Honestly, what I'd do instead of Kyle's law is basically restore USC 1983 to be able to sue prosecutors who violate civil rights. That's what the law is supposed to do before Judicial activism overwrote it. You could do it at a state law instead.
EDIT: Listening to Kyle's law, basically it says that if you don't even get preponderance of the evidence, you are up to be sued. I'd be down with this for all cases, not just self defense.

So if X was black would the person asking the question agree with the verdict themselves? Would they see Kyle as guilty or innocent then? are they saying guilty was the correct verdict and everyone would of agreed with it if Kyle was black?
