Rules be damned. We know it when we see it. We know their intent is to incite revolution and overthrow our government and they shall be removed from our territory.

That being said, my fear is that this goes public and some guys escape being rounded up, and then proceed to launch a campaign against us that ruins our public image, but we can try patching that up later. Right now this threat needs to be taken care of.

I believe its time to plan for war , those communist scum have deployed hostile agents to our nation with the goal of conducting subversive and criminals acts , this is ground for war and not the pretend war they have with the wanna be frogs but full scale brutal conflict and since their nation is likely as radicalized as we would expect from the Combine at its most late imperial Japan I suggest we pretend the Ares accords don't exist for the duration of war to ensure a swift conclusion as to minimize how long our forces will be out of position when the next Blacksteel attack comes

The Rouges Noir are a low priority threat. They aren't the ones who are nuking our planets and decimating our fleets. Their agents are nuisance but not an existential threat to Griffon, and their military is in a stalemate with the Bourbons. Once the Black Steel are dealt with, then it makes sense to start getting around to them.

When we prioritize our threats the BS is our main enemy. I have no problem making lesser actions than outright war.

succession wars era style raids to steal technology and destroy infrastructure , industrial capacity , naval capabilities ,gather intelligence and devastate population centers , sure its brutal but we are war with them and they already got the first strike by sending hostile agents into our nation and fermenting unrest that has already killed millions of our citizens , ruined the lives of millions more and caused trillions in damages , we get to hurt them badly without committing our forces for an extended war , counter raids are not likely to be an issue since they lack the drives to reach us and we've gotten very good and fighting raids thanks to Blacksteel

This is a foreign power taking advantage of our laws and ethics to send spies into our empire with the express purpose of setting up terror cells within our populace.

We respect the law, but abusing it will lead to us coming down on you like a hammer. The Royal Family have arrested or punished law skirters in the past so there is a precedent.

Taking the PR now will be less than if/when it is discovered later and a few “leaks” of interrogations of their agents could go a way in calming people down. Even more if we can get a “breakdown” from every refugee, which might be feasible if there are only a few hundred.
