There's a reason all the areas not circled keep trying to join other states or gain more autonomy. Unfortunately, the current system for border redrawing requires the state legislatures for both both states and the federal legislature to all agree on the outcome. So, the only way it'd ever happen is if someone had a massive amount of blackmail.

On the plus side, every circled area is a nascent wasteland that makes people nostalgic for the Fallout franchise.

Eh, define sane? If you're that into a fandom that's, what, 30+ years old and functionally fully wrapped up, they might have some issues. Especially if they are getting tatts and spending thousands to visit the parks.
