Thanks to some extensive, and moderately expensive, research through ancient documents, records, and esoteric corners of SARAH’s databases, you were able to find basic information on at least 80% of the new sports that will be debuting next year, which is… helpful.

Otherwise things are going rather well, if a bit amusing at times. The Empire-wide German cultural festival had a slightly rocky start when the organizers nearly blew it out of the gates by selecting the wrong bier, which apparently is a faux pas of the highest possible order of magnitude for Germans. Thankfully disaster was averted, and you have to admit that the beer deemed ‘suitable’ is, in fact, truly excellent.

Shipyard capacity saw a nice boost this year, enabled by the more streamlined Civil Service oversight, budgeting, and contracting processes thanks to the reforms. Indeed, the reforms were, if anything, more effective than you’d initially thought they would be, as it appears that many of the newly promoted team leads are extremely motivated to prove that promoting them immediately rather than waiting on seniority selection was the right call.

Your SigInt and ComInt people report that there were a number of minor intrusion attempts into Imperial networks, however they’ve all been traced to domestic criminal groups attempting to make a quick profit rather than anything external. They have actually hired one of the groups, who’d managed to get quite deep inside indeed, who turned out to be a bunch of college kids doing it on a dare who used the access to pull rather funny pranks on public address billboards rather than anything actually harmful, and who also had fully documented all the vulnerabilities they’d found and turned themselves in with the binders in hand.

The economy is humming along quite nicely, although there are some concerns about inflation indications, especially in the agricultural sector. Your economic teams are on top of the issue, however, and have informed you that it is mostly the result of fears about a crop collapse on New Eden. Local farmers have noted a decline in yields, but have reported that they have determined the underlying causes of the situation and efforts to mitigate said causes are well underway. Local authorities in the system are fully involved in such efforts, and have informed you that while yields for the next few years will be down, that fears of a ‘collapse’ are grossly overblown. The yield declines will be due to necessary maintenance and upgrades of the planetary irrigation networks, which will require a far higher percentage of cropland to lay fallow for the year than normal.

Nashornland has been settled, and the initial survey reports were found to be a bit too pessimistic, according to the new residents. The climate is, in their words, amazing, the beaches are the best thing since ever, and as a consequence what had already been an extremely attractive system for internal migration has become an absolute magnet. One thing that is noted is a quirk of the local system primary, the output of harmful UV radiation is just in the perfect zone where the planets ozone layer completely protects the surface from actual damaging dosages, meaning that unlike just about any other tropical world there is absolutely no need for sunscreen here.

Nuovo Paradiso and Ogien likewise are settled, expanding your Empire and filling out the Diamond March.

The overall military expansion, in general, has gone quite well. The Navy is reporting no issues, nor is the Aerospace Force, but some of the reports you are reading from the Army are causing your eyebrows to twitch, just a little.

The early reports indicate that this year is an excellent one across the board, economically speaking at least. Pustina has officially been classified as a Core world, to much local celebration. However you do look at some of the numbers with a degree of suspicion, because they seem awfully uniform to you. How could every single planet in the Empire have such similar projected growth rates? You double check the data, and it seems to bear out.

There have also been some welcome developments on the trade front, with a significant uptick in trade out of the fragmented mass of minor statelets to the Galactic northeast. It appears that both the Olympics and your trade attaches are doing superb work in that regard, which reminds you to send congratulatory messages to the consular offices involved.

The Olympics this year are being held in the NRI on Nova Roma itself, so unfortunately you are not in attendance and only able to watch recordings. The Opening Ceremony is truly spectacular, with the Romans taking out all the stops to put on a truly over the top extravaganza, thus proving to any doubters that they truly know how to put on an amazingly exquisite show.

The Parade itself lasts three hours, with each delegation separated by extremely elaborate floats featuring tributes to that particular delegation's home. It appears that the NRI worked overtime to determine all the fine details for each of the tiny statelets, as even the smallest single star polity is fully represented in this manner to their obvious pleasure.

A few do cause you to scratch your head, the most bizarre being the small single-planet government where leadership is decided via an annual Texas Hold’em tournament, and lower positions are handed out as slot machine prizes. An entire culture utterly devoted solely to the art of gambling, yet if the briefing material on them is correct, they absolutely refuse to gamble with money, all of their games of chance are solely to determine leadership and position with no limits whatsoever on entering.

Or the one world where you are still scratching your head over how they manage to have any population left at all, where ‘leadership’ is decided by random secret draw, with the ‘lucky’ bastard selected being quite literally imprisoned in the capital building and forbidden from leaving while they do all the work of running the state, then at the end of their term there is a vote as to whether or not they did an ‘adequate’ job, if the answer is ‘yes’ then they get a quite massive payout and are forever immune from the draw, but if the answer is ‘no’ they are summarily executed for treason.

Then there’s the system with two inhabited planets that used to constantly feud with each other, but are now under a unified government where the leadership is chosen based on the outcome of a massive chess tournament every decade.

You idly check out of curiosity and, yes, chess was added to the list of events, and apparently the organizers didn’t specify any ‘protective gear’, plus there is only one unified event, which has led some enterprising sorts to create ‘Co-Ed Naked Chess’ merchandise.

You can’t bring yourself to disapprove of that.

You most certainly did not buy any as gag gifts. You have no idea how your kids wound up getting them delivered to them, you certainly had absolutely nothing to do with it. It was plainly Tiberius’ fault. That’s your story and you are sticking to it.

Besides, it was on your husband’s credit card, not yours.

Unfortunately there is some bad news along with the good. A small Black Steel raiding force has hit the Zenith point of the Highland system, causing some minor damage before being driven off by the local system defense forces. Damage to your naval units was trivial and is already being made good thanks to a Vestal repair ship, and there was no significant damage done to the civilian side, however this is a bit worrisome as in the past the Black Steel had waited longer to build up forces before starting such raids. Therefore, either they lost far less of a percentage of their forces at Arvum than you’d estimated, their production rates have gone up far more than you expected, or they are changing their pattern of attacks. Any of those options is troublesome.

Admiral von Koester, the new head of Fortress Command, is a rather crusty officer, almost as old as Admiral Fisher and sporting absolutely incredible mutton chop sideburns. “Your Majesty, Fortress Command would benefit from two things. First, a significant boost in production of Spartoi clusters to enable them to be more densely deployed, and second the development of a similar defensive station ‘cluster’ centered around the Kraken-T missile system. I have taken the liberty of soliciting bids for such a system to industry and will report back once adequate submissions are received.”

He speaks rather gravely and formally, and even after you’d invited him to take a seat he somehow manages to look like he is sitting at strict attention. “In addition, we are at this time considering replacements for the venerable White Tower and Silver Tower stations with fully updated technology. Finally, we have developed a full replacement for the Oasis II Heavy Recharge Station, built around the latest technology and systems. We propose replacing the old stations with the new ones on a one-to-one basis. The new station has less absolute capital firepower than the older station, but is far more survivable, with unparalleled anti-ASF capabilities and integrated datalink capability with the Spartoi system and far more capable sensors, making it far harder for an enemy to pull off the sort of attack that the Black Steel recently pulled in the Arvum system.”

For all of the great benefits of increased trade there are some downsides, as the customs and inspection infrastructure is having to be expanded to keep up with the increased volume in order to maintain both security and insure that you actually get the budgetary benefits from the added trade. Thus, trade efficiency has dropped off somewhat, cutting into the benefits slightly. According to your advisors, it would actually cost you more per year to bump the efficiency back up than you would gain from said increase.

More minor Black Steel raids have occurred, striking at the Ruby and Steel Marches. So far they’ve all pretty much been the deep space equivalent of slap fights, with no telling blows landed by either side, but the skirmishing is causing a steady drain on your repair resources. It’s nothing that you haven’t already budgeted for, so it’s not really a problem, more a mild annoyance. The sheer volume of the attacks, combined with their widespread nature, is causing your analysts to have fits, leading to debates over the best response.

One school of thought is to grit your teeth and take it, holding back on striking back until you are completely ready and then striking with overwhelming power. The other advocates beginning scouting and skirmishing activity of your own, in hopes of disrupting whatever the Black Steel is up to.

Admiral di Palo and Admiral Nishimara, the new CO of Grand Fleet, are the primary advocates of the first option, arguing that the best way to deal with the Black Steel is to hit them as hard as possible at a time and place of your choosing, rather than prematurely reacting to their harassment. They argue that by doing so you would have the highest likelihood of delivering a telling blow upon the enemy, despite the potential for heavier losses in such a major operation. They’ve titled their proposal the ‘Mailed Fist’ option.

Admiral Savić, Admiral McEvedy of the Expeditionary Fleet and Admiral Somers of Strike Fleet are the main advocates for the latter strategy, arguing that pushing the tempo of operations with constant skirmishing raids and strikes of your own would push the Black Steel off of their own operational ‘center’, that by seizing the initiative you can potentially force the Black Steel into a disadvantageous position, and that it makes more sense to attempt to wear them down by attrition now that your own production is high enough to cover losses, especially in light units. The ‘big iron’ of Grand Fleet would be held in reserve to respond to any opportunities opened up, but would not be the lead formation in the operation. These admirals have dubbed their proposal the ‘Saber’ option.

Admiral Fisher can see the benefits of both strategies, and rather unusually for a military dispute in your experience both ‘factions’, so to speak, are fully in support of each approach and have fully cooperated in developing preliminary plans for either, depending on your decision. Say what you will about Admiral Fisher, but he has quite ruthlessly quashed any ‘glory seeking’ tendencies in the Navy’s senior ranks.

[]Support the Mailed FistIn every action against the Black Steel to date it has been the heavy units of the line which have ultimately proven decisive. While lighter units have been useful, each time we have decisively defeated the Black Steel it has been through the application of superior weight of metal thanks to the battle line.
The Mailed Fist plan would utilize careful scouting via our survey units to locate Black Fist nodes, and then we would strike them hard with the full force of the Grand Fleet, supported by the other formations in reserve. The survey units would act in a cautious and prudent manner, jumping in far distant from the jump limits of the target stars and making use of long range sensor systems to plot out Black Steel concentrations. We’d leave the minor operations alone, seeking out the nodal points, which we would then destroy.
This plan would take significantly longer to bring to fruition, and while underway would, unfortunately, fully tie up our survey corps for the duration. But the pay off should be a strong, concentrated, heavy blow against a significant Black Steel concentration.

  • Low possibility each turn of discovering a Major Black Steel node, upon which a decision will be offered on whether or not to strike at it.
[]Support the SaberWhile the Grand Fleet has been decisive in the past, it is dangerous to assume that it will always be so. As the stakes escalate, it becomes more important than ever to make use of all of our assets in ways that the Black Steel may not anticipate. We’ve always acted in one way in the past, which is an incalculable advantage to the Black Steel in predicting what we will do in the future. They only have to get ‘lucky’ once, and we will be heavily on the back foot.
The Saber plan involves our light formations engaged in high tempo skirmishing operations, scouting on their own and hitting targets of opportunity rather than waiting for the One Big Target. We know that the Black Steel makes use of resource gathering operations to feed their main nodes, disrupting those operations should be quite helpful in weakening them. A death of a thousand cuts, as it were.
This plan would, potentially, begin showing minor results very quickly and constantly, and has the added bonus of not tying down any dedicated survey elements. Since we are engaging in Reconnaissance By Fire, we can release the survey elements for their ordinary role of expanding the Empire and thus helping us grow our economy and military might.
  • Survey units will remain available for normal operations
  • Each turn there will be a high probability of a Black Steel encounter resulting in combat action, with a low probability of running into a nodal point requiring player decisions on how to proceed.

The Olympics continue to go quite well, with soaring ratings both thanks to the new format and to the novelty of the new sports brought by the various minor states who are now competing. So far Team Griffon is holding its own, especially in the ‘traditional’ events, but are admittedly struggling at some of the more esoteric disciplines that you pretty much had to learn out of a book.

Some of them are more amusing than anything else, speed walking, for example, apparently pretty much revolves around the rule that both feet cannot leave the ground at the same time, resulting in some pretty comedic ‘walks’. Some are rather embarrassing, for example Team Griffon’s attempt at ‘synchronized swimming’ is hilariously bad in comparison to what the originating states efforts are. Your coaches obviously misunderstood the concept quite thoroughly as they thought it was some sort of synchronized team race where all the competitors had to move in sync, whereas it actually is a sort of dance performance in the water. There has been some grousing that it should be called ‘water dancing’, not ‘swimming’, since there’s little actual ‘swimming’ involved apart from it being in the water.

Team Griffon does rather better at the go competition, to the surprise of the little single system polity that had added it in, and you are actually quite impressed both by how tightly competitive it is and by just how much mutual respect is built between both teams. In the end you take the silver in that event, but it came down to multiple tie breakers.

Parliament is doing nothing useful this year, just the usual routine business of Empire. That usually means, in your experience, that they are more worried about it being an election year than anything else. The parties that most strongly support you are doing rather well in the polling, so you do not anticipate any issues in that regard.

**Frankly, it's felt like we haven't really been looking to win this war. Sure we've built up and engaged in some horrific defensive fights. That doesn't do crap to help us win the war though. We need to take the fight to the damn toasters and end them.

Our usual approach of "go looking, break our fleet, rebuild our fleet, repeat" is something both sides have adjusted to, a new approach of much higher aggression sounds potentially useful. Don't really want to wait the 10 turns or so it'd take to get our first true capital ship up to start. Don't really like sacrificing our naval servicemen this way, but it is better than letting Black Steel hit our planets directly.
