Quick question : how can I make my own tank online in style of HOI4 tank designer ?
I haven't seen such a thing. Though, if you're willing to shell some cash and work with GURPS, you can use the GURPS 3e vehicle system (Vehicles 2e for short) for your vehicle needs which has a rather handy and cheap if old program you can use. If you really want to do some math, though, you'll have to buy a system book called Guns! Guns! Guns! which coincides with 3e but not with 3e's light projectiles (when you skim off the propellant)... though you'll need some GURPS community resources if you want to GURPS the range for your guns...

Some Google Sheets for modified range calculations, if you can believe it. Though, you'll have to do some customary/metric conversion work. I can also link you to the GURPS Vehicle Builder page at Warehouse 23 and give you a copy of the Guns! Guns! Guns! excel sheet (although, it's damn old and uses some micros).

Let me be honest with you, that excel sheet is phenomenal when it comes to conversion work. As in 'does every tabletop RPG system under the sun' levels of phenomenal. GURPS, Silhouette, even Cyberpunk. Sure it means dealing with old macros but it's damn good at what it does.

GVB (shorthand for GURPS Vehicle Builder) does practically all the math for you outside of putting down calibers and barrel lengths while allowing you the ability to, effectively, stat your own guns if needed.

It's an early 2000s excel sheet, fortunately enough, though has a wee bit of lag when you're doing some crazy things.
