Well the Russians have fallen back to NKVD tactics. The first defensive line are the penal battalions recruited from prison. 6 kilometers behind them are the mobiliniky mobilized conscript battalions with orders to shoot the first line if they flee or retreat. Then 10 -14 kilometers behind that are the kontracniky or the regular army with orders to shoot the conscripts if they retreat.
This isn't WW1 or WW2, even in WW2 this didn't work. The men mutinied. This is a stupid way to wage war.

They had a massive stockpile. A lot of that hardware is inoperable from corruption. They are finding many of the mothballed vehicles were not serviced, their service tags were stamped as being operational but they were not. Most were stripped by the conscripts assigned to repair them, of their copper wires and optics and sold for a few hundred bucks, food and vodka.

The best they can do at the moment, I think, is the same when you buy about twenty damaged phones from a used job lot: salvage the components from them to create a few working handsets.
That means there is only going to be a fraction of those vehicles still actually working, though.
