NSA bigwigs were perfectly willing give Congress the runaround.
Liars are not trustworthy. I remember debating this with a friend of mine in cybersecurity; he was firmly in your camp, while I was split. Not anymore, I've seen so much bullshit dishonesty and abuse of authority great and small that I now believe that, though Snowdens leaks likely caused America harm, the price was worth it.
No it wasn't.
Guess what, a whistle-blower can also go to Congress. Bypass the NSA entirely.

I don't think anyone here is claiming that Snowden observed his chain of command or followed NSA protocol for addressing alleged wrongdoing by superiors. He obviously did not.
The trouble we have is that we have no faith in either NSA leaders to adhere to written policy, or Congress to enforce lawful limitations on the NSA in general, because both have failed to do so in the past. It went something like this:
Congressmen: Do you spy on Americans?
Clapper: No
A wild Snowden appears!
Congressmen: But you said under oath that you didn't spy on Americans!
Clapper: Well, akshually, we kind of did but it was for a good cause.
Congressmen: harrumph harrumph harrumph! (nothing happens)
Because they were probably given a confidential briefing explaining it.

Pretty accurate.
This ignores that capitalism does not cause it. Capitalism has no pretensions of being anything more or less than an economic system. It's the moral system you coordinate with it that determines what you're going to get.
The rampant degeneracy isn't caused by capitalism, it's caused by abandoning God and christian morality.
Capitalism might not cause degeneracy, but it certainly encourages it.

Capitalism is an economic system, not a moral system. The only way in which it can reasonably be said to 'encourage' degeneracy, is the fact that it's easier to be degenerate when you're very prosperous, which is what capitalism tends to bring.
So we should be communist to make sure Degeneracy doesn't happen?
