Nothing is inconsistent in it.
If you laid off the propaganda line about Minsk for a moment you would know that this was Russia's attempt to do exactly that by hybrid\soft power means (which those better informed quickly realized and treated it accordingly). Which in turn was much cheaper for Russia in terms of sanctions and political relations with the West than the current option, hence they tried it first. Now in hindsight obviously that seems like a huge waste of time to that bunch because in the end they got into deep shit West relations wise anyway and gave Ukraine the will and time to prepare, creating a military problem on top of the international politics one, but hindsight is 20/20.

Missiles, especially good ones, don't grow on trees, and the effect of it on military performance is very meh anyway (see - the campaign against electric infrastructure).
