Could have been one of the Nordic or Baltic countries, Sweden, Finland and Lithuania have navy divers for sure, dunno about the rest.
Basically any country that can get a navy diver unit into the Baltic and doesn't like Germany wavering on Russia deals could have done it.
And that's enough countries for plausible deniability to whoever did it.
The scale of this effect is waaay too small for that to be the goal.I'll be blunt, I think Russia did this to ALL nations impede naval and civie traffic in the Baltic, in case a land blockade of Kaliningrad, because ships passing anywhere near this, and an expanding area around it, run the risk of gas build up in the bilge, and internal fires.
It also will destroy the fishery for a while, which was what as feeding many of the Nordic states. This could be revenge on Finland and Sweden for considering going into NATO, and for the Baltics supporting Ukraine.
