Before that they were the typical direct democracy of nomadic tribes. Two thirds of the Cossacks fought to the death rather than bowing to Russian rule. Even then it still took the Tsars a century to kill most Cossack resistance and force them to submit.

Actually the Danubian Bulgarian state, I will be calling it that to distinguish it from Volga and Crimea Bulgarias, was formed by 3-4 groups, not 2.
