I would say it's more like the economic boom from civilization restarting on large scale has been unevenly distributed. Helped along of course with rampant corruption from the bottom up. Of course the NCR seems willing to totally gut the economy to fuel the war effort so we'll see how far the populace is willing to put up with it.
I would say a lot after generations of anti Enclave truth and propaganda.
We see in other chapters that most citizens see the Enclave as a threat to their very lives on a personal level. Combined that with a media that fans the flames and the Enclaves past actions I would not be surprised if the average citizens is not thinking any but the army needs to be as strong as possible. Granted I am sure that changes the higher up in the NCR social structure you are but I could see normal women handing out white feathers to any man not enlisting after Texas.
Basically, the NCR wants them(citizens)to just shut up, work the fields and factories, fight in the wars to come and accept any ill treatment because they have a bigger fish to fry
I think the Enclave does so well economically, is because they are mostly composed of guys who legit believe in this whole, civilizing the Wasteland and bringing back America thing and look to only do conquest as a last resort or in self defense as others accede to Enclave rule through diplomacy
Having an already advanced tech base and infrastructure kinda helps
I've seen it compared that the NCR is early Industrial Revolution with robber baron-equivalents, whereas the Enclave is the idealized 50s with enough tech for there to be legit hope that people can work their way to the top or reach high still
