I never actually understood the whole "He crossed state lines" argument, This took place in the USA not USSR last I checked. The media literally wanted people to focus on anything but the facts, and harping on about 'crossing state lines' made it sound like he came from a long ways away, instead of a ~10-20 minute drive. It was an attempt to destroy the idea he had a legitimate reason to be there.
