Personally I think it's more like they each share 1/3rd the responsibility for the current shitshow.

That's why I wasn't nearly as angry when the police prescient burned.
I mean yes whole thing was caused by one jack ass who clearly deserves jail time for at least manslaughter and its not really fair to blame every one for one persons actions but at least its an understandable response. Its a cause and effect thing that shows displeasure. If it was just the prescient I would be willing to let it go as a moment of passion.
Except that is not what happened, Targets business's other things that the community absolutely needs were burned and looted as well. During a nationwide pandemic where every job is vital, before a really bad recession hits again. Its destroying your own community that's stupid and self destructive.
Governments can and have told people you destroy your own stuff deal with it fix the damage yourself. Those communities might take decades to recover maybe generations. It was pointlessly self destructive.

I always found it sad/funny like a clown, that these people are upset about their shitty neighborhoods and lives, but then and go burn everything down and riot. I mean, who would want to bring their family to live there. So now you have a bunch of unsold houses and vacant properties as the area is known as a 'bad neighborhood' which in turn leads to gangs forming and a higher incidence of crime. Watch in half a year to a year, insurance rates for the area will be much worse and property values will go down, regardless of the national trend.
These people by rioting, are making the long term situation much worse. That is why the government needs to do two things. First is to go through the judicial process and keep people informed of how charges are moving against the cop. Invite the family of the victim/community leaders into the office of the DA/FBI so they know what is going on and can calm people. Second they need to crack down on all rioters and declare marshal law. A soft approach just leads to more violence and death. Having the national guard called in would calm things.
