Basically Allen Walker was kinda the "prototype" or "original model" for a white-haired youth with a red eye, so the meme is saying all the others are Allen Walker expies... and with some of them (especially Alexander) I can actually see it.

Most of the one's shown above didn't have a scar either.
In fact I only count a 'scar', versus a tat, on like 4 of them. Kaworu pre-dates any of the above as well.

Yes, because the looks was what the above post I was responding to is about; it's the 'white haired, red eyed albino' look that was copied from Kaworu onto many, many other anime characters.
