True, all the oil in the ground in the world doesn't help without the refinery throughput to make enough petro-chems fast enough to meet demand.unfortunately norway is experiencing rising costs of energy as well. they only have so much production and expanding that takes time and money.
not all oil is the same either. different refineries process different oils differently. so there is no guarantee that a refinery not being used now wouldn't need to be modified to process oil from somewhere else.True, all the oil in the ground in the world doesn't help without the refinery throughput to make enough petro-chems fast enough to meet demand.
And a new refinery is a 10+ year project. They can ship to other refineries in Europe, but again, same issue; only a limited number of refineries in Europe to process that crude.
