Yeah, only if your definition of "The West" is the USA + the UK.

In all other countries you need to have personal documentation (Id card, residency, job history with the relevant government agency) to start a job, receive medical help and financial aid, vote etc.

You got it half right.

They want to replace the entire 9-5 population with household staff/serfs and professional tradesmen with robot helpers for shit to complicated for the overlords to manage themselves directly.

People like welders, plumbers, and fishermen are mostly safe, simply because you cannot realistically program a robot to do and know all the little foibles that only human intuition can catch. And, no matter how 'lowly' they are, plumbers are still vital and will remain so, simply because very few people will willing work with the...substances and situations plumbers encounter on the regular.

Easier to program a robot to farm than fix a shitter or weld in anything outside factory conditions.
