It honestly is a ton less worse than many other departments, like the CIA, FBI, ATF, or worst of all, the Fed. If you want any sort of federal government, you need theft (called taxation) to happen, and that's someone's job. Is it politically biased? Yes, but so are all the other ones too. It's more about taxation being magically not theft for me because government does it.
If we're measuring which government agency is
objectively the worst, then yeah, sounds fair. Mostly, I was asking about which ones have the worst reputation among the general population; since the IRS has more visible interaction with everyday Americans, perhaps that'd explain why.
Otherwise, I'm tempted to agree. Have flirted with Libertarianism before, as you know, and while I wouldn't say I've bought into the Gospel of Rothbard just yet, I find it a bit odd how people agree you don't owe someone anything in return if they voluntarily gave you something without you asking first, but when government does it, it becomes "Giving back!" or "Doing your civic duty!" — even when they never asked you if you wanted what they were selling in the first place, and actively
coerced you into buying it in exchange for your time, money, obedience, even your very life via conscription.
