The FBI has access to criminals and prosecution, so that they can grab someone looking at decades in prison (justly or setup) who can be coerced into all sorts of nefarious activities for the promise of leniency. Thus sidestepping the need for FBI agents to act directly.

There is enough evidence out there that the justice department could destroy some major players in the corruption. The only thing saving them is the current justice department being controlled by them.
If any non establishment Republican ever wins and puts a serious firebrand in there it would be brutal.
They might be desperate enough to try and remove any obstacle preventing dem control. And this would make rfk a serious obstacle.
