That makes literally no sense to do so, whether or not Zaelensky is there. That just risks widening the war and direct intervention by NATO which Putin can’t afford at this point.

Then again this assumes Putin is acting in a logical manner to begin with.

I'm not sure Putin's logic is the final arbiter anyways. There's a set of standing orders he can activate to launch an all out nuclear strike on NATO, but to launch a selective strike on Ukraine he has to give orders through the military bureaucracy the nuclear response protocols bypass. If Putin gives the order I think the odds are high that someone pulls a Jaime Lannister before the order goes out to the nuclear launch sites.

Supposedly the CCP also have an agreement with Ukraine that if Russia launches a nuke at them, the CCP will respond against Russia.

Because I think the CCP had wanted Ukraine for the Belt and Road initiative, and Russia's fuckery there has hampered those plans, as well as given a lot of nations, including Taiwan and Japan, even more impetus to arm up and modernize their defensive abilities.

If Putin was going to decide on tactical nuclear strikes, the best time to do that was before the mobilization.
Now he's already suffering all the political and economic consequences of mobilization and lasting war, even if he could be suffering consequences of nuclear weapon use instead, and if he would rather do that, now he doesn't have that option, now he would have to suffer both at the same time. Preferably he would do it before NATO made noises that they will go into Ukraine if nuclear strikes happen, and when it would be the professional army mopping up the nuclear battlefield, not mobiks who don't even have decent boots and wouldn't know a geiger counter if they stumbled on one.
