And just for pointless trivia, they actually used the existence of rock and roll as an excuse for Three Dog's behavior in Fallout 3. He grew up listening to rock and roll, and that just made him resent a government he had never known and believe that you have to stick it to The Man.
Then he turns around and becomes a Brotherhood cheerleader.
There's also something about him resenting the Enclave because Enclave Radio for years promised it was going to fix the Capital Wasteland, but never actually followed through. Even though he also didn't even think the Enclave was real until they seized Project Purity.
I think he just means in the games, as in Three Dog is all about "hating The Man" but then is a fan of the neo-feudalistic caste based society that is the Brotherhood of Steel.Don't remember that in the prequels

that mod was made by Bethesda.Creator Club is just paid user created mods. Nothing in it should be treated as canon unless it's actually created by Bethesda itself.
And the Capital Wasteland shouldn't be collapsing into anarchy. At least not before the events of Fallout 4.
Maybe if the Brotherhood expedition to the Commonwealth gets wiped out. But they tell you in Fallout 4 that the Brotherhood have imposed a kind of order on the Capital Wasteland. Though probably not an order Three Dog would appreciate.
If I recall, the Enclave isn't the least bit interested in preserving any kind of Reservation system and intends to integrate/assimilate everyone in North America.
Mostly people searching for symbols to connect themselves to. Or in case of some other tribes, actual descendants/break-aways from native tribes in North America, like how the Dead Horses were descendants of the parts of Navajo nation around Utah but then apparently a bunch of German tourists (and maybe other European tourists who also happened to speak German) were also stranded in their area after the apocalypse.And not everyone lived as tribals, not sure what conditions result in tribal cultures in Fallout, but safe to say lots weren’t
