On a more serious note, if it's true that China isn't a major contributor (which I am very skeptical about) then targeting the biggest fish is suddenly a lot more doable. Obviously this is a matter of will and not population, since some of the largest population ones have smaller footprints, like Indonesia and Bangladesh.

True however I think there is merit to going back to the old ways. Less microplastics too.Great Ocean Cleanup is already on the job.
The Philippines, being an archipelago, has lots more surface area relative to volume for the plastic to get to the ocean. Most of Mainland China's trash probably just stays on land.
In the world I grew up in, stuff from the shops was in paper bags, and milk or other liquids was in glass bottles. One could bring the empty bottles back to the shop and get money for doing so. Then sometime in the 1990's or so, it all changed to "disposable" plastic.
