They've degraded since the Soviets. The most educated got recruited by the west after the collapse and the intelligentsia followed soon after for better opportunities for their families. Russia was finally starting to slow the brain drain until 2014 when they invaded Crimea. Then what tiny funds the education sector had got shifted to military and even the hardline Russians started abandoning the sinking ship.I know, I was saying that Russia can't afford that. While it is a 2nd sliding into 3rd world shithole the Soviet schools were at least decent at training architects, doctors, engineers, etc. I don't know enough about modern Russia so I don't know if they degraded or not, but I haven't been told or seen that their schools went to shit. The same goes for most foreign schools. So when Russia wastes it's future educated workforce doing stupid tactics that Russian leaders typically do it's going to hurt them alot more. The days of Russia being able to do human wave attacks are going to end soon, you can ask @Cherico about Russia's demographic problems he knows more than me probably.
