Nice plan, @Jarow, but I think in the listing of the ongoing warships you forgot to add the 4-tuple of Jean Barts and Dreadnaughts, I'm pretty sure in the last budget we had 4 of each too.

A moderately large Black Steel raid hits the Arvum system, significantly disrupting shipping for several weeks as the battle rages. Initially the local system defense force is forced to give ground before a half dozen Black Steel battleships, with heavy escorts. The local commander is careful with his resources, rotating units out expeditiously and refusing to be baited into the sort of slugfest which most favors the Black Steel.

A week later Admiral von Falkenrick jumps in with the Grand Fleet, including HMS Dreadnought and HMS Black Prince in their combat debut as the new Dreadnought-class Battleships had finally completed their shakedown and had been commissioned just a day before the raid hit. The admiral had chosen not to wait for the two Jean Barts, which commissioned a day after.

The Black Steel force put up a stiff resistance, but in the end the Grand Fleet prevailed. Both new battleships took heavy damage, but neither were lost, and their presence reduced casualties significantly. You still took losses, including ten Prinz Eugens which had been held back covering a pirate point when a second Black Steel force jumped in at that point and got into a mutually destructive brawl with the picket force.

The Dreadnought design has passed her trial by fire with flying colors, significantly raising Navy morale with this clear and obvious sign that the days of suffering a qualitative disadvantage against the Black Steel were now over.

The Olympics conclude, with Team Griffon once more winning the gold medal race, although not by nearly the dominant margin as the last Olympiad. This is good, as it shows that the Games remain competitive and thus interesting to all participants. The important part for you is that the levels of sportsmanship remain at extremely high levels, especially with the lack of Nouveau Picardie competitors on the Bourbon side.

Amusingly, you get a note from the Kilburrough ambassador that your baseball team performed ‘adequately’ at the ‘minor league level’. Accompanied by a fifty page detailed breakdown of the state of play, at a level of detail you are more accustomed to seeing in a military after-action report.

Preparations have begun for a grand diplomatic summit between all of the local powers, to be held in the New Port Royal system starting next year. Topics include the Black Steel, the Rouges Noir, and the various pirates, as well as various other topics including trade, tourism, and the like. Dr Kamoto has been briefing you daily on the situation, giving you the full benefit of his long experience and expertise to prepare you for the summit itself.

One unfortunate consequence of this year's Battle of Arvum is the shipping delays that resulted in the completion date for the new Army Base on the planet being pushed back to Q2 of next year. You can’t really blame the cargo lines for not being willing to make deliveries right in the middle of a pitched naval battle.

Otherwise DoME reports on the successful completion of their work in the Pustina system, improving flood control, soil erosion, and water purification throughout the system and thus improving conditions for the local residents over and above the usual terraforming work that occurs.

You get to watch a demonstration of the new lightweight extended-range 8cm laser, which features significantly improved focusing assemblies and optics allowing for even greater range with an improvement in energy-on-target as well. The new weapon system is quite impressive, and General Bradley informs you that contractors are scrambling to fit it into the ongoing military review.

Colonization efforts of the former pirate worlds to the northeast go quite smoothly overall, with all four worlds now possessing functional system governments and legal systems. There is one extremely pleasant surprise, however. The residents of New Libertalia prove to be very enthusiastic about joining the Empire, far more than expected. Enormous quantities of what you are assured was excellent rum were consumed, along with several thousand barrels of brandy, applejack, and whiskey, along with several oceans worth of ale. Evidently the locals are incredibly proud of their alcohol production skills.

Reading the reports is almost enough to give you a hangover, you swear that even the digital copies have the faint whiff of ultra-high quality booze to them, and there’s an addendum that the survey crews had evidently consumed their fair share of the planetary specialty before writing their initial reports, because the local climate conditions are far nicer than they stated, with the writer of the amended report stating that he was fairly certain that many of the ‘environmental challenges’ listed in the report could be more accurately be summarized as ‘I mistook being drunk off my ass and unable to stand straight for an earthquake’ and ‘passing out drunk downwind of a fountain is easily explained in officialese with ‘torrential rain’ as an excuse’. As a consequence New Libertalia has, to the disappointment of the DoME teams who were looking forward to ‘terraforming’ their way through cases of some of the best beer they’d ever heard of, been rated as not requiring any terraforming whatsoever.

They included a single bottle of ‘the good stuff’, as apparently spiced rum is one of their specialties. You share it with your husband and eldest daughter to celebrate her graduation from secondary school and acceptance at the Calliope Military Academy in their Battlemech program. You quickly come to the conclusion that you simply cannot blame the survey crews and the rest, because this is some seriously good booze.

You rather enjoy learning that both the Skala and Kurortas systems have seen their economic rating improved by the new infrastructure and industrial zones, and that the economic focus and investment has been particularly effective this year in accomplishing the varied goals set for the projects this year. Continued economic growth is a very useful support for the Empire.

Multiple new shipyards have been completed this year, although the pace is slightly slower than you’d hoped for the budget just wasn’t there to get everything you wanted. You have boosted your production capacity nicely regardless, allowing your long-term production goals to continue to be met.

The many damaged vessels from the latest Battle of Arvum have all been successfully brought into various repair facilities, which are working hard on getting them back into serviceable order as swiftly as possible.

Meanwhile, economic woes continue to plague the Bāṛi system as the aftershocks of the massive corruption and white-collar criminal enterprise echo through the entire areas economy like a particularly unwelcome earthquake. There are some signs that the death spiral is lessening, at least in intensity, this year in comparison to the trajectory last year, but it is hardly what anybody would call ‘good’. There are indications that within a year or two the economic contagion should burn itself out, leaving behind a much healthier economy as a basis for future growth.

One of the drawbacks of being as effective as you’ve been in rooting out fraudulent schemes like this is that those which survive are particularly cunning and insidious, because anything less would have already been caught, and you are already on the cusp of diminishing returns at this point.

Meanwhile, the post-combat review has been completed with several major points that have already resulted in significant shifts in procurement, design, and tactical policies.

First, the Army had grown excessively reliant on the long-range missile system, to the point where nearly every single design featured multiple racks of the weapon. From the lightest tanks to the heaviest assault vehicles, all seemed to feature an LRM rack of some sort. However ammunition loads were paltry, with barely enough for a single short engagement before the launcher became so much dead weight. This was combined with an unfortunate obsession with only mounting the largest possible weapons, whether direct or indirect fire, and treating every single individual vehicle as an island. Against the Dracs this hadn’t been an issue, as they tended to welcome one-on-one engagements, but outside of that paradigm it was very crippling.

Close-in weaponry was pretty much ignored, except as a side-effect of those few long range weapons that could double at that role. There are notes that the outsized effectiveness of the old ultra-light Winged Hussar mechs with their swords had been written off as a fluke with no consideration given to the fact that such units were able to hit well above their mass when in close.

There was a peculiar sort of excessive standardization on the one hand, and insufficient standardization on the other. Platforms tended to be grouped at specific tonnage bands, ignoring potential benefits to larger or smaller platforms. This was most apparent in combat vehicles, where it was found that the rigid adherence to century old tonnage requirements for various roles had utterly crippled many otherwise promising designs. Simply adding 5 tons of mass to many roles had resulted in new equipment that substantially improved upon the earlier designs.

Several design ‘rules’ have been established now. First of all, any missile weapon must contain enough ammunition for at least 15 full volleys, preferably more. Ammunition based weapons that aren’t long range missiles must have as much ammunition as possible in order to maintain battlefield effectiveness, while energy weapons were highly preferred as either primary or secondary weapons.

Second of all, preference is now given to platforms that maintain useful secondary weapons capable of handling infantry and light vehicles without requiring the diversion of a main battery shot. The 5cm pulse laser and the 12.7mm anti-personnel gauss rifle have both been shown to be excellent weapon systems in this role. The 3cm pulse laser, in a pinch, is marginally effective. In addition, platforms should carry at least one heavy, concentrated damage weapon system such as an 8cm laser of either the extended range or pulse variant, the latest type of extended range PPC, a full sized gauss rifle, or equivalent.

Third, the use of high-precision targeting systems is to be heavily encouraged, the differences in effective down-range fire on target between units equipped with the targeting systems and those without is stark. These systems had previously been confined to a few specialist units, however general adoption is strongly encouraged going forward. The many benefits more than justify the increased cost of the system.

Finally a greater degree of end-user input is critical to successful designs, and designs need to be kept in service and continuously refined rather than constantly changed to suit the style of the day. To that end all systems need to be as standardized as possible, with modular swappable components to ease maintenance and repair. No attempt should be made to hot swap loadouts in the field, rather this should be the basis of streamlined logistics and ease of long-term depot level upgrades.

One excellent example is the old standby heavy mech, the Soldatin. The old design was extremely tight, thanks to all of the upgrades and refits over the years no two chassis were precisely identical leading to numerous issues with maintenance and repair. The Imperial Griffon Mechworks had taken the base Soldatin and tore it down to the skeleton. Extensive stress calculations were conducted, allowing for refinement of the chassis layout and construction. The same basic armament concept was kept, however an 8cm extended range laser was tucked into the right shoulder, the laser AMS systems were moved to where the long range missile racks had previously been housed, and a pair of 5cm pulse lasers were tucked in underneath the extended range PPCs. An advanced targeting computer was installed in the left torso and a 4 tube Streak-enhanced short range missile rack was tucked underneath the nose along the centerline. An ECM system along with a target designation system rounded out the completely new mech. The extensive changes, especially in appearance, resulted in the design team deciding that an entirely new name was required for the weapon, and they rather cheekily recommended diving into the history texts and yoinking a name from the past, thus dubbing the new design the Marauder.

Currently nearly the entire army-focused military industrial complex, in conjunction with the DURF, is focused on accomplishing this massive upgrade. As such, only militia and garrison units will be available for procurement until at least 3042, although there is some hope of speeding up that timeline.

Now how to differentiate it name wise from the Marauder when we get to the Sphere? I am pretty sure the design team is not expecting the old Marauder to still be in use over there.

Marauder 2? I’m pretty sure they made that already. Marauder G? As long as their hands don’t have heat issues and start Burning Red I think we’re in the clear. Eh, maybe we’ll go with the Sphere name like the Madcat for the Timbre Wolf at that point.

The new ships are actually just as tough as the pre-refit Bainbridge thanks to the new armor materials.”

He checks some of his notes. “We’re also working on some parasite ‘Armored Cruiser’ designs reminiscent of the old Devastation class, but that is a long term work in progress. You spend a few hours going over the combat reports from HMS Dreadnought and HMS Black Prince, including detailed post-battle damage surveys and analysis. The two of you also spend part of that time writing letters to those crewmen of each vessel who’d lost their lives in that engagement. You try to do this as much as you can, feeling that you owe it to the families of the lost, but realistically you are well aware that you cannot spend all of your time personally attending to the task, instead having your secretary write the letters that you then sign after a quick review.

It’s depressing and a bit of a burden on your shoulders, but the weight of the crown requires it, you ultimately send those men and women off to fight and die, and while it’s not your ‘fault’, it’s still your duty to do right by those left behind. Part of the reason you keep a close eye on the healthcare system for veterans, now that you think of it.

In happier news your eldest daughter is already doing quite well at the Calliope Military Academy, and is following in your footsteps in many ways, including having already earned the ire of her CO for ‘not taking things seriously enough!’... you are so proud, as you are the one who taught her how to get the techs to enable the external speakers on the training machines so that she can have ‘appropriate theme music’ playing. Considering that General Carpenter had been in your class and even back then had a ferro-carbide rod surgically implanted up his ass, you find it even funnier. You promptly send your daughter a ‘scolding letter’, containing recommendations for even better musical selections for various situations guaranteed to drive Carpenter up the wall.

You can’t wait until she plays the Black Pumpernickel’s recording of ‘Catlike Tread’... hopefully she’ll be good enough at piloting by then to actually dance her mech like you had as a young cadet. You still have that reprimand letter framed somewhere.

Speaking of the Black Pumpernickels, they are still playing here in the Griffon system, having extended their stay in order to perform some original works written by local playwrights mixed with their more usual fare. You spend some lovely hours at the theater enjoying their performances.

The best one is an adaptation of an ancient book by Mark Twain that they completely redid as ‘A Griffon Grifftiger In King Arthur’s Court’, featuring one of their child actors dressed up as the Eldest, to even greater hilarity. The Eldest attended the premier, and promptly bestowed the Lick Of Approval on the youngster, who is by far the smallest person in their troupe. Everybody agrees that this is truly hilarious, and the show goes on to sell out for the rest of the year, with some talk about trying to convince the troupe to remain next year as well.

Parliament is in session again as well, and while nothing monumental comes out of their deliberations they do send you some minor legislation, nothing of any true importance.

You deal with that before heading off to New Port Royal to attend the opening session of the diplomatic summit, feeling that your presence for the opening would be conducive to ensuring the overall success of the effort. The leaders of the NRI, NRR, and Bourbons all apparently had the same thought, as they all also show up. The governing council of Kilburrough, even though they’d only gotten a courtesy invite with no real expectation that they’d actually show, decides to grace the proceedings with their… odd and bizarre presence.

The opening session starts off quite well, with discussions about strengthening military and economic ties being the primary early theme, leaving talk of the Rouges Noir to later. Then, sure enough, Kilburrough has to take things in a decidedly odd and offbeat direction when they decide to bring up the establishment of a proper ‘Major League’ cross-border baseball league to ‘elevate the ancient and noble sport of baseball so as to enlighten and civilize all mankind’. You’ve come to enjoy watching baseball, at least in the park, but… this is just a bit… much.

Listening to a grown man spend a half hour declaiming about the virtues instilled by the infield fly rule has your eyes crossing after the first five minutes, by the time he, you presume it’s a him because of the flamboyant codpiece he’s wearing at the moment, moves on to the great moral lessons contained in the sacrifice bunt you nearly fall asleep.

In the end you are pretty sure that the summit agreed to the establishment of the League just to shut him up, before he killed you all from boredom on the precise parameters for the difference between some esoteric baseball statistic and another being a superb educational tool for instilling respect for math in people.

Just nod and let the crazy genetic scientists have what they want. Not like the Griffon Empire does not have its quirks as well.

Huh, I just had a thought. I am really glad Kilburrough decided to settle on this side of the galaxy. Imagine what would happen if they were near the Clans. The Clans Sportstar view of warriors and the Clans’ scientist caste combined with these guys may have lead to some terrifying results. Or hilarious ones, depending on the Clan.

Periphery Studies has finally put away their pogo sticks, much to everybodies relief, but have instead decided to circle back to an old ‘favorite’... and have all decided to become mimes, for the sole purpose of creating ‘mime fields’ around various public parks in Griffsport. There has quite clearly been a run on invisible walls, fences, boxes, and other invisible objects, according to the reports you are reading.

You are still on New Port Royal, as thanks to the extended monologue about baseball the summit is still in the opening stages where your presence is warranted.

The discussions are currently focusing primarily on the Rouges Noir, and the Bourbons are a bit torn between prideful upset at you and relief as all indications that they can see are that you intend to take over those systems currently occupied by the radicals. On the one hand, those systems were once part of their kingdom, and they’d clearly like them back once the radicals are dealt with, on the other hand dealing with the radicals, even after their military is defeated, is likely going to be a hellishly difficult and thorny problem that they’d just as soon wash their hands of.

In the end pragmatism more than wins out, with the Bourbon King declaring that he is willing to cede title over those ‘worlds in rebellion’ for the sum of one gold Bourbon franc per system. And then noting that he will gladly trade several cases of those delightful New Libertalian spirits that have been featured at the various diplomatic dinners in lieu of the coins.

Once you both stop smirking, and after you are certain that you won’t break out laughing at the old man’s ingenious expression, you agree with proper formality to ‘pay the steep price demanded’.

Word comes of continued skirmishes along the frontier facing the Black Steel, several parasite destroyers have been lost to the pin prick raids, as well as a single Fletcher that took down a pair of Black Steel corvettes with her. Strategic analysts believe that this is simply the sort of sparring that the Black Steel engages in while building up for a major strike, which they predict will be in anything from two to five years from now.

There has been a statistically noticeable spike in misjumps for commercial jumpships, affecting both new-build and older models that have been in service for decades at this point. Investigations are ongoing to determine a cause, or if it is just a statistical artifact. So far there have been no obvious commonalities, and the jumpships in question are cargo haulers rather than on the various passenger lines.

Amaunet is chairing the meeting in your absence, you figure a few tons of alpha predator will be sufficient to keep Tiberius from doing anything too outrageous, although that will only work if Amaunet doesn’t find your Political advisor’s antics ‘funny’.

We are on track for completion in 3042, which will also be when we are projecting that the encirclement of the Rouges Noir will be complete.” A rather feline grin follows, with a lot of very big and sharp teeth on display. “At which point they will be having a very poor time of things, no?”

The big cat then nods to General Bradley who takes the podium. “Your Majesty, as discussed previously while the refits and reequipping is in process we will be focusing all of our primary production capacity in that direction, upgrades to our garrison forces are much easier, since literally any production facility, depot, or DURF facility can handle the work. While we intend to continue to boost our militia and garrison numbers during this transition, this will mean that our infantry divisions will again lag slightly behind new colonization. This is not ideal but our production levels are such that we should be able to catch things up quickly.”

Elizabeth Lee then takes the podium once Amaunet finishes up. “Needless to say, we are ready to support anything that is decided to build. Our economic teams do have a number of recommendations.” She checks her notes for a moment then brings up a chart for your consideration.

Grace is up next. “Your Majesty, I know that this will be expensive, but I think we can afford it this time. We have three R&D teams available, and I strongly recommend both Improved Automation and Improved Education this year, while also starting work on improved Arrow-IV missile launchers.”

General Messerschmidt is absent, as he’s continuing to oversee pirate interrogations to try and extract as much data as possible. Martina is also absent, mostly due to working with General Messerschmidt on the interrogations.
