In this case, specifying the location helps illustrate why the mentioned solution goes beyond "desperately inefficient" to "complete loss of function" in this case. If you activate your defenses, the base's purpose is negated. If you use the base, it is defenseless.Basically the only way for them to avoid friendly fire for sure is to deactivate either air force or air defense, so that only one of them can operate in any given area at the same time, and obviously both of these options are far from optimal in the middle of a large scaleconflictairbase.
