I suspect that it's also for similar reasons that there was never any Marshall-style plan for the ex-USSR countries after the end of the Cold War. Specifically, the fear that a lot of this money was going to get stolen by corrupt oligarchs.
Eh, I'd say the reason there wasn't any was they weren't trying to block expansion of a rising opponent - if Communism had collpsed as totally as Nazi-fascism did after WWII, there wouldn't have been a Marshall Plan in the first place.

Well and the soviets had just spent generations threatening the us with nuclear obliteration by that point. And after that generally speaking you don't want to help someone who did that get back on their feet to do it again.

You mean having Communism collapse in China, North Korea, Vietnam, Laos, Cuba, et cetera as well?

Well and the soviets had just spent generations threatening the us with nuclear obliteration by that point. And after that generally speaking you don't want to help someone who did that get back on their feet to do it again.

But how exactly this was supposed to be squared with "Regathering the Russian Lands", well, no one was actually able to successfully figure out. Hence the current Russia-West crisis over Ukraine.

If Moscow cannot have Ukraine for themselves, they can certainly leave large chunks of it irradiated and useless out of spite, without dropping a nuke.

A few rocket/IRBM salvo's at Ukraine's nuclear plants and the Russian's won't need to push the front further west to fuck over Ukraine long term.

However Moscow likely wants to make sure they don't accidentally hit Belarus or other quasi-friendly (cough*Germany*cough) states with the fallout plumes, so they have to do studies on which plants to hit and how/when.

I'm sure some of them are thinking of it, as the rumor shows, but if they do this analysis correctly, they will think again, because there is no decent way to do it while avoiding a charge of nuclear terrorism by some NATO country hit with the fallout plume, and then an escalation from the other side may happen. Either an open one... Or just a note thrown into the already discussed ATACMS shipments, reminding then Chernobyl 2.0 revenge hungry Ukrainians that Russia has nuclear power plants near its western border too...

By the way, Russia is making awesome friends in the world now.

Our inteligence community didn't have a clue the soviet union was going to collapse until it did, it utterly fucked up when it came to preventing 911, its efforts to kill Castro were so incompetant that the mafia gave up working with them and in general the CIA fucks up constantly.

If you want accurate information about the world your better off taking to another intel organization probally one from another country.

In all fairness no body expected the Soviets to collapse. Fifty years of them being the big bad, everyone thought they were a superpower here to stay. The fact that they were a paper tiger wasn't obvious until after the fact.

...Yeah, actually, a fair number of people on the political right expected them to collapse. Maybe not as peacefully as they did, but it was only the left that thought of them as implacable supermen.
