    The tempo of minor Black Steel attacks in the galactic northwest are increasing, in some cases with multiple probing raids on multiple systems simultaneously. There have been a few losses among commercial shipping, but no military vessels have been destroyed, although plenty have been damaged.

    The worst of these raids saw a trio of Black Steel Congress-class frigates jump in at a outer system pirate point and ravage some mining stations in the Bohren system before fighting a running battle to a different pirate point that saw several of your Bainbridge class vessels crippled and forced to withdraw. The three Black Steel frigates were eventually destroyed before they reached the jump point by elements of the Grand Fleet that were on patrol in the system.

    You are able to watch the Black Pumpernickels perform a number of excellent musicals, showcasing just how skilled they are as thespians. It definitely livens up your family vacation as you spend a few weeks away from Griffsport. The family hooligans, also known as the family raptors, evidently decide that they really like the theater, and display that liking by ‘helping’. There are some contradictions, with the ‘friendlier’ pirates from New Libertalia indicating that even the lunatics and psychos ‘weren’t that stupid’, which is a less than reassuring statement considering just how stupid some of them have proven to be.

    There’s a minor issue that is more amusing than anything else on Griffon proper. Some real men of genius decided that it would be a genius idea to start a new business ranching dire penguins, without bothering to do any research on dire penguins. Deciding that the minor detail that what they wanted to do was completely illegal was simply the result of other people not being real men of genius like they were, they decided that they, being real men of genius, knew better than everybody else and took a boat down to the Antarctic to collect some dire penguins for their ranch And, wanting to show the world that they were real men of genius, they decided to stream their operation over the planetary network, thus these real men of genius proved that, to the dire penguins, real men of genius were delicious and tasted good screaming. Luckily for the real men of genius, the Coast Guard was chasing them and managed to rescue them before they were actually killed.

    The real men of genius claimed that they were doing this for entertainment purposes, but they still broke the law, and now the real men of genius are jailed pending trial for multiple felonies, as well as being the laughing stock of the planet.

    Once you got back from your vacation it was budget time.

    She checks her notes. “I know you’ve had time in some of our new Mech prototypes, Your Majesty, we also have new tanks in the prototype phase, as well as a new 30 ton LAV prototype that is faster than the original Snakehead design, increasing overall mobility for our Infantry units. We also have new 80 ton wheeled prototypes under evaluation, including an urban assault variant to complement the lighter 30 tonner we’ve been using for that role.”

    General Messerschmidt is overseeing questioning pirates, but he’s sent you a memo reminding you that in any operation against the Rouges Noir you’ll find yourself dealing with large numbers of radicalized and fanatical prisoners, thus it would be wise to begin construction of proper holding facilities and training guards for the task. Martina is with him and concurs with the memo, adding in that by preparing beforehand we can make sure that everything is done to the highest ethical and legal standards, since we’ll have the time to do it right.

    A moderately large Black Steel raid hits the Arvum system, significantly disrupting shipping for several weeks as the battle rages. Initially the local system defense force is forced to give ground before a half dozen Black Steel battleships, with heavy escorts. The local commander is careful with his resources, rotating units out expeditiously and refusing to be baited into the sort of slugfest which most favors the Black Steel.

    A week later Admiral von Falkenrick jumps in with the Grand Fleet, including HMS Dreadnought and HMS Black Prince in their combat debut as the new Dreadnought-class Battleships had finally completed their shakedown and had been commissioned just a day before the raid hit. The admiral had chosen not to wait for the two Jean Barts, which commissioned a day after.

    The Black Steel force put up a stiff resistance, but in the end the Grand Fleet prevailed. Both new battleships took heavy damage, but neither were lost, and their presence reduced casualties significantly. You still took losses, including ten Prinz Eugens which had been held back covering a pirate point when a second Black Steel force jumped in at that point and got into a mutually destructive brawl with the picket force.

    The Dreadnought design has passed her trial by fire with flying colors, significantly raising Navy morale with this clear and obvious sign that the days of suffering a qualitative disadvantage against the Black Steel were now over.

    The Olympics conclude, with Team Griffon once more winning the gold medal race, although not by nearly the dominant margin as the last Olympiad. This is good, as it shows that the Games remain competitive and thus interesting to all participants. The important part for you is that the levels of sportsmanship remain at extremely high levels, especially with the lack of Nouveau Picardie competitors on the Bourbon side.

    Amusingly, you get a note from the Kilburrough ambassador that your baseball team performed ‘adequately’ at the ‘minor league level’. Accompanied by a fifty page detailed breakdown of the state of play, at a level of detail you are more accustomed to seeing in a military after-action report.

    Preparations have begun for a grand diplomatic summit between all of the local powers, to be held in the New Port Royal system starting next year. Topics include the Black Steel, the Rouges Noir, and the various pirates, as well as various other topics including trade, tourism, and the like. Dr Kamoto has been briefing you daily on the situation, giving you the full benefit of his long experience and expertise to prepare you for the summit itself.

    One unfortunate consequence of this year's Battle of Arvum is the shipping delays that resulted in the completion date for the new Army Base on the planet being pushed back to Q2 of next year. You can’t really blame the cargo lines for not being willing to make deliveries right in the middle of a pitched naval battle.

    Otherwise DoME reports on the successful completion of their work in the Pustina system, improving flood control, soil erosion, and water purification throughout the system and thus improving conditions for the local residents over and above the usual terraforming work that occurs.

    You get to watch a demonstration of the new lightweight extended-range 8cm laser, which features significantly improved focusing assemblies and optics allowing for even greater range with an improvement in energy-on-target as well. The new weapon system is quite impressive, and General Bradley informs you that contractors are scrambling to fit it into the ongoing military review.

    Colonization efforts of the former pirate worlds to the northeast go quite smoothly overall, with all four worlds now possessing functional system governments and legal systems. There is one extremely pleasant surprise, however. The residents of New Libertalia prove to be very enthusiastic about joining the Empire, far more than expected. Enormous quantities of what you are assured was excellent rum were consumed, along with several thousand barrels of brandy, applejack, and whiskey, along with several oceans worth of ale. Evidently the locals are incredibly proud of their alcohol production skills.

    Reading the reports is almost enough to give you a hangover, you swear that even the digital copies have the faint whiff of ultra-high quality booze to them, and there’s an addendum that the survey crews had evidently consumed their fair share of the planetary specialty before writing their initial reports, because the local climate conditions are far nicer than they stated, with the writer of the amended report stating that he was fairly certain that many of the ‘environmental challenges’ listed in the report could be more accurately be summarized as ‘I mistook being drunk off my ass and unable to stand straight for an earthquake’ and ‘passing out drunk downwind of a fountain is easily explained in officialese with ‘torrential rain’ as an excuse’. As a consequence New Libertalia has, to the disappointment of the DoME teams who were looking forward to ‘terraforming’ their way through cases of some of the best beer they’d ever heard of, been rated as not requiring any terraforming whatsoever.

    They included a single bottle of ‘the good stuff’, as apparently spiced rum is one of their specialties. You share it with your husband and eldest daughter to celebrate her graduation from secondary school and acceptance at the Calliope Military Academy in their Battlemech program. You quickly come to the conclusion that you simply cannot blame the survey crews and the rest, because this is some seriously good booze.

    You rather enjoy learning that both the Skala and Kurortas systems have seen their economic rating improved by the new infrastructure and industrial zones, and that the economic focus and investment has been particularly effective this year in accomplishing the varied goals set for the projects this year. Continued economic growth is a very useful support for the Empire.

    Multiple new shipyards have been completed this year, although the pace is slightly slower than you’d hoped for the budget just wasn’t there to get everything you wanted. You have boosted your production capacity nicely regardless, allowing your long-term production goals to continue to be met.

    The many damaged vessels from the latest Battle of Arvum have all been successfully brought into various repair facilities, which are working hard on getting them back into serviceable order as swiftly as possible.

    Meanwhile, economic woes continue to plague the Bāṛi system as the aftershocks of the massive corruption and white-collar criminal enterprise echo through the entire areas economy like a particularly unwelcome earthquake. There are some signs that the death spiral is lessening, at least in intensity, this year in comparison to the trajectory last year, but it is hardly what anybody would call ‘good’. There are indications that within a year or two the economic contagion should burn itself out, leaving behind a much healthier economy as a basis for future growth.

    One of the drawbacks of being as effective as you’ve been in rooting out fraudulent schemes like this is that those which survive are particularly cunning and insidious, because anything less would have already been caught, and you are already on the cusp of diminishing returns at this point.

    Meanwhile, the post-combat review has been completed with several major points that have already resulted in significant shifts in procurement, design, and tactical policies.

    First, the Army had grown excessively reliant on the long-range missile system, to the point where nearly every single design featured multiple racks of the weapon. From the lightest tanks to the heaviest assault vehicles, all seemed to feature an LRM rack of some sort. However ammunition loads were paltry, with barely enough for a single short engagement before the launcher became so much dead weight. This was combined with an unfortunate obsession with only mounting the largest possible weapons, whether direct or indirect fire, and treating every single individual vehicle as an island. Against the Dracs this hadn’t been an issue, as they tended to welcome one-on-one engagements, but outside of that paradigm it was very crippling.

    Close-in weaponry was pretty much ignored, except as a side-effect of those few long range weapons that could double at that role. There are notes that the outsized effectiveness of the old ultra-light Winged Hussar mechs with their swords had been written off as a fluke with no consideration given to the fact that such units were able to hit well above their mass when in close.

    There was a peculiar sort of excessive standardization on the one hand, and insufficient standardization on the other. Platforms tended to be grouped at specific tonnage bands, ignoring potential benefits to larger or smaller platforms. This was most apparent in combat vehicles, where it was found that the rigid adherence to century old tonnage requirements for various roles had utterly crippled many otherwise promising designs. Simply adding 5 tons of mass to many roles had resulted in new equipment that substantially improved upon the earlier designs.

    Several design ‘rules’ have been established now. First of all, any missile weapon must contain enough ammunition for at least 15 full volleys, preferably more. Ammunition based weapons that aren’t long range missiles must have as much ammunition as possible in order to maintain battlefield effectiveness, while energy weapons were highly preferred as either primary or secondary weapons.

    Second of all, preference is now given to platforms that maintain useful secondary weapons capable of handling infantry and light vehicles without requiring the diversion of a main battery shot. The 5cm pulse laser and the 12.7mm anti-personnel gauss rifle have both been shown to be excellent weapon systems in this role. The 3cm pulse laser, in a pinch, is marginally effective. In addition, platforms should carry at least one heavy, concentrated damage weapon system such as an 8cm laser of either the extended range or pulse variant, the latest type of extended range PPC, a full sized gauss rifle, or equivalent.

    Third, the use of high-precision targeting systems is to be heavily encouraged, the differences in effective down-range fire on target between units equipped with the targeting systems and those without is stark. These systems had previously been confined to a few specialist units, however general adoption is strongly encouraged going forward. The many benefits more than justify the increased cost of the system.

    Finally a greater degree of end-user input is critical to successful designs, and designs need to be kept in service and continuously refined rather than constantly changed to suit the style of the day. To that end all systems need to be as standardized as possible, with modular swappable components to ease maintenance and repair. No attempt should be made to hot swap loadouts in the field, rather this should be the basis of streamlined logistics and ease of long-term depot level upgrades.

    One excellent example is the old standby heavy mech, the Soldatin. The old design was extremely tight, thanks to all of the upgrades and refits over the years no two chassis were precisely identical leading to numerous issues with maintenance and repair. The Imperial Griffon Mechworks had taken the base Soldatin and tore it down to the skeleton. Extensive stress calculations were conducted, allowing for refinement of the chassis layout and construction. The same basic armament concept was kept, however an 8cm extended range laser was tucked into the right shoulder, the laser AMS systems were moved to where the long range missile racks had previously been housed, and a pair of 5cm pulse lasers were tucked in underneath the extended range PPCs. An advanced targeting computer was installed in the left torso and a 4 tube Streak-enhanced short range missile rack was tucked underneath the nose along the centerline. An ECM system along with a target designation system rounded out the completely new mech. The extensive changes, especially in appearance, resulted in the design team deciding that an entirely new name was required for the weapon, and they rather cheekily recommended diving into the history texts and yoinking a name from the past, thus dubbing the new design the Marauder.

    Currently nearly the entire army-focused military industrial complex, in conjunction with the DURF, is focused on accomplishing this massive upgrade. As such, only militia and garrison units will be available for procurement until at least 3042, although there is some hope of speeding up that timeline.

    You have some meetings with Admiral Fisher, who presents to you the results of the Navy’s seeking a replacement for the Long Beach-class.

    “We got that, but we also decided that now was a good time to come up with a serviceable refit for the Bainbridge as well as a replacement, since the ‘small boys’ crowd has been whining at the Naval General Staff for a few years that they needed something more ‘independent’. The new Shimakaze-class parasite destroyers are intended to act as squadron leaders for Bainbridge flotillas, with an identical maneuver profile as well as superior armament, albeit in a slightly more fragile form factor due to further optimization of the structural design to emphasize ease of maintenance and crew survival over raw armor mass. The new ships are actually just as tough as the pre-refit Bainbridge thanks to the new armor materials.”

    He checks some of his notes. “We’re also working on some parasite ‘Armored Cruiser’ designs reminiscent of the old Devastation class, but that is a long term work in progress. In addition, in conjunction with the Army’s special ops teams, we are beginning long-lead design considerations for a new raider parasite in view of using them against the rear areas of the Rouges Noir.”

    You spend a few hours going over the combat reports from HMS Dreadnought and HMS Black Prince, including detailed post-battle damage surveys and analysis. The two of you also spend part of that time writing letters to those crewmen of each vessel who’d lost their lives in that engagement. You try to do this as much as you can, feeling that you owe it to the families of the lost, but realistically you are well aware that you cannot spend all of your time personally attending to the task, instead having your secretary write the letters that you then sign after a quick review.

    It’s depressing and a bit of a burden on your shoulders, but the weight of the crown requires it, you ultimately send those men and women off to fight and die, and while it’s not your ‘fault’, it’s still your duty to do right by those left behind. Part of the reason you keep a close eye on the healthcare system for veterans, now that you think of it.

    In happier news your eldest daughter is already doing quite well at the Calliope Military Academy, and is following in your footsteps in many ways, including having already earned the ire of her CO for ‘not taking things seriously enough!’... you are so proud, as you are the one who taught her how to get the techs to enable the external speakers on the training machines so that she can have ‘appropriate theme music’ playing. Considering that General Carpenter had been in your class and even back then had a ferro-carbide rod surgically implanted up his ass, you find it even funnier. You promptly send your daughter a ‘scolding letter’, containing recommendations for even better musical selections for various situations guaranteed to drive Carpenter up the wall.

    You can’t wait until she plays the Black Pumpernickel’s recording of ‘Catlike Tread’... hopefully she’ll be good enough at piloting by then to actually dance her mech like you had as a young cadet. You still have that reprimand letter framed somewhere.

    Speaking of the Black Pumpernickels, they are still playing here in the Griffon system, having extended their stay in order to perform some original works written by local playwrights mixed with their more usual fare. You spend some lovely hours at the theater enjoying their performances.

    The best one is an adaptation of an ancient book by Mark Twain that they completely redid as ‘A Griffon Grifftiger In King Arthur’s Court’, featuring one of their child actors dressed up as the Eldest, to even greater hilarity. The Eldest attended the premier, and promptly bestowed the Lick Of Approval on the youngster, who is by far the smallest person in their troupe. Everybody agrees that this is truly hilarious, and the show goes on to sell out for the rest of the year, with some talk about trying to convince the troupe to remain next year as well.

    Parliament is in session again as well, and while nothing monumental comes out of their deliberations they do send you some minor legislation, nothing of any true importance.

    You deal with that before heading off to New Port Royal to attend the opening session of the diplomatic summit, feeling that your presence for the opening would be conducive to ensuring the overall success of the effort. The leaders of the NRI, NRR, and Bourbons all apparently had the same thought, as they all also show up. The governing council of Kilburrough, even though they’d only gotten a courtesy invite with no real expectation that they’d actually show, decides to grace the proceedings with their… odd and bizarre presence.

    The opening session starts off quite well, with discussions about strengthening military and economic ties being the primary early theme, leaving talk of the Rouges Noir to later. Then, sure enough, Kilburrough has to take things in a decidedly odd and offbeat direction when they decide to bring up the establishment of a proper ‘Major League’ cross-border baseball league to ‘elevate the ancient and noble sport of baseball so as to enlighten and civilize all mankind’. You’ve come to enjoy watching baseball, at least in the park, but… this is just a bit… much.

    Listening to a grown man spend a half hour declaiming about the virtues instilled by the infield fly rule has your eyes crossing after the first five minutes, by the time he, you presume it’s a him because of the flamboyant codpiece he’s wearing at the moment, moves on to the great moral lessons contained in the sacrifice bunt you nearly fall asleep.

    In the end you are pretty sure that the summit agreed to the establishment of the League just to shut him up, before he killed you all from boredom on the precise parameters for the difference between some esoteric baseball statistic and another being a superb educational tool for instilling respect for math in people.

    Periphery Studies has finally put away their pogo sticks, much to everybodies relief, but have instead decided to circle back to an old ‘favorite’... and have all decided to become mimes, for the sole purpose of creating ‘mime fields’ around various public parks in Griffsport. There has quite clearly been a run on invisible walls, fences, boxes, and other invisible objects, according to the reports you are reading.

    You are still on New Port Royal, as thanks to the extended monologue about baseball the summit is still in the opening stages where your presence is warranted.

    The discussions are currently focusing primarily on the Rouges Noir, and the Bourbons are a bit torn between prideful upset at you and relief as all indications that they can see are that you intend to take over those systems currently occupied by the radicals. On the one hand, those systems were once part of their kingdom, and they’d clearly like them back once the radicals are dealt with, on the other hand dealing with the radicals, even after their military is defeated, is likely going to be a hellishly difficult and thorny problem that they’d just as soon wash their hands of.

    In the end pragmatism more than wins out, with the Bourbon King declaring that he is willing to cede title over those ‘worlds in rebellion’ for the sum of one gold Bourbon franc per system. And then noting that he will gladly trade several cases of those delightful New Libertalian spirits that have been featured at the various diplomatic dinners in lieu of the coins.

    Once you both stop smirking, and after you are certain that you won’t break out laughing at the old man’s ingenious expression, you agree with proper formality to ‘pay the steep price demanded’.

    Word comes of continued skirmishes along the frontier facing the Black Steel, several parasite destroyers have been lost to the pin prick raids, as well as a single Fletcher that took down a pair of Black Steel corvettes with her. Strategic analysts believe that this is simply the sort of sparring that the Black Steel engages in while building up for a major strike, which they predict will be in anything from two to five years from now.

    There has been a statistically noticeable spike in misjumps for commercial jumpships, affecting both new-build and older models that have been in service for decades at this point. Investigations are ongoing to determine a cause, or if it is just a statistical artifact. So far there have been no obvious commonalities, and the jumpships in question are cargo haulers rather than on the various passenger lines.

    And now it is budget time. You are attending remotely, which lessens the enjoyment.

    Amaunet is chairing the meeting in your absence, you figure a few tons of alpha predator will be sufficient to keep Tiberius from doing anything too outrageous, although that will only work if Amaunet doesn’t find your Political advisor’s antics ‘funny’.

    The big cat starts things off. “Padrone, the refits are ongoing to fully roll out the new units, early signs are extremely positive however. We are on track for completion in 3042, which will also be when we are projecting that the encirclement of the Rouges Noir will be complete.” A rather feline grin follows, with a lot of very big and sharp teeth on display. “At which point they will be having a very poor time of things, no?”

    The big cat then nods to General Bradley who takes the podium. “Your Majesty, as discussed previously while the refits and reequipping is in process we will be focusing all of our primary production capacity in that direction, upgrades to our garrison forces are much easier, since literally any production facility, depot, or DURF facility can handle the work. While we intend to continue to boost our militia and garrison numbers during this transition, this will mean that our infantry divisions will again lag slightly behind new colonization. This is not ideal but our production levels are such that we should be able to catch things up quickly.”

The long term strategic material contracts are showing excellent results, to the point that I strongly recommend continuing them once they come up for renewal, potentially at a slightly higher discount rate.”

    Elizabeth Lee then takes the podium once Amaunet finishes up. “Needless to say, we are ready to support anything that is decided to build. Our economic teams do have a number of recommendations.” She checks her notes for a moment then brings up a chart for your consideration.

    You laugh a bit at that, as Amaunet looks long-suffering, but you can tell that the big cat is enjoying herself.

    Grace is up next. “Your Majesty, I know that this will be expensive, but I think we can afford it this time. We have three R&D teams available, and I strongly recommend both Improved Automation and Improved Education this year, while also starting work on improved Arrow-IV missile launchers.”

    General Messerschmidt is absent, as he’s continuing to oversee pirate interrogations to try and extract as much data as possible. Martina is also absent, mostly due to working with General Messerschmidt on the interrogations.

    You decide to remain on New Port Royal for the rest of the summit, along with the other heads of state. The final negotiations go very well, with solid agreements in principle on many issues facing the lot of you. One thing that is happening is the wider expansion of HPG services to your allied realms, at their cost. As a consequence you will see even greater economic growth going forward thanks to the ease of commercial communications.

    The Bourbons have formally ceded their rights to the Rouges Noir worlds in a quite elaborate ceremony, with much pomp and circumstances, and everybody managed to keep a perfectly straight face the entire time, since you all know that they sold the worlds in exchange for a guaranteed supply of some truly exquisite cognac from New Libertalia. Having tasted it, you have decided that A) you can completely sympathize with that decision and B) This is some good booze.

    Minor raiding has intensified along the northwest frontier as the Black Steel tests your defenses. Losses are limited to parasites still, although some of your warships take damage and a number of commercial vessels have been lost. Arvum has been the main target of the raids, although other nearby systems have also seen minor attacks. Your analysts worry that the Black Steel might be trying to lull you into thinking that they will only attack Arvum, thus the fleet is maintaining patrols and vigilance on that entire border.

    Several new Black Steel ship types have been spotted, including larger parasites that appear to be missile platforms similar to some of your parasite missile battleships, albeit without the Kraken-T missiles. They are extremely fragile, but pack an amazingly heavy missile loadout.

    The new Jean Bart-class battlecruisers get their baptism of fire, albeit against pirate Jolly Rogers striking at New Libertalia. While it is hardly a high-stress engagement, HMS Richelieu rather conclusively curbstomps the pirates into paste. No issues were reported in the engagement, with particular praise being given to the targeting and tracking system, which the crews are insisting is better than anything else they’d ever worked with.

    New naval construction is going quite well, with production well exceeding losses. The new standard parasite types being laid down are expected to be a major improvement over the types currently in service. Admiral Fisher has informed you that upgrade work is underway on the Fubuki and England classes, with the Lyr-class scheduled for the next round of upgrades.

    Preliminary reports are now available on the commercial misjumps. The issue is significantly less than you’d expected from the early reports. You had seen ‘100% increase in misjumps’ and got worried, when the fact was that the rate had gone from ‘1 every 10 years’ to ‘2 every 10 years’, in a manner that appears to simply be a statistical anomaly. The report you are reading rather dryly points out that this is still below the expected rate given the growing number of jumpships in service and their intensive usage. The historical Star League rate was 1 per year across the entire Inner Sphere, for example.

    The establishment of industrial zones and improved infrastructure has been exceptionally successful this year and has yielded amazing results. Of the five systems so targeted, four have seen their prospective economic output rating raised and all have benefited from new factories and infrastructure. As a consequence going forward those systems should see improved economic prospects.

    Arvum is now hosting a full Army base, which has provided a quite solid improvement to the local economy while also giving you a boost in your refit & re-equipment plans due to the expanded DURF facilities present on the base itself.

    Overall economic investment and foci has gone quite well, with all of the systems so targeted seeing significant improvements in their local economic growth rates.

    DoME has completed a large number of terraforming missions across the Empire, of particular interest is their work in the Bāṛi system, where their efforts have resulted in the colony no longer needing to import critical life-sustaining materials from off world as the habitable world in the system is now rated as a ‘Terran’ equivalent. As a consequence, Bāṛi has now been reclassified as a Core world, despite the current economic difficulties besetting the system. An end is in sight for this, hopefully, with losses next year projected to fall into the single digits, with renewed growth tentatively expected in two years time.

    Research work on improving automation and education systems within the Empire has also been completed to great applause. The automation improvements have been rolled out to industries across the Empire, boosting productivity significantly and allowing for major economic growth this year. Meanwhile the concurrent improvements to the education system are ensuring that no workers are left behind, permitting seamless transitions for the workforce across the board. Looking back, the hard work put in by your great-grandmother in setting this system up has paid enormous dividends for the Empire as a whole and, in truth, may well be her single most enduring legacy.

    The survey mission to GX-D29, D30, and D31 were conducted consecutively by the same survey flotilla, reinforced with the two newest Jean Bart-class Battlecruisers and suitable escorts. This proved exceptionally wise as at D31 the flotilla encountered Rouges Noir forces, unfortunately confirming that the pirates had, indeed, been stupid enough to give the fanatics standard core technology. They’d only managed to establish a few small outposts in the system, which self-destructed rather than allow themselves to be captured.

    GX-D29 is a fairly unremarkable Red Dwarf system, with a single relatively small and very dusty marginally habitable world with minimal resources. There’s some water present, but very little, not nearly enough to fully support life, although there are also some ice asteroids that DoME is very confident about crashing into the planet to correct that deficiency. The CO of the flotilla, who happens to be quite proud of his Italian, which he loudly insists is NOT ROMAN, descent, dubs the system Nuova Puglia.

    While GX-D30 is a Yellow star, and the two habitable worlds in the system are both much wetter than the dustball in D29, it makes up for this with some truly savage weather patterns. While the survey was in progress three mega-cyclones larger than anything ever seen on Griffon crash over the landing site, at one point threatening to topple one of the spheroid dropships used to carry supplies for the expedition. The flotilla CO insists on dubbing the system Nuovo Abruzzo.

    Once the Rouges Noir are cleared out, GX-D31 turns out to be a fairly boring system, once again centered on a red dwarf, the only habitable planet’s only interesting feature is that it orbits a super-jupiter gas giant as a moon, rather than being a planet in its own right. It is also, unfortunately, a complete ice ball, with multi-kilometer deep glaciers and ice sheets completely encasing the world in a sheath of glistening crystalline water. The flotilla CO, utterly undeterred by the whinging of the rest of the staff, promptly puts ‘Nuova Lombardia’ on the official paperwork and refuses to change it.

    The expedition to GX-C30 finds that the Red Giant has no habitable planets, even with extensive terraforming, but does possess vast and extremely rich asteroid fields that are exceptionally valuable for mining operations. The CO of that expedition, not being Italian, conducts a contest among his personnel and the name ‘Stenen Tuin’ is selected out of a hat for the system’s name.

    You get some extremely good news to start the year. The citizens of New Capricorn, New Phoenix, New Pollux and Nya Kopenhamn have, through a massive crowdfunding campaign, worked together to finance and construct a quartet of additional Large Warship Yards, one in each system, giving you a very welcome boost to your production capacity.

    Meanwhile, Admiral Fisher has sent you a memo concerning ‘obsolete’ vessels that are still in service within the Warship fleet. He notes that the increasing number of modern vessels has reached the point where the obsolete ships are, in his words, a net detriment to Fleet cohesion and capability in excess of the value provided by their mere existence. He is not, however, proposing scrapping or mothballing them.

    Instead, the Admiralty would like to transfer the lot of them to Training Command as part of the establishment of a new Advanced Tactical and Command School, or ATACS, in order to better prepare officers for naval command responsibilities, elevate the standard of training for all prospective command-level officers, and give the Admiralty the ability to test new tactical doctrines without involving the battle fleet.

    []Approve the creation of ATACSOur single greatest advantage has always been the sheer quality of our troops. At every step, we have emphasized proper training, preparation, and improvement for all of our deployed personnel. Our current naval academy system is perfectly adequate for producing quality officers and spacers for the Imperial Griffon Navy, however up until now command training has been working on the ‘Dear School’ principle of on-the-job training of junior officers by their seniors.

    Make no mistake, this system is working adequately, but is highly dependent on the ability of officers to pass on their knowledge to their juniors. As a consequence, an unfortunate number of junior officers who were otherwise quite promising have failed to make the transition, due to serving under COs who, while exceptionally skilled, were not adequate trainers.

    Establishing ATACS will allow us to regularize the training of prospective COs for our warships, maintaining consistency across the board and protecting against these instances of officers who don’t belong in the classroom. It will also be a highly useful duty for old and obsolete warships to fill, giving them extended purpose in the Navy.

    []Decline the creation of ATACSThe current system is working, there is absolutely no call to tamper with success. Sure there are outliers where it doesn’t work perfectly, but that is no reason to discard it and replace it with this untried concept that is yet another of Admiral Fisher’s wildeyed ideas. Those vessels in question are not ‘obsolete’, they are merely not built in accordance with Admiral Fisher’s ludicrous requirements which are preventing the Navy from proper innovation. This is just a case of the Admiral trying to sweep aside the past in order to justify further unwarranted changes to the Navy to mold it into his own mad vision.
    • No Change

    The last of the fraudulent ‘wealth’ and ‘capital’ is finally being purged out of the Bāṛi system’s economy. While it is very distressing to see the economic numbers for the system plunge by almost half, it was sadly necessary for the long-term economic health of the planet. Despite the lingering economic malaise, the citizens of Bāṛi are celebrating rather wildly their planet’s ascension to Core status.

    The Pan-Griffon Games have begun, being hosted this year in the Glorreich system. The new facilities built for the games are very impressive, featuring all of the latest technologies available for sports arenas within the Empire. Glorreich has been an economic success story from the start, one of the fastest growing systems in the Empire right from the beginning. The local authorities had done a very careful review following Bāṛi’s issues, finding to their relief that the economic miracle of Glorreich primarily rests upon a very broad base of small and mid-sized businesses, not one of which is large enough to bring everything toppling down, across a healthy range of industries. The local military bases, as the system plays host to the primary HQ for the southwestern border marches of the Empire, are also a significant source of reliable economic activity fueling the growth of the system.

    Glorreich is also the source of another bit of news, the largest southern continent on the planet has recently been fully surveyed and a new species of extremely large birds has been found to be native to that part of the planet. According to biologists and SARAHs records, the Glorreich Eagle has a slightly higher wingspan, but a slightly smaller body, than the extinct Argentavis Magnificens of old Earth. Their coloration is utterly spectacular, with iridescent feathers that shift color based on the angle of incidence of the light reflecting from them.

    They are also, for birds, on the brighter side of the intelligence scale, being roughly as smart as the lower third of the intelligence range for the big Earth-native parrots. If raised by humans from the egg they are very docile and affectionate, although they do consume a great deal of meat as their diet seeing as how they are apex predators in their own right. They also require a great deal of space to fly, considering their enormous wingspan.

    So naturally your eldest daughter, while on a training rotation to Glorreich as part of her CMA education, decided to adopt one of the chicks and is raising it as her training unit's mascot. As most CMA training classes adopt raptors or, in one memorable case, a Rex as their mascot, this raises very few eyebrows and is perfectly within the regulations for the school. However you have a sinking suspicion that you will likely have an avian addition to the Palace menagerie as soon as she graduates.

    The Imperial economy is doing quite well, outside of the Bāṛi system, with generally glowing reports of economic progress across the Empire.

    You did dodge one major bullet. It turns out that the Real Men Of Genius and their Genius Plan To Domesticate Dire Penguins had gotten further than anybody had thought, a suspicious investigator found a concealed chamber underneath their facility in which breeding pairs of dire penguins had already been somehow acquired. The systems separating them were already starting to fail, and the Special Branch team was, fortunately, able to eliminate the threat before it could become a catastrophe.

    As a consequence, the Real Men of Genius have had their convictions upgraded by direct authority of the Crown in light of the new evidence discovered against them, and they will be spending most of the rest of their lives in the maximum security wing of the Griff’s Leap prison complex.

    Black Steel incursions are continuing to show a steady rise, in both rate and intensity, indicating that it is quite likely that the Black Steel’s latest base is fully established and is beginning offensive operations against you. You grit your teeth, knowing that when the full blow lands it will be a heavy one, but you’ve done just about all that you can at this point.

    The strategic logic of focusing first on the Rouges Noir is still more compelling, especially as they are dangerously close to being able to break out of confinement thanks to the damn pirates. As such, a strong proportion of your fleet is fully engaged in drawing the jaws of the trap shut on the fanatics. Once fully contained you are anticipating some extremely heavy fighting in the future.

    You receive several reports concerning the ongoing reorganization and refit of the Imperial Army. Thanks to the latest advances, several adjustments have been made which, thankfully, will not delay things nor increase costs. The development of the extended range 8cm laser has resulted in new light and medium mech designs, all of which are jump capable and highly optimized with advanced targeting systems.

    More importantly, according to General Bradley; despite the whining from the traditionalists, the primary ‘trooper’ light and medium mechs have been designed with absolutely no explosive ammunition on board, being pure energy platforms with sufficient heat sinking to handle their heat loads. The quartermaster corps are singing hosannas and hallelujahs in thanks for their massively reduced logistics burden, and the medical core is quite pleased at the expected reduction in critical injuries due to ammunition explosions.

    The Pan-Griffon Games are continuing, with plenty of interesting action. Medals are spread out among mainly the Core worlds so far, but they have the population and wealth to support athletics and various sports to a far higher level than Periphery worlds. That isn’t to say that there aren’t some stand-out performers among the athletes from the Periphery, indeed the Gold Medal in Men’s Fencing is won by a young fencer from Pryyemnyy whose ‘day job’ so to speak is as an apprentice in a machine shop.

    There has been a further uptick in trade with the Masters of Ikea, although they are quite careful to guard against ‘dumping’ any product on your markets. They’ve released a new catalog, though, and business is very brisk. In addition, several of their merchants have made arrangements with Import-Export firms in the Empire for carriage of goods to the NRR, NRI, and Bourbons. You are seeing a percentage in tariffs, and the Masters of Ikea are seeing some wonderful returns on their investments.

    Apparently the Masters of Ikea are also siphoning off a percentage of the attacks from the Black Steel that would otherwise hit you, as you see some footage of a major Black Steel raid on the Masters of Ikea which ended… poorly for the Black Steel. You aren’t sure, but you think that it might have been possible at the height of the battle to walk across the battlefield, hopping from Killer Whale capital missile to Killer Whale capital missile, without benefit of any thrusters. The screen turned white with contacts, crashing the tactical analysis software due to the sheer volume of fire.

    The Black Pumpernickels are still performing in the Griffon system at the moment, as their latest show keeps on being renewed and extended with no sign of it stopping anytime soon. They are having a ridiculous amount of fun, and the show is truly wonderful to watch.

    This has inspired Periphery Studies to try and put on their own musical. Thankfully somebody had whispered a word in the Black Pumpernickels ear about Periphery Studies, and the cybernetic performers not only take the situation in excellent humor, they dedicate several hours a day to teaching the distinguished faculty of the Department of Periphery Studies genuine acting techniques.

    They still put on a complete and utter insane farce of a show, that makes zero sense in many ways, but they manage to do it quite well, and in an odd sort of way it was actually rather entertaining. For once, Periphery Studies shenanigans actually worked!

    Parliament is in session, and among the usual routine bits and bobs there is one piece of legislation that is of interest.

    The Communications Act of 3040 has been put forward to further expand and enhance the Academic HPG network, significantly boosting bandwidth, reducing latency, and massively improving performance. It would still serve only academic institutions, but proponents argue that in the near future it may be possible to permit private HPG networks dedicated to commercial and residential service as well.

    Imperial Naval analysts predict an imminent assault on the Arvum system, based on traffic analysis and previous Black Steel patterns. As a result, Admiral von Falkenrick immediately deploys the Grand Fleet to the system.

    It is a very fortunate thing that he did so, because hours after his arrival one of the largest Black Steel attack forces yet appears at the Zenith jump point. Other than a terse ‘Engaging’ you receive no updates from the system for several tension-filled hours.

    You do get some scattered reports from the planet itself, although they are being relayed second hand. The Grand Fleet is heavily engaged around the Zenith point, while the naval garrison assigned to the system has been ordered to remain around the planet to protect against any surprise attacks. From what you can glean, the fighting is particularly brutal this time around.

    About six hours into the engagement an official report comes in from the jump point defenses, the battle is ongoing, losses on both sides are heavy, but the jump point installations remain intact. No Black Steel forces have made it past the Grand Fleet as of yet.

    Another hour passes before another report comes in. Admiral von Falkenrick’s flagship, HMS Dreadnought, has been lost with all hands, over a hundred other major combatants have also been lost due to the sheer weight of numbers deployed by the Black Steel. Fighting is continuing, with surviving elements of the Grand Fleet withdrawing into the protective envelope of the jump point defenses.

    Several hours later comes the all clear, the surviving Black Steel forces have retreated from the system without testing the jump point defenses, nor attacking the planet itself. The Grand Fleet’s train is moving forward to begin salvage and recovery operations.

    In the end, the Fourth Battle of Arvum is a victory, albeit a nearly Pyrrhic one. The Black Steel, as they say, came in the same old way, and the fighting happened, in the same old way. The individual Black Steel ships aren’t as good as yours, but they have very many of them, and their use of drones pretty much means that the only real losses they ever suffer are material, not manpower, in nature.

    The senior surviving officer of the Grand Fleet is Rear Admiral Miller, who herself is seriously injured but still able to handle paperwork and reports. According to the preliminary reports, your forces inflicted almost twice as much damage as they suffered, but the Black Steel had almost three times as much aggregate tonnage in their attack force than the Grand Fleet possessed.

    HMS Dreadnought herself was totally destroyed in the battle, a victim of a ramming attack from a Black Steel vessel that struck at a combined velocity so high that it resulted in a truly titanic blast of debris, which destroyed all of the deployed escape pods and inflicted critical damage on escorting parasites. The other Dreadnought-class vessels present were crippled, but managed to survive extremely massive amounts of damage, all were rendered combat ineffective but survived to be repaired.

    ASF losses were also extremely heavy, but thankfully the DURF and the training pipeline was able to handle replacements well enough that no units were ‘destroyed’. It still was an exceptionally bloody and costly battle, even if technically it was a victory.

    The loss of Admiral von Falkenrick was, in many ways, the greatest loss of the entire battle. He was by several orders of magnitude your most experienced and capable naval combat officer, having commanded the Grand Fleet in just about every engagement it had ever fought. He will be extremely hard to replace, far harder than battleships.

    It is a rather somber gathering for the annual budget meeting, even if the Pan Griffon Games are continuing on with some of your favorite motorsports events.

    Amaunet is lazing behind the podium. “Padrone, we took a hard hit, and Admiral von Falkenrick will be dearly missed. Fortunately there are no indications of deficiencies in design or doctrine, merely that the Black Steel continue to show that they can out produce us by a worryingly large margin. Our own production capacity is continuing to grow, thankfully, so all we can do is keep our foot down on the floor and hope that we are able to grow faster than they can cut us down.”

    She gives a very feline shrug. “Strategic Material production continues to grow, once we are closer to matching our overall production capacity we’ll need to revisit the question of expanding our conventional and mech factories. I will turn the briefing over to General Bradley, General?”

    General Bradley takes the podium. “Your Majesty, as Amaunet stated, our strategic material production continues to grow, hopefully at a solid enough pace that we will be able to substantially boost our annual Army procurement in the near future. Likewise, our work on refactoring and re-equipping our existing ground units is going exceptionally well. Due to the number of ‘new’ designs involved, we are finding that scrapping the old equipment is permitting greater efficiency in building new as in many cases we are able to melt down components for raw materials in a swift and efficient way.”

    She checks her notes. “We have also made several adjustments to various categories, especially in middle-weight mechs. We will now be fielding a new set of 55 ton jump-capable high-mobility mechs. The most impressive in many ways is the new Wolverine trooper mech, with a 150 meter jump range, a pair of extended range 8cm and a pair of 5cm pulse lasers as well as a pair of laser-based ECM systems, all tied into an advanced targeting system. While not as survivable as the quad-legged Wolf Spider, the Wolverine is still a lethal force on the battlefield.”

    She then brings up a chart showing procurement priorities for the Army.

    General Romanov is absent, and will likely be absent for some time following a plane crash in which she was seriously injured. She is expected to make a full recovery, but is currently confined to bed rest under doctor’s orders. General Xi, one of her deputies, is taking over for this briefing at least.

    “Your Majesty. Your Aerospace Force remains in a solid position to sustain growth and achieve mission objectives.” He is rather stiff and overly formal, which you put up to nerves. “We do have a request from Training Command for additional ASF training wings to sustain growth going forward.”

    It is then Admiral Fisher’s turn, and he looks… terrible. There are dark bags under his eyes and he looks far more stressed out than you’d ever seen him before. Admiral von Falkenrick had been an ally and friend of Fisher’s, and his death is hitting the old admiral very hard.

    “OK, more yards, more facilities, etc etc. We are going to start building up an escort force for our battlecruisers, a separate expeditionary fleet of sorts, but will be slowing down production of Jean Barts in order to bulk up on proper battleships. Once we have the Expeditionary Fleet built up enough for the Rouges Noir operation we’ll shift back fully to the Grand Fleet and kick those motherless whoresons back into whatever hell they slithered out from.” His tone is hard, hating as he brings up the displays for your perusal.

    The new designs look rather impressive, for their purpose at least. More fragile than the ‘conventional’ light and heavy cruisers, the De Grasse-class CL and the Algérie-class CA are swift vessels optimized for screening the fleet Jean Barts.

Stenen Tuin, however, has no habitable planets, yet the prospective mineral wealth in the system is so great that it would be very worthwhile to colonize the system anyways with the Colony Core Station Complex system. This would be the first active deployment of this system, but we feel that the Stenen Tuin system would be an ideal initial candidate for it.”

    Tiberius is grinning. “I bet you think I’m going to ask for more Parks & Recreation money, but instead I’m going to be asking for more Civil Service money! Plus we’re ready and able to help with setting up all of those new system governments this year if requested.”

    You get a bit of a laugh at that, as you know Tiberius well enough to know that he is trying to lighten the mood a little without being disrespectful.

    Grace is up next with the R&D requests, and as usual she has several. “Your Majesty, I’ve got three free R&D teams available, however I am also cognizant of the fact that we are in need of some economizing in order to ensure sufficient resources are available for the upcoming military campaigns and the ongoing struggle against the Black Steel. While we do have some teams looking into improving our damage control methods, such projects would be prohibitively expensive at this time, thus likely not worthwhile yet. Meanwhile we have a number of neglected areas of R&D that, while unlikely to generate anything game-changing, are cheap and may well give leads into new areas for future investigation.”

    She brings up one of her charts to show the recommendations of the R&D teams.

The NRR has developed a new medium fighter design which appears to be quite promising as an ‘anti-swarm’ design. The airframe is quite sound, however they are having difficulty with the armament package. In accordance with our recently enhanced defensive alliance, this is an area where we might be able to provide mutually useful assistance although it would require us to release some of our newer technology to the Rasalhaguians. Any negotiations on this would be in the Foreign Ministry’s hands, but it might be useful for us to make the offer proactively, or at least decide on our response now.”

    The many ships badly damaged in the Fourth Battle of Arvum are currently distributed between Refit & Repair Docks throughout the Empire, after heroic efforts by the Vestal-class repair ships as well as the local repair facility in the Arvum system. The new naval fleet base in the Arvum system is also heavily involved in the repair work,

    The Fourth Battle of Arvum was a very Pyrrhic victory, in that another ‘victory’ like this and you might well not have a fleet at all. Nevertheless you are very proud of your people, who rise to the occasion with their usual dedication. A large number of new shipyard slips have been completed this year, ranging from the relatively tiny platforms of the orbital shipyards to the massive capital slipways designed to handle the largest ships you are able to build.

    New warships and parasites are being commissioned, going some way to replacing your losses. However no construction program can readily replace the loss of personnel, and the loss of Admiral von Falkenrick is keenly felt throughout the Empire. An empty casket state funeral is held on his homeworld of Calliope IV which is broadcast via HPG throughout the Empire. You attend, along with the ambassadors from all of the allied nations. For a wonder, the Kilburroughan ambassador manages not to do anything off-beat and bizarre.

    Colonial expansion to the galactic northeast continues. Despite the relatively low quality of the worlds in question, the three ‘regular’ colonizing expeditions go quite smoothly. The construction of the first Core Colonial Complex station in the Stenen Tuin system likewise goes quite well, with the massive structure opening with enormous fanfare. The new colonies immediately benefit from a minor outflow of citizens from some of your poorest worlds seeking their fortunes on new soil.

    Economic development throughout the Empire has been quite positive, with the new investment strategies and developmental foci yielding expected results. One slightly unexpected benefit is that New Algiers has seen its economic prospectus rating increase to ‘Average’ following the discovery of, of all things, a massive gold and silver ‘bonanza ore’ deposit that was completely unexpected.

    The expansion of the civil service goes rather well, if rather expensively. Bureaucrats are expensive in large numbers, after all, yet are needed to keep the wheels of empire greased and turning. Of course, when you somewhat jokingly complain that you are spending almost more time doing paperwork than actually running the Empire your secretary, perfectly deadpan, informs you that the Civil Service is aware of this and is working to correct the issue, since you clearly are not doing enough paperwork. You both get a good laugh when you threaten to feed him to a Rex, only for him to promptly produce the ‘proper paperwork for non-judicial permanent dismissals via apex predator’.

    The terraforming work that DoME does so well has been completed on several worlds, resulting in Awha being rated as a fully terran world, while living conditions on Steingarten and Olej have been significantly improved. Steingarten is an interesting case, the exceptionally rich mining opportunities, combined with the harsh conditions forcing very low populations to exploit said opportunities, has resulted in the system having a per-capita GDP so high that the poorest person in the system is a multi-millionaire. Cost-of-living is equally insane in the system, thanks to everybody having to live in domes and the need to import water, but the recent DoME projects have improved that, resulting in a population surge on the planet.

    The Pan-Griffon Games have concluded, albeit under the pall of the Fourth Battle of Arvum. Ratings were quite good, however, and the games overall were very successful.

    You grimace a bit at the reports that the new mental and physical genetic enhancement procedures are now available. The upside is that these are only applicable for pre-natal applications rather than for grown adults, but you are expecting some unusual results in that area, at least from the mental work. Even the researchers are pretty sure you’ll be seeing some Mad Science in the near future because of this.

    The new orbital drop cocoons are significantly more effective, incorporating integral ECM and more reliable landing thrusters, along with a foam internal dampener reducing the shocks of reentry and landing on the dropped mechs and personnel.

    The survey reports start rolling in at the start of the year, mostly due to skirmishes with the Rouges Noir slowing things down a bit. Thankfully you had sent your Expeditionary Fleet, centered around the Jean Bart-class Battlecruisers, to accompany the survey teams.

    On GX-D35 your forces encountered substantial Rouges Noir forces, both naval and on the ground. The naval engagement was short and sharp, with only minor damage reported and with the entire Rouges Noir squadron eliminated.

    On the ground is a different story, the attached Regimental Combat Teams of the 1st Regimental Combat Team Division, which had been fully refitted to the new standard, made a combat drop on the fledgling Rouges Noir colony. The Rouges Noir were actually spread out in penny packets across the planet, rather than in a central location. From orbit it was obvious that the planet, which had been designated Nouvelle Bourgogne due to the gorgeous forests that were visible, was a pleasant place, likely with extensive forestry products available.

    Until the Rouges Noir started massive forest fires with inferno gel and released chemical weapons and exceptionally dirty nuclear devices against your forces. The nuclear strikes were more ‘area denial’ than anything else, and actually missed your forces, but started even more forest fires. The chemical releases required your forces to stay buttoned up, complicating things a bit but thanks to the superior logistics enabled by the new designs it didn’t negatively affect combat efficiency all that much.

    The Rouges Noir forces refused to surrender, going down fighting, and when defeat was certain at any given enclave they’d detonate suicide charges in an attempt to cause yet more casualties among your soldiers. In one of the largest enclaves your forces made an additional rather chilling discovery.

    Slave pens, filled with ‘enemies of the people’ who were to be worked to death. It is very fortunate that your forces were highly disciplined even here, because it quickly became apparent that one of the ways the Rouges Noir controlled their ‘undesirables’ was to infect them with exceptionally contagious and highly agonizing diseases, then withhold palliative care unless work quota targets were met. The palliative medications had been destroyed by the Rouges Noir forces, dooming the slaves to an agonizing death. Your medics, however, are able to ease at least some of the symptoms on an emergency basis and have secured samples of both the palliative and the initial disease cocktail.

    By the time the fighting is over the planet is a wreck, the planet-spanning forests that had been such a beautiful sight from orbit were gone, reduced to charcoal and burnt bits of wood. The air was choked with radioactive waste and the water supply had been heavily poisoned by chemical weapons. What had been a beautiful, near-Terran world has been reduced to a barely habitable ruin, requiring extensive work by DoME to make it habitable.
    In GX-E34 your naval forces route the Rouges Noir units engaged in the construction of orbital installations to take advantage of the extensive orbital mineral deposits. The planet itself has a very noxious atmosphere as well as thoroughly unpleasant weather, but there are massive deposits of extremely valuable industrial metals throughout the system, both in orbit and on the planet. The CO of the survey expedition has dubbed the system Nyū Shikoku, however it will also require substantial DoME terraforming to be made truly self-sustaining as a colony, despite the enormous mineral wealth available.

    Your survey forces skirmish with a Rouges Noir survey flotilla in GX-D37, annihilating the comparatively crude vessels with rather contemptible ease. No effort was made to take prisoners, as the Rouges Noir ships never made even the slightest attempt to surrender. Considering that the naval squadron involved was fully aware of the situation at D35, you suspect that even if the Rouges Noir had attempted to surrender there would have been a remarkable level of mass myopia and unfortunate comm failures.

    Apart from the lack of fresh water, as the planet is one giant salt marsh, the sole habitable world in GX-D37 nonetheless is otherwise habitable. The world, while featuring a pleasant climate, edible fruits on the massive neo-mangrove spreads, and quite tasty fish in the shallow briny seas, has relatively little dry land, and little in the way of readily accessible resources. The waters are very warm, with a massive number of hot springs feeding the surface waters, and the rich salts within the water make for excellent bathing. The survey crews decide to dub the system Neubayern.

    The final system surveyed has no Rouges Noir presence at all. GX-D38 is a beautiful system, with multiple gas giants featuring rich moon systems, and the lone habitable planet in the system is slightly larger than Griffon itself. The geography is exceptionally rugged, with towering peaks and incredibly deep and twisting canyons. The main challenge for colonization is clearing land for suitable landing sites, along with dealing with the same rather pesky artificial fiber consuming bacterium that you’ve encountered before. The strain here seems even more aggressive, being able to eventually consume even treated clothes developed for the older strain. The survey teams have decided to dub the system Neuhessen, with a wry comment that they suspect that, for a while at least, one would likely need to be a nudist to truly enjoy living here, as unlike the previous bacteria type, this one is airborne. Thankfully it is also extremely delicate, and the existing anti-microbial measures taken by your transports, and indeed the entire civil transport network, would easily prevent the stuff from spreading.


    You really hope that the pattern seen on Nouvelle Bourgogne doesn’t hold true for all of the Rouges Noir worlds, because if so it will be an absolute shitfest to deal with.

    Samples of the diseases used on the slaves are being worked on in your labs. Initial reports are that they are extremely crudely engineered, in many ways, and mutate rapidly and aggressively as a consequence. There are absolutely no signs of any involvement from any competent geneticist in the work. As a consequence there is a proposal to approach the Kilburroughans for their help in untangling this trainwreck. While your own geneticists are good, and could handle this on their own in enough time, having an additional perspective might prove incredibly valuable.

    You get a chance to watch the first flight of the first fruits of Project Draken. The JAS-X Gripen is an extremely fast and nimble 55 ton aerospace fighter with a maximum overthrust of 5.5 g and ample fuel reserves. The armored shell is comparable to designs over twenty tons heavier, with very careful engineering allowing that relatively high mass of armor to be stable yet maintainable. The fighter is equipped with a pair of the 8cm extended range lasers, one in each wing root, and a pair of 5cm pulse lasers, one in the nose and one in the tail, along with a laser-based AMS system in the tail. A very high end Lee Avionics Target-Trac V fire control system gives the armament unparalleled precision.

    You get the opportunity to try out the finalized version of the new battle armor suits that will be worn by all of your infantry, or at least the Mk V Medium version of the suit. The actuators and control systems have been highly refined, giving the suit a far more fluid and natural feel, and it is even possible for the wearer to easily drop to the ground to cover, then rise back up without assistance or the use of jump jets. The 12.7mm anti-personnel gauss rifle has been replaced with a 3cm laser, while the short range missiles are now much more smoothly integrated into the shoulders of the armor in detachable packs.

    You also get to see the Mk II version of the Assault suit put through its paces, and the suit impresses you with the sheer lethality. A small particle projection cannon is the main direct fire armament, backing up a quad pack of advanced short-range missiles as well as both a quartet of anti-personnel weapon mounts and a back mounted 40mm grenade launcher.

    There is one other suit that you are brought to see, an assault-grade quadrupedal suit intended for high intensity urban combat. It is a highly experimental suit, not at all suitable for production as many of the innovations included are only approximated due to the requisite technologies still being in their infancy. This suit removes three of the anti-personnel weapon mounts, upgrades the 3cm laser to a pulse variant, then places that and the grenade launcher in a fully traversable turret on the ‘back’ of the suit. The missile launcher has over twice the number of shots available as well.

    According to the engineers this suit has an ‘uptime’ of less than 1%, and indeed while you are present it has multiple faults interrupting the very limited demonstration, and has as they rather delicately put it ‘teething issues’. It’s the first true quadrupedal suit ever attempted to be made serviceable, rather than as an experimental platform, and the turret is a radical concept. Control systems, pilot escape systems, targeting systems, even such basics as the power distribution and life support, are all… dodgy. It is currently operated semi-remotely via a hard-cable remote control, since there is absolutely no confidence in it being safe for manned operation.

    If they ever manage to make it work, however, it would be a terrifying weapon system.

    The Black Steel is quiet at the moment, with no sightings so far this year. In contrast, there have been a number of attempts by the Rouges Noir to strike at some of your new colonies and newly surveyed systems with penny packets of Jolly Rogers.

    When your scientists show Kilburroughan experts samples of the Rouges Noir bioweapons, the Kilburroughans become very indignant. Both at the ‘grotesque misuse of biomedical knowledge!’ and also at the clumsy hackery of it all. Evidently they are very professionally offended that such incompetence is allowed to exist, referring to the samples as ‘excellent examples of how not to engage in genetic engineering’. They are likewise exceptionally offended about how they are being used, as, in their words, such ‘base coercion’ undermines the very concept of contractual rights and reciprocal responsibilities by depriving one of the contractors of the ability to refuse to enter into a contract in the first place. It’s the most roundabout way of condemning slavery you’ve ever heard.

    The Kilburroughans show just why they are such excellent biochemists, however, as within three weeks of the data being given to them they have a broad-spectrum antidote entering initial lab trials. They estimate that it will take them three years to complete all testing to ensure that it is safe, with no unexpected or undesirable side effects. That’s about a year faster than your own scientists have estimated, and the Kilburroughans are so offended by this that they are doing the work for free.

    They also give you a stark warning, that their initial analysis is that any of the neo-dinosaurs of Calliope would be incredibly vulnerable to this viral cocktail, with even slight exposure being fatal within hours. They are expediting a protective cocktail for the neo-dinos, also free of charge, but nevertheless strongly recommend very strict quarantine procedures for any who might come in contact with the Rouges Noir.

    Parliament is rather busy this year. The Imperial Senate’s Armed Forces Committee is working on legislation to further improve military procurement and logistics, by carefully determining industry-wide best practices in multiple areas of contracting, transport, and inventory management. They likewise are recommending additional subsidies to small businesses involved in the military-industrial complex to broaden the underlying supply base and make the entire system more resilient and able to handle rapid changes in demand parameters.

    The major contractors are a bit hesitant about all of this, as it would open the door for additional competition, but even they admit that it would be useful overall, as the pie would be growing, even if they had a smaller percentage share of it.

Sensor analysis shows that these are the same sorts of weapons that they are attempting to use on your new colonies in the region, and as a consequence additional parasite dropship forces are allocated there to tighten the defensive screens.

    After all of the excitement of dealing with the Fourth Battle of Arvum and the completed encirclement of the Rouges Noir you had missed a rather better bit of news, the Nowy Śląsk system has been designated as your newest Core world. In addition, the economic malaise afflicting the Bāṛi system has conclusively ended, with positive economic growth resuming, even if population outflow is still continuing as many residents continue to emigrate to other systems within the Empire.

    Needless to say, there is a great deal of celebration occurring in both systems, and your industrial base is growing quite nicely thanks to this.

    Periphery Studies is still happily engaged in their latest theatrical obsession, with the Black Pumpernickels cheerfully advising them on more and more silly productions to put on. The thespian-specialized Amaris remnant group is still in your space, with their highly modified Texas-class ship undergoing some maintenance at the moment.

    Project Draken has completed their work and has presented a new medium aerospace fighter for both the Rasalhaguian, Roman, and your own consideration. The final product is very similar to the testbeds that you’d previously seen, but more highly refined.     This fighter is specifically designed to counter the Black Steel BlackWasp drones, with enough fuel capacity to simply outlast the drone designs, enough armor to tank any hits that get through, while being equally agile, with highly precise weaponry tied into an advanced targeting system. All in all, the Joint Aerospace Fighter - Gripen is a formidable and lethal design. There is some NIMBY involved, however, as there are elements of the design that reflect more on Rasalhaguian and Roman paradigms rather than your usual approaches.

    You are trying, and failing, to wrap your mind around the final product of Periphery Studies: The Musical The Play The Musical. It is some unholy amalgamation of Cats, Avenue Q, Rocky Horror, and the Spongebob Musical. With Gershwin music. And kazoos. You decide then and there that there are certain things man is not meant to know. Like who is Urist and why is giving him ale so important.

    You do get to spend some off-time with your kids, cruising on the Imperial Yacht. Tamara is near the top of her class at the Calliope Military Academy, and Lisa, frighteningly enough, graduated ‘with honors’ from St Trinian’s. Given what you know of the latter school, this does indeed worry you just a little. Mary will be finishing high school next year, and the twins are enjoying themselves at a small military school on Nowa Warszawa, while your youngest is still very much the baby of the family.

    You do have a rather enjoyable time on your vacation, and thankfully no new emergencies have occurred while you were doing so.

    Still nothing from the Black Steel, which is a great relief as the majority of the surviving Grand Fleet ships are finally coming out of their spacedocks. The new construction is also coming online, reinforcing the remnants of the Grand Fleet as well as allowing transfers of vessels from the Expeditionary Fleet. All of the Prinz Eugen-class heavy cruisers formerly assigned to the Expeditionary Fleet have been transferred to the Grand Fleet, patching some more of the holes in the latter’s TOE..

    The new Battle subtype of the Fubuki-class has its first units laid down, and initial inspections of the hulls as they are under construction indicates that the updates and refreshes applied to the design have been even more successful than expected. Early reports are that the crew quarters, escape systems, and overall quality of life for the crews will be far superior to the rather cramped Fubukis.

    The colonization process this year seems to start out pretty much as normal, with the establishment of the Nouvelle Bourgogne and Nyū Shikoku systems proceeding pretty much precisely according to plan.

    It is with Neubayern and Neuhessen where things go rather off the rails, albeit mostly in positive ways.

    During the early landings on Neubayern the early colonists discover rather more extensive mineral deposits than anticipated, as large anomalous ore bodies are found in geologies that they shouldn’t have been in, indicating that the planet at some point had suffered prolonged asteroid bombardment relatively ‘recently’ in geologic terms. As a consequence, the planet has been rerated as ‘Rich’ in terms of economic and mineral potential.

    The establishment of the system government and justice system there has also proceeded with enormous efficiency and smoothness, guaranteeing that this system should be quite well run and efficiently administered.

    Neuhessen, on the other hand… well, initially it appears to be going quite normally, until something catches your eye. The new system government has quite quietly deleted all of the laws and regulations related to public nudity, instead applying the same standards that the rest of the Empire only permits in designated nude beaches to the entire planet. Your face and your palm have a loving relationship. It doesn’t help things when you discover that the majority of the personnel making up the local justice system are graduates of St Trinian’s, including quite a few girls well known to your daughter.

    You foresee chaos in the future there.

    That foresight proves immediately prescient, as you realize that all four of the new colonies have somehow acquired orbital shipyards that were not in the final approved budget plan, weren't paid for out of the Imperial budget… but somehow are there and available.

    Those orbital shipyard modules require Imperial approval to be built, as they are full mil spec systems. You dig into things to try and figure out what happened.

    Apparently, a subscription campaign was held among the new colonists to the four worlds in question which raised the money to purchase the modules, which is all well and good. Such has happened in the past, but you’d always known about it beforehand. The paperwork authorizing them wasn’t signed by you…

    You find out the truth of it a few days later on your birthday, when your loving daughters present you with the final pieces of the puzzle when you unwrap the joint present from your two oldest daughters… in coordination with the four new colonies they present said orbital shipyards to you. Your second daughter made use of the mad skills acquired at St Trinian’s to slip the authorization for the yards into the queue, while also slipping in the payments from the subscription campaign in order to fund them without creating any accounting irregularities. Your eldest daughter had used her own credentials and status as your heir to cover for her younger sister’s activities.

    You jokingly threaten to send your daughters to the new prison expansion in Griff’s Leap if they ever do something like this again, a ‘threat’ which is met by general laughter by the rest of your family. Showing that he was fully in the loop, and anticipated your reaction, your husband promptly breaks out the striped sweatshirts for all, to general laughter as you chase him around the living room, laughing the entire time.

    Economic development is going very smoothly indeed across the Empire, with the various focus programs showing excellent results, and the investments improving economic performance in all of the targeted systems. Nuova Lombardia and Nuovo Abruzzo have been upgraded in terms of overall economic prospects thanks to the investments in infrastructure and industrial zoning.

    The civil service expansion is going quite well this year, giving you greater flexibility in the future. Down the road, the explosive recent growth in colonies does mean you’ll need to expand the colonial office soon to keep up, but that shouldn’t be an issue for a few more years.

    Other than the unexpected shipyard modules, in general new yard construction occurs precisely to plan, expanding your production capacities rather nicely. At this point you can lay down 8 capital ships a year quite easily, with future expansion allowing even higher production cadences.

    DoME reports great success in their latest terraforming operations, with the three targeted worlds reporting significantly improved living conditions. The arcologies on Shin Tōkyō continue to be expanded, even as the surrounding environment improves, allowing for even more population and economic growth in that future city-world.

    You have decided that while you quite appreciate the end-result, your darling daughters need a reminder that they aren’t supposed to abuse their position like they had, without checking with you first. Granted, that would have spoiled the entire surprise, but there are ways of handling things like that. For example, go through your husband for the attaining of approval for unspecified shenanigans.

    Therefore, you decide that you will personally handle showing the Imperial flag, so to speak, at the Olympics this year rather than letting them do it for you, which they’d quite enjoyed for the last few ones. The pouting is legendary, as are the accusations that you just wanted the chance to do it yourself and were grossly abusing your parental authority.

    You quite airily point out that Tamara is supposed to start her military service, seeing as how she’d been assigned to the 3rd Heavy Regimental Combat Team Division as a platoon leader thanks to her stellar grades from the Calliope Military Academy, that Lisa has completed her gap year and is supposed to be attending Griffin's Roost University to begin her own studies, Mary has decided to forego a gap year and is following in her eldest sisters footsteps, to an extent, and going to the Griffon Naval Academy, the twins are hard at work in high school and have their full race schedule in the junior league as they follow in their great-uncle's footsteps, and your youngest will be accompanying you, since she has not done anything to earn parental disapproval.

    Oh, you point out as you depart, you’ve also hired the family raptor pack to report on any planned shenanigans by those of your children remaining behind in the palace. And then you are off before the cries at that injustice are finished echoing.

    Mom power, plus Empress power, for the win.

    The first sighting of any Black Steel units since the Fourth Battle of Arvum has finally occurred, a pair of scouting corvettes are run off by system defense forces in the Kurortas system. This immediately flags a number of alerts, as Black Steel forces had not been seen that far south for a very long time. Analysts are not certain if this presages a shift in their axis of attack or if instead this is merely an attempt to redirect your forces away from the Arvum schwerpunkt.

    Meanwhile a number of Rouges Noir attacks have occurred in that sector of space, although the rather pathetic nature of their equipment pretty much guarantees that they have horrid times of things. The Expeditionary Fleet is only needed a single time, and that only because they happened to be present when the attack happened, as your jump point defenses have proved more than adequate against this threat. You are quite aware that this will change when you go on the offensive and the Rouges Noir are able to make use of their more powerful units.

    The Bourbons have requested assistance with the cleanup work on Nouveau Paris. There’s no real reason to refuse the request, so you authorize the dispatch of a small Tiger Team headed by DoME experts. The report you get back indicates that the damage is very widespread and that in order to prevent ecological collapse of the planet due to the enormous radiation damage it will be necessary to commit a full DoME team to the job.

    While en-route to the Olympics you are briefed on the first of the proposed upgraded ASF designs, although they are waiting to finalize things until your R&D people finish work on Omnifighter technology. The initial revision for the venerable Eagle is fairly straightforward, building upon the current layout and improving it with the latest technology. It is noted that studies are underway on an all-energy armed ‘Super Eagle’ variant which would be five tons heavier with an identical performance profile, but marrying an all-energy armament with more advanced avionics.

    There is also a proposed ‘Golden Eagle’ variant, which is also all-energy armed but at the same tonnage point as the current bird. Swapping the PPCs for a pair of extended range 8cm lasers and a full brace of 5cm pulse lasers, the Golden Eagle is intended as a pure anti-swarm fighter. It has the same electronics suite as the proposed ‘Super Eagle’, but also has 3 tons more fuel to increase combat endurance significantly.

    You get word that the Gripen has gone into full production for the NRR and Romans, the latter surprises you a little since the fighter is lacking a gauss rifle, but evidently the NRI isn’t quite as stubborn in that regard as you’d thought.

    You finally arrive at New Port Royal for the Olympics. The Opening Ceremonies are held a few days later and are extremely extravagant, as only the cheerfully ‘corrupt-in-name-only’ locals can put on. They’ve pulled out just about all the stops, resulting in a truly wonderful show.

    Unfortunately the show is marred. About halfway through a massive gunfight breaks out in one of the parking areas as a Rouges Noir terror cell attempts to attack the ceremony. Thankfully the IGMP, Special Branch, and local security forces are completely on the ball, and HAZMAT teams are immediately deployed to contain a crude chemical weapons spill. Your security forces take light casualties and are under close medical observation to rule out any bioweapon deployment, although thankfully a combined Kilburroughan and Griffon biomedical team is available to make that assessment which, to the relief of all, comes up clean. No civilians were harmed in the attack.

    Preliminary reports are that the terror cell had been a sleeper cell that had managed to go undetected until they were activated for this attack. Security forces had been tipped off at the last moment when one of the relatives of the sleepers who’d gone native had realized what was about to happen and immediately called the police. According to her, her husband had claimed that he too had changed loyalties, and she’d had no indication of his deception until she found him missing and a note from him bragging about the deception. According to the IGMP all evidence shows that she is being completely truthful about this.

    After the attempted terrorist attack on the Opening Ceremony the games go on, albeit under heavier security. Luckily the organizers had actually fully planned for the possibility of such an attack and had numerous contingency plans already in place for the situation, so the Games themselves are not disrupted at all.

    The initial events are quite enjoyable to watch, with Team Griffon doing rather well in the various athletic events. The competitions are very competitive this year, but Team Griffon is generally ending up on top. The gymnastics events are especially enjoyable this year, as it seems that the Roman and Griffon athletes are pushing each other to greater heights yet showing exceptional sportsmanship in the process. The crowds are enthusiastic, the energy is exceptional, and it is shaping up to be an excellent Olympics.

    The Black Steel is quiet again, with no sightings since the incursion in the Kurortas system. Analysts are still unsure if this indeed will be a shift in focus or a one-off attack.

    You receive early reports from the DoME teams deployed to Nouveau Paris reporting that work has begun. There is evidence of previous nuclear attacks on the planet, cleaned up far more crudely than your techniques can accomplish, which are a testament to just how brutal the long war against the Rouges Noir has been for the Bourbons. The teams are cleaning those up as well as the current major strike, part of the whole ‘we’re here to help’ package.

    Some paperwork from Admiral Fisher crosses your traveling desk, the full refit package for the Lyr-class corvettes has been approved. Dubbed Project Hornet, the refit package is such that existing ships can be easily upgraded to the latest standard, rather than requiring all new construction. Your refit & repair yards will be handling the upgrades as ships cycle through on their usual refit cycle, at no actual extra expense, which is quite welcome. The memo also notes that the Navy will be ending production of the England-class for the time being and shifting those yards to building additional Lyrs in hopes of having flotillas of the corvettes in every border system.

    The same memo also notes that Meteor-class and Aetna-class procurement will be ending as well, as the Black Steel had become wise to their existence and thus the ruse was no longer viable. In addition, as the Aerospace Forces were entering a refit cycle, they would be pausing procurement on the Saipan-class. They had identified a requirement, in conjunction with the army, for a replacement for the old Newport-C logistics ships, especially in light of anticipated heavy combat operations against the Rouges Noir. As such their internal design teams had developed the Charleston-class Amphibious Cargo Dropship. The admiral notes that the new design is also intended to provide an anti capital missile shield to the entire landed transport echelon.

    You look at the supplied imagery and wince a little. The proposed vessel is singularly unlovely, managing to be both bloated and squat at the same time. Massive clamshell bay doors dominate the lower half of the design, while discordantly angular artillery turrets dominate the nose. This is a ship design built purely for utility, with not a single wasted moment spent in the design phase considering how the final product would actually look. However the specifications are very impressive. Over sixty five thousand tons of usable cargo space, the ability to deploy and support sufficient repair gantries for an entire regiment of mechs or combat vehicles, likewise the ability to deploy and support a field hospital capable of handling the medical needs for that same regiment. And the crowning achievement is sufficient anti-capital missile capability through racks of Swordfish missiles to defend the landing zone even against Kraken-class missiles.

    So yes, it’s ugly, but it appears to work well. Although you can already imagine some of the nicknames that the troops will come up with for this thing. Fat Albert is about the kindest, and they go downhill from there. But you are also pretty sure that the troops will use those nicknames as a sort of back-handed compliment, because these things are going to be saving many lives.

    You also get a demonstration of the new Imperial Guard variant of the standard heavy battle armor. The Guard had been very resistant to the new suits, complaining about the loss of the integrated ECM systems, but following multiple exercises where they got utterly steamrolled by infantry units equipped with the new medium and light suits they finally, grudgingly, accepted the new suits. They give up one of the missile reloads in order to fit a top of the line sensor suite and possess a sleeker, more refined overall appearance to the somewhat blocky standard suits.

    The motor racing events have always been among your favorites, and this year’s Olympics doesn’t disappoint. The racing is fast, skilled, and very entertaining. As has become almost expected, Team Griffon dominates the track, but that doesn’t mean that the other teams are simply rolling over and letting them win. The Rasalhaguians manage a very respectable performance on their way to a solid silver finish, while the Romans are just a half step behind in Bronze.

    There have been no further disruptions, and while it is obviously present, the heightened security manages to be unobtrusive and respectful enough so as to not cause any undue issues. You do get reports that another Rouges Noir cell had been intercepted and taken down, again due to several members of the cell having ‘gone native’ and turning their fellows in when they discovered what they had planned.

    There have been a number of intercepted raids on the newly settled cordon around the Rouges Noir that you have established, again with relatively primitive Jolly Rogers. Nothing that your jump point defenses aren’t able to easily handle. Likewise you are getting reports out of Bourbon space of increased Rouges Noir strikes against them, with the fighting no longer following the nearly ritualized manner it had been for centuries.

    You have been able to get basic astrographical information from the Bourbons about the systems claimed by the Rouges Noir, good enough for general navigational purposes although completely insufficient for things like pirate points and such. Unfortunately they have almost no data on what sort of defenses the Rouges Noir might have in place.

    Planning is well underway for the strike against the terrorists, however there are several different options on the table.

    First is a simultaneous strike on all four systems claimed by the Rouges Noir with full invasion forces and sufficient task forces from the Expeditionary Fleet to overwhelm any prospective space defenses. This has the enormous advantage of leveraging your sheer size and numerical supremacy over the enemy while preventing the enemy from having any points to regroup and reinvigorate their defenses. The downside is that this will take the longest to actually initiate, because it will require the most substantial investment in logistics and force.

    The second option is to strike at the one system from which the Rouges Noir is staging attacks against the Bourbons, cutting them off from their current adversary, then systematically rolling them up from there. The third option is to do the same from the opposite direction, starting with the system furthest from the Bourbons and crushing them against the Bourbon anvil. Both of these options can be started earlier than the first, but would take substantially longer thus leaving you more vulnerable to Black Steel strikes.

    Amaunet is up first, looking appropriately smug in the video pickup as she is running the physical meeting on your behalf. “Padrone, the Army has completed their refit cycle, right in time too. We still need to keep our feet on the gas, and will need to consider expanding our production capacity in order to fully meet our requirements.”

    The big cat looks off camera, and General Bradley comes to the podium. “Your Majesty, Amaunet slightly understates the situation. We will most certainly need to expand our conventional military factory capacity for optimal results. With the resumption of new construction, we will be catching up the backlog on Infantry Divisions, as well as procuring the first of the new Light Mech Divisions.”

We will be deploying our refitted Lyr-class corvettes as tripwire forces to vulnerable systems.” He manages to look even more fey at that. “We expect they’ll take hideous losses, but they’ll also slow the bastards down enough for the Grand Fleet to get there. We need to build up fast enough so that those men and women won’t have to hold the line with their asses hanging in the breeze any longer than absolutely critical.”

    He brings up the display showing the production requests for this year. “As much as I don’t want to step on anybody's toes. If the choice is between giving General Bradley more toys to play with in the mud and more escort yards, we need the damn escort yards a helluva lot more.” He appears to be having a glare off with his Army colleague at that before the screen shifts to just show the procurement and production requests.

    You get reports of a small Black Steel incursion in the Arvum system, a pair of corvettes escorting an ancient Aegis-class cruiser. The actually jumped in very far outside of the KF limit, over a week out at normal thrust, and made no move to close in, rather sitting there, a bit ominously, for a week before jumping out before any reaction force could have reached them. That is, if one had been sent, as the system defense commander decided to keep his cards held tight to his chest.

    Once the Black Steel forces depart, the admiral sends out several naval patrol wings to sweep the area and discovers a number of very stealthy missiles coasting in on a course that would intercept the planet in a year or two, tipped with massive nuclear warheads. A pattern is quickly determined, discovering a full spread of 20 such missiles. EOD teams are sent out, who disarm the warheads and render the missiles themselves safe. The means used to ‘stealth’ the missiles was simple in application but quite clever in concept, graphene sheets were loosely tied around the missiles, breaking up their outline and lowering their albedo so much that they might easily have slipped past any long range sensors.

    Now that you know about the threat it is a relatively simple thing to recalibrate the long range sensors to detect these things, giving you an advantage if the Black Steel relies on this method in the future.

    While you attend the commissioning of one of the Dido-class cruisers being built in New Port Royal, Admiral Fisher pulls you aside for a meeting in the wardroom.

    “OK, the Army is being stubborn and refusing to admit that there’s a problem, but there is one. When we developed the Trenton class as a convertible dropship, able to be easily configured either for a regiment of mechs or a regiment of tanks, we were quite happy with the result, since it could carry either easily. However there’s a problem with the tank version.” He grimaces. “Bradley refuses to accept that it’s a problem, saying that the tactical deployment plan already takes it into account and that it isn’t, in fact, a real issue. I disagree. I may not be a ground pounder, but it taking almost three times longer to load or offload a vehicle configured Trenton than a mech configured one is, in my book, a problem. This increases the window of vulnerability, prevents us from using those craft for ongoing logistics, and in general is very annoying to my crews. I will admit that the Army doesn’t want this, but I went ahead and had our design people work out an optimized vehicle transport. The big thing is that it had to be an aerodyne, a spheroid is simply too tall to efficiently deploy conventional vehicles.”

    The conclusion of the Olympics is as exciting as you had hoped, and you truly enjoyed your time on New Port Royal. In the end Team Griffon walked away with 25 gold medals this year, another dominating performance by your athletes.

    The DoME teams engaged in the planetary optimization work on Neuthuringen got just slightly carried away. Just a wee, little, itty bitty, teeny weeny, bit carried away. They did manage to complete their work on time and on budget, but evidently they got bored during their breaks and lunches, and bored DoME teams are unpredictable at the best of times, downright dangerous at the worst. This was one of the better examples of DoME shenanigans, thankfully. Not only did they complete their assigned tasks, they also managed to, completely on their own time and at no cost to the crown, improve the planetary environmental conditions enough to be considered a step in the terraforming process as well.

    The new naval construction is online, the increasing number of true capital ships a great relief as the Grand Fleet grows stronger. The new Battle-class destroyers are particularly welcomed into the fleet and have already gotten a reputation as superb little warships.

    As part of the closing ceremonies the new Light Mech Division puts on a show that is truly dazzling. You did not know that mechs could do acrobatic routines, including synchronized cartwheels, and one entire company of the new machines managed to wow the crowd by walking on their hands to the hoots and hollers of all present. The fact that the 8cm extended range laser on the right shoulder of the new mechs is designed to swivel around and stow itself across the mechs back is an interesting capability that seems a trifle excessive to you, but according to the pilots it’s actually very useful for operations in tight areas.

    Of course, you do have a small worry that the new Light Mech units might decide to compete with the Rapid Response units for the title of ‘Most Insane This Side Of Periphery Studies’... A worry that is compounded when you see a bunch of the new mech jockeys putting on a demonstration of ‘Mech Fu’, a Mech-based martial art taking full advantage of all of the capabilities of the new machines.

    OK, that seals it, the choreographed dance sequence definitely shows that the Light Mech units have inherited the DNA of the Rapid Response units. May God bless their damned souls, because you foresee much paperwork in their future.

    Economic development across the Empire is quite strong this year, and the various focus and investment initiatives performed by the Crown go a long way to ensuring that the widest possible cross-section of your citizens benefit from the increasing prosperity.

    Both Arvum and Nuovo Abruzzo have been reclassified as ‘Average’ in terms of economic outlook by the Interior Ministry, following further industrial and infrastructure development. You are particularly impressed by Arvum, to be honest, as the planet had originally been assessed as being completely useless as anything but a base, but it now has far more potential than before.

    The construction of new conventional military factories across the Empire is very successful, increasing your production numbers significantly. You manage to make it to the opening ceremony for the facility here on New Port Royal, which is a very enjoyable day indeed.

    The plethora of new shipyards coming online will have very positive effects on naval production numbers going forward, although there is a slightly concerning imbalance developing with ‘python lumps’ of ships coming online every two years, followed by much less productive cycles. Efforts might need to be taken to even things out in order to keep the training pipeline flowing smoothly.

    Expansion of both the Colonial Office and the Civil Service in general goes quite well, on time and on budget with no major issues whatsoever. Likewise you get reports that this cycles work on streamlining and optimizing the regulatory and legal framework for the Empire has been unusually successful, thanks to the long-standing efforts in this area creating a mindset conducive to maintaining good law rather than massive law.

    R&D work on the biochem sniffers has been completed, and Kilburrough informs you that they are a few years away from developing both a palliative and an inoculation against the bioweapon cocktail.

    “We are quite aware of the issues with the Trenton design when used for vehicles, Your Majesty.” General Bradley informs you. “However we believe we can mitigate them with training, rather than requiring a new class of ships just for the conventional forces. The issue is most acute with Imperial Guard, Corps HQ, and Infantry regiments, due to their extensive use of assault weight equipment. Lighter units are far closer to the norms for the Mech variant, and this is with half again as many actual units involved in the loading and unloading process.”

    Admiral Fisher rolls his eyes. “What my colleague leaves out is that, above and beyond the obvious issues with embarkation and disembarkation times is that the increase in size of conventional vehicle formations means that the Trenton no longer has sufficient escape capacity for the entire embarked force in the event of an emergency. In addition, training alone cannot mitigate the issue, despite the General’s confidence in that. The vehicle variant Trenton stores combat vehicles across four decks, requiring the use of elevators to transfer vehicles to the upper decks. No amount of training will make those elevators more efficient. Mechs are stored on two decks, with an internal ramp connecting them. The elevators are used for moving supplies in that variant.”

    General Bradley glowers a bit at Admiral Fisher. “That is a design flaw with the Trenton-class that should be addressed within the class. We spend a significant amount of time and effort training our personnel in embarkation and disembarkation from the Trenton, and having a common platform allows for cross-training between Mech and conventional forces. Training that will have to be completely refactored for a new platform.”

    Fisher looks frustrated. “The Lublin has a single level vehicle deck, properly laid out for quick and efficient embarkation and debarkation with full loadmaster assistance systems to ensure proper mass distribution even in highly dynamic scenarios. Hell, there are loading ramps both fore and aft, it is perfectly possible to both load and unload at the same time without issue. The Trenton is optimized for mechs, and adapted for vehicles, the Lublin is 100% optimized for conventional vehicles, with absolutely no compromises. As for the Trenton, there is no available space or tonnage for additional escape pods, mostly thanks to the increased size of vehicle regiments requiring all of the flex space we’d previously had to be used for the crews and additional vehicles.”

    It appears to you that, from the Army’s perspective, their training and doctrine are oriented around the spheroid Trentons as the primary transport, and they are concerned that shifting to a new platform would disrupt that. Meanwhile, to the Navy, the new platform is self-evidently more optimized for the role and thus any training and doctrine changes should be considered a necessary price to pay for said optimization. It’s a culture clash, more than anything. The Army is very accustomed to improvisation and making do with less than perfectly optimal conditions, while the Navy has a habit of rushing to the design boards and coming up with an optimized solution to any given issue.

    In the end you are pretty certain that the Army does ultimately need the new transports, and you have a sense that they understand that despite their protestations otherwise, but they would also need time to shift their training and operational doctrine to account for the new units capabilities. You remember your own training, and the sheer number of hours spent in loading and unloading drills. So in a way both sides have a solid point.

    There’s a new fad blazing through the Department of Periphery Studies… bang snaps.     There’s been a significant bit of upheaval in the media world, one which utterly surprised you and all around you. The largest media company that supported the opposition has suddenly fired over three quarters of their staff, including their entire editorial staff, and the majority of the board has likewise been purged. The new owner evidently is willing to completely shake things up, and is cleaning house. At the same time, Griffsport Police and the IGMP have received dossiers on multiple executives from said firm, sourced from the new CEO, detailing illegal activities on the part of said executives. Bribes, blackmail, and extortion mainly, but also money laundering and general white collar criminality.

    The new CEO is bringing in young new talent, straight out of the various journalism schools within the higher education system, and quite forthrightly reporting on the internal investigations as well as the cooperation with law enforcement. The tone of coverage has shifted significantly, no longer rabidly anti-Imperial but rather a far more professional and even-handed news organization.

    You honestly are quite surprised, you most certainly did not see THIS coming when you first authorized surveillance on this man all those years ago when you first took the throne.

    In early March another bit of Black Steel activity was detected in the Arvum system, similar to what happened last year with several corvettes escorting a lone Aegis. Sure enough, another flight of similar missiles as before are detected and disarmed.

    An exceptionally irate General Bradley storms into your office, barely moments after you were notified that she was on her way.

    “I am in a very unhappy position, Your Majesty.” She grates. “I just fired sixty people, ordered fourteen more held for court-martial, and am going to have to actually apologize to that unmitigated ass Fisher.”

    You blink at that, as that came from left field.

    “A group within Army Transport Command was angling to get all transport assets shifted to being under direct Army control, cutting the Navy out completely. They were intending to use the anticipated failure of the vehicle-configuration Trenton during the upcoming operation as ‘proof’ that the Navy was ‘ignoring the legitimate requirements’ of the Army, not giving a rat’s ass about any casualties that may have resulted. They went so far as to falsify reports, both from exercises as well as the operations on Nouvelle Picardie showing the gross unsuitability of the Trenton for the expanded conventional formations.” She’s visibly steaming mad. “All of the reports that came across my desk involving conventional transport, Your Majesty, were uniformly claiming that there were no issues, that our training doctrine was sufficient, and that there was no need to consider replacing the vehicle config Trentons.”

    She pauses, looking a tad murderous. “As such, I looked like a moron arguing with Admiral Fisher, because I believed those damn reports. When TRADOC started examining updating training and operational doctrine for the proposed Lublin-class, they went and directly interviewed the various field commanders and discovered the discrepancies. They reported this to JAG, who confirmed the falsified reports and brought it all to my attention. I’ve just finished throwing all of the bastards behind this either out on the street or in jail, depending on whether or not they were civilians or military. I’ve turned the information on the civilians over to the IGMP who will be deciding whether or not to press criminal charges against the worthless lying idiots.”

    While the General is ranting you read the documentary evidence she had sent to you while she was storming over from her office to yours. ATC was supposed to coordinate with the Navy to handle transport requirements for the Army, and had evidently been sending… edited… reports to everybody involved, as they wanted to be in complete control of their own little patch. The scary thing is that they had some good arguments, in that the Navy had back-burnered transport requirements in favor of combat parasites ever since the convertible Trenton-class had been developed. However you suspect that this was likely mostly due to the ATC simply not informing their counterparts in the Navy about the issues with the conventional variant Trentons.

    You are pretty certain that they were hoping that the immense pressure that the Navy was under building and rebuilding forces to oppose the Black Steel would let them pull the fast one by keeping transport issues under the Navy’s radar until things blew up in everybody's face. Only to have the fact that you are very convinced that Admiral Fisher and Admiral Sims haven’t slept since Third Arvum, let alone Fourth Arvum cause the issues to be noticed and, in Admiral Fisher's inimitable fashion, dealt with. He’d not even considered that there might be an issue like this, but rather assumed that other people were incompetent, so he’d fix it for them.

    You assure General Bradley that you’ll handle the Admiral, rather than requiring her to humiliate herself apologizing to him directly. You also endorse her handling of the situation.

    You do get a bit of a surprise when you go to summon Admiral Fisher to inform him of this. Admiral Sims shows up instead, revealing that she’d forced Admiral Fisher to take time off before he killed himself from overwork. Evidently this involved shameless use of Admiral Fisher’s grandkids, big cry eyes, and the connivance of both the palace Raptor Squad as well as the local Grifftigers. You are rather impressed, you didn’t think anybody could force the Admiral to do anything he didn’t want to do, especially after Fourth Arvum.

    When you explain the situation with ATC to her, she visibly swallows a few choice curses, instead nodding rather stiffly.

    “Well, that explains some things, Your Majesty. Before the Admiral,” you realize that the phrase ‘the Admiral’ has become almost synonymous with Admiral Fisher, even if Admiral Sims was, technically, also an Admiral, “decided to push the Lublin-class over Army objections, we’d had several transport proposals rejected by them over the last several years. We managed to sneak the Charleston past them, but there were several previous proposals. With your permission, I’d like to ask if General Bradley could be called back in so I can present the Normandy-class to her directly.”

    You see no reason why not, so you call the General back over to your office, informing her of the situation.

    “One of the things we’d noticed in our own reports was the sheer size of landing zones required by multi-division forces. During operations on Nouvelle Picardie this was actually a major constraint, as there simply aren’t many locations with the sheer acreage to handle almost a hundred dropships simultaneously that aren’t already built up or heavily defended. Units that land in the ‘middle’ of the formation require several hours to reach the perimeter, and there were plenty of traffic snarls involved in loading and unloading due to the sheer number of transports involved.” She checks some notes she’d pulled up. “Including logistical support, each division required upwards of 40 dropships currently. Twenty seven unit transports, minimum, and between 10 and 15 logistics transports depending on whether you have primarily mechs or conventional units in the formation. An additional 20 to 30 logistics transports are required for any extended operations in order to create a proper logistical tail. This in turn requires significant jumpship assets to support, up to five Windjammers per Division just for initial transport, and 1 to 2 more for ongoing logistical support. A single Potemkin can substitute for 2.5 Windjammers.”

    She looks over to make sure everybody is following along. “A major issue is that unit transport configured Trentons cannot carry any significant supplies along, which is part of the reason for the need for so many dedicated logistics transports.”

    She then looks over to General Bradley. “Please correct me if I’m mistaken, General. But at the operational level the usual regimental force deployment is 2 mech battalions and 1 conventional battalion, regardless of higher level organization, with many such formations being more or less formalized in this manner despite the logistical and procurement TO&E?”

    “That is correct, Admiral.” General Bradley concedes. “There are outlier formations, of course, for special purposes, but the entire RCT concept is central to our doctrine. There are times where we deploy full regiments of Mechs or conventional forces, but those are for special purposes rather than general combat.”

    “But the ratio of 2 battalions of mechs, one of conventional troops, with 54 vehicle conventional battalions is accurate, yes?” the Admiral asks to confirm her understanding.

    “Correct.”

    “Previously there were attempts to transport entire Brigades as single units, which were determined to be foolish due to the high risk of losing an entire brigade to a single unlucky hit. However, we believe that the current paradigm of relying strictly on Battalion level transports is equally foolish, in that it leads to bloated landing area requirements. Thus we’ve been working on a regimental level transport for over a decade now, with all of our proposals being rejected by Army Transport Command.”

    General Bradley clenches her fists, looking furious again, then forces herself to relax. “I see.” she simply replies.

    “This is the latest iteration of that concept, General. The Normandy-class is intended to carry two battalions of mechs, one battalion of conventional vehicles, and their attached infantry, plus a small infantry detachment for LZ security. It also has a high enough cargo capacity to support combat operations out of onboard resources for several days, reducing the stress on the logistics train. Using the Normandy, we’d only need 9 unit transports per division, no initial logistics vessels, and the same long-term logistics train. A single Windjammer would be able to handle an entire division, while a Potemkin can handle two plus some combat parasites to provide carrier coverage.”

    She brings up an image showing the proposed design. It is huge, the notation indicates that it is another hundred thousand tons of armor alloy. Unlike the Charleston it actually has a certain brutalistic beauty to it, with a trilateral symmetry missing in the pure logistics design. The massive loading ramps are large enough to handle rapid loading and unloading, while you blink at seeing the massive artillery battery mounted in the nose, significantly heavier than any other landing ship design you’d yet seen.

    You blink again and lean in closer, the artillery mounts are lacking the massive recoil cylinders you are used to seeing in Long Tom derived weapons, Admiral Sims smirks as she realizes your unspoken question. “The recoil systems for the Long Tom have always assumed a relatively light unit carrying the weapon, Your Majesty. They had, proportionally, far higher recoil compensation than even a light subcapital cannon. There is no need for such, so we were able to save almost a third of the tonnage by substituting a lighter recoil system derived from that of the LSCC. This can’t be applied to anything smaller than a dropship, however, and a fairly substantial one at that. We get a third again as much artillery firepower for roughly the same tonnage.”

    You chuckle at that, as General Bradley looks rather impressed. “How much cargo?”

    “Over seventeen thousand tons, General.” Admiral Sims replies. “With fifteen thousand of that dedicated to supporting the embarked units, giving each battalion five thousand tons of supplies immediately available upon landing. We’ve also arranged things so that all embarked personnel will have their own quarters available onboard the ship, rather than a barracks setup like in the Trenton. This includes mess rooms, on-board training facilities and recreational facilities, and sufficient escape pod capacity for everybody.”
