The NSA is part of the DoD and is the center for SIGINT and Cyber operations.That is the purview of the DIA not the NSA.

The Russians? They’re a little busy right now and most of their navy has to get out of the Black Sea or the Danish Belts. The shit that’s located in the arctic and pacific aren’t as a big a threat, and I’d think most of the alphabet agencies would be keeping an eye on their anchorages. Besides which Russia has never had what you’d call a premier navy, and I doubt that their ships have done any better in the post Cold War Russian state than the rest of their MIC.
The Chinese? Their blue water navy is barely worthy of the name and they’re hemmed in by the Japanese, the Philippines, or the Indians respectively. I’d think someone would notice their navy moving. Besides that, they’re to tied into the western economic system, right now, to even want to do it. It’d take years of decoupling their economy from the west, and a decade or more of naval build up, to even have a chance at pulling something like that off.
Those are the only two nations with anything even approaching the capability to pull off Pearl Harbor 2: Electric Boogaloo. All the other countries in the world are either our Allies, economic satrapies, or do not have a navy to do it.

The assets arnt people but methods in the case with the NSA.Zach, do you understand that continuing to defend and try to paper over the abuses of the IC against American citizens, regardless of their natsec usefulness, is part of why people do not want to join the military or serve the US gov?
If the response to pointing out IC abuses is just 'we need them for natsec because our foreign enemies are doing X or might do X', and not any acknowledgement of the abuses and that they were wrong, then why should people trust the IC to be actually useful against our enemies, instead of just another boot DC uses against internal opposition?
When the US intel services are acting more like the NKVD every day, and you spend more time defending the IC than admitting or addressing it's fuck ups and the reasons it's lost the public trust, it makes it seem like you do not care what abuses are taken against the citizens of the US, so long as the DoD usefulness of the IC is not compromised.
The intel services are not above US law, the US Constitution, or above reproach at all, and this may hurt to hear, but dead or blown IC assets are worth it to stop and deal with domestic intel abuses when they've gone as far as they have.
