Because the populists aren't doing that well with the NPC masses, thanks to the glowies causing Jan 6th and now the raid on MAL.
It has been my experience that what the GOP and Right are truly good at is selling false hopes and cope to their base, and the populists don't seem to have changed that or had much success at being effective.
There are very likely more progressive minded people in the US these days than populists or conservatives, and just fantasizing about hanging Leftists from lampposts after some nebulous win...it's pure fucking cope.
Like, want to know how most of the Left, and parts of the middle, views the Right, particularly after Jan 6th, Roe being overturned, and now MAL raid?
This is what the Left views a lot of the Right as, and with the mass media feeding the NPCs continuously lies about the Right, they want to treat the GOP the same way the NCR treats the Legion.

The Enclave is actually a great metaphor for the current US gov, because it has about as much legitimacy over the US as the Enclave did, and is about as indifferent to the suffering of everyday folk as the Enclave was.

…This might not be the metaphor you want to go with, considering the fact that (for a good portion of the game) the NCR was repeatedly getting its teeth kicked in by the Legion, the Fiends, and basically pretty much any drugged up tribals with enough ferocity in the Mojave.
Their victory at Hoover was more of a draw/pyrrhic victory, and the only other wins they had in the Mojave at that point was Helios One and Bitter Springs.
The first being a victory over a pretty much dying portion of the brotherhood, and the other largely being a massacre of mostly unarmed women and children.
Unless the player character sides with them, the NCR pretty much takes nothing but Ls.
So I’m not really sure if that’s the parallel that you want to be drawing to make your point.

The mindless drones genuinely believe that they are being oppressed by conservatives. And that all govt corruption comes from conservatives. All the news stations say so.
So this actually fits perfectly.
The parallel is that the Left believe they are 'bringing safety and democracy to the Wasteland/protecting and promoting democracy in America', and particularly after Roe was overturned, seem to believe the GOP views women as property/slaves and want to revert the US to almost a medieval situation.
And they've had a few L's thanks to SCOTUS and DeSantis, but they still have plenty of power in their home areas.
I know this isn't how things really are, but I do know how the people who buy the MSM/Biden Admin lies tend to view a large part of the GOP and it's base.
Just because the enemy propaganda isn't the truth of things, does not mean it does not have power in the masses.
And the GOP has been so shit at PR and so steeped in internal propaganda that I do not think they truly get how bad the GOP can look to 'normies'. It's been my experience that neither the GOP leadership or base want to attempt new tactics, or realize that the Left know how to use conservative's principles against them, and just want to believe the old game and old rules still apply.
The Right seems to treat politics like football, while the Left treats politics like multi-generational warfare, and guess which strategy has proven more effective.
