In Suits at common law, where the value in controversy shall exceed twenty dollars, the right of trial by jury shall be preserved, and no fact tried by a jury, shall be otherwise re-examined in any Court of the United States, than according to the rules of the common law.
We don't adhere to that. When that was written twenty dollars wasn't really all that much and a British Redcoat wore a uniform that they had to buy and pay for out of their own pocket which was more expensive than a twenty.
British Redcoats were the dregs of the British Empire back then.
