In the 90s the Russians rightly or wrongly believed that the deal was if they agree to leave the Warsaw Pact, those states would be neutral and NATO wouldn’t expand, over the years NATO claimed they made no such deal, but the Russians feel they were betrayed and as such don’t trust any promises made.What if a group of NATO countries promise to block Ukraines petition in exchange for peace? After all everyone has to agree to let someone join right? Letting Ukraine join us bad for us so we should refuse their petition to join. That way NATO gets a buffer.
