Ironically, they think things are far, far worse than they are. The stuff they know about USA military stuff is a lot more accurate than their information on civilian matters.

I won't spoiler it, but I will tell you that it's worse than that. You'll know precisely how bad after the Chicago campaign.
I’m thinking they are using synths to replace those they can’t turn. As for being worse, just ask the people of Boston.

Canonically, Synths just flat out do not age. They always look the same as the day they were built, unless you do something to physically alter them. This even applies to body weight. Even though synths can eat food, and are especially fond of Fancy Lad Snacks, a synth will never gain or lose weight.

This also applies to Synth Shawn. Multiple Institute scientists were actually disturbed by the creation of Synth Shawn. They either didn't understand the point behind creating a synth that looks like a child or they thought it was incredibly cruel to create a child that can never grow up.

One of the changes made for this story is that Synth Shawn is unique among all the synths in that he actually ages. I think he even had kids? Something else that synths canonically can't do.

In light of that . . . In theory, the Panopticon might have copied Synth Shawn in order to have believable replacements that can do that aging thing, and the other things, too.

Additionally, they probably use the technology that was used to copy Nick Valentine's mind. Then it would be as simple as editing the uploaded mind to be unquestioningly loyal to the United States, while still retaining all the memories of the original, and downloading it into the synth replacement.

Speaking of Synth!Shawn, it's kinda sad that what amounts to the original Shawn's second chance/life ended up growing up in another sort of echo chamber society that doesn't tolerate much dissent and also uses technology for morally questionable reasons and goals on their own citizens

Odds are, Synth!Shawn has even helped do that stuff

I can't recall if the author talked about SShawn in Autumn Morning, but considering Nate didn't part with Father on the 'you aren't my son and I'm glad to be blowing this sterile hell up with you inside' terms. I am now curious as to who is director of the Panopticon...

Panopticon is run by the heads of the intel agencies - CIA, NSA, FBI Counterintelligence division - collectively known as the Joint Intelligence Chiefs. They share the building. The US Army's Military Intelligence division is run from the Pentagon, and the FBI's division for mundane crime is run from FBI HQ.

Speaking of Synth!Shawn, it's kinda sad that what amounts to the original Shawn's second chance/life ended up growing up in another sort of echo chamber society that doesn't tolerate much dissent and also uses technology for morally questionable reasons and goals on their own citizens

He's not. Read Ch. 5 again, where Nate talks to the German ambassador:

“I wish my children could be here so we could greet you as a proper family,” Nate said idly. “But they’re all too busy. Shaun is researching fundamental particles at CIT in Massachusetts, Eliott is preparing to lead a company of US Army recruits into battle, and Frederick is playing in the World Series. Lucy and Joanne could have arrived – they live nearby – but they would have insisted on bringing their own families along, and the Secret Service has insisted that they wouldn’t allow such a security risk. So here we are, just us four.”

I wrote this stuff, I certainly know what my characters are and aren't doing.

EDIT: Actually the Panopticon isn't an organisation at all, it's just the name of the building. I dunno where people got the idea it was an organisation.

If I had to guess the BOS ironed out some of the bugs from their floating base program and are deploying flying carriers. Ditch the hydrogen lifting body and strap enough fusion thrusters to the side will get just about anything flying. With fallout technology they would just need enough coolant and they could stay airborne for a ridiculous amount of time.

So what you're saying is that you believe the BOS have built Ace Combat-style Aerial Warships?

More like this:

But with dozens of gatling laser defense mounts, maybe a few missile launchers, and fusion engines everywhere.

I wonder how Detroit is doing. I imagine it stayed the powerhouse it was in the 50s

Yes, Detroit retained its industrial powerhouse status until the Great War. It ate several nukes during the Chinese attack, but not as many as it could have due to being located relatively far from the coast, and was reintegrated in the 2290s. Now its industrial capacity is about 25% of what it was before being destroyed.

Since the NCR is making use of Roboscorpions, what Robots does the Enclave have access to?

I don’t recall what happened to Isabella/Mechanist but I presume she got a pardon and a job for operating the robot factory....or they found it was much easier to do anyway

I think customized frankenstein robots would give way for totally new designs
