And who doesn't like Beavers? They are such cool, pretty and useful creatures.
Another thing is that we got tired of restoring their population, between the wars there were no beavers in Poland. Now there are plenty of them. Years of teaching about not hunting them and their usefulness has given them a very good reputation.

When your agency has such a bad reputation that even people in other countries view them in such negative ways, there may be a problem with your agencies you'd want to look into.
