The ruling is more along the lines of "Fed agents can cut razor wire to get to places, but Texas can also put razor wire back up after the Feds cut it."

So SCOTUS basically punted saying that the Feds do have jurisdiction over the border, and can cut wire, but Texas is within it's right to keep putting more wire up, even if it gets cut.

I get hating on a wishy-washy ruling, but this was not the pure L many on the Right seem to think it is, and is basically SCOTUS saying that the Feds and Texas will just have to race each other on who can cut, or put up, wire faster.
