That, he is. Hope to see him return in future Star Wars media, and (while unlikely) I wouldn't be opposed to giving him his own show, too, though that's for Disney to decide.

I think the US is at about 37g/kWh if I did the math right. We let rednecks roll coal without giving a shit and have to deal with Karens going NIMBY.
If I'm low by an order of magnitude we're still better than Germany because the US has the strictist* emissions standards in the world. Most of the non-CO2 things in the exhaust get turned into CO2 before they get to the end of the exhaust pipe.
* Ask Volkswagon about what happens to you when you get caught trying to cheat those standards. It is neither cheap nor pretty.
