There has been plenty of Carrot, market access, protection of trade lanes, and other stuff.

American attitude in this diplomatic round was basically ''Do as we say or we will crash your economy, coup you and install a more pliable puppet, oh and legalize butt-sex and trans kids while you are at it''. This way State Department is keeping Russia contained, but is losing badly against China, which is expanding into Africa for the last twenty years, with plenty of carrots for the local elites, without virtue signaling of the day preconditions like gay rights, trans rights...
And yeah I'm sure local elites are absolutely overjoyed at the fact that American market is open to their raw materials, the ones that China is buying as well. This not a fee market competition there, but a fight between State Department aligned corporations and CCP aligned corporations about who gets to exploit local resources.

Like I said were not great at diplomacy but we do have some basic competence where russia has kind of forgotten that skill set. China basically threw it away with warrior wolf mentality.

The issue is that the carrot comes with things like corporate culture, woke ideology and sexual liberation all things that are violently at odds with most cultures. Hell they're violently at odds with our culture. And that's going to have less and less of an appeal.
