I can corral a nine year old girl without breaking/dislocating their arm. It ain't that difficult. They were able to handcuff her fine prior to this, so they could too. If something freak accident goes wrong, I get it, that happens. But the pepper spray was stupid and cruel. The simple answer is to just call an ambulance to transfer the girl in. There's also the fact that a 9yr old girl weighs about 65lbs. That may not seem like much when compared to an adult man but she's a good 15lbs-40lbs heavier than an adult Clouded Leopard and just as difficult to handle safely when she's upset with you.Justifying circumstances are possible, even if unlikely. If the cop just didn't want to put up with her having a temper tantrum, he was way out of line. If he was trying to stop her from thrashing around hard enough to cause herself injury, it's more gray-area.

Yeah.This should be the law of the land in all states and territories. Should just be part of castle doctrine. Holding police. prosecutors, and judges accountable would certainly keep it from being needed as much, though.
