It's harder to spot the flaws because you have no real frame of reference, and the extreme difficulty of producing the fantastical thing makes CGI more appealing. For just people walking down the street a group of humans wearing khaki pants and masks is far easier.

Notice how just trying to digitally de-age Peter Cushing's face for less than a minute, with the full CGI power of Disney and Lucasfilms combined, still looked creepy and unnatural in Rogue One. Humans are ridiculously skilled at spotting imitation humans.

As mentioned, cgi isn't nearly good enough to fake humans. Humans are really good at spotting fake humans.

We're not there yet.

And, it's expensive. These agents are already on the payroll. All they've got to do is buy is some khakis, shirts, masks and flags. That's a lot cheaper than CGI.
