And they intend to produce 400 machines a year there and fast. Hence, one may ask how they intend to achieve this.

The only way would be to simply buy out the Ukrainian tank factory and start the whole thing based on that.

The problem is that they want to put up a factory for 200 million euros. This is far too little for a factory of this scale of production. Especially with the cost of producing German equipment and the rate of production.

This sounds more like a typical German promise without a payoff. In turn, they can put it on the table for themselves as "aid."

That's interesting... The timing and the figure, yeah, no way they would produce so many tanks there for real, especially not in any meaningful timeframe. It sounds more like... an assembly plant to kinda circumvent the political blocks Germany has. No sending tanks to Ukraine, only... spare parts and half finished products of military use.
It can also be noted that when the discussion about Leo 2 donations raged it turned out there are few hundreds of A4's that are in crappy condition and aren't really fit to be sent without major depot level repairs. The world no longer has room for as many great powers as it used to, which i guess is why the term is no longer used. You have to measure powers by capability. UK is definitely a major power at minimum, possibly regional superpower in that regard. It has nukes with second strike capability, it is a G7 economy, it has a powerful navy with some expeditionary capability, is a permanent UNSC member.
