    You have a rather grim duty to perform, as your great-grandmother’s body has arrived along with a large honor guard from the Crimson Storm. The escort is a bit unsettling at first, but you soon relax around them, they seem to consider you to be an honorary family member of theirs. It’s a bit creepy that they show it by offering you extensive cybernetic upgrades, but that seems to be their way of showing affection. After all, to them you are ‘squishy’ and ‘easy to hurt’, which worries them because they hate losing those they love to silly things like disease, bullets, or old age. You do discover that they have dialed back the level of their cyberization massively, at least until they are ‘old’ by their society's lights, at which time they receive the full package, hopefully after having and raising multiple children.

    Sadly the funeral will serve multiple purposes. Firstly, for your great-grandmother as originally planned, secondly for your grandfather, as the doctor’s had disconnected life support after verifying a complete lack of brain activity and scans showed that he was, to all intents and purposes, already dead, and finally for your great-aunt Thanh and all of those lost in the Battle of Oculus Venetus.

    Surviving ships have managed to limp into repair docks, and salvage crews have been spending the last few months combing the wreckage. Sadly none of the salvage from the Black Steel consists of anything you don’t already have beyond badly mangled bits of electronics that are utterly indecipherable but which are so badly damaged as to be completely useless.

    You do have to pick a new CO for the IGN. You have five candidates to review.

    Admiral Kenneth Jackson is the current second-in-command of the Navy, with a solid combat background including service in the Battle of Okusawa. He has a reputation of being a methodical planner with an excellent eye towards logistics, and for the last five years he’s been serving as Thanh’s principal deputy. His file does note that he is not an exceptional strategist or tactician, his strengths lie in more administrative duties despite his sterling combat record.

    Admiral Vanessa Jones is the current CO of Naval Training Command, overseeing the training of new crews and officers, with a sideline in naval doctrine development and study. She is an academic officer, with relatively limited combat experience since she reached Captain’s rank. She is by far the oldest of the candidates, and would likely only serve for a few years before retiring.

    Admiral Joshua Castro is the current chief of procurement for the IGN, having been recently promoted to the position following his excellent performance shepherding the Exeter project through to completion. Despite his ‘shore side’ accomplishments he is also a veteran combat officer, having served as the first CO of HMS Wichita prior to being promoted to oversee the Exeter project, where he commanded the ship, then still on her shakedown cruise, to victory over a Black Steel ship that well outmassed her.

    Admiral Rachel Hebert is currently in command of Fortress Command, overseeing the extensive network of orbital and jump point defensive stations throughout the Empire. She is young for her rank, with an extensive reputation as go-getter with a peerless record in combat, including as the XO of HMS Wichita during her storied first action. Your fiance actually served under her command at one point and strongly recommends her, although he does caution you that she has absolutely no tolerance for bullshit whatsoever and will likely clash hard with General Jenkins.

    Admiral Frederick Fisher is a bit of a dark horse candidate for the position. He is disliked by most of the Navy establishment as a harsh critic of what he terms ‘complacency’ and ‘lack of vision’, with a record of writing biting reviews in professional journals tearing into his colleagues for various ‘sins’, mostly ‘slavishly copying the Star League’ design practices rather than boldly experimenting to find what truly is the best paradigm for naval operations. If it weren’t for the fact that your grandfather had protected his career he’d have been beached a long time ago, although you do not know why grandfather did that.

    There are only four events for the Olympics taking place in this period, mostly due to the Motorsports events being pushed back to closer to the end of the competition.

    In Men’s Soccer, the Rasalhaguians continue to show their utter dominance of the pitch, scoring more goals in just the gold medal game than the other three teams combined for in all matches. Granted, the NRI and Team Griffon manage to score at least once against them, but the Bourbons fail to manage even that. The matches overall are quite friendly, despite the dominance, with the four teams joining together for a post-competition celebration that, unfortunately, led to all team members spending the night in jail after their party got just a wee bit out of hand.

    The women’s soccer match is equally friendly, with the Bourbons managing to take the Gold in a penalty kick shootout with the Rasalhaguians, while Team Griffon has to settle for Bronze. The women’s team’s celebrations sort of collided with the men’s team’s celebrations, and as a result, well, the jails are rather full of footballers.

    The baseball tournament is hard fought and amazingly close, with every single game going into extra innings and plenty of examples of superb sportsmanship and athleticism from every participating athlete. The Rasalhaguians take Gold, the Bourbons Silver, and Team Griffon Bronze, but every single game could have gone the opposite way.

    The softball tournament, on the other hand, is marred by a cheating scandal, as the aristos of the Bourbons, once more primarily from New Picardy, are caught outright cheating with implanted buzzers used to signal signs, corked bats, and concealed ‘sticky stuff’ dispensers. The level of cheating is such that the team is completely disqualified from the tournament and barred from the stadium. In the end the Romans manage to defeat Team Griffon in the 23rd inning after a truly epic marathon game.

    And now it is what your grandfather sarcastically called his favorite time of year. You are not looking forward to it, being Empress is hard enough without endless budget meetings, but the business of Empire is no respecter of your wishes. At least you’ll be able to look forward to your wedding next month.

    General Jenkins is looking more serious than you’ve ever seen him before, with lines of grief in his expression that look quite out of place on the man you’d always thought of as the consummate ‘competent clown’. “Your Majesty. With the recent losses we find ourselves with a shortage of heavy units, but on the plus side all of our current designs operated within the expectations that we had for them in the recent battle.” He takes a breath, and from the times you’d sat in with your grandfather you know he’d normally be making a wisecrack right about now, but instead he simply nods to General Bradley.

    “Your Majesty, the Army was not involved in the recent battle. We do evaluate that we will require more endo-steel, ferro-fibrous, and double heat sink production for the future, but that is a near universal requirement. For procurement we intend to focus on lighter units, apart from a single new Assault Division.” She brings up the chart on the screen.

That being said, we do recommend continuing to expand production capacities.” She brings up the charts for you to peruse.

    Until you select a permanent replacement Admiral Jackson is handling this briefing as the second-in-command. “Your Majesty, the navy took a very heavy hit, but we ultimately prevailed. Apart from some R&D investments that we’ve asked Grace to brief you on, the Navy considers our current available procurement options to be fully viable.” He brings up the display, while you reflect that he truly does speak in a complete monotone that you are rather certain could be marketed as a sleep aid.

The agricultural world we found has been dubbed Bauernparadies by the survey crew, or Farmer’s Paradise in German. Much like New Eden the world would be a superb source of high quality food for our more crowded Core systems. Thankfully the system wouldn’t require any terraforming whatsoever. In both cases, we would need Political and Judicial teams to handle their end of things,” she smiles over at the other two advisors who nod back, “and additionally in Bauernparadies’ case we would need our political teams to also lay the groundwork for declaring it an Imperial breadbasket.”

    She shuffles her notes. “Thanks to the growth in the Empire we believe that it should be possible to recruit a twelfth DoME team to augment the eleven we currently have. In addition we do recommend further increases in the Civil Service. I know it is becoming exceptionally expensive, but the efficiency arguments still hold strong. In addition we recommend boosting the budget for Imperial Parks & Recreation, as we continue to live under the specter of war morale will be of increasing importance, best that we keep on top of things in that regard.”

    “We have a single available DoME team right now, we have several options for it but thanks to the critical need for additional warship slips we recommend building a Medium Shipyard in the Dragon’s Eye system.”

    She then brings up a display of investment, focus, and economic growth projects that Interior is recommending.

    Leila is busy handling diplomacy surrounding the Olympics, but has sent you a short memo recommending that a German cultural festival be held this year across the Empire as part of the Cultural initiative started by your grandfather.

    Lien is up next. “Your Majesty, as Elizabeth informed you, if we do decide to colonize the new systems we have political teams ready to assist in organizing and implementing new system governments in either or both. In addition, we are quite ready and able to facilitate the expansion of DoME or the Civil Service. That being said, you will need to address Parliament in the near future, there are no indications of any issues in that regard, your grandfather’s supporters have all pledged their support to you, and nothing I have seen shows there to be anything of concern.”

    “Your Majesty, I have seven R&D teams ready and eager to start work,” Grace begins almost before she reaches the podium. “And I have plenty of projects that we recommend we pursue. As Admiral Jackson indicated, we have a number of projects directly in support of the Navy that we would like to pursue, plus several more broad ranging ones.”

    She switches on the display. “First, for the military, on top of researching even larger warships, we also would like to initiate a comprehensive study of the performance of our existing designs, with a focus on further improving our design philosophies for the future. We have reason to believe that our current design paradigms may not be fully ideal, as we are effectively building our warships much like the Star League did, as massive jump capable dropships with even bigger guns, rather than taking a clean sheet approach. I have some very eager researchers who’d like to see about changing that. In addition, thanks to our friends in the Crimson Storm, we have design notes on extremely compact 3cm pulse lasers that would also apply to our laser anti-missile system. We strongly recommend pursuing this research.”

    She checks her notes. “Finally, we recommend basic research into improved materials and power generation, as well as either dual-purpose capital lasers for the military or, if the budget allows, improved terraforming equipment for DoME.”

    General Messerschmidt looks… reduced, much like General Jenkins, your Intelligence chief was extremely close to your grandfather and is obviously still mourning him. “Your Majesty, we have little to report beyond initial infiltration into the New Bourbons and ongoing success in our counterintelligence efforts.” He grimaces. “Normally I’d bring up some of the latest shenanigans from the NRI concerning… well, you know. But I guess I can say that his death hasn’t slowed them down any so far. I’ll let you know if they do anything amusing, I guess.”

    Martina is last. “Your Majesty, in addition to providing support for establishing legal and justice systems in any new colonies we may establish, it is time for our regular review and streamlining of the Imperial legal and regulatory codes. With your permission we’d like to do a more in depth effort this year, in hopes of extending the amount of time until we need to do this again by a few more years.”

    You have decided that life can be epicly unfair. Here you are, about to get married, and you have no time to enjoy yourself because you are also now the Empress. This is supposed to be a time of relaxing with your friends and anticipating the wedding, perhaps trolling your grandfather a bit, and generally being happy. Instead what already was a huge event has become something even larger, and you are far too busy handling paperwork to truly enjoy it.

    You’d suspected when you took command of your battalion that the Empire ran on paper, now you have confirmed it, in triplicate, with memos and endorsements. You barely had time for your bachelorette party, for Heaven’s sake. But you put on a smile, wave, and grumble privately with your closest friends that plan A, a crawl through all of the soldier bars on the planet, had been vetoed by the Imperial Guard. Instead you had to pick one bar, from a list of pre-approved bars, and stick with it. And keeping in mind your public image you couldn’t even pick one of the good ones, with the strippers, instead you had to be more ‘wholesome’. Not that you had a problem with Captain Jack’s, it was actually one of your favorite hangouts when on planet, but still!

    You do smile a bit when you learn that your fiance had canceled the traditional bachelor party in favor of something more dignified, without any prompting or hints whatsoever. Then again, Markus had excellent social instincts, and converting his bachelor party into a fundraiser for the survivors of the Battle of Oculus Venetus was rather inspired, and certainly gained the two of you some excellent press coverage.

    Your grandmother is still in mourning, as is your mother, but they are all smiles at the wedding, a lavish ceremony held in the main cathedral in Griffsport. You had initially planned on wearing your mess dress uniform, but had been quite solemnly assured that such a choice would cause a civil war by enraging every dressmaker in the Empire to a murderous frenzy resulting in a bloodbath unseen since ancient days. The fact your grandmother could barely keep a straight face while saying that led to all of your breaking up laughing, but in the end the only concession to comfort were your shoes. The dress? While you are sure that generational feuds had been triggered among the dressmakers of Griffsport, the final result was exceptionally elegant in its simplicity and perfection of lines, with no wasted decoration or frills. You’d appreciated that a great deal.

    Your ‘honeymoon’, and yes, it was an alleged honeymoon, consisted of a cruise aboard SS United States, where you would never be more than 30 seconds away from secure comm equipment. Apart from a few hours every evening, meals, and sleeping you spent the entire time working. Not that you didn’t enjoy those few hours, the meals, and the ‘sleeping’.

    You didn’t get much sleep.

    You didn’t care either.

    You do find out why Admiral Fisher was protected by your grandfather and Aunt Thanh. While he’s abrasive, iconoclastic, a bit bombastic, without a filter or any sense of social niceties, he is undoubtedly intelligent. Your first meeting with him includes a very detailed examination of what he considers to be the failings of the Navy.

    In short, too many teeth, not enough tail, divergent design philosophies that ensure that making coherent fleet formations that actually are mutually supportive is nearly impossible, and far too many egos in the mix. Smaller warships are being designed as oversized dropships rather than as specialized units in their own right.

    As an example he cites the Dagger, which he considers a poorly designed atrocity that is almost more dangerous to their own crews than the enemy. At the other end, he dislikes the Fletcher Flight II as being too expensive for their capability, while acknowledging that they are indeed deadly ships. What he disputes is whether or not it is worthwhile building them, when for the same cost as a single Fletcher Flight II you could have two Stiletto class destroyers, which are lighter, cheaper, have more extreme range firepower, and equal speed. So long as the Stiletto captain kept the range open, the smaller, lighter, and cheaper vessel was actually deadlier than the Fletcher Flight II, it was only when you closed to medium combat ranges that the larger ship regained the advantage.

    He lays out to you what he feels would be the best light unit design. A laser focus on extreme range firepower with sufficient acceleration and performance to keep an enemy at that range, sufficient close in defense armament to dissuade ASF strikes, an advanced sensor suite for battlespace awareness, a single drop collar to carry a single Saipan and facilitate logistics, and nothing else. Other ships in the formation would carry the HPGs and the mass drop collars needed for parasite dropship escorts, the destroyer is part of the screen, and needs to be optimized as such.

    You spend hours with him as he lays out his views, on things like the latest classes of heavy warships (the Exeter is good, the Kongo shows some promise but is too small for the job, and the proposed Furious is ridiculous and has no place in the line of battle) to logistics (the Supply-class is a good start, but you need more optimal logistics dropships, and a larger logistics design to support fleet ops). He believes that you need more production of escort class ships, that the current paradigm is too top heavy. He wants to sell off the Tramp, Caravel, and Monolith class jumpships still in naval service as they are ‘not suited to military use’. Once you have enough Windjammers in service he’d push to retire the Brig design as well. He also wants to streamline the inventory of dropships, retiring older designs that are no longer, in his terms, ‘militarily viable’, such as the Colchester, the Shannon and the Royal Sovereign. He’d like to transfer them, plus the PGL-50s, the Langleys and the Lancers to the NRI or NRR.

    A bureaucratic ‘perfect storm’ has struck the offices responsible for focused development, both of core and peripheral systems. A gadfly activist group filed a blizzard of lawsuits alleging failure to adequately review development grant submissions. The suits themselves were, to be blunt, frivolous as can be, as the activist group in question was a neo-Luddite group of idealists just one step removed from becoming tenured faculty at the department of peripheral studies. However a computer glitch, in which the judge who was assigned the cases intended to dismiss them with prejudice due to their not only being utterly frivolous but also lacking even the slightest standing accidentally instead denied the dismissal, resulting in several weeks of confusion and consternation. The error was rectified, tracked down to a software bug, but both focused development projects have been delayed until Q1 of next year.

    The troubles in the focused development office did not affect the investment teams, thankfully, and Edelsteine sees a significant boost in economic growth thanks to carefully targeted Imperial investments in deserving small businesses in the system. Similarly the massive investment in infrastructure and such on New Capricorn has a wonderful effect on the growth of the newly minted Core world.

    After your honeymoon, you attend a blizzard of commissioning ceremonies and even take the time for a short cruise around the Griffon system on board the newly commissioned HMS Kongo on her maiden voyage. You do sign the crew register and are listed as a plankowner. Markus had to explain that one to you, since you’ve never really been much of a navy person.

    You are on firmer ground, no pun intended, when attending the ceremonies celebrating the activation of the new mech and tank regiments in the Army. You are a bit jealous, in fact, as a few of your classmates are serving as XOs of the new mech regiments. You’d been slated for one of those slots when your grandfather died.

    You manage to keep from tearing up at that reminder.

    Elizabeth comes to your office to brief you on the results of the various infrastructure projects across the Empire. All completed on schedule and budget, and are showing positive returns in their respective systems. The expanded military infrastructure projects have shown similar success, showing substantial benefits in the peripheral systems selected this year.

    The clusters of new Logistics plants on New Port Royal and New Pollux have eased logistics strains and have met with positive reactions from the local economies as economic growth is boosted in both systems.

    The new ASF factory complexes are online, and with the completion of the upgrades to your ASF forces will be available for new production starting in Q1, allowing for a substantial boost in ASF production.

    Strategic materials production has surged across the Empire, with corresponding economic benefits, especially in the Okusawa and Edelsteine systems as new factories come online, boosting employment substantially. Likewise the new warship yards have been completed.

    You do get a pleasant surprise, a private company in the New Capricorn system, during the celebrations surrounding the granting of Core status, builds out a full Medium rated shipyard and gifts it to the Empire as a wedding present to you. You are rather floored by it, most girls get trinkets and gift certificates, somebody gave you a shipyard able to build up to one and a quarter million ton warships. Nice.

    The colonization of Bauernparadies is quite successful, as is the designation of the system as a dedicated agricultural world. The announcement of the name during the German Cultural Festival was seen as a nice touch, and is generally very well regarded by the German community within the Empire. (QM note - +1 Approval Change for the synergy)

    You get a report from Martina concerning the rationalization and streamlining of the Imperial regulatory and legal codes. The work has been completed and they are hopeful that it will be around five to six years before they have to do this again, less if Parliament gets overly ambitious, more if you can keep them from cluttering it up too much.

    No pressure.

    The O’Neill Cylinder complex in the Stahlfurt system has been completed, allowing for more growth in the system at the doorstep to the Bourbons. Thankfully Nouvelle Picardie is too busy licking its wounded pride to cause any trouble, although you’ve gotten a private warning from your ambassador to the Bourbons that they are not happy with you and will try and cause you trouble.

    Three new Megafactories have been completed, significantly boosting your production capacity for heavy and assault mechs. With the focus on naval affairs there have been proposals to focus the mech factories on sustainment for the next couple years, bringing all of your older equipment fully up to date over and above what the DURF is able to do organically. It’s something to consider, even if your Mechwarrior soul whines about it.

    Work on Advanced Naval Combat Doctrine has been completed, with theorists, strategists, and tacticians all working together to develop new doctrines for your naval forces. The end result will hopefully improve your combat performance significantly, especially against opponents like the Black Steel.

    Work on optimizing warship design has also concluded, and you are somewhat amused at how closely the recommendations of the R&D teams seem to track with Admiral Fisher’s. Unfortunately it will not be possible to simply refit the affected designs, only new construction of new designs built to the more optimized standards would be possible.

    The R&D teams for the Advanced Small Pulse Lasers project and the Materials Research are both finding themselves behind schedule due to unexpected complications in their work. The Materials Research people are finding it unexpectedly difficult to stabilize a theoretical metallic crystalline alloy which, it turns out, is needed for the Advanced Small Pulse Lasers project. The researchers believe that they’ll be able to crack this by no later than Q3 of next year.

    Admiral Fisher, and the new head of BuShips, Vice Admiral Andrea Sims, comes to your office early in January. He looks as annoyed as he usually is, while Admiral Sims, a petite woman who barely tops 5 feet in height, looks… about as zen as a Buddha, until you see the fire in her eyes.

    Admiral Sims is carrying a briefcase, which she opens and from which she takes out a number of briefing folders for you.

    Admiral Fisher, meanwhile, looks impatient, then once the folders are distributed begins in that somewhat annoying tone of his. “BuShips has been relying too much on the private designers and builders and not enough on our own staff, so I’m changing that.” He pauses for a moment at a lifted eyebrow from you, colors a bit, then tacks on a ‘Your Majesty’ to the end of that sentence.

    You’d been warned by your previous interactions last year with the man, and the files, that he tends to be this way.

    “Sims?” he grates, glaring at his subordinate, who seems to allow her superior's attitude to roll off of her back.

    “Your Majesty, under Admiral Fisher’s direction we’ve prepared the Fubuki class Destroyer to his personal specifications.” her voice is utterly neutral, its very neutrality showing that she doesn’t agree with said specifications in their entirety. “Unlike all previous designs we have not involved any outside concerns in the work.”

    She brings up an image, a sleek and lethal looking design is displayed, looking somehow far more predatory than anything else you’d yet seen. “The tonnage is the same as the Haida and Fletcher classes, however there are significant differences in design philosophy. Unlike the Fletcher and Haida designs, the Fubuki has a more optimized and streamlined structure, saving significant tonnage while slightly reducing the armor carried by the vessel without compromising survivability. Maximum thrust is increased to 4g, with 2.5g sustained thrust. Extreme range capital armament is concentrated in the nose, being all-energy based with a mix of naval lasers and naval PPCs. I would also bring your attention to the extremely heavy batteries of class 3 subcap lasers, with a total of 15 quad batteries spread across the sides and stern of the vessel providing superb long range anti-fighter firepower and excellent anti capital missile defensive capability. I would further bring to your attention the massive banks of class 40 Hyper Assault Gauss weapons, rotary type autocannons, and enhanced extended range PPCs mounted in those same locations.”

    As she talks she is highlighting areas on the 3d model of the new warship design. “There are only two drop collars, a compact long range sensor array, and no HPG communications system. Compromises did have to be made in order to fit the heavy conventional firepower…”

    She is interrupted by Admiral Fisher. “Yes yes, we took away the extra recreation rooms, the multiple mess decks, and cut the personal cargo allotment of the enlisted crew. Our existing vessels are far too gold plated, with superfluous luxuries that cut into actual combat capability to an unacceptable degree. The NRI has shown just what can be accomplished by being completely ruthless about combat efficiency, but we are not proposing to go nearly that far. But we don’t have to coddle them either.”

    Admiral Sims clears her throat slightly. “We also had to reduce the lateral batteries of naval lasers from class 55 to class 45 weapons, Your Majesty.”, earning herself a venomous glare from her superior. “Regardless, this is still among the most powerful units available, and fully suitable for the fleet escort role.” She doesn’t seem to react at all to Fisher’s ire, which only seems to goad the irascible man.

    You smirk a little, figuring that Fisher deserves a little shit from his subordinates to keep him on his toes, much like he gave all of his superiors shit with the protection of Auntie Thanh and granddad. You’ll just have to keep an eye on things to ensure he doesn’t retaliate against Admiral Sims, although according to the notes you have about him he’s not the sort, preferring to vent his spleen verbally, while respecting those with the gumption to call him out just as he called out others. He’d never shown any signs of retaliating against… opinionated subordinates… in the past.

    You do have to handle your first actual crisis of your reign. The enormous economic opportunities available in the New Pollux system is causing a serious issue as people are flocking there in hopes of cashing in on the prosperity. Transport companies are cashing in, but this is leading to a shortage of and commiserate increased cost of civil transport in the rest of the Empire. Plus the landing fields of New Pollux are at their absolute limit, with transports waiting up to three weeks in orbit for a spot in the landing queue.

    Industry representatives have come to you requesting emergency assistance from the Empire to rectify this situation. The sheer volume of demand is causing a supply shortage, which could become a serious economic liability if not addressed appropriately. Their requests, along with the requests from the New Pollux authorities, are quite reasonable, if a bit expensive.

    Specifically it comes in two parts. First, the transport industry has a great deal of additional capacity under construction in civilian yards, they have negotiated with the yards deals to expedite the completion of new vessels and are bearing 100% of the cost for doing so. They aren’t requesting any financial support in that area, but they are asking for you to increase the number of inspectors available to clear the new ships for regulatory safety approval in an expedited manner. This would require you hiring tens of thousands of new inspectors across the Empire and forming them into teams with experienced inspectors while accepting that on the job training would occur. Commercial insurers are willing to accept the increased risk factors this would cause, as by their estimates they would be within an acceptable range.

    The second part is a request to deploy Pathfinder regiments to New Pollux to clear temporary landing zones and provide enhanced aerospace traffic control services in order to more efficiently handle the massive traffic. While this would be a valuable training opportunity for these units, as such things are certainly within their usual operational remit, it would be an unexpected expense.

    You could have gone your entire life without the latest bit of shenanigans from the… distinguished professors of the Department of Periphery Studies. Really. Them attempting to form a marching band was bad enough, them attempting to then march that band through Griffsport at rush hour was even worse, them doing so while enthusiastically playing the song that never ends? Unforgivable.

    The fact that your youngest cousins decided to join in, marching around the palace with toy recorders tootling the exact same tune over and over and over and over and over and over and… you have a feeling that it would be quite cathartic to take advantage of the Memorial Window of Defenestration.

    You settle for issuing the sort of high power water ‘pistols’ that you played with as a kid to the Guard and unleashing them on your cousins, joining in to enthusiastically squirt the little squirts every time they tootled their recorders.

    Much fun was had by all, then you had the kids, along with yourself and your guardsmen, join in helping the palace cleaning staff deal with the mess left behind. Make it a family thing, and the fact that it gives you and your husband time to sneak off to the Imperial Suite rather than deal with Yet Another Meeting With Admiral Fisher To Present His Latest Brainstorm is a welcome bonus.

    The bastard just rescheduled the meeting. Damnit.

    You manage to put him off with the excuse that you need to deal with Parliamentary affairs in conjunction with the Eldest, who is quite understanding of the entire thing although the giant kitty does tease you about it all.

    You appear to be getting a bit of a political honeymoon from the politicians, which will be nice as long as it lasts. Most of the business they are handling is completely routine, with only a few things that require more than pro forma review.

    First is the Naval Staff Reform Act of 3019. In essence this would shuffle around the current administrative structure of the Navy to one more similar to the ancient Royal Navy of the United Kingdom. It’s almost completely administrative, with Admiral Fisher going from Chief of Naval Operations to First Space Lord. You’d normally consider this completely trivial and unworthy of excessive thought… but do you REALLY want to play to his ego like this? You are pretty certain that the asshole would become utterly insufferable.
    []What harm could it do?
    []GOD NO!

    Second is something far more consequential. The Environmental Protection Act of 3019 is a bit of a misnomer. Even though it would patch a number of loopholes that exist in current anti-pollution and environmental protection laws and regulations in a manner that both the industrial and environmental stakeholders agree on, it would also place a number of additional Imperial level mandates on the various systems in regards to zoning green spaces within residential, commercial, and industrial zones. Said mandates would be fully funded from the Imperial Treasury, increasing the percentages of parklands and green spaces within residential zones to a full third, in commercial zones to a quarter, and adding a mandate for 10% of total Industrial zone area to be landscaped and beautified. These mandates would be fulfillable with things like ‘green’ roofs incorporating rooftop garden spaces.

    The greatest benefit of this would be in speeding the establishment of more congenial environments on marginal worlds by involving the population more in the actual terraforming efforts via the greenspace requirements. Moreover it would help beautify the various cities. You’d visited quite a few of the cities in the Peripheral worlds, especially the more industrialized ones, and they tend to strongly feature the color ‘gray’ rather than anything else and have very… stark and severe lines, with very little consideration for aesthetics. Over time aesthetic standards have evolved, of course, but you have a sense that people would be happier and healthier if they weren’t living in seas of gray, beige, and bland.

    A further benefit would actually be a bit ironic. The legislation would tend to somewhat slow the superheated growth of various planets by forcing developers to divert resources to greenspaces and such, which seems counterintuitive as this reduces the velocity of overall economic growth. However, as New Pollux is showing, the sort of explosive economic growth that seems to happen in the Periphery can have highly detrimental overall effects on the Empire as a whole.

    There would be downsides. The proposal would increase the current budget allocated to Parks & Recreation in order to fully fund this, increasing Imperial upkeep costs. In addition there would be a slight but measurable reduction in general economic growth, especially in cases of ‘boom town’ economies. This is inevitable, and very likely in the long term would contribute to greater financial health and stability within the Empire so is, at worst, a mixed drawback.

    []Support the Environmental Protection Act of 3019One of the best things about the Empire is that, unlike many nations in the past, we have from the beginning managed our economic growth and our respect for the environment in concert with each other, being wise stewards of the worlds under our care. This is nothing more than an extension of that tradition of stewardship and balance.

    The benefits are extensive, both in the long and short term. In the long term, the increased health and welfare of our citizenry will lead to happier, more productive citizens. The improvements in planetary environments via the increased green space will reduce the strains our population places on planets, reducing the need for terraforming. Finally the amelioration of the worst effects of the boomtown atmosphere we’ve been seeing will pay long term dividends across the board.

    The costs are also reasonable, thanks to the benefits of automation and our highly efficient civil service they are very affordable, and are significantly outweighed by the manifold benefits of this legislation.

Industry is already saddled with excessive environmental regulations, and now this preposterous greenspace requirement will force us to waste time, money, and effort on things that do nothing to contribute to the bottom line.

    Since dismantling the absurd environmentalist lunacy is not on the table, opposing this is the least we can do to promote proper regard for the primacy of profit. If the poor dislike this, then they shouldn’t be poor.

    You aren’t able to completely put off meeting with Admiral Fisher any longer. He and Admiral Sims are shown into your office in the Palace with more new designs to show you. Fisher is just as much of a total ass as always, if he weren’t so damned good you’d probably be more offended by how he clearly regards you as a ‘mere’ Army officer who shouldn’t have any say whatsoever in whatever the Navy, clearly the superior service, is doing.

    Puncturing that ego is quite satisfying.

    “We have several things to show you.” he starts, then gives another grudging ‘Your Majesty’ at your eyebrow. “A properly designed corvette, not that abortion of the Dagger-class, a properly designed Light Cruiser, and proof that you can’t build a proper Heavy Cruiser on only a million tons.” He seems particularly sour about that last bit.

    He glares at Admiral Sims, who simply hands out the briefing packets with her usual tranquility, then takes the briefing podium. “Your Majesty, the Lyr-class Corvette is first.” The image that is shown looks just as predatory as the Fubuki design you’d already seen, managing to look like it is traveling at absurd speeds while sitting still. Indeed, you get the sense that if it were in dock it would always look like it were straining to fly free. “The Lyr is an extremely agile and responsive vessel, although her nominal maximum thrust value is 3g compared to the Fubuki-class’s 4g of maximum thrust. She is less than half the tonnage, however, and mounts a truly ferocious armament optimized for the destruction of enemy dropship and ASF assets. The design is relatively fragile, however…”

    She is interrupted by Admiral Fisher. “She’s a corvette, not a battleship. If we want a usable armament we have to accept that we cannot slather on as much armor as we may want. Regardless, the enhanced agility of the design must not be underestimated in regards to survivability, likewise the heavy armament permits it to obliterate those targets which can keep up with her.” He shoots another nasty glare at Sims, who smoothly changes the display.

    “And this, Your Majesty, is the Dido-class Light Cruiser. One thing of note is that she carries a full wing of Aerospace Fighters, nominally one of the new Medium Fighter Wings that the Aerospace Force has been talking about recently. On paper she would appear to be inferior to our current light cruiser designs, until you take into account her mission and position within the overall fleet. While she carries a pair of Heavy Naval Gauss Rifles in the nose, her primary armament consists of banks of naval lasers and naval PPCs, with the heaviest subcapital laser battery yet fitted to an operational design providing unparalleled anti-missile and anti-fighter capability. She combines the extreme range focus of the Brooklyn class with the speed of the Atlanta class, while maintaining full flag facilities and,” she pauses for a split second, giving Fisher a bit of a phantom smirk before continuing, “maintaining the level of crew accommodations our spacers have come to expect.”

    Fisher is looking quite surly, making it painfully obvious that he had not wanted to allow that ‘concession’ to ‘inefficiency’. “Get on with it.” he snaps.

    “And finally, Your Majesty, a design study that will not go into production, Project Suffren.” Admiral Sims looks positively beatific, Admiral Fisher looks like he’s wanting to boil over in rage. “Ultimately, the Suffren shows that it is not possible to build an all-big-gun heavy cruiser on a million tons, as in every category the design failed to match the performance and capability of our existing Exeter-class, and further failed to fill any viable military role in the Fleet.” How she managed to say that without once giving even a hint of triumph is beyond you, but she managed it.

    “Just too damned small, I need another quarter million tons to make it balance properly.” Fisher is grumbling, indeed you might say he’s pouting. If he wasn’t such an ass you’d find it endearing, as it is you merely find it amusing. He makes a highly irritated gesture, as if swatting a fly. “Doesn’t matter, I’ve got a battlecruiser I’m working on, upgrading the Kongo a bit, but it’s not ready yet. I’ll get it to you as soon as I can. And get me those quarter million tons for a proper heavy cruiser.” A pause, and a surly “Your Majesty” comes reluctantly from him just before the two naval officers depart.

    You are having a lovely meeting with the Eldest when your secretary pages you to inform you that Admiral Fisher and Admiral Sims are at your office and need to meet with you immediately. The giant cat chuffs in amusement at your panicked expression but remains as the two naval officers are allowed into the indoor/outdoor ‘office’ that you use for these meetings.

    “We have a problem, Your Majesty.” Admiral Fisher is looking serious, and not nearly as irascible as usual, and Admiral Sims is matching his expression. “We have just placed stop work orders on both Kongo class vessels that are currently in the yards and have initiated legal action against the civilian design teams responsible for the class.”

    You blink, as that had come out of left field. You inquire as to why.

    “Simple, the plans that were approved for production were not the plans given to the shipyards, and the resulting ships are, to put it bluntly, utterly unsuited for any military role other than ‘static target’. We can only thank the grace of a very partial God that we didn’t lose HMS Kongo herself.” You are somewhat shocked at this.

    Admiral Sims takes over. “The ships are defective, Your Majesty. Thankfully an alert engineer aborted the jump in time, but the seals on the jump cores are faulty. This came on top of a report from the IG’s office into complaints filed by the crew of HMS Kongo. In short, the design we approved was… overly optimistic to be charitable, criminally fraudulent is, in my opinion, a more accurate description. Tonnage and volume which supposedly were allocated for life support systems were instead needed simply to fit the magazines for the missile launchers, the life support system itself was horribly overstretched as it was designed for a ship less than a tenth the size of the Kongo-class. While returning to dock, HMS Kongo also suffered a drive failure and is currently under tow.”

    Admiral Fisher takes over once more. “Therefore we have halted all work and are in the process of clearing the slips, retaining the incomplete hulls for evidence and analysis of what the hell went wrong. Crap like this is why I am insisting on all in-house work on our Warship fleet going forward, we paid that team tens of millions for this abomination. The only silver lining is that this will give us two additional slips to lay down new construction this year.”

    You ask about the legal case.

    “Justice has been notified, and JAG is also on the case. A number of procurement officers are facing inquiries and potential criminal liability if they are found to have been negligent.” Admiral Fisher explains. “They are not currently under arrest, but are being very closely monitored. We also are closely examining the shipyard staff and crews, we already have evidence of suppressed whistleblower reports about the ships and are attempting to determine just how bad the situation actually is. At minimum we will be seeing about a dozen officers in Procurement and Construction facing court-martial for their actions.”

    Seeing Fisher like this, not being an arrogant ass but rather being the professional officer that he is, is a good reminder that he isn’t only an arrogant jackass with an ego bigger than the Eldest, but also a brilliant naval officer who really is almost as good as he thinks he is.

    Admiral Sims clears her throat. “While we are here, Your Majesty.” She smiles faintly. “I know you are likely getting tired of looking over new designs, but we have two of them for you.”

    You can’t help but laugh at that. Admiral Fisher gives his subordinate a moderately irritated glare, which causes you to laugh even more, while the Eldest is chuffing in amusement as well.

    Fisher takes over. “First of all, when I put a team to design a larger equivalent to the Supply class I wasn’t expecting too much.” Admiral Sims is smirking a little behind her boss's back. “But they did manage to surprise me. The Vestal-class Repair Ship actually gives us a mobile repair capacity we previously lacked. She has far too many missiles for my peace of mind, but given her support role it does have some advantages. Moreover, despite her tonnage she actually is simple enough to build for one of our small yards to construct, rather than tying up a medium yard, although she will take a bit longer than other ships those yards can build.”

    Admiral Sims puts up a rendering and animation of the proposed ship in action. At first it doesn’t look like much, just a basic cylindrical ship with what looks like exposed scaffolding along the ‘edges’ of the hull. The animation starts with the vessel approaching a render of an Exeter-class vessel from behind, coming to a halt, and then it shows that ‘scaffolding’ folding out and forward, eventually forming a complete repair dock as segments lock into place with the assistance of small craft launched from the massively oversized small craft bay in the nose of the ship. According to the notes it would take no more than an hour to deploy the mobile repair yard segments, although it would take two to three hours to retract them, depending on circumstances.

    “These ships would be critical to supporting any sort of expeditionary fleet, Your Majesty.” Admiral Sims says. “Moreover, they would be incredibly valuable for salvage operations.”

    She then brings up a new image and you find yourself leaning forward, while the Eldest rumbles a bit. You’d thought the various designs you’d already seen looked predatory, this one looks downright murderous. The proportions are somewhat different, a bit wider than you are used to seeing, giving it a more ‘set’ stance. What throws you off a bit is that it has a bit of a ‘trident’ look, with two ‘secondary’ structures attached to the central hull at the end of thick ‘arms’.

    “This is the replacement for the Kongo, Your Majesty.” Admiral Sims says in answer to your unspoken question. “The Scharnhorst-class Battlecruiser. What look like the side tines to a trident are actually the 250 meter grav decks. We have been in consultation with the R&D teams working on the dual-purpose capital laser project and have ensured that the mounts in the Scharnhorst will be compatible with that proposed upgrade, which can be applied on the stocks as soon as it is available for minimal added expense. This will be the first operational deployment of the Class 35 Naval Laser, which according to those same R&D teams is the easiest to integrate with their proposed systems.” She looks over at Admiral Fisher.

    “We are reviewing the decision concerning not mounting sub cap lasers as secondary armament on capital units. If the upgrades to full naval lasers are viable, however, that will become completely moot.” Fisher says, scowling now. “Despite what my subordinates like to say, I will note that the Scharnhorst, unlike the Kongo, actually does have sufficient life support and crew amenities. After all, said amenities, on a ship this size, do not displace operationally useful equipment such as anti-missile systems which could save those crews' lives in the event of combat.” He meets your gaze. “I’d rather those bastards hate my ass in retirement than love me from the grave, Your Majesty.”

    On the advice of your mother, and remembering well just how your grandfather would overwork himself, you deliberately take a short vacation, visiting the old compound where your great-grandmother used to spend time with Sergeant-Major Ngo’s family. You grew up with a few of them, and the beach is still just as lovely as it always was.

    Reports come from Pieklo, an unusually large flare from the gas giant quite luckily heads further out of the system rather than towards the planet, highlighting the critical need for the radiation shield project currently underway in the system. A number of ore prospectors were able to nip away from the flare, avoiding direct impacts, and the system space patrol was able to successfully handle the situation. The system government has commissioned a network of HPG-equipped monitoring satellites to be deployed around the gas giant to provide earlier warning of future flare events, as the scientists are now confident that they have a decent suite of predictive indicators that can be continuously monitored by such satellites. There’s no need for Imperial intervention, the system government is able to pay for this out of their own resources.

    A report is sent to your desk from a merchant in the New Breton system who had been carrying a load of water purification equipment to the agricultural world in the system. While there, he spotted a skirmish near the nadir jump point between a squadron of Bourbon vessels and a flotilla of unidentified craft that do not fit the sensor profile of Black Steel, Pirate, or Bourbon craft. He has handed over copies of his sensor data to your intelligence agency.

    The Bourbon embassy has flatly denied that any skirmish ever took place, insist that it all is obviously just a long term con job on the part of said merchant, and has pulled his trade visa. Reading the denials, however, you come to the conclusion that they are being very suspiciously specific about just what they are denying while using the vaguest possible terms to describe the situation. That the Bourbon squadron evidently was quite successful in defeating whatever it was is obvious from the footage, which begs the question as to why the Bourbons are so reticent about the entire affair.

    An attempt is made to assassinate the NRR President, however President Nordlund manages to survive the bombing of her official vehicle. NRR law enforcement has requested the assistance of the Special Branch under the terms of your alliance, which you gladly permit. According to the preliminary reports the attack appears to be a lone wolf situation, the bomber was killed in the attack but there was a solid enough evidence trail to show that they most likely acted alone. The disturbing part is the apparent motive, as the bomber evidently felt that President Nordlund had ‘jilted’ him and thus needed to be ‘punished for her infidelity’, with a very large stash of digitally altered ‘pornography’ of the President wearing a fur suit. Very poor quality digitally altered pornography, if you are any judge of things from the samples they included, all found in a shrine to the President.

    You get a memo from General Messerschmidt about the NRI. Evidently they’ve managed to build a full clone of the automated shipyard they’ve been using to churn out Pilum-class corvettes in job lots, so now they can produce twice as many Pilums as before. About a quarter of their production run is being sold to the NRR, according to General Messerschmidt, giving both of your allies a small but increasingly potent warship fleet able to come to your aid if needed.

    He also somewhat wistfully informs you that the Romans have not yet started any cults to you, personally, but that the one to your grandfather was barely dissuaded from mandating ‘pilgrimages’ to his gravesite. At your groan he seems to perk up a bit, causing you to give him a quelling look that he returns with one of complete innocence.

    And now it is time for only your second budget meeting. You actually don’t mind them that much, but you suspect that it becomes a chore over time.

    General Jenkins is looking somewhat more like himself this year, although he’s still not as ebullient as you remember him being before your granddad died. “Your Majesty, We find ourselves at an interesting place. Our offensive ground forces are in a solid position, as are our garrison and militia units. We do have the prospect for some interesting upgrades for them in the future, plus much of our equipment is pushing onto 30 to 40 years old. While we designed for the long term, it’s still best to refresh the inventory so that our troops aren’t operating the exact same piece of kit that their grandparents operated. The DURF handles some of this, but we would like to implement a full SLEP, or Strategic Life Extension Program, for all of our ground kit. General Bradley will give you the details, General?”

    General Bradley takes the podium. “Your Majesty, as General Jenkins said, the Army is proposing to shift to a maintenance mode rather than an expansion mode. We have sufficient forces to handle any two prospective opponents simultaneously, so long as the Navy is able to provide support. As such, we propose to initiate SLEP planning. What this means is that all of our equipment will be brought back to the factory, fully stripped down to the frame, the frame inspected and refurbished, then rebuilt with new components. This is an ongoing type of program, once initiated it will continue until we shift back to new production. The major advantage of this is that it maintains the production capacity of the Empire while significantly reducing procurement costs.”

    She checks her notes. “The only things we will continue to request are strategic materials production and both garrison and militia force expansions.” She puts up the budget requests on the display.

    Admiral Fisher is sitting somewhat apart from the other service chiefs, glowering at them, before stumping up to the podium. “The Navy finally has a core of almost decent designs to procure, although I will continue to lean on the Design staff to continue to improve across the board, with our next priority being to revamp our parasite forces. We’re also ending that ridiculous concept of us having ‘enough’ production capacity.” He scowls a bit at your crooked eyebrow, before appending a surprisingly respectful ‘Your Majesty’ to the end of that, seems you’ve managed to impress the irascible bastard.

    “We’re scrapping the two Kongo hulls that were in the yards, they’re even more defective than the floating pile of spare parts we have clogging up a repair yard. With your permission I’d like to have that abomination towed to Griffon orbit as a permanent reminder of just how badly we can get things wrong without professional oversight over the design process.”

    Before he sits down he scowls again. “Your Majesty, you may notice no procurement requests for PPG-001’s. We have enough of them, they are mostly useless, a waste of manpower and resources, and if it weren’t for how useful they are for non-combat tasks like customs enforcement I’d recommend scrapping all of the ones we do have. We won’t be wasting money on any new ones.”

    Elizabeth Lee takes over once the Admiral is seated. “Your Majesty, at the request of the Navy we are recommending suspending further survey and expansion work for the near future, at least until we have more operational major combatants. That being said, we do recommend that we proceed with the colonization of the Awha system, as we have fully surveyed the system and the mineral wealth present as well as the scientific possibilities makes it a very valuable world for us. This will require us to build the jump point defenses as well as implement a local system government and justice system.”

    She checks her notes then. “We have four DoME teams available for deployment this year, we strongly recommend assigning them to a number of early stage terraforming projects, specifically in the Bari, Pieklo, Skala, and assuming we colonize it, the Awha systems. This will enable us to get these systems to the point of being completely self-sufficient much faster than otherwise.”

    “Now that the Okusawa system has achieved Core status, we recommend a major infrastructure investment in the system. This will help ease the transition to Core status, strengthen the local economy, and ensure long term stability in the system. We also recommend regular investment into the Skala system.” She brings up a chart on the screen. “We also recommend Industrial and infrastructure investments into the following worlds. Skala, Pieklo, Nya Kopenhamn, Chuma, and Bari. We likewise recommend expanding military industrial infrastructure on those same worlds.”

    She then yields the floor to Leila. “The Foreign Office has no specific requests this year, Your Majesty. Our embassy in the Bourbon Empire is being stonewalled like usual by the Bourbons, who seem to be quite fond of using a million words to say absolutely nothing at all. There’s something going on, some sort of conflict that they are involved in, we are seeing all of the signs of a war economy beyond what can be explained by the Black Steel, yet we have precious little to nothing that we actually know about what is going on. I know that General Messerschmidt is planning on proposing the deployment of intelligence assets there, and the Foreign Office strongly agrees. For Cultural Affairs, we would like to recommend a memorial concert rather than any specific cultural programming. Time enough has passed since the Battle of Oculus Venetus and the death of your grandfather for this to be appropriate.” She does give you a rather compassionate and understanding smile as she says that.

    Lien is up next. “Your Majesty, we’ll need to soothe ruffled feathers in both the Senate and Chamber, with your permission I’d like to get to it this year. In addition, we are prepared to assist in setting up the government in the Awha system if needed.”

    Grace looks quite excited. “Your Majesty, I have truly wonderful news and a project that I hope you will support this year despite the expense. Our researchers working on the new advanced ferro fibrous alloys believe that they can apply the same techniques they are working on to ferro aluminum armor alloys, allowing us to gain more protection for a given tonnage of armor on our aerospace fighters and dropships. This has pretty much everybody in the materials science end of things salivating, because the new alloys might have even greater implications once we fully understand them.”

    She checks her notes. “I have one other team available for R&D projects, Your Majesty, and they have indicated an interest in working on Assault class quadrupedal mechs as a stepping stone towards Grifftiger-rated battle armor suits. It’s a relatively inexpensive and quick project, so I have no issue recommending it to you.”

    General Messerschmidt is up next. “Leila somewhat stole my thunder, Your Majesty. We’ve been training operatives for potential infiltration work in New Bourbon space for the last several years using our routine budget allocation. They are ready for deployment, although I must stress that this might be risky. The Bourbons might get rather more prickly if they catch us, after all. It will, however, give us insights into what the hell is going on there, if you pardon my French.”

    You are not the only one who groans at that horrible, horrible dad joke.

    Martina actually throws a wadded up piece of paper at General Messerschmidt as she takes the podium. “Justice is ready to support the colonization efforts in the Awha system, Your Majesty, in addition we would like to request additional funding for the IGMP in order to ensure we keep ahead of any potential issues Empire wide.”

    You’ve strictly forbidden your doctor from telling you the gender of your baby, you want it to be a surprise. Everybody thinks you are being just a little silly about this, but you are quite adamant about things.

    The news that you are pregnant does get out, and brings about quite a bit of celebration Empire wide. You are quite happy about that. When you aren’t dealing with morning sickness that is.

    There’s some more serious news, a major bank robbery in the New Castor system resulted in a three day hostage crisis as the criminals made use of highly modified workmechs equipped with flamers and strapped on machine guns. Local authorities had attempted to handle the issue on their own, but were forced to call in the military when it became obvious that the criminals were perfectly willing to murder their hostages. The issue was resolved when a company of Griffon assault mechs quite literally punted the converted workmechs away from the hostages then used them as skeet targets while they were in mid air.

    This technically was against regulations, however the Special Branch has already extended job offers to all 12 mechwarriors involved on the grounds that such lateral thinking is precisely what Special Branch wants, even if the Army doesn’t appreciate it. The Army responded in a typical Army manner, giving the Mechwarriors commendations, then making them Reply By Endorsement to the mountain of paperwork their actions generated. Reward and punishment, how typical.

    The SLEP program has begun, quite successfully in terms of its stated goals. As a consequence overall procurement costs are rather higher than normal this year, however you will be ensuring that your deployed forces are fully up to date. That being said, the new alloy of Ferro Fibrous armor that was finally developed by your eggheads is going to have the factories working overtime, as new refits for the various vehicles that make use of ferro fibrous armor are going to be required due to the greater efficiency of the alloy freeing up tonnage for other purposes.

    The trio of new recharge stations has eased logistics concerns and travel times to the Skala, Bari and Pieklo systems, boosting commerce in those parts of the Empire while also allowing for greater mobility in the event of hostilities in those regions.

    Likewise, the settlement of the Awha system has been quite successful, with over a million initial colonists traveling there despite knowing about the terrible storms and unsettled climate. A large number of scientists are also heading there intending to monitor and study the formation of the moon as well as to gather data about how the planet recovers from the extreme precession it is suffering.

    As the Empire continues to grow there are growing considerations being given to establishing a higher level of subdivision above the system level, as the current arrangement is growing more and more cumbersome. There are teams both within and outside the government studying the issue, and they have promised to make a full report to you once they have something viable to present.

    The proposal to transfer obsolete dropships to your allies is hitting a bit of a snag, in that both the NRR and the NRI want them, but cannot come to an agreement as to who gets what. This is not helped by elements in the Navy who are fully opposed to Admiral Fisher’s plans to dispose of those dropships dragging their heels and delaying at every turn.

    It comes to a head when you receive a memo from Admiral Fisher informing you that he has relieved, for cause, a half dozen senior officers from Parasite Command, along with transferring their immediate deputies to ‘more useful work’. The uproar from that is muted as it was completely within his authority to do so. You are quite certain that he is now the single most unpopular officer in your military at this point, and the nice thing is he doesn’t seem to give a damn about that.

    Training Command has put in a claim to the three Langleys that were up for transfer, wanting to use them for carrier operations training, and Fisher has already approved that. This leaves the ten Royal Sovereigns, the twenty Colchesters, and the fifty Shannons along with the 145 Lancers.

    The NRI and the NRR both want all of the Royal Sovereigns and Shannons, but are far less interested in the smaller ships. The current plan is to transfer half to each, with the NRR receiving the bulk of the Lancers. Things get a little more complicated when Kilburrough puts in a bid to outright purchase all of the Lancers at above market rates, followed by the rather pompous Bourbon ambassador wanting to do the same.

    This is becoming quite a headache.

    Elizabeth Lee reports that the various investment and developmental focus efforts this year have netted superb results, all in line with expectations, resulting in significant improvements in local system economies in all of the targeted systems. In more sobering news, the recent major infrastructure projects on Okusawa have uncovered a Drac era mass grave containing almost a half million remains. All appropriate actions were taken in regards to it, with forensics teams laboring to identify the remains as they are reverently transferred to more suitable gravesites. Currently the experts believe that the dead were the families of DCA officers and personnel who were massacred in the closing years of the Drac regime.

    Back to more positive news, Lien was able to successfully charm both the Senate and Chamber out of their collective discomfort with your actions earlier this year in regards to the environmental bill. Your support in both bodies is back up to the levels it had been at prior to that little brouhaha.

    The significant increase in shipbuilding capacity, ranging from the smallest dropships to the largest ships you are currently able to build, is expensive but quite worthwhile. Spreading out construction is also quite valuable as it reduces single points of vulnerability within the Empire. Likewise expansion of strategic materials production, including germanium processing, will yield both economic and military benefits.

    ASF production capacity is also growing, and with the Navy pivoting towards a greater emphasis on ASF operations even more capacity will be needed in the future.

    Significant terraforming work on the habitable moon of Calliope V has been completed, expanding the amount of land available for farming and boosting the carrying capacity of your second most densely inhabited system. The local economy is, likewise, seeing significant benefits to growth.

    The initial terraforming work in the Chuma system has been completed, albeit barely as the teams only completed work in late December.

    The R&D work on dual purpose capital lasers has been completed and the results are both more and less impressive than you’d hoped. On the plus side, despite concerns about increasing bulk and cost, the final product does neither, but with the caveat that it can only be applied to class 35 naval lasers, not the class 45 and 55 systems that are somewhat more common on your ships. The heavier lasers would require greater mass and hence expense to turn into dual-purpose weapons of this nature, but the class 35s are now able to operate as, effectively, long range class 3 sub capital lasers in regards to anti-fighter and anti-missile operations.

    The work on advanced pulse lasers has also been completed, with the most immediately useful product being the lighter and more compact laser anti-missile system. The increased volume efficiency of the new weapon is quite impressive, and there are already some proposals for a palletized AMS system centered around it, allowing warships, dropships, and jumpships to mount impressive anti-missile arrays without the usual concerns for routing ammunition feeds and such.

    You decide to take the bull by the horns and inform Kilburrough and the Bourbons about your decision to limit sales of the Lancers to the NRI and NRR.

    The Bourbon ambassador is outrageously outraged, although you can tell his heart’s really not in it. According to him this is proof of Griffon perfidy, that you obviously have fell designs against his nation, and as a consequence yadda yadda yadda. You catch him consulting a notecard a few times for the rant, and if you are any judge he’s finding it almost amusing, as if he’s putting on a show for the cameras but really couldn’t care less.

    The Kilburrough representative is rather cheerful about the whole thing, and promptly turns around and makes an open offer on the marketplace for 150 unarmed ‘racing’ dropships to form the core of a new Dropship Racing League that somebody in Kilburrough has decided would be a wonderful idea with absolutely no down sides.

    You find out that had been the plan all along for the genetic tinkerers, they were bored, and wanted a new thrill, dropship racing seemed thrilling, so they were going to buy the Lancers, disarm them, soup them up even further, and race them around at absurdly unsafe speeds.

    A few days later you get your initial report from within the Bourbon empire. They still don’t have anything definite on the incident in Nouveau Breton. However the Marine Royale has placed orders for a massive number of combat dropships from every yard in their empire. The new Duc de Nouvelle Picardie is back in favor in court, after donating elements of the Ducal fleet to the Marine Royale, and evidently wished to replace those units with the Lancers, and is quite butt hurt about things not happening as he decreed.

    You also get economic numbers which make very little sense to you, if you go by these numbers the Bourbons are far wealthier on a per-planet and even overall basis than you are, yet nothing seems to balance quite right. Your economists are going over the data, but suspect that it might be a case of everybody lying to everybody else and nobody really caring about reality over there. And you do have the ‘official’ numbers, so who knows.

    The scientists studying the odd HPG interference suspect that it has a discrete source, probably fairly close to your northern frontiers. They haven’t narrowed it down any further than that, though.

    Pregnancy is not in your top ten list of things to enjoy, childbirth doesn’t make the top ten million. But holding your newborn baby in your arms for the first time… that tops the list. Tamara Thanh Marie Griffith, crown princess of the Griffon Empire, welcome to the world little one.

    Congratulations come pouring in, even from the Bourbons. You manage not to giggle when you see the personal gift from the young Duc de Nouveau Paris though… a truly over the top mobile to hang over the crib, probably worth more than a full up warship considering the volume of gems and jewels encrusting it, and with the little note sincerely congratulating you and Markus that is far more endearing. The young Duc has finally been forced to marry himself for reasons of state. Reading between the lines, you have a funny feeling that he and his bride do not have a single thing in common and he’s not well pleased to be forced to marry her and suspects she feels the same way. But then again, she’s the eldest daughter of the Duc de Nouvelle Picardie… and only barely legal age in Griffon space.

    General Messerschmidt comes sauntering into your office, twinging every single alarm bell in your head, before cheerfully tossing a holo on your desk.

    Showing a nude statue of yourself wearing a neurohelmet and a gun belt. It’s in the same sort of heroic nude bronze style as you’d seen the NRI use before, and before he can even open his mouth you inquire if this means that they’ve decided to come up with a cult for you as well, and ask if he had anything to do with it.

    Yes it is, and no he swears he had nothing to do with it. Evidently the same cult that worshiped your grandfather has decided that you are obviously an avatar of Pallas Athena and have added you to their cultus.

    Lovely.

    An organized crime ring on New Port Royal had gone beyond the locally agreed upon limits to such things and has been cracked down on hard by the local authorities with assistance from the Imperial Grifftiger Mounted Police. Unfortunately the criminals decided to shoot it out, as a consequence there are a dozen dead criminals and one mildly irritated tiger.

    Apparently pistol bullets itch.

    A traveling animal show from the Calliope system is in Griffsport, centered around a mated pair of Rexes and their offspring. Your cousins all want to go, so you decide to make a day of it. The mated pair are very impressive, and it is pretty obvious that if they didn’t want to be there that they wouldn’t be, but they seem to enjoy showing off in front of the audience. The pack of pet raptors from the Palace, on the other hand, seem to rather dislike the pack of raptors that are with the show, or at least they decided to be extra competitive, resulting in impromptu raptor races around the show grounds that were not on the schedule, not as planned, and result in many raptors being dunked in the palace fountains by amused Grifftigers who did not appreciate their tails being ‘nibble’ targets as much as the raptors probably thought they would.

    You come home that evening to find your own personal pet raptor curled up in the crib crooning a raptor lullaby to your daughter. Sekhmet is in the room as well, keeping an eye on things, and you make it a point to take pictures of the scene.

    There’s a tragedy in the news from Nowy Wroclaw, as a junior racing league event erupted in chaos following a horrific accident. Five cars came together in a massive wreck that nearly brought down the safety netting protecting the audience. Despite all of the safety equipment, a freak one in a trillion event leads to the death of one of the young racers. A full safety review has already concluded, there were no deficiencies, in over a hundred million simulation runs they were never able to fully replicate the accident, a safety bolt had sheared off as designed, but the head of the restraining pin had shot off at a bizarre angle, striking a racer right through the less than 2 millimeter gap between the helmet and HANS device, ricocheting off the HANS device and severing the poor boys spine.

    Despite the tragedy it appears that the locals have accepted the investigation's results, racing continues to be just as popular as before.

    Late in February you receive a report of a small skirmish involving a Black Steel Vincent in the New Eden system. The enemy corvette was destroyed by the local garrison with minor losses. Reinforcements have been dispatched, but no follow on attacks have occurred as of yet.

    The population boom that had been hitting New Pollux so hard has spread to Edelsteine as people flock to the extremely wealthy systems in hopes of cashing in. Luckily the increased construction of commercial dropships from last year continues to this year, with the newly hired inspectors receiving an enormous amount of on-the-job training. There have been minor issues, although thankfully so far nobody has been killed, due to the inexperience of the inspectors, but the curve has already flattened out and reversed as the newbies gain experience. The merchant marine academies are reporting that they are starting to get overwhelmed, however, simply providing crews for all of the new construction. Pay rates have risen, and all of their classes are full, the bottleneck isn’t the pay or benefits, it’s simply having enough training capacity.

    The industry association that represents the merchant marine academies has requested Imperial assistance. There are twelve major academies, each with at least two training vessels, and the association is asking for Imperial funds to double the number of training vessels in service from 30 to 60.

    You travel to Calliope to attend the Opening Ceremonies of the Pan-Griffon Games aboard the Imperial Yacht HMY Renown, docked to HMS Exeter. Admiral Fisher and Rear Admiral Sims were along, and Admiral Fisher, at least, looked uncommonly pleased.

    “I get a ton of shit from spacers about not caring about crew comfort.” he comments as he takes you on a tour of the heavy cruiser. “But look at this crap. Less than two tons per crewmember in stores and recreation space, and these bozos claim that the six times greater stores, recreation, and office space allotment I insisted on in the Lyr-class corvettes was ‘too little’, I managed more than this in the Fubuki, and those are bloody destroyers intended for fleet actions, not a heavy cruiser that supposedly is a flagship.” He rolls his eyes. “Less than two tons, Your Majesty. This ship is tied tighter to the logistics teat than a bloody destroyer half her tonnage, just for simple things like fresh food and potable water. And I’m the one who doesn’t care about the common spacer.” He throws his hands up, shaking his head.

    “We do have a proposal for a better balanced million ton heavy cruiser, Your Majesty.” Admiral Sims puts in.

    Fisher snorts. “And tell Her Nibs what you wanted to call it!”

    Sims just chuckles. “The Kamchatka class.” She admits with a slight smile.

    “See what I have to put up with?” Fisher declares. “I’ll be blunt, giving it sufficient crew space, enough stores to last more than a week between resupply, and sufficient defensive fire did seriously cut into the on-paper firepower of the ship, and even then I wasn’t able to completely cut out the missile armament. And I’m not naming it after the most unlucky ship in history, damnit.”

    You can’t help but laugh. The heavy cruiser did seem rather cramped, with narrow corridors and the wardroom where you’d had dinner with the ship’s officers had been extremely tight, with next to no room to spare.

    “We settled on calling it the Canarias-class.” Sims informs you. “As Admiral Fisher alluded to, these ships would not be nearly as heavily gunned as this one, but would have far greater endurance and habitability, while still fulfilling the heavy cruiser combat role. They’d also carry 20 parasites, not 16, which contributes significantly to the higher cost per unit but increases the actual combat power of the formation”

    You check the deployment history and find that HMS Exeter requires nearly constant resupply and has never deployed more than a single jump away from a logistics node due to that requirement. Even a mechwarrior like you can tell that this is not precisely a desirable quality in a warship. After discussions with both Admiral Fisher and Rear Admiral Sims you agree that it appears that the privately designed ships the Navy is currently using have very sharp teeth, but completely lack any sort of integral ‘tail’, making them very short-legged indeed regardless of what the paper statistics say. Sure, they don’t need to refill their fuel tanks all that often, but the stores lockers are something they shouldn’t need to refill on a daily basis.

    Tamara is a very good baby, although she does keep you and Markus awake at night at times since both of you are insisting on being fully involved in her, rather than leaving her to nurses and nannies. When you arrive on Calliope IV the crowds do seem to appreciate her, judging by the wildly enthusiastic cheering.

    The 3020 edition of the Pan-Griffon games are off to an exciting start, with athletes from across the Empire competing for positions on the 3022 Olympic Team. The added spice of competition from an actual rival, rather than the friendly competition that had been a feature of the games from the beginning, is quite intoxicating, leading to a great increase in both enthusiasm and energy.

    The Bourbon public whining about the ‘indignity’ of the one naked event, the volleyball, has given late night comedians tons of material and has vastly increased support for it. You find it rather amusing.

    Parliament forwards a pair of bills to you for your consideration.

    First, they are ‘strongly urging’ you to establish New Phoenix as a new fleet and army base, supporting future expansion in that sector of the Empire. Normally this would be something coming from your advisors, but the bill in question also allocates funds for local industrial, commercial, and residential expansion over and above the normal DoME project, citing the chaotic hyper-growth in the New Pollux system as a reason.

    General Jenkins, General Bradley, and Admiral Fisher are all in agreement that such a facility would be highly desirable and serve the interests of the Empire’s military.

The military considerations alone make New Phoenix the perfect site for a major facility, especially in light of the recent skirmish in the New Eden system.

    The challenge is that such supercharged growth requires extra planning, which for understandable reasons did not occur on New Pollux. We have a responsibility to learn from the past and be proactive in the future. While the DoME teams construct the base, incentivizing local and Imperial industry and commercial interests to build up the surrounding infrastructure is of vital importance. The Delegates and Senators from New Phoenix are therefore proposing that the Empire assist the local system government in this effort.

We spend too much on the military anyways, and they should learn we don’t jump to their goddamn bugle. We can use those DoME projects on something useful for real people, not mindless warmongering myrmidons. And why should we let some Senators and Delegates have any say whatsoever, they’re just stooges of the military-industrial complex out to line their own pockets at our expense.

    The other legislation concerns anti-poverty measures in the Core Worlds. While internal migration has helped blunt the issue over the years, with programs in place to subsidize the transit fees for the poorest citizens of the Empire seeking new beginnings, the significantly lower growth rates in the Core do result in an excess of intergenerational poverty. The social safety net is perfectly adequate, as far as it goes, to prevent starvation and health issues while preserving the dignity of the poor. But there are now entire regions in the Core that pretty much exist on the dole, with little hope for local economic growth. The low-wage work is more efficiently done with automation or out in the Periphery, leaving people behind.

    Analysis shows that the few successful areas in the Core which have managed to escape the poverty trap have done so through refocusing on artistic and artisanal crafts, rather than chasing the dwindling number of industrial jobs in the Core. The problem is that regulatory regimes which are perfectly adequate for mass production in fully automated factories, where billions of identical products are made every month, are incredibly burdensome on a small shop handcrafting custom products. While the major corporations can devote trivial percentages of their income to compliance, the exact same regulatory regime is more expensive than a small shop could possibly afford.

    Local artisans have pooled resources together into co-ops in an effort to afford the costs associated with regulatory compliance, and in those successful areas local governments have gotten behind the process. Unfortunately many others have not, leading to other efforts fizzling out and failing.

    The legislation before you would regularize the best practices found to already be successful in those areas where they’ve been tried and create model programs to hopefully duplicate said success on wider scales.

The regulations already differentiate between industrial scale and artisanal scale, however local offices of regulatory agencies have a distressing habit of downplaying those differences and denying artisanal concerns the benefits of the more streamlined processes already built into the system.

    This act would mandate that all offices of Imperial regulatory agencies adhere strictly to these regulatory differences, empowering small artisanal concerns to appeal local agency decisions to an ombudsman capable of overruling the local bureaucrats.

    It would also establish a commission to apply best practices from across the Empire, with an eye towards local conditions.

    The competition in the Pan-Griffon Games is quite intense and very entertaining. You take the time to meet with the athletes, with a full calendar of appearances and events scheduled. You do take time, however, to take a trip to Calliope III.

    You land at one of the major research outposts and are taken on a brief tour of the place. While there, the local Rex pair who claims the territory wanders by with their baby, accompanied by the pack of raptors which accompanied them around. You still find it rather amusing how the giant Rexes playfully make use of the observation towers and industrial mechs of the outpost as methods of getting their backs properly scratched. You know, you inveigled yourself into the cockpit of one to provide the proper scratching.

    You did have one surprise while you were there, although you’d halfway expected it given how clever the raptors were. Despite the security, despite the guards, and despite the presence of Sekhmet, a pair of young raptors managed to pop up in your guest quarters to play ‘pounce the newbie’. They managed the initial pounce and playful growl, only to get the surprise of their young lives when Sekhmet pinned them under her paws and gave them the patented Grifftiger ‘oh look, a chew toy!’ look, which led to frantic whining and a pair of little raptors doing their best ‘Who me?’ impersonations as they tried to pretend to be utterly innocent in this entire affair and certainly hadn’t the foggiest idea why the giant cat was looking at them like that.

    You can’t help it, you start giggling, which leads to Sekhmet chuffing and relenting, although not before bestowing a big slobbery lick on each of her ‘victims’. Who promptly do the only sensible thing available to them and try to hide behind you from the big scary cat. You, being your great grandmother's great granddaughter, promptly pick them up and subject them to the indignity of being cuddled.

    You leave Calliope III with a few additions to the family menagerie.

    You do realize something, raptors are as smart as dogs, and have obviously come to several conclusions about humans. First, they have the Hands That Feed and, possibly more important, Hands That Throw The Ball. You mentioned that to the staff of the outpost, who admit that the Rexes are not immune to the magic of the Ball, that they have specially made extra tough balls sized for being thrown by the industrial mechs and that the local Rexes all love playing ‘chase the Ball’.

    When you get back to Calliope IV you introduce the pair of raptors to your daughter, and the scaly little fellows immediately appoint themselves Guardians Of The Crib (so long as mom doesn’t throw the Ball and sends them to happily chase it, after all, bringing back the Ball leads to the Scritchies and the Treats, so is obviously a noble calling!).

    You hold this year's budget meeting remotely, making use of the dedicated HPG links available on the Royal Yacht.

    General Jenkins leads things off. “Your Majesty, the refit programs continue as we work on bringing all of our Armies equipment fully up to spec. The development of the new Ferro Fibrous alloys has been very welcome, with a number of our heaviest tanks gaining additional space for new equipment due to mass reductions with the superior armor. We have completed the transfer of the obsolete equipment to our allies, our ASF forces continue to grow. With that being said, General Bradley?”

    The Army CO takes over the briefing. “We continue to be in solid shape, Your Majesty, and the SLEP programs are proving their value. We do foresee future requirements for more Ferro Fibrous and Endo Steel strategic material production, so will strongly recommend that we continue to build up that capability.”

    She brings up a simple chart to illustrate the army's budget requirements. You are quite glad that so far there is relatively little of the interservice rivalries that have in the past led to wasteful competition for funding, making your life so much easier.

For focused development, we’ve evaluated all relevant systems to determine where the most good could be had, and for the Core worlds we believe focusing on Nowa Warszawa would yield the greatest benefit, while for the Periphery we recommend Griff’s Leap. There are some excellent investment opportunities on Skala, specifically a rather interesting startup company focusing on innovative meal services for small households using a dedicated multifunction smart oven. Our analysts believe that this could be a very profitable venture and recommend investment. On a wider scale, there are several worlds where improving local industrial and commercial opportunities would yield long-term benefits, specifically Skala, Awha, New Phoenix, New Castor, and New Pollux.”

    “In terms of survey work.” She brings up the latest charts. “We recommend sending expeditions to GX-I22, GX-I20, and GX-G25. This will allow us to fill in our borders, and possibly get additional readings on that HPG interference we’ve been suffering up that way.”

    She checks her notes. “Finally we strongly recommend constructing at least a half dozen new commercial stations across the Empire to grow our economy, as well as installing additional HPG capacity. Both of these directly benefit us in many ways and would be highly beneficial.”

    Leila is with you in the conference room. “Your Majesty, since we’re doing the Pan-Griffon Games we really don’t have all that much in terms of cultural programming to recommend. Diplomacy wise, apart from the Bourbons being annoying, especially those from Picardy, we have nothing to request.”

    Your Political advisor is back home on Griffon, joining you via HPG. “We’re also in a good place over here, Your Majesty. While Parliament has a bit more influence than before, they are nowhere near the point of causing issues for us, and we have solid bases of support in both chambers. If the budget permits, however, I would recommend further expansion of the Civil Service.”

    Grace is up next, also via HPG. “Your Majesty, I’ve got four research teams ready and eager to go. We’ve been focusing quite a bit on military matters for some time, so we strongly recommend shifting focus to more civilian applications.” She smiles a bit and brings up a chart, showing the proposed research areas.

There are at least a dozen back and forth invasions between the two, the books claim that this Rouges Noir always starts it, but we are taking that with a healthy grain of salt. The Nouveau Breton system appears to be the most common battlefield on the Bourbon side of things, with an occasional Battle of Nouveau Paris thrown in for variety's sake.”

    He pauses, takes a sip of water, which encourages everybody else to do the same. “Armed with that name, we then found more, filed in the bloody sports section of their papers.” You shake your fist at him after the epic simultaneous spit take from around the room. “Which explains why we never noticed it before. The wars with this Rouges Noir have become so routine and so predictable that they don’t really take them all that seriously, viewing them primarily as a magnificent sport and a wonderful opportunity for dashing young Bourbons to prove themselves on the field of honorable combat against a dastardly foe. Preferably with attractive members of the appropriate sex on hand to witness their unspeakable bravery in person, no doubt.”

    That… is such a Bourbon thing to do, you are surprised that you aren’t more surprised. General Messerschmidt makes a few comments about not really needing any more budget this year, thank you very much and try the veal, which causes you to throw a napkin at him.

    Finally it is Martina’s turn. “Your Majesty, we are starting to see what may become an issue in the near future, but isn’t one yet. The maximum security orbital prison complex in the Griff’s Leap system is becoming full. It’s not there yet, the Imperial crime rate, especially of the sort of crimes that would see a person put in that prison, is extremely low thanks to our solid social welfare system, our excellent educational system, and our quite capable law enforcement groups. Most crime in the Empire is either financial or far too petty to merit the maximum security complex, but in any population you will have a few maniacs and psychopaths, and even the Department of Periphery Studies can’t help them all. Those are the ones who generally wind up in the Griff’s Leap complex, and with the sheer size of our population that subgroup is growing as well. We would like to get on top of things before we need to scramble, therefore we are requesting that an addition be built to the orbital prison.”

    You make one firm decision immediately after returning from Calliope. Your youngest cousins are no longer allowed to name anything, ever, and you will write this into an Imperial decree if need be. Because you are now the proud raptor mom to Sir Pounce-a-lot and NINJACLAWS (the capital letters are apparently important, because the little shit won’t respond unless you practically shout his name).

    Plus you come home to some Periphery Studies shenanigans. You never imagined a marching band made up of kazoos, pot lids, and boomwhackers. Sadly, you no longer have to imagine it, because that is what the esteemed tenured faculty there have put together, and they are annoying everybody by enthusiastically marching around Griffsport performing such instant hit classics as ‘Oww my ears are bleeding’ and ‘Is there a mute button for real life, seriously?’.

    Also you are pretty sure that your eyes want to take out a restraining order on whoever decided to allow them to learn about tie dye. And then provided them with that color palette. Because some things are not meant to exist in the universe, and that is one of them.

    This pales when you need to adjudicate a Serious Diplomatic Incident when the representative from Kilburrough and the ambassador from the Bourbons get into a near brawl, apparently precipitated by the Bourbon ambassador deciding that the Kilburrough representative was mocking him by attending a formal party thrown by the Bourbon embassy which specified ‘fanciest dress’ and wearing something that, according to your great aunt, was right out of the sartorial stylings of Louis the XIV. Considering how androgynous the Kilburrough representative is, you still are not certain if they are male or female, and they’ve certainly never cleared that up, them showing up dressed in feminine style might have been a dig, or it might not have been, you just can’t be sure.

    Needless to say, the Bourbon ambassador is demanding that you allow safe passage through your space for a ‘Fleet of Chastisement’, only to relent when shown the astrographic map and realizing that said fleet wouldn’t be able to reach Kilburrough due to the short range of Bourbon KF cores.

    He’s still seething about the whole thing, the Kilburrough representative professing to be utterly confused by it all, take that for what it’s worth.

    Your picket in the Awha system manages to run off a Black Steel Aegis with minimal damage, although they were unable to destroy the enemy ship before it jumped out. Reinforcements have arrived in the system but so far there has been no followup activity.

    Intelligence reports out of Bourbon space indicate that a major offensive is planned against the Rouges Noir. Large Bourbon forces, from both the Imperial and various noble fleets, are gathering in Nouveau Breton for the operation.

    You get some very welcome news, the yards where the new Canarias-class Heavy Cruisers have been laid down report that they were able to successfully repurpose substantial amounts of the material gathered for the canceled Kongo-class vessels in order to speed up construction of the new ships. As a consequence the three heavy cruisers should be in service a year ahead of originally scheduled, at a substantial discount in cost as well.

    The rest of your naval building program goes ahead without any hitches or delays. Likewise your new garrison, militia, and ASF forces are fully in service.

    The new Nadir Oasis II recharge station in the New Pollux system is online and operational, speeding up commerce and allowing for somewhat faster transit of military forces through the system.

    The two infrastructure projects in the Nya Kopenhamn system have been completed, providing a welcome boost to the local economy. It is still highly inadvisable for residents of the two planets to visit the other, as there remains a great deal of resentment, and the system has the highest violent crime rate in the Empire, but the situation is improving.

    The prison expansion has gone well, with the new modules coming online in plenty of time. Teams have the luxury of being able to meticulously test the security systems in the new modules prior to moving inmates there, which is a definite benefit of planning ahead.

    Economic development in the Nowa Warszawa and Skala system is moving ahead quite well, however a minor local corruption scandal hinders economic growth in the Griff’s Leap system. Ultimately it turns out to be more a case of perception than reality, a consortium of mining firms had been accused of influence peddling due to a rather inartfully worded statement by one of the CEOs made when she thought the microphones were off. The reality was she was being sarcastic after being bombarded with rather inane questions by a local journalist looking for a ‘gotcha’ who’d set up his recording equipment to show as ‘off’ when it was still recording. He then did some slight edits, releasing only the audio rather than the video to make it appear to have been said in the actual interview, and it took a full investigation to conclude that it was a complete nothingburger.

    The new commercial space station complexes have been completed, boosting economic growth across the empire and having a positive effect on Imperial revenue. Likewise the civil service expansion has been quite successful, giving you greater flexibility in the future.

    The survey mission to GX-I22 returns data of a highly hostile system, with no truly habitable planets. The third planet in the yellow star system is exceptionally rich in hydrocarbons, but has a reducing methane atmosphere that makes it hellishly difficult to exploit.

    The mission to GX-G22 discovers a red dwarf with a single marginally habitable world orbiting it. The resources present are sufficient for local use, but the system would never be considered an industrial powerhouse. In general it is a fairly boring system, even the lone gas giant is a dull monochromatic color with nothing really of interest to it.

    The mission to GX-G25 is a bit exciting due to the massive number of cometary objects whizzing through the system complicating any survey work. There is a planet in the habitable zone with a breathable atmosphere, but it would require extensive terraforming before being anything close to actually viable. The asteroid belts are moderately wealthy with ores and such, and there is evidence of abandoned and destroyed mining stations in the belts of unidentified origin beyond being extremely old.

    The various yard expansions go extremely well. So well, in fact, that the Nowa Warszawa Medium Warship Yard gains two new slips rather than one thanks to some rather overly enthusiastic construction teams who got into a contest to see who could build faster. You reaped the benefits of a second slip, so you guess you don’t mind all that much.

    Unfortunately cost overruns and shipping delays have pushed back the completion of the shipyard complex in the Dragon’s Eye to Q3 of next year.

    The Kaiyo system has been colonized via the floating arcologies built by DoME. You fully intend to visit someday, perhaps on vacation, at least once the defensive grid there is up to the Imperial Guard’s standards. They’ve not forgotten what happened in that first major Black Steel attack.

    New germanium refining technology has been fully deployed to all of your active refineries, boosting core production output significantly.

    R&D work on the assault weight quad mechs has also been completed.

    Finally, researchers report significant breakthroughs in fundamental understandings of power transfer and communications systems which should prove useful in the future.

    You love motherhood. Your daughter is an absolute joy, even though she keeps you up at nights since you refuse to allow the palace staff to do all the work raising her, and insist on good old-fashioned breastfeeding. Both you and Markus have gotten quite good at changing diapers as well. And despite the terrible names Sir Pounce-a-lot and NINJACLAWS are both very good at keeping Tamara distracted and occupied, and are excellent at making your little girl giggle. Earns the little shits a great deal of slack for their other antics.

    Said antics include waking you up with the Raptor Time Trials, the Raptor Morning Chorus, and, of course, their constant sneaking into places where they don’t belong then looking cute and innocent when they manage to surprise you in the bathroom.

    The reinforcements in the Awha system engage a small Black Steel raid, driving off an Aegis and two Essex class ships with minor damage on each side. A heads-up local commander immediately sent a dropship patrol sweeping down the vector between where the Black Steel ships had been and the planet and intercepted a half dozen nuclear-tipped missiles coasting inward. You make sure he gets a commendation for that.

    You receive reports that the NRI has expanded again to a system they are calling Nova Galicia. This is accompanied by reports that the NRI successfully drove off a pirate raid on Nova Jupitereum, evidently by the same sort of pirates that had long plagued the NRI in the past judging by the equipment in use. They are requesting assistance in securing that frontier under your treaty.

    You also receive word from your contacts in the NRR that they too have expanded, this time to the galactic south of Catachan to a system they are calling Uusi Grönlanti. Initial reports are that it is a garden world, similar in some ways to New Eden and Bauernparadis, but with slightly more industrial potential due to highly profitable ores in the local asteroid belts.

    One of the benefits of your allies' growth is that trade is increasing between all three of your powers, effectively adding another trade route to the ones you are currently benefiting from. Industrial and commercial opportunities are growing as trade increases.

    New Pollux has been officially designated as a Core World, as their economy and population have reached a level where continuing to consider that major military base world part of the Peripheral systems of the Empire is no longer warranted. As part of the festivities surrounding that announcement the local system government evidently decided to take a page out of the NRI Big Book Of How To Embarrass House Griffith and erected a 15 meter tall heroic bronze nude statue of yourself. They even hired the same damn sculptor that your grandfather’s cult in the NRI loved to use.

    Wonderful.

    The Department of Periphery Studies musical efforts have been, well, you wouldn’t want to call it ‘enhanced’ precisely, by the addition of the didgeridoo to their repertoire. To make your headache even worse, the kazoo players and the didgeridoo players have a massive rivalry going which has resulted in a… musical, you guess, civil war taking place on the streets of Griffsport. Earplug sales are up three hundred percent over last month.

    A major investment bank in the Okusawa system has filed for bankruptcy after a number of bad calls resulted in significant losses. Actual investors are shielded thanks to the insurance schemes already in place, although they do take losses as well. The investment bank hopes to reorganize, shedding off the unprofitable portions of the business which had led to the bankruptcy. Regulators so far have found no actual improprieties nor any violations, they just got unlucky and zigged when they should have zagged.

    Luckily this doesn’t have much effect on the wider investment climate, as the overall Imperial economy continues to grow at a steady, sustainable rate. Private shipbuilding is well up from even a few years ago and shipping costs are steadily trending downwards without reducing profitability.

    Work on the HPG anomalies has progressed thanks to the additional affected stations. The station at Bauernparadis is slightly more significantly affected than the one at Awha, and both are more significantly affected than those at Chula, Waypoint 1, and Kainga. Indications are that it is not consistent, the interference appears to pulse in a predictable manner, and some researchers believe that it is an example of HPG transmissions at a different ‘band’ than your own causing interference, and are thus experimenting with that hypothesis in mind.

    Observations from the Pinball system, the fond nickname bestowed on GX-G25 thanks to the massive number of comets present there, show that the HPG signal interference is greater than at Awha, about the same as that present at Bauernparadis. Triangulation appears to place the source at GX-E26, and based on the notes from your great-grandmother’s cryptic statements, you know that the Crimson Storm had come from around that direction, so something to do with Swedish meatballs is present.

    Speaking of the Crimson Storm, you’ve received some communications from them indicating that they’ve confirmed the complete destruction of their rear guard elements, that they are settling in and have established their first shipyards, and both congratulating you on taking the throne and sending their condolences over the death of your grandfather. They’ve also sent baby gifts, including a rather neat light projector intended to produce patterns over your daughter's crib.

    Several lawsuits have been filed by various design agencies against the Navy, specifically against Admiral Fisher, concerning his well known scorn for their work causing harm to their non-naval business. The Admiral is completely unrepentant, telling reports who managed to interview him that the quality, or lack thereof, of their work speaks for itself and that if they didn’t want to be known for utter incompetence than they should strive not to be utterly incompetent. The cases are not expected to survive motions to dismiss.

    The expected major attack on Awha finally occurs.

    The engagement starts near the Zenith jump point, with a significant Black Steel force centered around a pair of Aegis cruisers and a single Sovietskii Soyuz battlecruiser escorted by a half dozen Essex and ten small warships of an unidentified design, along with a swarm of dropships and drone fighters, assaulted the jump point defenses. The admiral in command of the system defense forces smelled a rat, however, and dispatched only jumpships loaded with parasite battleships and destroyers to assist the White Tower. The battle was brutal, but strangely the Black Steel forces seemed to be holding back, refusing to engage closely and obviously attempting to draw the defending forces to them.

    After three days of skirmishing of this sort, additional reinforcements arrived, a mix of NRI Pilum corvettes and jumpships carrying NRR parasite carriers. Fighting remained inconclusive, with the Black Steel forces continuing to skirmish rather than commit to a fleet action.

    A day later the reason behind this became clear, a larger Black Steel force, centered around a McKenna with a pair of unidentified 2 million ton warships and two dozen unidentified cruise and destroyer sized vessels jumped in at the Nadir. The admiral in command of the defenses remained cautious, sending his parasite reserves to the support of the White Tower there. Again the force in question skirmishes rather than engaged closely, confirming the suspicion that something was up.

    Three days of this later and the main force finally showed up, at a pirate point near the colonized planet in the Awha system. Three Farraguts, a half dozen Aegis and Black Lion cruisers, and a dozen Essex destroyers made up this force, with a significant swarm of dropships and drones. The main elements of the system defense and reaction forces engaged them short of the planetary orbitals in a massive clash.

    The outlying forces chose that moment to jump in and join this force, and the local admiral used the same tactic, having the forces he’d had defending the jump points jump in as well. The fighting rapidly became extremely chaotic as attacking and defending forces dueled for supremacy in the region of the planet's pirate point. Additional Black Steel forces jumped in over the next hour or so.

    The arrival of a second relief force tipped the balance of forces enough to inspire the Black Steel to retreat, but not before the local forces were destroyed and the colony subjected to an intensive bombardment by the Black Steel. They were driven off before destroying the colony itself, but the battle was brutal with very heavy losses.

    About a dozen or so Black Steel warships managed to escape before the relief force was able to engage them.

    A defeat, in some ways, but by the weight of metal your forces came out well ahead. Unfortunately the admiral who commanded the defense and managed to avoid being suckered by the feints, thus allowing for the relatively successful engagement, was killed in action on the bridge of his flagship. His cool and calculated response to the Black Steel was precisely what was needed in this situation and avoided defeat in detail.

    This year Parliament declines to give you any headaches, although they’re also not up to anything all that useful either. The bills that make it to your desk are pretty banal and routine, with nothing requiring much consideration.

    The anti-piracy patrols in the NRI have already yielded results, with a number of small raids intercepted by your forces and utterly annihilated. In many ways, despite being utterly obsolete, the Dart and Dagger class vessels are perfectly capable of slaughtering the ramshackle pirate dropships in job lots.

    The Department of Periphery Studies is still tootling, honking, and boomwhacking their way around the city, annoying everybody with even the slightest sense of rhythm, melody, or harmony. But harmless just the same.

    However, that doesn’t mean that it is peaceful in the palace. An organization of veterans from the Rapid Response Force, including your aunt, has shown up and are demanding an audience with you. They are rather upset with General Bradley and her ‘big army’ leadership, stating that she is in the process of completely destroying the Rapid Reaction Force as a viable unit, is deliberately sabotaging them in exercises, and in general is showing excessive hostility towards light units in the Army.

    General Bradley is utterly exasperated by this entire thing. In her opinion the Rapid Reaction Force had their day but is no longer a fit to the Army’s needs. Small, fragile units take excessive casualties and are unable to take and hold ground, which ultimately is the Army’s primary mission, not swanning around having fun in converted racing machines.

    The veteran’s counter by pointing out the performance of the RRF in the Battle of Castor, how they bought time for your grandfather to deploy the heavy forces at the cost of their own lives, and that General Bradley’s actions spit in the face of that sacrifice.

    The fact that your aunt and General Bradley absolutely loathe each other is just icing on the cake. Sokar and Wadjet are fully employed keeping them separated, as it is blindingly obvious to all that your aunt in particular is perfectly willing to physically assault the IGA CO.

    Ultimately it comes down to Bradley wanting to fully dissolve the RRF, and your aunt wanting Bradley fired. You manage to keep both sides from issuing any ultimatums, mostly by virtue of promising to consider the question. To be honest, as a mechwarrior, you’d exercised against the RRF on a few occasions and found them devilishly difficult to deal with, until the exercise rules were changed ‘for safety’ in the last years before you became Empress. The RRF units were then restricted to lower throttle settings and forbidden from approaching within 100 meters of their targets, with the loss in effectiveness being ‘administratively’ adjusted, adjustments that in your experience never actually happened. You check and Bradley had nothing to do with any of that, it was purely range safety intervening after a number of accidents. Bradley feels that such light units ultimately had a very limited role, and that that role was better filled by fast mechs or VTOLs rather than hovercraft.

    Historically, in exercises it appears that General Bradley would use Air Cavalry units for the same purposes your grandfather used the RRF, as harassers, skirmishers, and forward recon elements.

    You can truly see the arguments, however, the Air Cav units are even more vulnerable to damage than the RRF units, and unlike the RRF lack organic light artillery support. The Air Cav, however, is completely terrain independent, whereas the RRF is limited to open terrain.

    Your aunt argues that the RRF’s hovertanks are less expensive, more durable, and more dangerous than the Air Cavs super heavy VTOLs. With the new armor compounds their protection has grown even greater, allowing for even more aggressive tactics. They lack the vulnerable rotor assemblies of the VTOLs, even if their skirts are indeed weak points. An expertly piloted hovertank can sting even an assault mech to death.

    General Bradley points out that the Air Cav units include organic infantry assets far in excess of the RRF’s capabilities, giving them far more flexibility and depth. Likewise, light quad mechs are also capable of carrying integrated infantry support and offer greater, more flexible firepower than the RRF’s vaunted hovertanks while risking fewer lives in the process.

    You table the discussion for now, however, as it is time for the budget meetings.

    “So, should I break out the mud wrestling pit, Your Majesty?” General Jenkins rather cheekily inquires, earning a ferocious glare from Bradley and laughs all around. “More seriously, we will be reviewing the Army organization chart regardless as the new armor comes fully online. Current thinking is to focus fully around the Brigade Combat Team concept, integrating fully combined arms across the board as much as possible. The Navy will be continuing to grow, and our Aerospace Forces will continue to expand. We will need ever more strategic material production to meet our needs across the board. General?”

    Bradley is still visibly unhappy, but takes the podium. “Your Majesty, as General Jenkins stated, we are in the process of working on our organizational posture. We currently have over a dozen top level organizational types, exclusive of militia and garrison units. We’d like to narrow that down as much as possible. We also are continuing to foresee shortages in ferro-fibrous, double heat sink, and endo-steel production.”

    She brings up a small chart of budget priorities.

Of our warship losses, over half were due to detonations in the capital missile magazines. Thankfully the new construction avoids these problems. We will have two Exeters coming into commission this year, replacing some of our losses albeit with an inferior design. But in the near future we will have better designs coming into service.”

    He shuffles his notes then gestures to Admiral Sims. “We have also identified a hole in our force structure. Diverting fleet destroyers away from convoy escort duties is inefficient and potentially harmful to our fleet organization. With the small raids that the Black Steel indulge in between the major attacks there is no question that we require commerce protection assets, but the mission requirements for commerce protection and those for fleet action are quite different. Therefore, I have directed BuShips to develop a ship optimized for the purpose. Admiral?”

    Admiral Sims brings up the graphic showing the new design. “Your Majesty, meet the England-class frigate. She is a fully optimized escort design, with substantial anti-fighter and anti-missile armament, and with an integral fighter wing. She is significantly more expensive than the Fubuki, however this is primarily due to the four drop collars allowing the England to better support a parasite escort force.”

We will be issuing some RFPs for new designs in the near future, however. We also strongly recommend rebuilding the Awha orbital defenses as quickly as possible, and establishing jump point defenses in Bohren, Pinball, and Olej.”

    Elizabeth is up next, smiling as she takes the podium. “Interior as a whole is in excellent shape, Your Majesty, and our teams are ready and able. I’d like to start with investment advice.”

    She brings up the display, showing a chart of recommendations.

    “Looking at the treasury, we feel that now is an excellent time to expend some money and resources Empire wide on building appropriate cultural venues. This was an excellent investment the last time we did it, and while past performance is not a guarantee of future results, we should still see some solid returns on this investment.”

    She checks her notes. “Of the three new systems, only Bohren is readily colonizable without recourse to DoME, therefore we strongly recommend establishing a colony in that system. We have one DoME team available, and recommend initiating the colonization of the Pinball system.”

    Bohren is the ‘most epicly boring system in the history of boring’ system, while Pinball is the one with enough cometary bodies that dropships need to expend more fuel simply dodging them than thrusting to and from the jump point. Olej is the system with the massive petrochemical reserves but the methane atmosphere.

    Leila is off on a diplomatic mission to the NRI, her deputy has sent you a memo that the only recommendation they have is to hold a cultural festival for any of the Empire’s many major culture groups.

    Lien had planned to be present but a last minute meeting request from the Eldest had derailed that plan. She’d sent her aid to report that her department is ready to support any colonization effort you’d care to make and that expanding the Civil Service is always a lovely option.

    Grace looks… pleased as punch, like a cat who got the canary, the cream, left footprints all over the house and managed to blame the dog for it all.

    “Your Majesty, I do not recommend we start this project yet, but one of my researchers has come up with some ideas on ways to further improve our long range missile launchers, potentially enhancing their firepower without increasing mass or bulk. The problem is the expense of the work, and the many unknowns going in.” Grace smiles cheerfully. “Therefore we think we should lay a bit more groundwork first.”

    She brings up a display showing the R&D recommendations.

    General Messerschmidt looks a bit grim. “Your Majesty, we’ve learned more about the Rouges Noir. In some ways, they are quite admirable, as it is a society which has achieved ‘True Communism’ in a way, in that there are no class distinctions whatsoever. However the issue is that they maintain this society by the simple expedient of always having enemies, ‘wreckers’ to blame any problems on, and feeding their excess population into the meatgrinder of endless wars, specifically with the Bourbons.” He pauses. “They make use of massive numbers of relatively fragile and individually weak units, and use swarm tactics. They do not take prisoners, and the Bourbons hate it when some surrender because they are, and I quote, either saboteurs who surrendered to kill more of us, or they turn into the most annoying egalitarians spouting off about our ‘privilege’. Makes us want to vomit.”

    He checks his notes. “Our agent was able to interview one of those idealistic types, and reports that once he established that he wasn’t a Bourbon he got more information, the people of the Rouges Noir who aren’t true believers and fanatics recognize just how monstrous the system is and have zero intention of replicating it, they just also dislike the neo-Feudal system of the Bourbons and cannot see themselves bowing, scraping, and groveling before puffed up airheads with delusions of adequacy. We have an opportunity here, perhaps.”

    Martina is off arguing a case in court, having left a memo behind noting that Justice was prepared for any projects needed but had no special requests this year.

    You had initially been rather annoyed by the situation regarding the exercise adjustments never being made until you discovered why they were never made. The exercise umpires had requested that the RRF file their proposed adjustments, based on the quite reasonable stance that the RRF would know their own capabilities best. The RRF’s legendary allergy to paperwork had resulted in them never bothering to file any such proposal, resulting in the adjustments being left in a pending status as they waited for the paperwork.

    Your annoyance grows when you discover that the sheer volume of missing paperwork from the entire RRF is such that the amount of completed paperwork filed by them is less than what you had to file as a second lieutenant mechwarrior straight out of the Academy. For nine entire regiments worth of forces in almost 90 years.

    So you summon your Aunt and General Bradley back in and render your decision. You are quite willing to fully back maintaining and expanding the RRF on a singular condition. General Bradley is already swelling a bit in indignation, while your Aunt is looking triumphant. You then drop the bomb. Provided that every single piece of missing paperwork for the last ninety some years is properly filled out and filed by the RRF and that going forward there are no further paperwork deficiencies in the unit.

    You’d never seen your aunt gobsmacked before, you are quite glad that the Palace security system records everything that happens in your office, because you are saving that image for future blackmail purposes at family gatherings.

    You’d barely managed to get that pair out of your office when Admiral Fisher shows up, with Rear Admiral Sims in tow.

    “Doubt this will shut the idiots up for long, but shockingly I do agree that there is a place for capital missiles in naval combat. That place is not on a warship where it introduces an unacceptable vulnerability. That place is onboard dedicated parasites that can remain back with the parasite carriers away from the actual fighting and volley missiles in. Sims?”

    Sims passes over a folder with the specifications. “Your Majesty, there would be two distinct but related classes using nearly identical hulls. The Aetna-class Parasite Missile Cruiser is primarily armed with 40 Killer Whale launchers in the nose, while the Meteor-class Parasite Missile Cruiser is armed with 21 of the new Kraken-T missiles in the nose, with associated fire control systems. Our long term intention is to procure 1 Meteor for every 2 Aetna, grouping them with the Saipan-class Parasite Carriers as four ship parasite groups.”

    Admiral Fisher then says. “We’ll be halting procurement of Saipans for a while, we’ve got enough of them for our current and projected needs for about 4 years barring losses and building up the rest of their projected squadrons is important. By then production rates should be high enough to support balanced unit formations.”

    After your jackass of a CNO had been escorted out of your office you indulge yourself in a few hours of time with your baby, which always cheered you up immensely. You totally get why great-grandma had so many kids now.

    A few days later finds you wandering the streets of a traditional Oktoberfest, a stein of incredibly good beer in one hand, a proper German pretzel in the other. The party had long since spilled out of the planned grounds into the city beyond, and the authorities were scrambling to keep up with the crowds. You’d heard reports that the German cultural festival, landing in the same month as Oktoberfest, had been extremely well received as an Empire wide excuse for a good party.

    Then it’s back to work. The shipyards were able to use the last of the stockpiled materials from the canceled Kongo-class ships to hasten progress on the new Canarias and Scharnhorst-class vessels laid down this year, which is extremely welcome news considering the naval situation. The rest of the new construction is proceeding as planned.

    The new Exeter-class heavy cruisers had been completed and were now based out of the New Pollux Naval Station in order to serve as a central reserve for the galactic northern frontier. The first of the new Fubuki-class destroyers were with them.

    A lone Black Steel Vincent is destroyed by the new Orej system defenses when it jumps in under their guns. A reaction force is sent but there is no sign of further Black Steel activity.

    The new advances to Industrial Mech design and production have trickled down to the shipyards, improving their ability to precisely manufacture the massive assemblies that go into warships.

    The initial reaction to the improvements to anti-aging treatments are generally very positive indeed, with the new treatments greeted with great enthusiasm.

    The New Phoenix Military Reservation has been completed, giving the Army a large arctic training area as well as improving their forward logistics to the galactic northwest. Considering the recent Black Steel activities, this is a welcome development indeed.

    The naval shipyard complex in the Dragon’s Eye has come online, giving you an additional medium warship slip.

    More naval construction facilities come online across the Empire, ranging from dropships all the way up to your largest warships. Likewise new refit and repair slips are available, strengthening the logistics footprint for your fleet and allowing you to more swiftly repair battle damage. Additional orbital strategic materials factories come online, boosting production by a welcome amount.

    The quartet of new commercial stations come online simultaneously with the across the board investment in improving all commercial stations, giving your economy a well-deserved boost across the board which should have solid benefits to future revenues.

    The civil service has once again been expanded, giving you greater flexibility for the future.

    Across the Empire new cultural facilities, ranging from elegant opera houses to massive sporting facilities, are built in a blizzard of new construction and investment. While many worlds see minimal benefit, others see minor yet welcome boosts to their economies while others see the highest economic growth they’d seen in entire generations.

    The Awha system defenses have been rebuilt even as reconstruction efforts begin on the planet. Salvage operations continue on the wreckage left behind by the battle but as has become usual with the Black Steel there is little but inert debris left behind.

    The infrastructure upgrades on New Pollux run into a possibly nearly unique series of obstacles as it becomes necessary to schedule work around military exercises and activities rather than purely on the basis of maximum efficiency. Luckily civil and military authorities in the system are able to work together smoothly enough that the project still is completed on time and more or less on budget.

    In general development and investment across the Empire is highly successful, seeing expected returns across the board. Griff’s Leap in particular is experiencing a bit of an economic boom from the investments and focus, helping to jumpstart what had become a very moribund economy.

    Finally the most boring planet in the most boring system in the entire army, so bland and boring that the very name means boring in German, is colonized. Oddly it seems that a very high percentage of the initial colonists are what your grandfather would characterize as ‘useless hippie artistes’ rather than the sort of boring, practical people you’d expect to flock to such a boring place.

    Last year Tamara was teething, and was in a horrid mood because of it at times. This year? She’s crawling around and has said her first word! You pretty much melted when she first called you Mama. But there’s a darkside to this… she’s learned the word ‘No’. Which she uses all the time, often with the cutest happy grin on her face. You, of course, are certain that no matter what your mother says you never went through such a phase. You were always a perfect angel.

    All evidence to the contrary is obviously fabricated.

    But your beloved daughter is going through the terrible twos, and doing so with a vengeance. God help you, because your mother is no help at all. Thankfully your husband has been a solid pillar of support.

    And you are pregnant again!

    According to the ultrasound you’ll be having another little girl, and you couldn’t be happier.

    Some fool showed the distinguished and eminent tenured professors of the prestigious Department of Periphery Studies the ancient television show ‘Buffy the Vampire Slayer’. The female professors are all convinced they are either slayers or witches, the males are split between Watcher and Vampire camps, and it’s only the fact that the staff is very careful to ensure that all weapons, including ‘improvised’ stakes are foam rubber, has kept them there from any tragic accidents.

    Elizabeth, Grace, and Admiral Fisher all buttonhole you into a meeting in late January. You take some mild revenge on the Admiral by allowing Tamara to climb all over him, which he takes with surprising grace and gentleness. You remember that his file indicates that he has granddaughters Tamara’s age, so perhaps there’s that.

    Elizabeth takes the lead. “Your Majesty, ever since we started warship construction we’ve been regularly engaging in efficiency and time-motion studies in an effort to improve production rates. This has already had an effect on jumpship and escort construction, but thanks to the new materials, communications, and power generation research out of our R&D teams we are now in a position to widen the net, so to speak.” She looks over to Grace, who brings up the display.

    “Fundamentally it is a matter of the physical distribution of the yards being rather linear in a way, Your Majesty.” Grace begins. “It is cost effective, but our experience with dropship production indicates that there are ways to add more parallel steps to the construction process without losing quality. Simulations show that we can save as much as 12 months in fabrication and construction time for our largest projects, scaling down to 4 to 6 months on our smallest. As a consequence, including training and working up periods, we could cut almost an entire year from the construction of any given warship.”

    Admiral Fisher looks up from where he is bouncing Tamara on his knee. “I’ve looked over the numbers and they are sound, although I’m sure we’ll still hear plenty of whining, crying, and complaining fit to drive a saint to drink. But there’s bad with the good.” He smirks at that. “And your brave advisors delegated me to break it to you. It’ll be expensive as all get out to pull it off properly. We would need to roll out additional equipment, adjust supply lines, redistribute component warehouses, and hire more workers if we want to do it properly and that takes cold, hard money. Thankfully, according to the Treasury, we have plenty of cold hard money available, so if you want cold hard steel to fight the Black Steel with, rather than money sitting in accounts doing nothing useful, we should spend it on this.”

They’re so incompetent that they can’t manage to defeat a bunch of insane cyborgs without massive losses, why should we throw good money after bad?     A lone Black Steel Bonaventure corvette jumps into the New Eden system well away from the jump point. By the time the local garrison is able to respond it has jumped out again. A sweep of the vector between the planet and the Black Steel vessel shows nothing, and reaction forces have been dispatched to the New Eden system. There’s been no further activity, however, but there are concerns that the use of an ancient corvette design best known for its use as a recon platform may be an indicator of future attack plans.

    The Olympics this year are being held in New Rasalhague. Leila has been sent as your representative, but you are avidly following the games on HD.

    And so far they are a disaster. In just the first week of competition it becomes clear that Team Griffon is half a step behind, barely eking out medals, let alone golds. They manage to take gold in only one event, although that is a welcome Women’s Gymnastics gold, wrestled away from the NRI on the Balance Beam by a prodigy from New Capricorn. You only take a total of 7 medals, most bronze, in 11 events so far. It is by far the worst showing by Team Griffon in the history of the Olympics, and commentators are growing… upset with the situation.

    On New Rasalhague the utter disaster that is this year's Olympics continues with no relief in sight. The various wrestling, fencing, and archery events pass without Team Griffon managing to win a single medal of any kind, even in events where you had been competitive in the past. It’s never anything outre, it’s more that even when your athletes put on a good performance everybody else seems to kick it up a notch and put in far better ones.

    You resolutely put the utter debacle that is the Olympics out of mind. The Navy has reassigned, temporarily at least, HMS Morristown and several of the surviving Dart-class cruisers as supplemental training vessels as they anticipate a python lump of new construction to complete this year, with the first fruits of the new production spending already starting builder trials. The naval academy is confident that they’ll be able to produce enough crews, especially with the additional training vessels and the use of their crews as training cadres, but have already requested additional Wolverine-class vessels to supplement the three currently in service.

    Admiral Fisher has indicated that he intends to permanently assign HMS Morristown as a training vessel going forward, which causes some grumbling but as she’d been kept out of combat ever since you had your first ‘real’ warships you see it as more of a generalized ‘anything Fisher wants is something we’re going to complain about’ than anything serious.

    The latest shenanigans out of the Department of Periphery Studies is becoming progressively more annoying. Despite every effort by the dedicated staff, the distinguished professors are managing to annoy a large number of people by randomly jumping them and trying to beat them with foam rubber ‘stakes’ and ‘swords’ because they are ‘vampires’ or ‘demons’.

    The staff finally manages to distract them with an old favorite, wild conspiracy theories about the Inner Sphere actually being baseball obsessed furries. The flood of ‘baseball mech’ designs that are now flowing into General Bradley’s office is adequate vengeance, you think, for all the drama you are having to deal with from your aunt as she wails and whines about sore wrists from filling out dreaded paperwork.

    You discreetly check and discover that they have gotten the first 20 years or so of back paperwork done, and the Quartermaster’s Corps promises that they aren’t adding additional paperwork just to make sure the lesson sticks. The quartermaster’s left hand was behind his back and you are absolutely certain he was crossing his fingers while speaking.

    You are quite happy to get a heads up from the Eldest, so you had some warning of a rare dose of idiocy from the Imperial Senate. It appears a number of senators are rather upset that they don’t have proper aristocratic titles in the Empire, that ‘Senator’ is not a sufficient nod to their towering nobility. Evidently some of the worst aspects of the Bourbons are sadly rubbing off on some of the senators. Pity that you have no interest in indulging them. While there are hereditary titles, they are honorary ones with no actual power or authority outside of ceremonial affairs. By tradition every peripheral world has an official planetary duke, said title bestowed by the local system government on the tenth anniversary of the settlement of the system by whatever method said system’s government chooses, at which point it becomes hereditary. However, the title and a buck fifty will buy you a cup of coffee, the only time it matters at all is for official ceremonial events.

    But the Senators want real titles, with real power and real authority. You tell them to bugger off, which they don’t appreciate all that much.

    Meanwhile, the chronically obstreperous Chamber of Delegates is actually being helpful for a change. They have proposed the Planetary Terraforming Access Act of 3022, which has passed the Chamber and narrowly made it through a rather butthurt Senate to your desk.

    The Act would fund a new DoME team specializing in terraforming existing colonies to improve their habitability and viability. The team would be required to undertake only such projects, but part of the budgets for said projects will be paid for by an excise tax included in the legislation billed to the system receiving the work on the grounds that the local beneficiaries should have some skin in the game, so to speak.

The reports you get back indicate that these Rouges Noir appear to have taken standardization to an extreme and favor relatively small ships. The grand battle promised by the Bourbons is more of a stalemate, as the superior Bourbon ships are unable to overcome the sheer numbers of the Rouges Noir, while the enemy displays what one analyst calls ‘the worst marksmanship ever seen in a space combat’, as evidently they don’t bother with things like ‘aiming’, but rather their entire fleet just fires volleys down selected vectors.

    The Olympics take a turn for the better at least, but then again it is time for motor racing and nobody expects Team Griffon to do anything but dominate. Which they don’t. Sure, they sweep the podium like usual and bring home four gold medals, but the racing is far closer than it has been in the past, especially in the hovercraft races with the NRI showing a definite propensity for all four events, bringing home silver in all of them.

    Sports commentators are heaping scorn on Team Griffon’s coaches and leadership, because so far this Olympics has been an utter debacle. This year you’ve medaled in 11 out of 23 events so far, by an enormous margin the worst showing for Team Griffon ever in the Olympics. The host Rasalhaguians are well ahead in the gold medal count, however the team that is doing the best so far in terms of total medals are the Bourbons.

    General Bradley comes to meet with you. The Army is finalizing plans for completely revamping procurement, reorganizing existing forces, and developing a new paradigm for future expansion. All of this will be centered around combined arms divisions based on the Brigade Combat Team concept, only more carefully optimized. Several existing Battlemech and armored vehicle designs will be completely phased out in this process, also eliminating a number of existing unit types. The main example being the Light Horse Regiments, which will be phased out in favor of Armored Cavalry Regiments, with the light mech role being fully filled by the more modern Light Mech Regiments. The Kavallerie Light Mech will be retired completely in the process.

    “One of the issues we’re attempting to deal with, Your Majesty, is that the Army is heavily influenced by the experiences of our past battles, especially the Battle of Castor. As a consequence we tend towards heavy, slow, massively armored designs that sacrifice firepower and mobility for defense. Sensible for when you are defending a position from fixed emplacements, or grinding over inferior forces with overwhelming support, but not so useful in actual mobile warfare.” She sighs. “Much as I dislike the RRF, Your Majesty, I do fully support the concept of maneuver warfare. I just want it done right, not by some half-assed cowboys racing off without proper support. Most of the equipment we will be eliminating will be assault weight tanks and support vehicles, replacing them with more mobile and flexible medium weight vehicles that can fulfill the same roles, with more mobility in exchange for less raw armor. Specialist units will retain the assault weight equipment, but in general overall tonnages will be going down.”

    Your Justice Minister, Martina, comes to you with some concerns. It seems that the grandson of one of the media moguls behind the sexual predator ring in the Griffon system back during your great-grandmother’s reign has built a fresh media empire of sorts in the New Eden system. While New Eden is very much a backwater, and the market there is not precisely profitable, it could be an issue. His father is still running a media company in the Griffon system which, while massively reduced due to the fines and criminal penalties combined with how many people simply wanted nothing to do with it, is still profitable enough to sustain itself, and there have long been suspicions about his ultimate loyalty to the Empire. The grandson is more of a cipher, the media outlets under his control appear to be playing things straight, reporting the news with, if anything, a slight pro-Imperial bias, but that could be deceptive.

    There’s absolutely no evidence of wrongdoing on the grandson’s part apart from his questionable family ties. He spends most of his time on New Eden well away from the corridors of Imperial power. Martina’s concern is that New Eden is a critical food supplier to the western sectors of the Empire, despite the relatively lackluster economy there. This is the sort of thing that is at the Empress’s paygrade, and Martina is quite happy to shuffle it up to you.

    General Jenkins is about to retake the podium for the summary when the door opens and the Communications Officer of the Watch in the Palace control center enters, handing you a priority dispatch. The same Bonaventure spotted in the New Eden system had jumped into the Griffon’s Eye system, being spotted by the jump point defenses. It is well away from said defenses and is not making any aggressive moves.

    You grit your teeth, the only value the Griffon’s Eye actually has is as a recharge point, so you simply nod and acknowledge the report. The remaining heavy response forces are dedicated to defending inhabited systems, so only a few old Daggers would be available to help out the orbital defenses of an uninhabited system. It’s a hard, cold calculus of war, but you can’t afford to divert forces there if that means leaving millions, even billions, of your citizens unprotected.

    It’s to a more somber meeting that Elizabeth Lee takes the podium. “Your Majesty, I’d like to start with our recommendations for scouting. We are pretty sure that there is at least a nodal position for the Black Steel somewhere near New Eden, judging by the force compositions of the latest waves of attacks. We need to find it and if possible take it out before it becomes an even greater problem. As such, there are four systems which we are recommending we send scouts to, including in that area.”

    She brings up the map. “GX-I20 is a blue supergiant star, much like the Griffon’s Eye, we haven’t surveyed it yet, however, and it is a leading candidate for a Black Steel base given their past propensity to use systems of this nature. GX-F24, F27 and F28 are all to the Galactic north between Awha and Bauernparadis. We are hoping to gather more data on the unusual HPG interference and further refine our estimate of the origin, which may be a major Black Steel installation. F24 is a red subgiant, F27 is an orange main sequence star, and F28 is a white-yellow main sequence star.”

    She checks her notes. “Now, for investments and economic foci. We have two new core worlds this year, although we are a bit hesitant about Nya Kopenhamn given the continued unrest in the system. We do recommend major economic investments in each of them. Edelsteine is such a wealthy system to begin with that it’s nearly a no-brainer, while it is believed that such an investment would yield enormous dividends of goodwill in the Nya Kopenhamn system on top of the more mundane economic benefits. Beyond that…” She brings up the chart.

    Grace has her typical expression, although there’s a bit of a sparkle there that’s usually absent. “Well, Your Majesty, this year we are going to be asking for not just some money, but a LOT of money. We have two critical R&D efforts that will, combined, be the Grifftiger’s share of the budget, but which have equally massive benefits upon completion. And something that those unrepentant jackasses in the Black Pumpernickels snuck into our files without telling us they were doing so, something we’ve been wanting for a while but couldn’t quite crack.”

I am sure that this will warm the cockles of your cold Imperial heart. Did I mention it’s on the beach, with a wonderful sunset view and some of the finest black sand on the planet?”

    Martina is up next. “Your Majesty, we’d like to initiate the next review of the Imperial Legal and Regulatory codes, we are currently working out a method of handling this in a continuous manner, rather than waiting for the rot to sink in bloating the codes, but are not quite there yet in terms of navigating the legal complexities of such an arrangement.”

    There is a rare bright spark in the Olympics, as Team Griffon manages to medal in Men’s Naked Volleyball, albeit only a silver, and actually barely win a gold in the Women’s Naked Volleyball event. The other six events of the closing weeks of the Olympics are disasters, as not a single medal is won in any of the other events. In the end, the entire Team Griffon only brings home 13 medals total, only 6 of which are Gold, four of which are in motorsports, one in Women’s Naked Volleyball, and the only gold outside of that is, ironically, in Women’s Gymnastics. You have only 1 more total medal in total than the host Rasalhaguians took in gold medals alone, and there is absolutely no evidence, or even reasonable suspicion, of any hanky panky on their part. Of the four competitors, you are the only one to take home fewer than 20 total medals.

    In short, the Olympics were an unmitigated disaster for Team Griffon. The sports commentators in the Empire are utterly savage in their criticism, as the performance was utterly tragic. Even the motorsports teams are coming in for criticism, as the races were far closer than in the past.

    To be fair, sport is not nearly as important as, say, the military and defense, but it is a major morale booster to see ‘our’ team winning in friendly competition, and the amount of gloating from the Bourbons over their having over twice as many medals as us is getting tiresome.

    You receive distress signals from Griffon’s Eye, both the Zenith and Nadir defenses were simultaneously attacked and both were destroyed by overwhelming forces. You have lost all contact with the system. The only reason you know this much is because of the presence of a transiting Dagger, which evaded destruction barely long enough to send in a report. At the moment of the corvette’s destruction at least a half dozen capital ships had arrived, the report was cut off mid sentence by the destruction of the ship.

    In some ways the attack on the Griffon’s Eye was beneficial, because the survey squadron sent to GX-I20 runs into a hornet’s nest of Black Steel forces, as the system quite obviously is, indeed, a forward operating node for the Black Steel. The escorting forces are able to fight off the jump point defenses long enough for the formation to accelerate out of range, leading the Black Steel on a week long merry chase around the fringes of the system, gathering data the entire time, before jumping out.

    The system is far more heavily defended than Stahlfurt had been, and has been dubbed Stahlkampfauge, or Steel Battle Eye. If even those half dozen capital ships confirmed at the Griffon’s Eye had been present the survey squadron wouldn’t have survived, as it is they’ve taken some damage but are substantially intact. You have enough data to plan a proper assault in the near future.

    The survey mission to GX-F27 discovers a system with some truly spectacular visuals, the orange star has a half dozen gas giants orbiting it, along with enormous asteroid fields, and all of the gas giants are absolute gems of brilliant colors and glorious rings. One of them is orbited by a terrestrial moon almost as large as the planet Griffon, and fully inhabitable. The climate would be rather intense, with enormous temperature extremes between ‘day’ and ‘night’ and exceptionally intense storms, tectonic, and volcanic activity. However, provided you build with the conditions in mind the planet can be settled without any significant terraforming required. The system has been rather aptly named Grand View, because the view is, indeed, utterly grand from any point in the system.

    GX-F28 aptly earns the nickname ‘Spark’, or Iskra. The white-yellow primary is enormously luminous and bright, but the system itself is absolutely choked in dust. There are multiple rocky worlds, two of which can support life, although the inner of the pair has a climate best referred to as ‘Death Valley in summer, only not so cold’’ and the outer one makes Nowy Gdansk seem warm and tropical with some wags referring to the two planets as Tatooine and Hoth. Thanks to the thick dust, there are enormous electrical storms throughout the system whenever the central star gets a little… over enthusiastic with flares and such.

    You get a brief report that the Special Branch has managed to insert an agent into the New Eden media mogul's inner circle who will monitor the situation.

    You are rather impressed, the various naval academies have managed to, barely, meet all of the staffing requirements for the massive python’s lump of new construction coming online this year without compromising on quality. You receive a memo from the Admiral in charge of training that the academies desperately need not simply new training vessels but a substantial boost in funding in order to recover from this effort. Getting almost four years worth of graduates in a single year is… amazing, and worth the effort. You promise the Admiral to address this next year.

    Admiral Fisher and Sims jointly send you a memo, including full details on what they are calling the Prinz Eugen-class Heavy Cruiser, which is now possible thanks to the conclusion of R&D work on heavier warship designs. The one and a quarter million ton ship is, in the words of Admiral Fisher, precisely what is needed for a proper Heavy Cruiser. With 10 heavy naval gauss rifles, massive batteries of medium naval PPCs and class 30 naval autocannons, and a lethal 80 class 35 Naval Lasers in fast-track mounts, the Prinz Eugen is very likely your most lethal design yet, perfectly capable of going toe to toe with true capital ships.

    You spend a great deal of time going from keel laying to commissioning to keel laying back to commissioning ceremonies, mostly commissioning ceremonies thanks to the improvements in production capabilities. You will start next year with a far more lethal navy than you ended this year with, and just in time considering the news from the Griffon’s Eye and your survey work.

    All of this production, however, comes at a cost. Your efforts to beef up your garrison units fall apart when so many of the officer candidates get poached by the Navy to serve as marines onboard the new construction. As a consequence no new garrison units are truly ready for action yet. The militia does grow, however, which at least slightly mitigates the issue.

    The Army is rather unhappy with the Navy over this, it must be said. You have to spend an inordinate amount of time cooling interservice bickering, with Fisher not helping things with his attitude.

    The truth is that the Army has been very patient with playing second fiddle to the Navy recently, but as a former Mechwarrior you fully understand just how frustrating this is getting, and Fisher’s attitude totally doesn’t help. Therefore, you make your first use of the Tyler Lee Memorial Defenestration Window to make the point to the good admiral.

    Fisher moderates his tone, although he does complain about you inviting his grandkids to witness the defenestration while armed with water pistols, water balloons, and far too much sugar.

    A plethora of new Oasis II stations come online this year, expanding your recharge network and allowing for more rapid deployment of your assets across the Empire Thankfully one of the new stations is in the New Eden system, very conveniently placed for the upcoming assault on the Black Steel forward base.

    For similar reasons as the issues with the garrison regiments the new Small Shipyard in the Edelsteine system and the Medium yard in the Calliope system are both delayed due to manpower shortages. The other yard expansions are quite successful, boosting your production capacity quite nicely indeed.

    The massive economic and infrastructure investment in Edelsteine proceeds as planned, with the local economy and infrastructure seeing significant and welcome growth as the system celebrates attaining full Core status with a system-wide party.

    In Nya Kopenhamn the same investment has somewhat unexpected results, as the two planets in the system bicker about the allocation of funding and of projects, but in the end the actual end results are similar, with a marked reduction in tensions within the system accompanying the new status.

    Developmental focuses in Griffon and Skala go forward with great success, the increased economic activity especially welcome in the capital due to how relatively stagnant the economy has been for years here.

    The investments in the Kaiyo system pay off handsomely, boosting the local system just when it needs it most.

    Your legal team advises you that the full legal and regulatory code review has been completed. The sheer volume of reviews that are required are becoming a bit overwhelming due to the size of the Empire.

    While you certainly push forward new, welcome upgrades to your Ferro Aluminum production capacity this year, you also spend time building a large number of new factories which some experts report quite likely helped lead to the delays at the yards due to the material allocations synergizing negatively with the manpower issues. You guess you were warned about that.

    The network of commercial stations has been further expanded, energizing empire wide commerce and trade both internally and with your trade partners.

    The R&D work on improving both automation and education technologies and techniques has been quite successful, leading to empire wide economic benefits while also making future R&D work easier. The work on the ground-mobile HPG is interesting, although the systems are extremely expensive they do offer a unique capability for your Mobile HQ units.

    More impressively, there is empire wide jubilation with the release of the first tranche of results from the work on improving the overall quality of life for the elder generations. Ranging from simple things like enhanced mobility assistance devices to improving medical procedures specific for more elderly people to reduce the impact on their lives. Even something so simple as a regenerative device for cartilage is welcomed with enormous enthusiasm… as it pretty much solves many issues for the aged.

    The largest naval armada in Griffon Empire history has been assembled in the Okusawa system. It has been dubbed the Grand Fleet by a history minded admiral, but Admiral Fisher is not in command, rather Operation Bump, as it has been dubbed, is being led by Rear Admiral Michael von Falkenrick.     The current planning for Operation Bump is that the initial strike will be at the Griffon’s Eye, to destroy any Black Steel forces still present in the system. Once the system is cleared, Task Force 3 and 4 will remain to engage in salvage while Task Force 1 and 2 proceed to New Eden to resupply. Once Task Force 3 and 4 rejoin the fleet, Task Force 1 and 2 will then proceed to Stahlkampfauge, jumping in well off axis from the usual Zenith/Nadir arrival.

    The intention is to jump in far enough out to remain undetected. The fleet will carry along multiple Sentinel-class recon dropships on board the lone conventional jumpship, which will proceed to make a high speed pass through the system, hopefully drawing Black Steel forces out of position while Task Force 1 and 2 creep in under minimal power, the Windjammer will jump out in hopes of fooling the Black Steel into thinking this is a simple recon mission.

    Task Force 3 and 4 will be prepared for an immediate jump if needed from New Eden, however the plan is that they will wait for two weeks then jump in together on the opposite side of the system, ostensibly to pick up the Sentinels. As soon as they jump in, Task Force 1 and 2 will go to maximum acceleration and head directly for the main Black Steel base in the system. Task Force 3 will likewise go to full acceleration at the repair yards in the system. Effectively the Black Steel should be caught betwixt and between, with a pair of serious threats that they need to honor, but which would require them to either split up their forces to deal with both or attempt to overwhelm one or the other. Task Force 3 has more than enough acceleration to lead any attempt to intercept them by heavy forces on a merry chase throughout the outer system, while Task Forces 1 and 2 should be able to easily deal with any enemy heavy forces that confront them.

    At least that is the plan, and while it is somewhat complicated you have the advantage of the initiative and solid communications, so adjustments can be readily made on the fly as it were.

    The overall economy of the Empire has entered a bit of a slump. It’s still growing, just at a very low rate, and revenues are down significantly as economic activity slows. The Core worlds are pretty heavily hit, although in a bit of welcome economic news Kainga has been officially designated as a Core system, which spurs a small rally in the markets, although nothing massive.

    You get a report from the Bourbon battle against the Rouges Noir. The odd behavior observed has been quantified and isn’t nearly as foolish as you’d first thought. The seemingly primitive ‘line up in ranks and fire volleys’ came from stations that were effectively a small caliber naval autocannon, a large magazine for same, minimal attitude control and station-keeping thrusters, and detachable crew modules wrapped in a thin layer of cheap armor and used to deny areas of advance. All of the ‘easy’ routes into the system are covered by these cheap stations, forcing the Bourbons to advance via a round-about route that leaves them vulnerable to constant harassment attacks from flotillas of missile-armed corvettes, combat dropships, and ASF strikes. By the time the Bourbon fleet reached the planet itself they were pretty badly battered, and unable to decisively claim orbital supremacy. They managed contested landings, but it is quite obvious that far from being fools, the Rouges Noir have a very sophisticated and capable defensive scheme in place that relies on a solid reading of the character of the Bourbons. Your forces would be able to break it, mostly because the Bourbons are far more obsessed with individual ‘honor’ and ‘glory’, and thus are rather easily baited into ambushes and distractions.

    The fallout from the disastrous Olympics continues. The head of the Griffon Olympics Committee has resigned, along with many of the other senior officials. There are no indications of, nor allegations of, any wrongdoing, but in a statement they take full responsibility for the failures and state that the only honorable thing to do in this case is to resign and allow fresh blood to take over.

    There is a tragedy a bit closer to home. Your Political Advisor, Vinh Thuy Lien, was on vacation skiing at a resort on the Phoenix continent of Griffon when she suffered a catastrophic accident, killing her instantly. As far as investigators are able to determine she simply lost control while skiing downhill, hit a tree, and broke her neck.

    You attend the funeral, which is a very somber occasion indeed. However, as much as you’d like to take the time to mourn, you need to find a replacement for her as quickly as possible.

    Dr Daniel Mitchell (PhD) is the dean of the College of Liberal Arts & Sciences and holds the Eleanor Chapman Chair in the Political Science Department, named after your great-grandmother’s first political advisor. He’s an academic, well-regarded in the field but prone to both the vices and virtues of the breed. For what it’s worth, your great aunt Lisa is lukewarm about him, telling you that he’ll give you solid advice, as far as it goes, but will not be able to keep his own opinions out of it.

    Kornelia Zarzycka is your current press secretary. She’s done a solid job, but is very young for the full Political Advisor position, plus has a somewhat adversarial relationship with the press which is excellent for a press secretary, less so for a political advisor.

    Fujita Toshiaki is currently the Eldest’s chief of staff in the Senate. The Eldest has playfully threatened to eat you if you poach his chief of staff, but then again, the Eldest was the one who put his name in the nomination pile in the first place. You’ve met the man, and he’s quite competent but in your opinion rather… bland and colorless.

    Finja Mayr has recently finished her term as the governor of the Calliope system, and brings with her a host of business contacts. She is fairly well known, but has a number of political enemies even among your supporters due to her history of hard nosed negotiations with the Imperial Parliament.

    Tiberius Artorius Luccius is, as the name strongly suggests, an immigrant from the NRI who actually was Lien’s senior deputy. He’s rather young for it, but has already built very strong relations with the Senate and Chamber of Deputies. He’s also already been roped into babysitting duty a time or two, and you’ve known him for years, as he was in your class at Griffin's Roost University and you’d partnered with him on a number of class projects at the time.

    Operation Bump - Phase I


    The Grand Fleet jumps into the Griffon’s Eye system at 1538 Unified Griffon Time. At 1554 UGT Black Steel fleet elements were detected within the system. Initial identification placed the OPFOR at 4 McKenna-class, 4 Farragut-class, 2 Texas-class and a pair of unidentified 2 million ton warships, they were accompanied by a dozen Essex-class destroyers, three dozen Lola III-class destroyers, and a single Aegis-class ship that, strangely, held well back from the rest of the enemy formation.

    Acting on a hunch, Admiral von Falkenrick detached his fastest units, the Bainbridge-class parasite destroyers, to attack that Aegis. Black Steel forces immediately fell back to defend the cruiser, confirming the Admiral’s hunch, and he recalled the parasite destroyers before they could be engaged. After this, he made full use of the massive numbers of ASFs he had available to him to send in strike after strike, while keeping his heavy units well out of reach of the enemy. As he had the positional advantage in that they couldn’t break past him to the KF limit without coming into his range, he was able to bleed the enemy with comparatively minor damage to his own forces although, to be fair, the ASF pilots might disagree with the word ‘minor’.

    A week into this sparring, he received an HPG message from New Eden, Black Steel reinforcements had been spotted recharging well away from the jump points, trying to be sneaky. At this point Admiral von Falkenrick changed tactics and closed in aggressively.

    He directed his lighter ships to focus fire on that Aegis, while his heavy units brawled with the enemy battleline. In total tonnage the Black Steel still had the advantage, with 10 capital ships that were each individually much larger than anything in the Griffon fleet, but your navy’s tactics nullified much of that advantage. For the first time you actually had more parasite dropships and ASFs than the Black Steel, and used that advantage ruthlessly. The loss of the Aegis resulted in a noticeable decrease in efficiency for the Black Steel forces as their coordination seemed to fall apart.

    Phase 1 of the Battle of the Griffon’s Eye concluded with the total destruction of the Black Steel fleet, in exchange for 3 Didos, a pair of Exeters, and a dozen other warship casualties, not counting the eighteen Corvus-class corvettes the Romans lost shielding your own ships from enemy fire in displays of suicidal gallantry. Most of the rest of your forces are damaged to varying degrees.

    Admiral von Falkenrick promptly turned his forces around and raced for the Zenith point, as prior analysis of Black Steel tactics indicated that they usually liked to jump in at the Zenith first for combat operations. He got there with a few hours to spare, as the Black Steel reinforcements jumped in three and a half hours later, right into a concentrated crossfire from the Grand Fleet. Sensor logs indicate a pair of McKennas, a single unidentified 2 million ton ship, and a dozen lighter Black Steel warships, a mix of Lola, Vincent and Naga-class vessels, with several additional unidentified medium tonnage warships also destroyed.

    Task Forces 1 and 2 promptly recharge for the jump to New Eden, while 3 and 4 remain behind, beginning salvage operations.

    You are just a wee bit jealous of Tiberius and his wife, as they already have five beautiful children, with another on the way. He usually brings his kids with him when you recruit him for babysitting duty for Tamara and Lisa. And cookies, his wife’s exquisite cookies.

    Wonderful, creamy chocolate, smooth peanut butter, perfectly melded together in a buckeye… your waistline probably won’t thank you for this, but bringing Tiberius on does ensure you have access to those delectable tidbits of culinary joy.

    Unfortunately you have to take Tiberius with the cookies.

    You remembered his horrid sense of humor too late to forbid it, because at the first official meeting with your new Political Advisor he sweeps in wearing something you were certain his wife would have burned at some point, and amazingly still fits even after all these years. A technicolor fluorescent toga with concealed strips of flashing LEDs to make it all the more fabulous. He’d spent ages tinkering it up for a ‘most tasteless without being risque’ costume contest back when you had both been teenagers at GRU. You and his wife had both worn matching stola that were just as ridiculously tasteless and hideously over the top.

    If you didn’t know that he was quite happily married to the woman he’d been dating since middle school, that he’d been utterly and absolutely faithful to her the entire time, and that she was equally besotted with him, you’d be forgiven for thinking he was about as gay as gay could be, as he flounced around in that hideous toga complete with… yup, the neon multi-colored laurel on his head. He minced, he actually minced across to where you were waiting.

    And promptly let the ridiculous toga fall off his shoulders, wearing a perfectly sensible and professional business suit underneath it, tossed the laurel off to one of his assistants, grinned, and earned forgiveness for his stunt with a box of his wife’s baking.

    He also had the assembled press corps torn between laughing, gaping, and utter and total confusion.

    He also brought with him the latest reports, because even in a time of war and recession Parliament was in session.

    The first bill on your desk is actually quite welcome. The Administrative Reform Act of 3023 is a well crafted piece of legislation that originated in the Imperial Senate under the watchful gaze of the Eldest but was enthusiastically taken up by the Chamber of Delegates as their way of contributing to the well-being of the Empire in these difficult times. You sniffed a few times, certain that you were smelling some bullshit, because when politicians talk like this… but surprisingly there is very little of the typical logrolling and pork barreling in the final legislative product, which you are quite happy to see.

    Ultimately it removes duplicative administrative offices, consolidating back office functions into a single General Services Administration office, eliminating a great deal of duplicative work functions without impacting the front end work of any of your agencies or departments whatsoever. Those backend positions made redundant by the consolidation would see those facing the loss of employment offered retraining in the front-end operations of their respective departments, or if they declined then they would receive generous severance packages and recommendations to private or system entities.

    []Sign the Administrative Reform Act of 3023The Civil Service does vital work for the Empire, but the duplication of back end administrative functions results in excessive costs. Reducing these costs frees up funds for more important projects that more directly aid the citizens of the Empire.

    Critically, this legislation ensures that even those employees directly affected by the reform will see no harm. They signed on in good faith and it would be a travesty to turf them out willy nilly. The retraining or severance options are far more generous than the private sector offers in similar circumstances, and all reports are that the employees in question are quite enthusiastic about this.

    The second bill on your desk is the Imperial Communications Decency Act of 3023. The title makes you instantly wary, and seeing just who wrote it raises your hackles even further. It’s not a well written bit of legislation at all, and you can already see dozens of loopholes and mistakes that effectively would neuter it even of its primary stated purpose, but you can also see just what is intended.

    The father of the suspicious media mogul out on New Eden still has some pull in the Chamber of Delegates thanks to his money, and used it for this. A bill to ban the transmission, reception, or transfer of ‘indecent’ material over the Imperial HPG network, written in such a vague way that it could easily be argued that a picture of an empty beach at sunset could be construed as ‘indecent’ with enough tortured logic. It’s such a ridiculous bit of virtue-signaling that it’s amazing it made it this far, although Tiberius notes that the Eldest was snorting in amusement, and most of those who voted for it did so simply to shut the idiot up who’s been proposing this every… single… session… for… decades…

    So naturally you veto it, because it is completely idiotic and only an entitled idiot would think that the great-granddaughter of the woman who’d rejected any form of Prohibition in the Empire would be any less committed to civil rights and the freedom to communicate free of government interference and restraint.
