It's two sister alliances standing together side by side.
A lot of those are islamists, they don't want those either, if anything the most benefit the West can get out of them is to let the Gulf States sponsor some explosive vests for them.
So from Russia's perspective, still a technicality. If you are wondering what behavior Russia would ideally wish for from the region's countries, look at the one where its influence operation is most successful - Belarus.
Obviously such alliance would be in the way of that.
Would be even better for the Gulf states to let them into their own countries so that they would get to have the fancy life in Dubai, partying all night!

But Russia blew it by failing to stop the Bolsheviks' seizure of power; the opposition to the Bolsheviks was too weak and/or disorganized, unfortunately. The sanctions only started in 2014, IIRC. That's 23 years.

What if they succeed despite that?
