Expensive, but we currently have an excess of money we can use to at least protect our most important systems. Also, nothing in this choice mandates getting any, only making it a possibility.

[X] Sign the Cultural Preservation Act of 3062

Makes up for the culture failure last turn; makes things a lot less complicated for me (and possibly Sunhawk).

Turn 132 - Where I Want To Be

You remember reading your grandmother’s memoirs and papers and her regular lamenting about something called ‘Pollux Man’, that the residents of the continent of Pollux here on Griffon itself tended to engage in some of the oddest shenanigans.

You have a sense that you are in the process of discovering just what that means, as the entire planetary news network, not to mention your desk, is brimming with reports of an incident in Pollux. As it stands, it looks like a couple lawyers, at least one judge, a prosecutor, a number of local law enforcement types, a mayor, several city council members, and of all things the local Motor Vehicle Department will be facing rather pointed questions about whether or not they used the space between their ears as vacuum chambers or are just naturally too stupid to pour piss out of a boot with the instructions printed on the heel.

People are still trying to unravel the entire insane mess, and thankfully most of that is happening far below your level, but the long and the short of it was that the local law enforcement and judicial system in that small town was thoroughly corrupt, run by a sort of ‘good ole boy’ network that protected its own. Moreover it was almost incestuous, the Mayor, the sole judge in the town, the town prosecutor, the chief of police, three of the city council members, and the chief clerk of the MVD were all family.

The corruption had been pretty petty until recently, when one of the grandson’s of the mayor who was a cop decided that his family relations and badge meant that rules were for other people, abducted a young lady that had rejected his advances, and held her prisoner for well over two decades, siring several daughters off of her despite being married and having several ‘legitimate’ sons as well.

When he got caught, his grandfather made a big public display of disgust, and the wheels of the local justice system appeared to go into motion, only it was all a big facade intended to deceive people. The lawyers retained by the defense filed a motion that would normally be denied in such cases, that their client had the right to directly confront his accusers in court. Precedent was solid, in cases of such severe abuse the victims were to be allowed to testify remotely and with all questions filtered through legal representation and victim services officers. The judge instead ordered the victims to personally appear in court, ignoring said precedent.

This being a small town and fairly remote, and with it happening at the same time as more flamboyant news across the Empire, this initially passed under the radar… until a local motorcycle club got involved.

You are already getting a headache here.

The biker’s found out about the entire thing almost by accident, one of their members happened to be in court on a traffic offense when he overheard a baffled clerk questioning the propriety of the order and being told that it was ‘the Boss’s’ order. Said biker got curious, read the case docket, and was a lawyer when he wasn’t riding with the club or spending time with his family. He immediately saw what was happening, knew it was completely wrong, and resolved To Do Something About It™.

But he was from Pollux, and Pollux Man does not do sensible things like report such issues to the appropriate authorities. No, Pollux Man instead gathers up his biker club, tracks down where the victims were staying, inducts said victims into the club complete with full custom tailored sets of leathers and bikes, and rolls into town on the day they are required to testify, escorts their ‘fellow bikers’ into the courtroom, and when the judge tries to throw them out, proceed to get into a throw down with the local authorities that only ends when the Griffon garrison is called in.

The only good thing about this is that nobody got killed, although the scumbag rapist will be singing soprano for the rest of his existence and probably wishes he was dead. You check and the planetary authorities, who have far more experience with Pollux Man than you do, are handling the entire situation perfectly appropriately, and you have a feeling that the execution fields might be getting watered soon.

You put that aside for now, because it is budget time.

Amaunet is less passive this year. “Padrone, things are in a solid place at the moment, I will let the chiefs give their reports, but in general the military is on solid ground. I would recommend against further investments in back-end logistics at this time, the costs required will offset any potential gains, rather in the coming years we will be proposing additional logistics hubs. That being said, General?”

One peppery Italian, coming up. General Zara looks his usual self. “Your Majesty, we’re not doing anything special in terms of procurement. I am scheduling additional training exercises for what offensive ground forces we do have, just in case. Once we’ve fully bulked out our garrisons, we intend to go back to strengthening our offensive forces.”

General Perkins is up next, looking just a bit surly and disgruntled from having to deal with the endless whining of pilots being made to pilot desks rather than ASFs thanks to the insistence on more administrative load within the Aerospace Force. “Our training establishment is solid enough that we are focusing solely on building up our actual forces, Your Majesty, while continuing to build up production capacity.”

Admiral Fisher speaks up from where he’s seated while his deputy moves to the stage. “Look, I get it that parasites aren’t sexy anymore, but we’re going to need more orbital yards for them if we want to continue to have enough for our needs. We also need a new repair yard in the southwest.” He then nods to Kristina Savić.

“As the Admiral said, Your Majesty, we are proposing a fresh tranche of orbital shipyards this year, as a simple upgrade procurement will maximize most of the facilities currently under construction. We are also recommending procuring the first of the Sensor Satellite constellations for the Griffon system, but that is admittedly rather low priority for now.” She smiles slightly. “Considering, of course, what the R&D boffins have in store for us.”

“Next, our survey teams are ready to go. While it is very tempting to go hunting the Black Steel, Admiral Fisher has informed me that he’d like to wait a bit longer to recover from the Arvum fighting. Discussions with the Master’s of Ikea have given us some general information about the systems to their north, and they have rather happily given their blessing to ‘being surrounded by our favorite customers’. They actually sent us a gift along with that, a giant solid platinum hex wrench.”
  • Survey
    • GX-A27
      • Extremely dim red dwarf, almost a brown dwarf. Recharge times here would be excessive, and there are no planets in the system. We’d want to survey and secure this system purely for defensive purposes rather than out of it being any actual use.
    • GX-B27
      • This Orange main sequence star reportedly has a single habitable water world, according to the Ikeans, and plenty of resources. They’d occasionally considered expanding here, but decided against it because they liked where they were too much.
    • GX-B28
      • This Red Dwarf is on the large and energetic side for that classification of star, with a correspondingly large habitable zone. There are extremely large asteroid fields here, although they aren’t particularly rich. According to the Ikeans the habitable worlds here are ‘jewels’.
    • GX-B32
      • A yellow main sequence star, astronomers predict several planets in the habitable zone. There is evidence of a super-jupiter in the system, although that could instead be multiple large gas giants in relatively close orbit.

“Finally we have three DoME teams at risk of getting bored. To prevent this, we recommend the following.”

Your Foreign Minister is up next. “Your Majesty, thanks to the funding for increased Cultural programming we’ll be able to put on an event this year in conjunction with the Pan-Griffon Games, which is quite exciting. We’ve put out feelers to our various consulates, and the consensus is that a German Cultural Festival would be a solid choice this year.”

Tiberius is off at the Pan-Griffon Games and has sent a note recommending against any further civil service increases this year.

Grace is still hospitalized, with the doctor’s rather worried about her state of health after her collapse last year. Her deputy is here handling the meeting.

“Your Majesty, while we have four R&D teams available we recommend against using all four, rather focusing on the spectrum of projects surrounding designing and building two-million ton warships. It will be very expensive, but we believe it is quite worth it.”

Evidently it is still the case, even as large as the Empire has become, that when a particular criminal matter gets the personal attention of the Empress that things begin to happen quickly. Fortunately, or not depending on your perspective, all of the defendants in the latest case of Pollux Man have pled guilty, which by tradition takes the death penalty off of the table. As such, the various corrupt officials will be facing long sentences in the high-security prison station in Griff’s Leap, while the various ‘bikers’ are being ‘punished’ by having to sit for endless journalist interviews, talk shows, and the like… without complaining.

The look in their eyes… you giggle about it like a schoolgirl for days.

Overall things seem to be going fairly smoothly, which tends to make you rather nervous.

Some of the new innovations in Damage Control systems, including a new generation of extremely compact portable fusion batteries intended for powering damage control tools, would have been immensely helpful in the last battle, but sadly weren’t ready in time.

The efficiency improvements stemming from something so basic as a new zero-g conveyor design in germanium refining are rather surprising to you, but judging from the executive summary that your non-engineer brain can understand it appears that it required significant advances in material sciences to make it possible in the first place.

The construction of the new military base facilities in the Calliope and Nowa Warszawa systems is met with a bit of bemusement, considering how deep inside the empire they are, but when the reasoning is explained the population becomes much more enthusiastic about them. The only complication came when a mated pair of Rexes decided that the location of the Calliope Army base’s drill ground made for a wonderful territory, although by all indications they seem to find the Army’s drill rather amusing, and during the formal parade opening the facility the male Rex decided to help with the cadence by thumping his tail on the ground in perfect sync with the drums.

Terraforming work goes quite smoothly, with Neuthüringen now being rated as no longer requiring any external support to sustain the population, which is quite nice as far as you are concerned as that removes an obstacle for the locals attaining Core status.

You do get a rather grumpy letter from Admiral Fisher concerning your choice not to build additional orbital shipyard facilities for parasite construction, but all in all the overall shipyard expansion goes very smoothly despite a number of somewhat amusing minor brouhaha involving yard workers going for the ultimate Mile High Club memberships and getting caught in flagrante delicto by the media.

Oops.

Survey work more or less confirms the information given to you by the Ikeans. GX-A27 is so incredibly dim that scientists are fiercely debating as to whether it is a super dim red dwarf or a very bright brown dwarf, but considering the exceptionally long recharge times here and the complete lack of anything even vaguely resembling resources, the system is pretty much useless. One of the crews flippant ‘that isn’t a star, it’s a spark’ comment leads to the system getting called Spark.

GX-B27, on the other hand, exceeds expectations. The asteroid belts in the system are exceptionally rich in all forms of light, heavy, and rare industrial metals, with rather substantial germanium deposits as well. On top of that, the large habitable planet is exceptionally pleasant, with a climate very similar to that recorded for old Earth, albeit with some truly spectacular rivers. There was a fierce competition over naming rights, resolved with a lottery selection among the leading (appropriate) contenders, resulting in the system being named Nashornland.

GX-B28 also lives up to the billing. Although the few scattered asteroids in the system are pretty much useless industrially, and the planet itself is light on the resource front, the climate is truly heavenly and the planet seems like the foretaste for paradise. Fluffy clouds, deep blue waters, gorgeous forests that seem to stretch forever across rolling hills, pierced by dramatic alpine peaks. Everywhere you turn is another postcard view. The survey crews have dubbed the system Nuovo Paradiso as a consequence of the sheer beauty here, a gem indeed.

You had very little to go with for GX-B32, but the system is another direct hit. While not nearly as rich in minerals as Nashornland, the system does boast more than sufficient industrial metals for a strong economy. When the survey teams arrived it was mid-autumn in the landing area, and the trees were a blazing, fiery red as they prepared to shed their leaves for the winter. The climate is a bit harsh, but the blazing autumnal display inspired the crew to name the planet Ogien.

The first sensor shell has been rolled out in the Griffon system and is currently under test. So far, everything appears to be working precisely as advertised, to the relief of many considering the sheer expense involved.

In other procurement news, naval, aerospace, and army procurement has gone quite smoothly and well this year, with you being kept rather busy going from commissioning ceremony to commissioning ceremony. Your fleet is recovering quickly from the Arvum battle, with most major repairs completed as the refit & repair yards labor mightily. The new construction is filling the gaps, especially among the lighter units.

Admiral Fisher has informed you that he is pulling the trigger on shifting the Dreadnoughts to Home Fleet, despite the continued griping from that quarter about them being ‘too slow’.

The dim star and the complete lack of anything to attract people might make Spark the perfect Spook System. Putting Intel’s storage and long-term confidential operations here means no one would come looking for it. Only deep space would be more isolated.

The lack of system light might also make for a good Scout and Recon system to gather astronomical data. There could be a vast collection of long range telescopes with minimal interference from the star itself.

I'm not fond of the first. It's so isolated that things can go drastically wrong in many ways. Internal coup planning point as a result of little to no internal oversight. Destroyed or captured by the enemy without us knowing. Shapechangers from a wormhole take over with none the wiser (ok, maybe not this). Comstar plot device means they read all our mail. Keep going, it's that kinda 'verse! :p
The second is more useful from a research standpoint, though I don't think it will actually provide a benefit. Once you put deep space imagers outside the the inner planets...there's really no light effect from our star unless the camera is pointed AT our star.

Turn 133 - He Was Just A Rookie Trooper

You receive some quite welcome news early in January. The increased funding for trade attachés has borne its first fruit, with a new trade route established with several of the minor polities that your diplomats have been schmoozing. As a consequence you are seeing a quite welcome uptick in overall revenues.

In addition, economic prospects in the Capital March are looking truly amazing, as multiple major corporations located within that March are already reporting excellent earnings and are engaged in major hiring efforts. While very positive for your economy, and an overall excellent bit of news for the citizens of the March in general, this has had a minor effect of slowing down the upgrading of Pustina to Core status, according to the metrics established by the Interior Ministry.

You also receive word that both the NRI and the NRR have continued their own colonization and expansion efforts, although much slower than your own. The NRR has settled two worlds, while the NRI has settled 3. You have limited reports about them, other than that they are habitable systems albeit requiring terraforming efforts, and since neither the NRR nor the NRI have anything like DoME this will take quite some time indeed.

Sometimes you ponder offering DoME’s services to your allies, but they are busy enough at home.

You are also discreetly checking to see if the architects responsible for the rebuilding of the memorial arch are secretly residents of the Department of Periphery Studies or, more likely, from Pollux, because the mad lads decided that the best possible thing to do was to rebuild the arch to straddle and incorporate the small mud volcano and geyser that brought down the first attempts. The brought in a few vacationing mad lads from DoME and now there is a rather spectacular arch arcing over the mud volcano, with the geyser’s eruptions going through a large crystalline ring at the apex of the arch. It’s definitely extremely interesting, and intensely popular as a result, but you are still not sure what that architect was smoking to come up with something that insane.

In somewhat less welcome news, the first sighting of Black Steel light units occurred near the Baddorando system, a patrol of destroyers and corvettes that was handily driven off by Home Fleet units. The new Nevada class saw action for the first time and proved rather effective as a backstop for the lighter units, making it easier for the squadron to handle the threat. Admiral Bremman is still grumpy, since the presence of such large, and slow, units, and them being actually effective, is anathema to his desire to structure Home Fleet as the naval equivalent of the Rapid Reaction Force, but he’ll get over it.

In other news, your anti-piracy patrols to the galactic northeast continue to be quite effective at suppressing pirate activity. The deployment of a Vestal-class repair ship has made their efforts much easier and significantly improved their efficiency.

You do receive reports from those patrols that some of the most remote communities of local residents have encountered white-painted warships from something called the ‘Explorer Corps’, but there have been no encounters by your patrols. According to those local residents, this ‘Explorer Corps’ had been rather friendly, providing humanitarian aid at times, but also rather… odd, talking about Blake’s Will this and that, wearing robes, and acting all mystical and mysterious.

You have ancient records from your great-grandmother’s reign of a ‘Comstar’, founded by a ‘Jerome Blake’, although from what they say the organization was simply a communications company, not something that would have warships, and certainly not a religious organization.

You send instructions to your patrols to keep an eye open for these ‘white ships’. You also request the Foreign Office to send a few diplomats out to the anti-piracy fleet in the event of making contact with this ‘Explorer Corps’. Better to have the diplomats in place and not need them than to need them and not have them in place, after all.

The Department of Periphery Studies is still engaged in increasingly hilariously irrational ‘games’, and you have a feeling that you might need to have a long discussion with the staff of the department at some point since they are currently holding a massive ‘Upper Class Twit Of The Year’ competition… to general hilarity, even from the upper-class sorts who are being lampooned.

As research work has begun on two-million ton warships, Admiral Fisher has sent you a memo requesting some guidance on which direction you’d want to take for such behemoths. As you wouldn’t be able to build a large number of them, especially not quickly, the Admiral notes that the Navy needs to know what sort of ships you’d prefer them to focus on.

[]Ship Type
[]DreadnoughtsThe Navy would concentrate their efforts on designing the most potent possible front-line combat vessels, focusing on massive armament and armor, optimized to serve as flagships while delivering crushing punishment to the enemy.
In basic terms, this would take the current Kaiserin-class battleship and scale it up, giving those formations fortunate enough to have one of these units an extremely powerful flagship capable of inflicting devastating damage while surviving the same.
[]SupercarriersThe Navy would concentrate their efforts on designing a massive supercarrier, designed to carry enormous numbers of parasites and ASFs into combat to provide massive support to any fleet formation. Any formation which would include such a vessel would have an effective counter to the swarm tactics used by the Black Steel by finally being able to carry and support sufficient ASFs to match them.
While far less capable in direct combat, a supercarrier design would be an ideal flag platform, hanging back with other support units, providing command and control, and keeping certain admirals away from getting their overly aggressive backsides killed.
[]BothWhile less efficient, it should be possible to either design a unit which can fulfill some of each of these functions, or to alternate production of battleships and carriers. Admiral Fisher would grumble a bit about lack of decisiveness, but this would keep all options open.

I mean, supercarriers work really well on a wet navy. ASFs are cheaper to replace than whole ships. Pilots are plenty expensive though. But we're trying to find a way to PA them aren't we?

They can screen from the warhead carrying other ASFs, and carry anti-shipping weapons themselves. With the rest of the parasites, a Supercarrier can just become a fleet in certain circumstances as well. They're considerably more multi-role than a dreadnought.

And it'd keep these incredibly expensive ships out of the main line of fire.

Ships are super expensive and keeping maintenance and repair down low is critical to having a big navy.

I think super-carriers should wait until we have drone technology. Out ASF are already showing their attrition vulnerability as is.

I would say that while carriers completely obsolete battleships in real life, what we see in the Battletech paradigm is that carriers function best as literal CVs, aviation cruisers for screening and reconnaissance purposes.

The reason that carriers work so well in real life is that carriers and fighters work in different mediums. Carriers are water craft and fighters are aircraft. A space based carrier would be best used to carry... drum roll please ... aircraft, or in BTech terms ASF with the Atmospheric flier quirk. Thus strategically a carrier in space would be be a better equivalent to an amphibious assault ship than a modern aircraft carrier.
