You are having a lovely meeting with the Eldest when your secretary pages you to inform you that Admiral Fisher and Admiral Sims are at your office and need to meet with you immediately. The giant cat chuffs in amusement at your panicked expression but remains as the two naval officers are allowed into the indoor/outdoor ‘office’ that you use for these meetings.

“We have a problem, Your Majesty.” Admiral Fisher is looking serious, and not nearly as irascible as usual, and Admiral Sims is matching his expression. “We have just placed stop work orders on both Kongo class vessels that are currently in the yards and have initiated legal action against the civilian design teams responsible for the class.”

You blink, as that had come out of left field. You inquire as to why.

“Simple, the plans that were approved for production were not the plans given to the shipyards, and the resulting ships are, to put it bluntly, utterly unsuited for any military role other than ‘static target’. We can only thank the grace of a very partial God that we didn’t lose HMS Kongo herself.” You are somewhat shocked at this.

Admiral Sims takes over. “The ships are defective, Your Majesty. Thankfully an alert engineer aborted the jump in time, but the seals on the jump cores are faulty. This came on top of a report from the IG’s office into complaints filed by the crew of HMS Kongo. In short, the design we approved was… overly optimistic to be charitable, criminally fraudulent is, in my opinion, a more accurate description. Tonnage and volume which supposedly were allocated for life support systems were instead needed simply to fit the magazines for the missile launchers, the life support system itself was horribly overstretched as it was designed for a ship less than a tenth the size of the Kongo-class. While returning to dock, HMS Kongo also suffered a drive failure and is currently under tow.”

Admiral Fisher takes over once more. “Therefore we have halted all work and are in the process of clearing the slips, retaining the incomplete hulls for evidence and analysis of what the hell went wrong. Crap like this is why I am insisting on all in-house work on our Warship fleet going forward, we paid that team tens of millions for this abomination. The only silver lining is that this will give us two additional slips to lay down new construction this year.”

You ask about the legal case.

“Justice has been notified, and JAG is also on the case. A number of procurement officers are facing inquiries and potential criminal liability if they are found to have been negligent.” Admiral Fisher explains. “They are not currently under arrest, but are being very closely monitored. We also are closely examining the shipyard staff and crews, we already have evidence of suppressed whistleblower reports about the ships and are attempting to determine just how bad the situation actually is. At minimum we will be seeing about a dozen officers in Procurement and Construction facing court-martial for their actions.”

Seeing Fisher like this, not being an arrogant ass but rather being the professional officer that he is, is a good reminder that he isn’t only an arrogant jackass with an ego bigger than the Eldest, but also a brilliant naval officer who really is almost as good as he thinks he is.

Admiral Sims clears her throat. “While we are here, Your Majesty.” She smiles faintly. “I know you are likely getting tired of looking over new designs, but we have two of them for you.”

You can’t help but laugh at that. Admiral Fisher gives his subordinate a moderately irritated glare, which causes you to laugh even more, while the Eldest is chuffing in amusement as well.

Fisher takes over. “First of all, when I put a team to design a larger equivalent to the Supply class I wasn’t expecting too much.” Admiral Sims is smirking a little behind her boss's back. “But they did manage to surprise me. The Vestal-class Repair Ship actually gives us a mobile repair capacity we previously lacked. She has far too many missiles for my peace of mind, but given her support role it does have some advantages. Moreover, despite her tonnage she actually is simple enough to build for one of our small yards to construct, rather than tying up a medium yard, although she will take a bit longer than other ships those yards can build.”

Admiral Sims puts up a rendering and animation of the proposed ship in action. At first it doesn’t look like much, just a basic cylindrical ship with what looks like exposed scaffolding along the ‘edges’ of the hull. The animation starts with the vessel approaching a render of an Exeter-class vessel from behind, coming to a halt, and then it shows that ‘scaffolding’ folding out and forward, eventually forming a complete repair dock as segments lock into place with the assistance of small craft launched from the massively oversized small craft bay in the nose of the ship. According to the notes it would take no more than an hour to deploy the mobile repair yard segments, although it would take two to three hours to retract them, depending on circumstances.

“These ships would be critical to supporting any sort of expeditionary fleet, Your Majesty.” Admiral Sims says. “Moreover, they would be incredibly valuable for salvage operations.”

She then brings up a new image and you find yourself leaning forward, while the Eldest rumbles a bit. You’d thought the various designs you’d already seen looked predatory, this one looks downright murderous. The proportions are somewhat different, a bit wider than you are used to seeing, giving it a more ‘set’ stance. What throws you off a bit is that it has a bit of a ‘trident’ look, with two ‘secondary’ structures attached to the central hull at the end of thick ‘arms’.

“This is the replacement for the Kongo, Your Majesty.” Admiral Sims says in answer to your unspoken question. “The Scharnhorst-class Battlecruiser. What look like the side tines to a trident are actually the 250 meter grav decks. We have been in consultation with the R&D teams working on the dual-purpose capital laser project and have ensured that the mounts in the Scharnhorst will be compatible with that proposed upgrade, which can be applied on the stocks as soon as it is available for minimal added expense. This will be the first operational deployment of the Class 35 Naval Laser, which according to those same R&D teams is the easiest to integrate with their proposed systems.” She looks over at Admiral Fisher.

“We are reviewing the decision concerning not mounting sub cap lasers as secondary armament on capital units. If the upgrades to full naval lasers are viable, however, that will become completely moot.” Fisher says, scowling now. “Despite what my subordinates like to say, I will note that the Scharnhorst, unlike the Kongo, actually does have sufficient life support and crew amenities. After all, said amenities, on a ship this size, do not displace operationally useful equipment such as anti-missile systems which could save those crews' lives in the event of combat.” He meets your gaze. “I’d rather those bastards hate my ass in retirement than love me from the grave, Your Majesty.”

On the advice of your mother, and remembering well just how your grandfather would overwork himself, you deliberately take a short vacation, visiting the old compound where your great-grandmother used to spend time with Sergeant-Major Ngo’s family. You grew up with a few of them, and the beach is still just as lovely as it always was.

Reports come from Pieklo, an unusually large flare from the gas giant quite luckily heads further out of the system rather than towards the planet, highlighting the critical need for the radiation shield project currently underway in the system. A number of ore prospectors were able to nip away from the flare, avoiding direct impacts, and the system space patrol was able to successfully handle the situation. The system government has commissioned a network of HPG-equipped monitoring satellites to be deployed around the gas giant to provide earlier warning of future flare events, as the scientists are now confident that they have a decent suite of predictive indicators that can be continuously monitored by such satellites. There’s no need for Imperial intervention, the system government is able to pay for this out of their own resources.

A report is sent to your desk from a merchant in the New Breton system who had been carrying a load of water purification equipment to the agricultural world in the system. While there, he spotted a skirmish near the nadir jump point between a squadron of Bourbon vessels and a flotilla of unidentified craft that do not fit the sensor profile of Black Steel, Pirate, or Bourbon craft. He has handed over copies of his sensor data to your intelligence agency.

The Bourbon embassy has flatly denied that any skirmish ever took place, insist that it all is obviously just a long term con job on the part of said merchant, and has pulled his trade visa. Reading the denials, however, you come to the conclusion that they are being very suspiciously specific about just what they are denying while using the vaguest possible terms to describe the situation. That the Bourbon squadron evidently was quite successful in defeating whatever it was is obvious from the footage, which begs the question as to why the Bourbons are so reticent about the entire affair.

An attempt is made to assassinate the NRR President, however President Nordlund manages to survive the bombing of her official vehicle. NRR law enforcement has requested the assistance of the Special Branch under the terms of your alliance, which you gladly permit. According to the preliminary reports the attack appears to be a lone wolf situation, the bomber was killed in the attack but there was a solid enough evidence trail to show that they most likely acted alone. The disturbing part is the apparent motive, as the bomber evidently felt that President Nordlund had ‘jilted’ him and thus needed to be ‘punished for her infidelity’, with a very large stash of digitally altered ‘pornography’ of the President wearing a fur suit. Very poor quality digitally altered pornography, if you are any judge of things from the samples they included, all found in a shrine to the President.

You get a memo from General Messerschmidt about the NRI. Evidently they’ve managed to build a full clone of the automated shipyard they’ve been using to churn out Pilum-class corvettes in job lots, so now they can produce twice as many Pilums as before. About a quarter of their production run is being sold to the NRR, according to General Messerschmidt, giving both of your allies a small but increasingly potent warship fleet able to come to your aid if needed.

He also somewhat wistfully informs you that the Romans have not yet started any cults to you, personally, but that the one to your grandfather was barely dissuaded from mandating ‘pilgrimages’ to his gravesite. At your groan he seems to perk up a bit, causing you to give him a quelling look that he returns with one of complete innocence.

And now it is time for only your second budget meeting. You actually don’t mind them that much, but you suspect that it becomes a chore over time.

General Jenkins is looking somewhat more like himself this year, although he’s still not as ebullient as you remember him being before your granddad died. “Your Majesty, We find ourselves at an interesting place. Our offensive ground forces are in a solid position, as are our garrison and militia units. We do have the prospect for some interesting upgrades for them in the future, plus much of our equipment is pushing onto 30 to 40 years old. While we designed for the long term, it’s still best to refresh the inventory so that our troops aren’t operating the exact same piece of kit that their grandparents operated. The DURF handles some of this, but we would like to implement a full SLEP, or Strategic Life Extension Program, for all of our ground kit. General Bradley will give you the details, General?”

General Bradley takes the podium. “Your Majesty, as General Jenkins said, the Army is proposing to shift to a maintenance mode rather than an expansion mode. We have sufficient forces to handle any two prospective opponents simultaneously, so long as the Navy is able to provide support. As such, we propose to initiate SLEP planning. What this means is that all of our equipment will be brought back to the factory, fully stripped down to the frame, the frame inspected and refurbished, then rebuilt with new components. This is an ongoing type of program, once initiated it will continue until we shift back to new production. The major advantage of this is that it maintains the production capacity of the Empire while significantly reducing procurement costs.”

She checks her notes. “The only things we will continue to request are strategic materials production and both garrison and militia force expansions.” She puts up the budget requests on the display.

Admiral Fisher is sitting somewhat apart from the other service chiefs, glowering at them, before stumping up to the podium. “The Navy finally has a core of almost decent designs to procure, although I will continue to lean on the Design staff to continue to improve across the board, with our next priority being to revamp our parasite forces. We’re also ending that ridiculous concept of us having ‘enough’ production capacity.” He scowls a bit at your crooked eyebrow, before appending a surprisingly respectful ‘Your Majesty’ to the end of that, seems you’ve managed to impress the irascible bastard.

“We’re scrapping the two Kongo hulls that were in the yards, they’re even more defective than the floating pile of spare parts we have clogging up a repair yard. With your permission I’d like to have that abomination towed to Griffon orbit as a permanent reminder of just how badly we can get things wrong without professional oversight over the design process.”

Before he sits down he scowls again. “Your Majesty, you may notice no procurement requests for PPG-001’s. We have enough of them, they are mostly useless, a waste of manpower and resources, and if it weren’t for how useful they are for non-combat tasks like customs enforcement I’d recommend scrapping all of the ones we do have. We won’t be wasting money on any new ones.”

Elizabeth Lee takes over once the Admiral is seated. “Your Majesty, at the request of the Navy we are recommending suspending further survey and expansion work for the near future, at least until we have more operational major combatants. That being said, we do recommend that we proceed with the colonization of the Awha system, as we have fully surveyed the system and the mineral wealth present as well as the scientific possibilities makes it a very valuable world for us. This will require us to build the jump point defenses as well as implement a local system government and justice system.”

She checks her notes then. “We have four DoME teams available for deployment this year, we strongly recommend assigning them to a number of early stage terraforming projects, specifically in the Bari, Pieklo, Skala, and assuming we colonize it, the Awha systems. This will enable us to get these systems to the point of being completely self-sufficient much faster than otherwise.”

“Now that the Okusawa system has achieved Core status, we recommend a major infrastructure investment in the system. This will help ease the transition to Core status, strengthen the local economy, and ensure long term stability in the system. We also recommend regular investment into the Skala system.” She brings up a chart on the screen. “We also recommend Industrial and infrastructure investments into the following worlds. Skala, Pieklo, Nya Kopenhamn, Chuma, and Bari. We likewise recommend expanding military industrial infrastructure on those same worlds.”

She then yields the floor to Leila. “The Foreign Office has no specific requests this year, Your Majesty. Our embassy in the Bourbon Empire is being stonewalled like usual by the Bourbons, who seem to be quite fond of using a million words to say absolutely nothing at all. There’s something going on, some sort of conflict that they are involved in, we are seeing all of the signs of a war economy beyond what can be explained by the Black Steel, yet we have precious little to nothing that we actually know about what is going on. I know that General Messerschmidt is planning on proposing the deployment of intelligence assets there, and the Foreign Office strongly agrees. For Cultural Affairs, we would like to recommend a memorial concert rather than any specific cultural programming. Time enough has passed since the Battle of Oculus Venetus and the death of your grandfather for this to be appropriate.” She does give you a rather compassionate and understanding smile as she says that.

Lien is up next. “Your Majesty, we’ll need to soothe ruffled feathers in both the Senate and Chamber, with your permission I’d like to get to it this year. In addition, we are prepared to assist in setting up the government in the Awha system if needed.”

Grace looks quite excited. “Your Majesty, I have truly wonderful news and a project that I hope you will support this year despite the expense. Our researchers working on the new advanced ferro fibrous alloys believe that they can apply the same techniques they are working on to ferro aluminum armor alloys, allowing us to gain more protection for a given tonnage of armor on our aerospace fighters and dropships. This has pretty much everybody in the materials science end of things salivating, because the new alloys might have even greater implications once we fully understand them.”

She checks her notes. “I have one other team available for R&D projects, Your Majesty, and they have indicated an interest in working on Assault class quadrupedal mechs as a stepping stone towards Grifftiger-rated battle armor suits. It’s a relatively inexpensive and quick project, so I have no issue recommending it to you.”

General Messerschmidt is up next. “Leila somewhat stole my thunder, Your Majesty. We’ve been training operatives for potential infiltration work in New Bourbon space for the last several years using our routine budget allocation. They are ready for deployment, although I must stress that this might be risky. The Bourbons might get rather more prickly if they catch us, after all. It will, however, give us insights into what the hell is going on there, if you pardon my French.”

You are not the only one who groans at that horrible, horrible dad joke.

Martina actually throws a wadded up piece of paper at General Messerschmidt as she takes the podium. “Justice is ready to support the colonization efforts in the Awha system, Your Majesty, in addition we would like to request additional funding for the IGMP in order to ensure we keep ahead of any potential issues Empire wide.”
