Is the Arjun still considered a bad tank? I was under the assumption they've worked out a lot of the kinks and problems with it over the past decade or so.

Part of the problem is using a rifle gun - not bad per see, just so obsolete is not even funny. On top of that, the ammo is also crap.
The brits use rifled last I checked

Yes, and is one of the weak parts of the Challenger 2. In several of the upgrade proposals, is included replacing it with a smoothbore one. In fact, the final accepted upgrade is replaced by the 120L55.1.
But the Challenger 2 has the excuse of being an old tank, with more than 20 years. Only uses it, because the program to upgrade it takes forever.
Nobody uses rifle guns in tanks anymore.
It has the longest tank kill in recorded history

Range I'd what matters today. If you can see and shoot an enemy outside there range. You win

Still, with less penetration than the ones from the American, French or German guns. And the ones from the Arjun are inferior to the ones from the Challenger 2.

With HESH against T-55, the same munition is ineffective against any tank with composite armor, so Challenger would have to use sabot and HEAT rounds against modern tanks and those rounds perform rather poorly when fired from rifled barrel. Now take into account that Indian ammunition has worse performance than the British. Small wonder Indians rely on T-90s as counter to Pakistani tanks.

And modern composite armor is very good at defeating HEAT, so only a subpar APFSDS for a rifle gun.
