I would say it's more because the US pretty much went full "Minimum Effort" with the whole thing.t;dr: America failed because Afghanistan is a culturally primitive shithole still stuck in the 9th century, and instituting anything remotely modern was like trying to get a lion to eat tofu.

I would doubt it greatly. Refugees from Afghanistan are nothing new in USA and Europe. As such, i wouldn't expect any major surprises with them, just more of the same.
