The thing about dogs is they're a pack animal, and they work very well in human "packs", as long as the human treats them well. There's a reason why we use dogs as companion animals, for the blind and elderly, etc, and as working dogs. Very easy to train, and they like being part of the group.
But, that requires treating them well, and treating them as part of the family. Once you let them get feral (As has happened in Australia) the they make their own packs, and the same factors that make them great pets, make them very difficult to re-train. Without that human connection, they're much like wolves, their ancesters.
There's quite a few feral dog packs in Australia, much as there's feral cats, pigs, rabbits and more. And, yes, they have killed people. But, the authorities are mostly centered in cities, and only see pets, so they make laws based on "Oh, that's so cute!", and not on "Feral dogs killed people last year, we should be doing something about it!".
