That's full up wrong.Actually, yes it will. The only difference between a pardon and an expungement is that the pardon still leaves the charge or conviction on the person's record. It does, however, restore voting, remove the "no felony convictions" requirements for licensing, etc.
However.
It *only* applies to "simple possession of marijuana" charges, not other drugs. So if, say, someone got hit with two simple possession charges (one for marijuana and one for cocaine), it still leaves the cocaine charge in place.
Moreover, the feds don't have many people locked up just for simple possession of marijuana, either -most of the offenders are guys who are drug kingpins and the like who are in for multiple charges.
Whether it's a good idea or not is another story. It's pretty much him trying to boost his popularity by DOING SOMETHING rather than addressing the issues people care about (which include crime so I'm not really convinced this will impress swing voters).
