This ain't actually true. I've tried making ice cubes with boiled water and they turn out cloudy like normal ice cubes. In fact, if you boil it long enough, you likely will make ice that's even cloudier than normal.

The core trick in clear ice vs cloudy ice is how the ice freezes. You actually want to freeze the ice slowly and from one side. This forces all the impurities and trapped air to one side of the ice, which leaves the other side clear. You could also use distilled water to make ice, and that should also be completely clear.

And this is why if you boil water enough it will actually be cloudier, because boiling boils off a portion of the water as steam, with what's left behind having a high concentration of impurities.

Note, while these are called impurities from the aspect of ice formation, these are the normal things found in water: trace minerals and the like, that give water its flavor, and are generally harmless.
 
What you want to do is boil the water and condense the steam if you want 'pure' water, however be warned that it is actually rather unpleasant to drink.

So a weird thing about water is that there's a semi-open question about whether hot water can freeze faster than cold water.
