the facility is ready to begin producing large numbers of heavy and assault mechs by the beginning of the year.

    Also in the Griffon system, terraforming work on Griffon IV is nearly complete. The planet is now far more habitable and the population there is booming, contributing greatly to the overall growth of the Griffon system. There are some proposals to plant additional forests to boost things even further, but DoME experts advise you that this is purely an option and not at all required.

    Research teams working on improved shipbuilding technologies have completed their work. New tooling and construction techniques have been implemented at all Imperial controlled yards, showing a significant improvement in production rates.

    Work on advanced electronics and physics concepts has been completed as well, the theoretical researchers delving ever deeper into the mysteries of the universe. You are not precisely certain you want to know what a ‘kinky quark’ is, but you are assured that it is somehow important in some way, even if nobody knows what that is apart from, perhaps, explaining rutabagas, or something along those lines. You didn’t know rutabagas needed explaining.

    More theory work, helped by the single example of a mobile HPG recovered from HMS Morristown, has allowed scientists to work out the theory behind miniaturizing an HPG generator into something that doesn’t require a massive ground facility to operate. More engineering work needs to be done to actually have mobile units suitable for production, but your engineers are confident that they can do it.

    Early in January comes the first rumbles. By the end of the month the rumbles are loud. And by early February they are nearly deafening, figuratively speaking.

    A company based on Calliope IV has found a license to print money. What had started life as a light utility vehicle for the AFGE has exploded onto the civilian market like a nuclear bomb, a light, cheap, reliable four wheel drive vehicle that is easy to drive, ridiculously easy to maintain, and incredibly fun to romp around in. Sales have utterly exploded, with the company building new production lines on Calliope IV as fast as the construction crews can build new buildings for them.

    There’s nothing ‘luxurious’ about it, it’s basic, simple, raw. The civilian version switches the military communications system for a civilian entertainment system and adds in the legally mandated electronics. It already well exceeds civil crash safety requirements, possessing a roll cage strong enough to stand up to over ten times the vehicle's own mass on top of the regular crash protection systems that are common to all vehicles. It looks rugged, even in civilian trim, and people are going crazy over the removable body panels and incredible ease of customization. That it can tackle terrain that normally would require tracks or legs to deal with is just a plus, 99.9999% of all drivers just think the wheels look ‘badass’.

    The icing on the cake is that the vehicle is cheap enough that teenagers working minimum wage jobs can easily afford one, it is safe enough that insurance costs are ridiculously low, and it is fun enough that everybody wants one and considers it ‘cool’.

    Interestingly, the company responsible refuses to allow off-world production. They are proud residents of Calliope IV, having lived there all their lives, and insist on keeping production on-planet to, in their words, ‘give back to the community that has given so much to us.’ This is resulting in an incredible surge in the local economy. Analysts predict that within a decade Calliope IV’s economy would be surprisingly close to the far more densely populated Nowa Warszawa, and that is without any further investments in the system's future.

The hedonists pretend to be willing to talk, then attempt to drug the small delegation that landed with airborne hallucinogenic drugs, get extremely offended that the delegates aren’t stoned as a consequence, but since they are all affected by the gas they start tripping out and pretty soon there are a half dozen sober delegates surrounded by Yet Another Violent Orgie, which prompts them to rather hastily return to their shuttle and make tracks. From what you can tell, half of the hedonists present were dead by the time the shuttle reached orbit.

    Both sides promptly start firing their primitive missiles at the joint dropship flotilla in orbit of their planets. You can understand the theocrats, at least crude nukes might damage a dropship, but who the hell shoots missiles loaded with LSD gas at a spaceship in orbit?

    There is a planning conference between the NRR and the AFGE ongoing to plan out how to handle things. Right now you jointly have full control over the orbitals, what is being proposed for now is to build some White Tower stations in the system to lock down the jump points, followed by a single Silver Tower around each planet to lock out the orbitals without having to dedicate large dropship formations to the task.

    The Olympics are being hosted in the NRI this year, finally. You aren’t able to attend, but Jeremy goes in your stead as your heir and representative. Which he is whining about in HPG messages back home. Evidently the Romans really like him, and he is getting a bit tired of all the adulation. According to his latest, he’s currently trying to convince a group of particularly enthusiastic Romans that no, he isn’t a god, so please stop building temples to him.

    But since you aren’t there you are having to read the media coverage like everybody else. The opening ceremony was incredibly extravagant, with the Romans obviously pulling out every single stop, then finding a few more ways to make it more over the top. Even the stadium is over the top.

    In the first eleven events, covering track & field, gymnastics, and swimming, Team Griffon brings home 3 gold medals, in athletics and men’s swimming, while the Rasalhaguians manage to surprise everybody by pulling off an upset gold medal in women’s gymnastics. The home team has six golds, while the Rasalhaguians add a gold in men’s shooting to their women’s gymnastics honors.

    So far Team Griffon is somewhat underperforming, leading to some criticism of the sports program. However, most analysts point out that we can hardly expect other nations to simply roll over and play dead for our athletes, and that the Romans, especially, focus incredibly hard on gymnastics, making it incredibly difficult for Team Griffon to win those three events regardless.

    HMS Morristown gets a chance to deliver another highly educational asskicking to a pirate raid that happened to stumble into her while she was in the Griff’s Leap system. A pair of ‘Jolly Rogers’ and a half dozen small dropships? One volley killed them all, the second volley had fired before the first had hit, no enemy survivors. The CO of HMS Morristown apologizes in her report for the wasted shots, to general laughter at the admiralty.

    You have a choice to make, authorize the sale of the Megaraptor design to the Rasalhaguians, or offer them an equivalent ‘export grade’ design? There are arguments both ways, the Megaraptor is obsolete from your viewpoint, and while she is far more sophisticated than anything the NRR currently has, the gap isn’t really all that significant, especially considering your economic advantage. On the other hand, an export design might have buyers beyond the NRR.

    Solicitations for bids to develop a dedicated export dropship design have been issued, it remains to be seen what responses are received.

    On New Capricorn a series of massive storms lash the settled portions of the planet, stretching civil defense preparations and resulting in hundreds of injuries. Luckily there are no fatalities from the storms. The local system government is spending significant amounts to shore up storm defenses, build more robust storm shelters, and implement better storm warning systems.

    At the same time a strike by tourist industry employees on Sukaishi impacts the local economy rather heavily. It’s a rather straightforward situation and the TTP has it well in hand, mediating between the workers and the corporations involved. The strike lasted a month, but unfortunately it was a month in the middle of what is usually the most important part of the tourist season. In the end a major hotel chain loses their contracts to operate hotels in the system, triggering contract default penalties which the TTP pays without any quibbles, and a new contract is established with a different company. There’s some minor grumbling in the Griffon system over this, as the losing firm is based here at home, but ultimately the chain in question has a bit of a bad reputation for being a bottom of the barrel operation that is only profitable due to cutting every corner possible and managing to never once pay a single clipped coin more than the absolute minimum for anything.

    In sporting news, the NRI continues to dominate in the Olympics, winning 3 more gold medals in wrestling and men’s archery, the Rasalhaguians take gold in women’s archery, and Team Griffon manages to scrape out close victories over the NRI in the fencing events. So far Team Griffon is a rather distant second in the gold medal count, and the local papers are not happy with the team's performance. Analysts do note that many of Griffon’s best events are yet to come, however.

    Closer to home, the Department of Periphery Studies managed to escape professional oversight for just long enough to smuggle a box of prepaid cell phones onto campus, and have taken to their latest hobby of prank calling media outlets to press various wild and wacky conspiracy theories.

    Like anybody would believe that the Inner Sphere is now made up of House Deviant of the Amphibian Suns, House Purina of the Draconian Combine, House Low of the Conniption Confederation, House Mongrel of the Flea Worlds League, and House Katzen of the Feline Commonwealth, all linked together by the All Stars and… obsessively playing baseball.

    Although the long rants between supporters of Wolf’s Baboons and the Swell Hounds over which scriptwriter is on whose side are truly hilarious.

    You do take notes for if and when you go to the Inner Sphere, it would be truly amusing to see the locals' reactions to something like this.

    Parliament, however, is in session, and you know what that means.

    The Chamber of Delegates is actually being troublesome, while the Senate is, shockingly, trying to be helpful. The problem is that if you want the helpful contributions from the Senate, and thank you to the Eldest for wrangling Senators into being helpful, you’ll need to compromise with the Chamber, where the leading parties appear to have taken leave of their senses and are probably all candidates for tenured positions at the Department of Periphery Studies with how pants on head stupid they are being.

    You might be a little biased in your evaluations.

    First the good news. The Imperial Senate has put together a package of bills aimed at assisting the very poor to access greater economic opportunity without trapping them in a cycle of dependency nor empowering bureaucrats with the opportunity to create perpetual sinecures that never accomplish anything.

    Simply speaking, the first bill establishes a grant fund that private and religious charities can apply to for funding, with funds being disbursed strictly on the basis of past results in actually reducing poverty. In other words, an organization that can show that they have helped X number of their clients escape poverty and no longer require their assistance will get more funds than an organization that may help more people, but do not show such progression. The idea is to reward those groups whose very success endangers their reason for existing by ensuring that they are able to continue to exist.

    The second bill modifies current welfare laws by replacing the current model of a strict means tested cut off point for benefits with a more graduated approach, wherein as the beneficiary needs less assistance due to their own prosperity rising, the amount of government assistance drops at a lower rate than the rise in income from non-welfare sources.

    The third bill revises the tax system slightly, introducing a graduated child tax credit that is based on overall income, replacing the current fixed credit. The lowest credit will remain the same as the current credit, but at below 150% of the calculated poverty line the credit increases by 25% for married filers and 10% for unmarried ones, and below 125% of the calculated poverty line the credit increases by 50% for married filers and 25% for unmarried ones.

    The fourth bill revises the pension scheme of the Imperial government. Politicians would see their pensions remain at the same levels as currently, but in the future they would be indexed to always be at a fixed relative value to the military pensions exclusive of combat bonuses with Parliament banned from ever increasing the relative difference. Non-military civil servants would see their pensions indexed to a formula combining their years of service, final rank attained, personal contribution to the pension fund, and the overall Imperial economy of each year during their time of service. In general there would be a very slight decrease for existing non-military civil servants due to this, but in the future this will make the pensions more responsive to performance rather than merely time in grade. Finally military pensions would be slightly increased across the board and indexed to economic growth with bonuses for time in active combat zones.

    The fifth and final bill is one that raises your eyebrows well into your hairline. All assets of all politicians in the Imperial Senate and Chamber of Delegates would be transferred to blind trusts, all members of both houses would receive ‘adequate’ housing and all expenses will be paid by the State for their term in office, moreover all members of both the Senate and Chamber will be completely banned from engaging in investment or any other business-related activity during their terms, likewise absolutely forbidden from accepting any honoraria of any sort while in office. The honoraria ban would extend for a decade after leaving office, nor would any former office holder be permitted to engage in any business with the Imperial government for ten years times the number of terms that they served in Parliament. Likewise, all commissioned officers are barred from accepting positions with defense contractors of any kind for a number of years equal to their final rank in the military, plus ten years for field officers and twenty years for flag officers. Civil servants of a supervisory rank or higher are likewise barred from accepting positions in any industry regulated by their former civil service position for a decade after departing from the civil service.

    All in all, the Senate is on a roll. You are rather impressed, as the ethics bill in particular is something you’d never expect politicians to actually propose. You can see the influence of the Eldest in much of it, but nonetheless you are very impressed.

    Unfortunately the Chamber of Delegates hates all five of these bills with a burning passion that blazes hotter than a thousand exploding suns. The civil service is not far behind, and even elements of the defense industry are staunchly opposing the ethics bill in particular.

    In the end you have a difficult choice. You can either ram through the ethics bill, earning a great deal of resentment from the Chamber and killing any chance for any of the other reform bills passing, or pass the other four and leave the ethics bill to die on the vine. And in either case the Chamber is demanding concessions.

    For one thing, they are demanding direct Imperial investment in multiple pork barrel projects throughout the Empire that seem to primarily serve as means for the Delegates to get their names on buildings, bridges, and drop ports. The more bills that you get them to approve, the more pork they are demanding before reluctantly falling in line. And if you want the reform bill? They intend to feast on pork to let that one through.

    They are also demanding the head of Jake on a platter before they’ll accept anything at all, evidently they really hate how he has been twisting arms on your behalf for all of these years and want him gone, preferably in complete disgrace.

    You are not very happy to have to choose between reform measures, and you are quite certain that the Chamber is aware of your disgust. All proceedings of Parliament are televised and open to the public, so the voters are quite aware of what has been going on. The Delegates have been spinning their conduct as looking out for the interests of their constituents, that they were demanding the extra spending and projects purely out of a desire to look after the well being of those who directly vote for them, as, they insist, is their job as Delegates.

    Well, the elections are in two years, barring any scandal serious enough to force snap elections, and the public mood is not sufficiently against the Delegates to give you a justification to do so at this time. You are rather unwilling to work with them at the moment, however, and doubly so due to their attitude towards Jake.

    You receive reports from Intelligence. The agents assigned to infiltrate the NRR are finally in positions with sufficient access that you are getting material that isn’t in the daily newspapers of the Rasalhaguians. Looking over the initial tranches of data shows that the Rasalhaguian economy is in even worse shape than your analysts had expected, as the sheer expenses being spent on uplifting the population of Gotland combined with a prolonged economic slump have the Rasalhague government operating right on the razor’s edge of solvency. On the positive side of the ledger, the average life expectancy on Gotland has more than tripled and the poverty rate of the planet has plunged to under 25%, considering the numbers you are looking at that is a very spectacular achievement, as initially Gotland was a medieval hellhole with over 96% poverty rate and an average life expectancy well under 30. The planet is still a net loss for the NRR, but is expected to finally break even in under a decade.

    You are still better off reading the papers about the NRI than relying on agents, as none have enough access to really tell you anything special, at least not yet.

    The NRI’s dominance at the Olympics finally comes to an end, at least for now, as they take bronze in six straight events. Team Griffon and the NRR evenly split the gold medals. Your softball team defeated the Rasalhaguians in the gold medal game, while the Rasalhagians dominated in soccer and baseball. The first run of naked volleyball is a surprising success, although this seems to be for rather prurient reasons. The crowds were several orders of magnitude larger than those for the event that was replaced, and Team Griffon wins both the men’s and women’s contests.

    A few satirists and late night comics put together a joke petition to require all government officials to be naked while engaged in official business, in order to show that they have nothing to hide, of course. This is received to general laughter and a dry comment that nobody wants to see what the Delegates have to hide in that regard, and the Eldest blandly stating that the first person to approach him with a razor will be made to kitty-sit his youngest descendents. Of course one of the comedians immediately shows up at the Imperial Senate with a great big honking razor, and the next scene on his show has him sitting in a Griffkitten nursery with several dozen newborn Griffkittens crawling over him with the comic stating that he’s not sure if this is a punishment or a reward.

    An attempted pirate raid on New Capricorn is defeated handily at the jump point. A single Jolly Roger is no threat against one of your White Towers. The NRI is able to fight off a raid on Tarentum by a small pirate raiding party without any of your forces getting involved.

    And now it is your favorite time of year, budget time!

    General Stewart is up first. “Your Majesty, in regards to the situation in the Nya Köpenhamn system, we would like to establish a joint incident response team with the Rasalhaguians in order to best coordinate our actions. Likewise with NRR support we can rapidly construct and deploy a full suite of defensive installations to the system in order to lock things down rapidly. We would also recommend continuing to expand our production capabilities across the board. Most importantly we would like additional ASF and Capital Shipyards, as well as expansion of our existing orbital yards. We would also like to build new Orbital Shipyards in New Capricorn and Nowy Śląsk. I will now turn it over to Colonel Pyle.”

    A crisply uniformed woman steps up to the podium. “Your Majesty, we will be starting with ground forces.” She brings up a chart on the display.

That being said, we are recommending that we procure the following dropships.”

    “Your Majesty! We got a ton of stuff we can do! We can build new shipyards! New capital slips! New jumpship slips! We can also do some exploring, I mean, we know GX-E12 has a habitable planet but that’s just about it! What do we need to do to colonize it so Griffon can grow larger! We can build five more commercial space stations scattered throughout the Empire, giving us a better economy, and we can build more HPGs where we already HAVE HPGs to enable more bandwidth via HPGs so we can make more money off of HPGs and we can do some serious investment, like totally focus some development funds on say Calliope IV to really speed up development there over and above what they are doing themselves or heck do some direct investing! We need to build more orbital factories for all the good stuff, and maybe expand them as well since even if we don’t get more efficient ones out of it we do get investment money and that’s always useful and then we should also build those new ASF factories that the General wants!”

    She’s not out of breath, and she’s a grandmother now, just what is in her coffee.

    Correction, you do not want to know.

    Isoroku is off on Nova Roma with Jeremy, but his deputy has a few minor things for you. “Your Majesty, we’ve not been looking as strong as we hoped in the Olympics, with six bronze medals so far. We’ll likely still top the gold medal count, but that is purely because all of the motorsports events are still to come and we should sweep them. Whenever we take gold we’ve noticed a significant bump in memorabilia sales and general interest in said sport, so finding ways to boost sports we are doing poorly in can pay off in the long run.”

    Jake is looking… very much like an irritated bear. “Your Majesty, I appreciate the support against the Delegate’s demands for my head. On the basis that I doubt I’ll be able to effectively court their favor for you, I recommend against seeking to directly increase the Chambers willingness to work with us, but rather that we establish direct campaign offices in every single constituency in the Empire, allowing us to bring our cases for various actions directly to the grassroots voters in a way that even general media coverage cannot do.”

    He checks his notes. “And, if the budget allows it, I would like to propose that we conduct a campaign to encourage employers to hire more workers across the board, in the hopes of boosting employment numbers. It is expensive, but long term it could pay for itself.”

    Dr Bryant is up next. “We have several new projects that we can undertake, Your Majesty, and a number of recommendations.” She brings up the display.

    You receive some interesting news from Nowa Warszawa. A small company there involved in producing missiles for the AFGE invested in some R&D a few years back which has yielded dividends, specifically a fully functional White Shark capital missile launcher and missile. Needless to say the AFGE snapped up that patent right quick, and now you have that weapon system available to you.

    You have a large number of designs on your desk awaiting your input as to whether or not they should be exported to the Rasalhaguians. They are divided into two piles, one aerodynes, one spheroids.

    There are three submissions in each pile. Majeure Electrique notably did not submit anything, as they have been far busier working on a new transport system for the AFGE along with their work on warships.

    For the aerodynes, the first comes from the same people famous, or infamous depending, for turning everything into a pyramid. The Abusir export carrier is one of the few non pyramids in their design catalog and is fairly average in terms of the various submissions. Evaluators have noted that the ship’s ASF control facilities are handicapped due to only having a single large launch bay door, simultaneous launch and recovery would be… difficult.

    A small Griffon IV company has submitted the Warwick export carrier, another aerodyne most notable for the heavy LRM armament as opposed to the ballistic centered armament of the Abusir. The Warwick shares the relatively poor ASF facilities with the Abusir but is notably cheaper than the other design.

    Finally a company out of Nowa Warszawa has proposed the Vigilant export carrier. This is the most expensive, by a small margin, of the three, but also the most capable. Featuring a smaller number of missile launchers than the Warwick, the Vigilant possesses the best ASF and small craft facilities of any of the three aerodyne designs.

    The spheroid designs submitted for the contest are somewhat more diverse, although they do come from the same three companies.

    The first, from the source of all things pyramidal and with a rather gaudy sense of bling, is the Honeycomb export carrier. The Honeycomb is the most durable and well armed of the three, at least in terms of direct fire weapons, possessing a wicked anti-ASF capability thanks to the batteries of LB-20X autocannon. However, much like the Abusir the Honeycomb is designed around one big launch bay, handicapping flight ops to a degree.

    The second is rather… interestingly named… submission from Griffon IV called The Flying Beaver. Sharing the massive LRM batteries of the Warwick, the Beaver is the cheapest of the three spheroid designs, but shares the poorly laid out flight deck of the aerodyne. Interestingly she has rather more raw armor than the other designs, but pays for it with lesser active defenses being the least well armed.

    The final spheroid is the Sentinel, which is flagged as being under close review. The design itself has the best flight deck arrangements of any of the submissions, being almost of the same quality as your own front-line equipment, but is lacking in direct armaments and armor. Intriguingly, the design mounts a set of Piranha missile systems in the nose, giving the design the only capital type weapon in the bunch. Unfortunately, you are almost completely certain that the NRR lacks sub-capital weapons technology, so including this would be a serious escalation in their capabilities.

    The Navy also has a new design initiative, to consolidate current Mech, Vehicle, and Cargo transports down to a single common hull design. While the massive RCT transports would remain in service, the Navy has pointed out that in exercises the Tarawa and Newport designs represent very valuable targets, enough so that the defending forces have taken to focusing all of their ASF forces on them, accepting brutal losses from escorts just to take out entire regiments at a time. The new designs are battalion sized, requiring three to carry a single regiment, but reducing the possibility of the loss of an entire regiment at once.

    There are four designs under consideration, each built to a rather strict set of requirements that are hoped to yield an excellent common hull.

    The first design is a quasi-Pyramid from the Pyramid Power Professionals of Nowy Gdansk. The whimsically named Pointier End carries a substantial offensive arsenal, including a strong battery of Piranha missiles allowing the transport to join in during the initial merge.

    The Imperial Griffon Aerospace Works in conjunction with Lee Aerospace has proposed the Shinshu Maru design, named after the first dedicated amphibious assault ship in history. Similar to the Pointier End the Shinshu Maru possesses an attractive mix of solid firepower, with a pair of Barracuda launchers in the nose giving a Sunday punch at extreme range.

    Majeure Electrique very nearly suffered a designer mutiny, and the Chief Engineer is still loudly grumbling about damn accountants and their ridiculous cost ceilings. The rumors that he has an accountant voodoo doll on his desk are mostly confirmed, since he was seen stabbing one with needles to sensitive spots. The Trenton comes in right under the cost ceiling, despite all of the muttering. She possesses the heaviest artillery battery of the designs, along with the most potent close-in defenses. Unlike the others, the Trenton has no capital firepower, devoting that tonnage instead to heavier defenses.

    Similar to the Trenton in not mounting capital weapons, the Galahad is from a small Calliope IV company. Somewhat more heavily armored than the competition, the Galahad has the largest small craft bay of any of the four submissions. Cheaper than the others, while being well protected and well armed, the Galahad was the last submission received by the AFGE, just hours before the deadline.

    You spend several weeks attending keel-laying ceremonies in the Griffon system, as well as attending additional ones virtually via HPG from Nowa Warszawa, Calliope, and New Capricorn. You also get a veritable mountain of reports about new ASF and ground units coming online and into operational readiness.

    In the midst of this you get a request from an old military school on Calliope IV which, in the past, had been the main military academy for the planet. They are requesting an official charter to serve as a formal military training academy for the Empire, in addition to the Aerie. They currently are training militia pilots, but the precis that they include shows their long and rather distinguished history training military officers for Calliope IV. They have managed to acquire top flight simulator pods, training officers, and all of the equipment needed to begin full scale training of a new generation of soldiers, albeit they focus on ground forces only.

    The Aerie is rather opposed to this, insisting that the charter should be denied so that the Aerie can absorb the Calliope school. You have noted, however, that the Aerie does tend to produce officers who all speak from the same playbook, so to speak, so differing perspectives might be valuable.

    The new recharge stations, along with the defensive works at Nya Kopenhamm, are fully online, strengthening your overall responsiveness and defenses. Joint planning teams with the NRR are already assembled and will be presenting the results of their work in the near future.

    The final replacement of Nowa Warszawa’s antiquated power grid has finally taken place, bringing the planet fully up to the standards of Griffon itself. Likewise the new environmental standards are fully in effect, despite some grumbling from industrial interests on the planet. Regardless, the air has not been cleaner for generations, and in general public health is finally up to the overall Griffon standard.

    The new HPG stations that have come online mean that the empire is now fully linked via HPG. It is still quite feasible, and indeed recommended, to continue to build them in order to boost the available bandwidth. Likewise, the R&D work on advanced communications has, as predicted, resulted in the estimated cost and difficulty for researching mobile HPG units to drop significantly.

    The five new commercial space stations that have been built are already filled to bursting as commerce is thriving within the Empire. Civilian jumpships are finally proliferating enough that trade is moving at a brisk clip between the various planets.

    Additional orbital factories have come online, increasing strategic materials production for the Empire as well as boosting local economies. Likewise your shipyards and repair facilities have been upgraded, with two new yards being completed this year.

    Significant economic investment in Calliope IV has seriously boosted the local economy, over and above the absolute boom from the surging auto industry for the Renegade. There are concerns over health care infrastructure keeping up with the economy, but your advisors assure you that they are monitoring the situation and will have proposals in the near future to ensure this does not become a long term problem.

    The Senate is exceptionally grateful for the support you gave them over the ethics reform, and only regrets the intransigence of the Delegates in keeping the economic reforms from going through. They are so grateful that your investigations, even though they don’t turn anything up, do show that few if any of the sitting Senators are all that interested in playing the sort of power and influence games that you feared.

    The new network of Imperial Political Offices in every Chamber constituency leads to the expected whining from the Delegates, but the public seems singularly unimpressed with the complaints over greater transparency and openness. Go figure.

    The news from the NRI about the Olympics is slightly delayed due to weather causing delays in the various final races. In the end, in the last 6 events, Team Griffon won gold in 5 of them and took home a silver in the Men’s Marathon, while the NRI had to settle for bronze in all six events in a stunning collapse. Team Griffon was once again absolutely dominant in motor racing, much to your pleasure.

    You brought home only 6 bronze medals, however that doesn’t mean you would rather bring home zero and all golds. Sports camps are set up and financed by the Privy Purse in those events, which include men’s gymnastics and wrestling, as well as women’s decathlon, swimming, shooting and archery.

    Janet sends you a memo noting that the legal issues surrounding annexing and operating in Nya Kopenhamn have been cleared up and you are good to go.

    The survey of GX-E12, now known as Nowy Wroclaw on the official paperwork, is complete. The system has a single habitable planet, but is in general rather uninteresting. Apart, that is, from an extremely aggressive and corrosive fungal growth on the planet that seems to have a great affinity for the most common fibers used in clothing. Which it devours rapidly, while leaving skin and such completely unaffected. The report rather dryly notes that elastics are particularly vulnerable, and waterproof cloth appears to be the fungus's favorite food, fitting since the fungus seems to live mostly in the water.

    The planet itself, apart from the Bikini-Eating Spores (the report included pictures, reportedly the female members of the survey crew took this with great humor, since the first victims were a couple of the guys.), requires remarkably little terraforming, being slightly warmer than average but with generally pleasant ‘Mediterranean’ weather. The survey crew did discover a crashed Confederate dropship with Clan Wolverine markings, but there are no signs of survivors and the dropship is completely destroyed with no salvageable material. They were only able to identify the craft thanks to a few surviving bits of scrap being jigsawed together to show the markings and a stencilled name.

    In more local news, the DURF has been expanded, increasing the rate at which upgrades and repairs can be completed at the facility.

    It’s here, your last year on the throne. Jeremy is whining, the sun is shining, and you are almost free.

    Doesn’t mean there isn’t work to do. You get a series of reports from the AFGE. The Thunderbolt CAS platform has been troublesome from the start, and after over a decade in service the AFGE has had enough. Over the last decade there have been dozens of fatal accidents, and in recent exercises the platform had a lower than 50% availability rate due to the excessive maintenance required to keep the beasts flying. Militia units equipped with the Thunderbolt are even more scathing, with availability rates below 25% due to the incredibly high maintenance requirements and very low Mean Time Between Failures of multiple vital components.

    The AFGE has already selected a replacement scheme for the Thunderbolt, a new series of VTOLs, the AH-5 Lightning Attack VTOL and the SH-5 Thunder Scout VTOL. Both are faster than the Thunderbolt and better protected. They lack the sheer punch of the old warhorse, but are far more flexible platforms. The only real downsides are their cost, being more expensive than the Thunderbolt and their slightly reduced offensive punch.

    There is an alternative, however. Valkyrie VTOL Innovations LLC, a small design firm based out of Nowa Warszawa has proposed a ‘super heavy’ VTOL making use of proprietary technology to extract almost identical raw performance out of the far heavier platform allowing for the most heavily armored and capable combined Attack/Transport VTOL ever proposed. The 60 ton craft has identical armament to the AH-5 Lightning and identical sensor capacity to the SH-5 Thunder while having sufficient standard armor everywhere but the rotor assembly to tank multiple Enhanced PPC hits without issue.

    There are two downsides. One, while super-heavy VTOLs have been in use as heavy lift platforms in civilian markets there has never been a military use for the technology, and two the proposed design is almost three times more expensive on a per unit basis than conventional VTOLs. On the other hand, this would provide a small boost to the Nowa Warszawa economy, which is nothing to laugh at.

    The economy on Calliope IV continues to expand rapidly, with many analysts now suggesting that within three years at most the system would be considered a ‘Core’ rather than Peripheral world. Knock on investments from the exploding automobile industry are having synergistic effects on the overall economy, leading to growth of basic infrastructure and challenges for the system government in regards to ensuring that social services, environmental regulations, and other factors tied to growth are properly managed. Teams from the Interior, Justice and Political ministries are working with the system government and so far they have managed to keep on top of things, dealing with problems as they arise.

    However not all is rosy. The crime rate on New Capricorn has gone up alarmingly, and system authorities are struggling to deal with a significant organized crime issue. The murder rate is currently the highest in the Empire, along with dealing in truly dangerous drugs, involuntary prostitution, human trafficking, extortion and various property crimes.

    It is not due to poverty, despite initial concerns, as Calliope IV and the TTP currently have far lower average incomes in relation to their populations. Indications are that organized crime has simply chosen to focus their operations on New Capricorn for some unknown reason. The number of arrests for official corruption in the system is well above the Imperial average.

    Several experts, however, point out that while the TTP and Calliope IV are notably poorer than New Capricorn, both were incorporated into the Empire rather than settled by the Empire. Calliope IV had economically regressed to a steam-age existence, and the TTP is purely a tourist economy and was exceptionally poor, but proud, before becoming a protectorate. New Capricorn, in contrast, was the first extra-Griffon colony purely settled by the Empire, and is therefore a far better example of a true ‘frontier’ world, thus potentially explaining the crime rates.

    For the moment, New Capricorn’s system government is not requesting Imperial intervention yet. Yes, the crime rate is high, in relative terms, but the absolute level is still far below other, more populated, systems. They are rolling out several anti-crime initiatives and the local branch of the Imperial Grifftiger Mounted Police is handling corruption charges quite handily.

    You’ll… well, normally you’d say you’d keep an eye on things, but instead you simply write a memo to remind Jeremy to keep an eye on things. Retirement yay!

    Speaking of the TTP, a new luxury resort has opened on Kuroisora which has proven very popular indeed. Featuring glorious underwater vistas as well as access to some of the best surfing in the entire Empire, the resort is mostly underwater, perched on an underwater mountain and surrounded by the most incredible coral reefs. As a result the tourist trade in the TTP has undergone a bit of an unexpected boom.

    This surge in tourism coincides with the first dedicated class of luxury liner dropships to come into service in the Empire, quite aptly commissioned by the same luxury travel company that you established to run your luxury airships on Griffin’s Roost itself. The Griffonic class of liners is the final word in luxury, with the smallest passenger cabins about the same size as an average 2 bedroom apartment in the Empire. Indeed, even the lifeboats are luxuriously appointed, with twice the standard life support capacity. This has further boosted the tourist trade, with the TTP and Calliope reaping the most benefits.

    Surveyors in the Edelsteine system have made a discovery missed earlier. In a deep sandpit a few pieces of wreckage from a crashed vessel have been found. There is absolutely no telling what class of vessel it was, beyond it was most likely a warship judging by the amounts of germanium shards found. The largest semi-intact piece appears to be part of a capital missile loading mechanism that is significantly different from anything you currently have in service. The engineers who have looked at it and are cleared for SARAH report that it could, emphasis on could, be part of an AR-10 launcher assembly, but they have no way to be sure due to how little of the component was recognizable as anything beyond bits of alloy and composite.

    More bits and pieces are found spread over a ten thousand square kilometer area, indicating that whatever it was had broken up in orbit and reentered in fragments. Even with everything you recovered you still have no real idea what type of warship it was. This does lead to the redeployment of both Enterprise-A class vessels to survey the system in even more exhaustive detail.

    The new export dropships have been approved, and the NRR has taken delivery of the plans. Likewise the Common Transport Dropship has been finalized, with the Trenton class now available for production.

    The Department of Periphery Studies has set a new record, at least for your reign, of keeping the distinguished tenured staff on one single obsession for over a year. Yes, they are still obsessed with the Inner Sphere being made up of sentient animals playing baseball obsessively. They are currently annoying the AFGE’s Department of Military Procurement with endless designs for baseball playing mechs, fitted with giant springs on the feet so they can bounce around. They are also really getting under the skin of the Sports Medicine people demanding more and more information on baseball and making suggestions for ‘improvements’.

    You decide to go with the more sophisticated and risky CAH-1 Valkyrie for the replacement of the CAS units with Air Cavalry units. This results in a significant surge in the Nowa Warszawa economy as Valkyrie VTOL Innovations is required to rapidly expand to meet the sudden demand. Thankfully the DURF is able to handle financing the replacement of the Thunderbolts with the new units, meaning no upfront costs, but unit maintenance expenses will go up substantially. Ironically this isn’t solely due to the new equipment, but rather due to the jump infantry squads that will be using the new equipment on top of the new gear. Anti-mech trained jump infantry are well paid specialists, after all, and in your opinion completely insane.

    The new Calliope Military Academy proves invaluable in assisting with this roll out, they have a large jump infantry training facility already, and candidates are cycled through it fast enough to meet the needs of the replacement program.

    An extensive analysis of the wreckage found in Edelsteine brings about several conclusions. The warship that crashed had broken up while still in space, but had reentered at a slightly lower velocity than if it had been in a stable orbit before breaking up. The wreckage had likely reentered sideways, as opposed to nose or tail first. There is evidence that the magazines were partially filled, as there is residue from capital missile propellant found on a few bits of debris, and detonated during reentry. A recovered armor plate showed definitive signs of severe battle damage consistent with heavy naval PPC fire.

    The estimated age of the wreck is over 300 years, based on deposition rates of sand over debris and the degradation of some of the chemical traces.

    The economy on Griffon itself is growing somewhat slowly, even though the system still is growing. There is some concern about structural issues with the economy as other worlds are experiencing far more vibrant growth and have been for several years. The system administration is confident that in the long term growth will resume, that the current malaise is mostly due to several economic bubbles deflating rather than anything truly systemic. Your own analysis seems to agree on the key points. Besides, next year this will all be Jeremy’s responsibility.

    The elections in New Rasalhague take place, with the previous administration retaining power, albeit with a slightly reduced majority now that their former coalition partner led by the former Foreign Minister has been removed from government. The prime minister has contacted you to assure you that New Rasalhague will continue to honor all treaties, and a new ambassador has been appointed.

    Your agents in New Rasalhague report that the economy has shown a very slight surplus over the year before, and that the Gotland economy actually managed to break even for the first time in over a decade. There is still a great deal of political unrest, however, with daily protest marches in major cities concerning a plethora of issues. The protesters tend to be from both sides, and so far nothing beyond spirited shouting has occurred when clashing protests run into each other.

    Your agents also report that New Rasalhague researchers have gotten their hands on several examples of your double heat sinks. The agent in question managed to get the serial number off of one of the samples and it is from a mech that was wrecked in the fighting in the NRI. A check of your records shows that said mech, a Soldatin had been destroyed in the fighting on Tarentum during the initial relief operations and had been stripped by scavengers before recovery troops could get to it.

    A different agent forwards a report showing that the samples appear to have been given to the Rasalhaguians from NRI commercial partners in exchange for reduced tariff rates.

    There’s really not much you can do about that. It’s annoying, after all this time keeping double heat sinks out of Rasalhaguian and Roman hands that they’ve gotten access to them anyways thanks to battlefield scavengers. Your agents report that research is going very slowly regardless.

    You get another surprise when an HPG transmission comes in from Kilburrough announcing that the Kilburroughans have terminated all business relationships with the Dracs due to non-payment and violation of terms of service. They are requesting an exchange of ambassadors with you on the premise that even rivals can be civilized about things.

    The Imperial Senate is again trying to be helpful, the Chamber of Delegates is just trying, very trying. They aren’t bitterly opposing you, at least, and there is the possibility of getting things done, but they are demanding concessions in order to pass anything you want, and putting forward proposals that you don’t really like.

    To start with, on the positive side. The Imperial Senate has renewed their efforts to reform your social safety net and address the problems of systemic poverty. They have also reintroduced legislation related to streamlining the civil service bureaucracy.

    This year they are again proposing the graduated phase out of benefits with increasing income and increasing benefits based on the beneficiaries taking positive steps to a stable future. Take classes to build and enhance skills? Benefits go up. Spend time volunteering in the community to help others? Benefits go up. Get and stay married? Benefits go up. The entire reformed system is designed around incentives rather than penalties, with the biggest ‘stick’ being that you don’t get the increased benefits, rather than any reduction in basic benefits. The system is even designed to be highly adaptable to local conditions, with local governments being able to adjust the benefits with a ‘menu’ of options to tailor them for their own specific needs. There are robust audit requirements for the bureaucracies who disburse the aid, but none on the recipients. The aid agencies are permitted to set qualifications and audit them themselves, but such audits must be paid for by the agency, not the Imperial purse nor the recipients.

    The Chamber of Delegates is willing to pass the legislation if you push them on it, but wants to add riders to the bills. The rider would mandate that the Imperial government ‘invest’ in the economy of the Griffon system as well as focus development on the same, to the exclusion of other worlds.

    The Imperial Senate is also wanting to revise the militia system in the Empire. Currently all militia units are raised, trained, equipped and paid for by the Imperial government, despite early plans to have system governments be responsible for such. Issues with TO&E’s, recruitment issues, and general political apathy on the system governments side has prevented that from occurring.

    The new plan would place the responsibility for initial recruitment and equipping on the Imperial government, but all upkeep costs would be borne by the local systems. The system governments are somewhat wary of this as they are worried that the AFGE might try to hive off the heavy garrison units as ‘militia’, but language in the bill specifically excludes those formations from the scheme. The units in question would be the ‘Colonial Infantry’, ‘Colonial Mechanized’ and ‘Colonial Cavalry’ units as well as those ‘Air Cavalry’ and ‘Militia Mech’ units explicitly assigned to the militia.

    The Delegates are again willing to support this legislation and allow it to pass, but again are demanding that their own concerns be met. Specifically they want the Department of Mega Engineering to initiate a project to build an Arcology Cluster in the Griffon system.

    Then comes what you really don’t like. The Chamber of Delegates has put forward a reform proposal for the Imperial Constitution, creating the office of the Ministry of Parliament who would have a seat at the table for all advisor meetings and would chair said meetings. For now they aren’t insisting on giving this pseudo-Prime Minister any voting authority over the Crown, but it is a definite power grab, at least in terms of appearance.

    The legislation is not very popular, in that the effects of rejecting it won’t be all that crippling, but they would still be annoying and make your son’s life a little bit harder when he takes charge. Honestly, whichever way you go here will make his life just a bit harder, the question is if you are willing to let the camel get its nose into the tent.
