Actually, it is very similar when you actually get into the mechanics (just one state in the Confederation days can torpedo the entire process by a no vote, you can have everyone else vote yes but if one vote goes no, whatever you're trying to do is sunk). The only reason that the states didn't bug out of the Constitutional Convention was the British Empire.
